Subject: Brows Lane & Freshfield Road, – Proposed waiting restrictions

Purpose: To brief Ward Members on the proposed introduction of a Traffic Regulation Order.

What will it cost and how will it be financed?

(A) Revenue Costs The cost of introducing the waiting restrictions, together with all advertising costs relating to the new Traffic Regulation Orders, estimated at £1,500 will be funded from the 2013/14 Traffic Management Revenue budget.

None 1.0 Introduction

1.1 Complaints have been received via members of Sefton Access For Everyone (SAFE), regarding obstructive footway parking on Brows Lane, opposite Formby Pool.

1.2 A number of visitors to the Pool choose to on Brows Lane, rather than use the Pool’s car park, and will park with two wheels on the footway in order to maintain a wide gap on the carriageway for passing traffic.

1.3 This type of parking will take place at many locations throughout the Borough, where parking provision is low, but generally most drivers will leave sufficient space on the footway for prams and wheelchairs to travel along the footway.

1.4 In this particular location, however, drivers are parking adjacent to various pieces of street furniture (lamp posts and trees etc), thus severely restricting the remaining width of the footway. This results in wheelchair users and pram pushers having to go onto the carriageway to get past the parked cars. A photo showing the typical parking is attached as Annex A.

1.5 Further to this issue, a local resident has requested that additional waiting restrictions be considered on Brows Lane as vehicles are being parked on both sides of Brows Lane, presenting an obstruction for other road users.

2.0 Proposal

2.1 In order to address the problem, it is proposed to introduce a length of waiting restriction, between the existing restrictions opposite the Pool, and the existing restrictions on the corner of Michael’s Close.

2.2 These will take the form of ‘No Waiting at any time’ and also a ‘No Loading/Unloading at any time’ to prevent any Blue Badge parking. A plan showing the existing and proposed restrictions is attached as Annex B & C.

2.3 In addition, in light of parking being observed on both sides of Brows Lane, it is proposed to introduce a ‘Monday – Saturday 9am – 6pm’ waiting restriction on the north west side of Brows Lane, to a point 15 metres east of the east kerbline of Freshfield Road. It is also proposed to introduce 15 metres of ‘No Waiting at Any Time’ waiting restrictions at the junction of Brows Lane and Freshfield Road in order to keep the junction free of parked vehicles.

2.4 In order to simplify Sefton’s Traffic Regulation Orders, current Orders which exist on any of the roads affected by this proposal will be revoked, and new Orders made incorporating the new amendments. In this respect, the following Order will be revoked and replaced with a new Order:- • Metropolitan Borough of Sefton (Brows Lane, Formby) (On-Street Parking Places, Prohibition and Restriction of Waiting) (Revocation) Order, 2007. • Metropolitan Borough of Sefton (Freshfield Road, Formby) (On-Street Parking Places, Prohibition and Restriction of Waiting) Order, 2012

3.0 Financial Implications

3.1 All costs relating to the progression and provision of the waiting and loading restrictions, amounting to £1,500 will be funded from the 2013/14 Traffic Management Revenue budget. .
