Business Bulletin: Friday 4 November 2011 Section F – Motions and Amendments

Motions and amendments are normally printed the day after they are lodged. If an amendment is lodged to a motion then the original motion will appear alongside the amendment, along with any support lodged that day, in this section.

Each Monday, this section also contains all motions and amendments lodged the previous week that are still live and any motions and amendments that have been lodged for debate in the coming week. A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.

Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.

Motions and amendments can be published with various symbols: • Asterisks before the motion or amendment number indicate a motion or amendment published for the first time;

• Asterisks also identify alterations to the text of a motion or amendment made since it was first published;

• A hash symbol identifies motions eligible for debate at Members’ Business;

• A diamond symbol identifies motions lodged for Members’ Business that have not yet attracted the required cross-party support;

• An "R", identifies motions or amendments in which the Member who lodged it has a registrable interest.

The Parliamentary Bureau periodically deletes motions or amendments not scheduled for debate and which are over six weeks old.

A search facility is also available on the Scottish Parliament web site at http://www.scottish.parliament.uk/parliamentarybusiness/28877.aspx.

Any questions in relation to this section should be directed to the Chamber Desk, for which contact details are provided at the end of the Bulletin.

New and altered motions and amendments

*S4M-01244 David Torrance: Fife Council TIF Business Case—That the Parliament congratulates Fife Council on winning Scottish Government approval to develop, in cooperation with the Scottish Futures Trust, a £17 million Tax Incremental Financing (TIF) business case to improve marine and vehicle access to Fife Energy Park, provide site remediation and enhance delivery of the Levenmouth Low Carbon Investment Park, expected to create 1,000 new jobs in the region; appreciates the Scottish Futures Trust’s endeavours to introduce what are considered innovative funding models, such as the TIF pilot schemes, to strengthen Scottish infrastructure and the Scottish economy in the face of what it sees as unprecedented funding cuts by the UK Government, and welcomes Fife Council’s efforts to submit a successful TIF business case that would boost the renewable energy sector, employment and prosperity in Fife.

*S4M-01243 Margaret Burgess: Congratulations to GlaxoSmithKline—That the Parliament congratulates GlaxoSmithKline (GSK), one of the world’s leading research-based pharmaceutical and healthcare companies, on 30 years of manufacturing Augmentin; considers that, even today, Augmentin remains ahead of its time in the fight against infection; notes that GSK manufactures a range of active ingredients for prescription medicines, including penicillin-based antibiotics, that are used around the world to treat a variety of bacterial infections; appreciates that GSK’s manufacturing plant in Irvine employs approximately 330 people in an area of high unemployment and deprivation; applauds Irvine GSK’s decision to set up, with a donation of £400,000, an Enterprise Development Fund (EDF) to support the creation of sustainable jobs in the local area; celebrates the success of the EDF in creating 129 jobs, far exceeding the target of 70 jobs; commends GSK’s decision to approve a further £400,000 to support the EDF in 2012, and considers that GSK’s annual donation of £10,000 to local charity and voluntary organisations has an important impact in improving the local community in order to allow people to do more, feel better and live longer.

*S4M-01241 Kenneth Gibson: Scotland to Norway Ferry—That the Parliament notes the proposed resumption of a ferry link between Norway and the UK; considers that, instead of using only the proposed Newcastle port, the ferry should also sail from Bergen and Stavanger to Aberdeen, Rosyth or Leith; believes that a ferry link from Scotland to Norway would have a positive economic impact for business and tourism in Scotland and the rest of UK and Ireland, and welcomes the opportunity that it considers Norway is eagerly presenting for Scotland to become the bridge between Scandinavia and the UK and Ireland.

*S4M-01240 Annabel Goldie: West of Scotland Big Lottery Fund—That the Parliament congratulates the following organisations throughout the West of Scotland that have won awards from the October 2011 Big Lottery Fund totalling £117,999 - Clydebank Housing Association Ltd, Barrmill and District Community Association, Greenfaulds Divers, Williamsburgh Primary School Parent Teacher Association,

Hillview Nursery Parents Management Committee, Ferguslie Community Nursery Committee, Adamslie Playpark Committee, Walking Tour on Wheels, Barrhead Centre Service Users Comfort Fund, St Columba Church Playgroup Mother and Toddler Group Kilmacolm, 2nd Johnstone Boys Brigade, Bengali Performing Arts, The Meadow United Group, Brucehill Early Education and Childcare Centre, Vineburgh Community Centre Management Committee, Springside Primary School, St Bridget’s Primary School and Largs Sail Training Association, and commends the positive contribution that it considers these organisations make to their local communities.

*S4M-01239♦ : Report on Energy Future for Aberdeen—That the Parliament welcomes the publication of a study by PricewaterhouseCoopers into the future of the North Sea oil and gas industry and the opportunities for Aberdeen to remain as a world-class energy capital; notes that the study identifies a potential £376 billion worth of oil and gas that can potentially be extracted from waters west of Shetland and that this follows reports that 40% of North Sea oil and gas remains to be extracted; welcomes the importance attached to encouraging oil and gas companies to diversify into renewables and bring their expertise to bear on this industry; applauds the study’s focus on encouraging collaboration as the key to securing Aberdeen’s energy future, and looks forward to a collaborative approach to ensure a bright future for Europe’s energy capital.

*S4M-01238♦ Stuart McMillan: Shipbuilding Coming Home, Congratulations to Ferguson Shipbuilders of Port Glasgow—That the Parliament congratulates Ferguson Shipbuilders of Port Glasgow on becoming the preferred bidder for the £20 million contract to build the world’s first two hybrid ferries for CMAL Ltd; notes that this order is being financed by the Scottish Government and will safeguard 75 jobs and create another 100 as well as approximately 20 apprenticeships; further notes that these will be the first ships that Ferguson Shipbuilders has built in four years; commends the workforce for its skills and dedication to wanting to build ships and considers that these orders will once again put commercial Clyde shipbuilding back on the world map; further considers the winning of this order to be pivotal for the Scottish shipbuilding industry, and suggests that Port Glasgow’s history and legacy in shipbuilding also has a bright future with shipbuilding coming home.

*S4M-01237 Richard Simpson: Developing Perth Woods for Health Pilot—That the Parliament congratulates Perth and Kinross Countryside Ranger Service on developing the Perth Woods for Health Pilot in partnership with the Lifelong Learning Partnership Group, Perth and Kinross Community Health Partnership, NHS Tayside and Forestry Commission Scotland; understands that the pilot provided a range of structured outdoor activities to supplement traditional forms of care provided to people accessing support from Perth and Kinross Community Health Partnership and NHS Tayside mental health services, was based on the John Muir Award, took place over an eight-week period between April and June 2010 at the Kinnoull Hill Woodland Park and was selected to be part of Greenspace Scotland’s programme of social return on investment (SROI) analyses of urban nature sites; understands that the SROI analysis identified those most affected by the initiative and recorded and valued some of the changes that they experienced; further understands that key outcomes included a significant increase in their confidence and self-esteem, an increase in their physical activity and wellbeing, the development of new and important social connections and skills, new opportunities to have fun and enjoy themselves, opening the door to new areas of personal development and increased life capacities, supporting them in their recovery and rehabilitation and leading toward participating more fully in mainstream society; understands that every £1 invested in the Woods for Health Pilot generated between £5 and £10, and hopes that this successful pilot will lead on to many more such schemes.

*S4M-01236 Liam McArthur: Become a Mo-Bro this Movember—That the Parliament notes the start of the worldwide Movember campaign; considers that this campaign has had enormous success over recent years in providing a light-hearted way of raising public awareness of prostate cancer; welcomes the considerable sums of money that have been raised for cancer charities in Scotland and elsewhere; encourages MSPs and staff to show their support for the work of The Prostate Cancer Charity and the Institute of Cancer Research in combating the most commonly diagnosed cancer among men in Scotland by growing a "mo", and applauds the cross-party alliance of MSPs who have already committed to sacrificing their top lip for the Movember campaign this year.

Supported by: Jackie Baillie*, Mary Scanlon*, Maureen Watt*, Nanette Milne*, Alex Fergusson*, Richard Simpson*, Murdo Fraser*, Stuart McMillan*, David Stewart*, *, Joe FitzPatrick*, Liz Smith*, Jim Hume*, Clare Adamson*, Humza Yousaf*, Mike MacKenzie*, Joan McAlpine*, Paul Wheelhouse*, Mark McDonald*, *, *, *, David Torrance*, Margaret Burgess*

*S4M-01202 Dennis Robertson: Student Mental Health—That the Parliament notes with interest the recent report, Mental Health of Students in Higher Education, by the Royal College of Psychiatrists; agrees with the report’s finding that students today are at a greater risk of experiencing mental ill health than previous generations; is particularly concerned at the influence of today’s economic climate and subsequent increasing pressures on students’ mental health, and calls on the

24

Scottish Government to consider the report’s call for increased training for academic staff and more incentives for GPs to run specific student mental health services.

S4M-01185 Paul Wheelhouse: 60 New Homes for Duns—That the Parliament welcomes the proposals from Berwickshire Housing Association to build, subject to the approval of Scottish Borders Council, 60 new houses at Earlsmeadow, outside Duns; notes the plans for 15 of these houses to be designated as affordable homes; considers that the development will address a pressing need for affordable housing in Duns and sustain skilled construction jobs in the area; believes that this would further enhance the economic recovery in the Borders; considers that the construction of 45 of the houses for sale at market prices will contribute significantly to the funding of the affordable homes, and, following the investment in 2010-11 of £471 million through the Affordable Housing Investment Programme, commends the project as a local contribution to the Scottish Government’s ongoing commitment to build 30,000 affordable homes during this session of this parliamentary session.

*S4M-01185.1 Claudia Beamish: 60 New Homes for Duns—As an amendment to motion S4M-01185 in the name of Paul Wheelhouse (60 New Homes for Duns), insert at end “; however considers that the Scottish Government has reneged on its election pledge to deliver 6,000 socially rented properties a year and instead has delivered a 42% cut in the housing budget alongside a real-terms cut to local authority budgets that will make it impossible to provide the socially rented and council house properties that are needed now by low-income families across Scotland.”

Supported by: Jackie Baillie*, *

S4M-01163 John Mason: 1,000 Days until the 2014 Commonwealth Games— That the Parliament notes that 27 October 2011 marks 1,000 days until the opening of the 2014 Commonwealth Games in Glasgow; welcomes recent news that the facilities, currently being built in the east end of Glasgow, are on time and on budget; looks forward to the opening of the Commonwealth Games and the opportunity to showcase Glasgow and Scotland to the rest of the world, and considers that the facilities being built in Glasgow’s east end will leave a lasting legacy that involves significant regeneration of the area and provides a welcome economic boost to Glasgow and wider Scotland.

Supported by: Colin Beattie*, Jamie Hepburn*

*S4M-01163.1 Patricia Ferguson: 1,000 Days until the 2014 Commonwealth Games—As an amendment to motion S4M-01163 in the name of John Mason (1,000 Days until the 2014 Commonwealth Games), insert at end “, and congratulates Glasgow City Council on its delivery of the 2014 infrastructure programme providing a range of sporting and other facilities, the largest and most complex group of projects both in capital value and complexity to be undertaken by the council.”

Supported by: Drew Smith*

S4M-01156 John Mason: Scotland’s No’ Full Up Yet—That the Parliament welcomes reports from the National Register of Scotland that, after years of decline, Scotland’s population might have already reached a record high and that it could be

25

5.76 million by 2035; believes that an increased population is inherently a good thing for Glasgow and Scotland, leading to growth in the economy, the tax base, new businesses, employment opportunities, improved local services, public transport and the better use of currently derelict land in rural and urban environments; rejects those commentators who see both falling and rising population trends as negative, and would welcome positive planning in the coming years regarding the opportunities afforded to Scotland by the rising trend.

Supported by: Colin Beattie*, Jamie Hepburn*

*S4M-01156.1 : Scotland’s No’ Full Up Yet—As an amendment to motion S4M-01156 in the name of John Mason (Scotland’s No’ Full Up Yet) insert at end, “; believes that, while it considers the news of the population increase to be welcoming, the Scottish Government has not acted on what it sees as its failings since 2007; considers that these failures include not protecting the health budget, with a real- terms cut of £319 million and the loss of 4,000 NHS staff, including 1,700 nurses, not protecting local services that it believes to be essential for older, poorer and vulnerable people, not protecting funding for colleges, resulting in the loss of thousands of student applicants in the 2011-12 academic year and not creating opportunities for Scotland’s youth, with one in five young men unemployed; notes what it considers to be the Scottish Government’s broken promises, such as the building of 5,000 socially rented homes over the next five years and to reduce class sizes, and considers that, if Scotland’s population increases, this administration is unfit to face the challenges that increased population brings.

S4M-01157 Liam McArthur: Damaging Impact of Air Discount Scheme Changes—That the Parliament notes the benefits that the Air Discount Scheme has brought to Scotland’s island communities since it was first introduced in 2006; considers that, even with the Air Discount Scheme reduction, the cost of flying to and from the islands imposes a considerable financial burden on island life; understands, therefore, the very real concerns that the exclusion of business travel from the Air Discount Scheme has caused for businesses as well as the public and voluntary sectors in the islands; considers that the change, on which there was no prior consultation, means that businesses and other organisations now either have to face even higher travel costs or have to miss out on opportunities to take part in meetings and other events on the Scottish mainland and further afield, and would welcome an urgent review of the impact of the exclusion of business travel.

Supported by: Rhoda Grant, , Jamie McGrigor, Tavish Scott, Alison McInnes, Jim Hume, , Mike MacKenzie

S4M-00941 Margaret Mitchell: Prescription Medicine Waste—That the Parliament notes with concern the amount of prescription medicine wastage in Scotland; commends the NHS Forth Valley eWard scheme, which allows hospitals and community pharmacies to share information electronically, thereby helping to improve patient safety and reduce medicine waste; notes the report published in 2010 by the University of York that shows that better medicines management around the time of hospital admission and discharge will result in more optimal use of medicines; believes that the role of pharmacists in helping people understand their medicines will be enhanced by the Chronic Medication Service; recognises that, in

26

order to minimise medicine waste, the electronic recording and sharing of information between hospitals, GPs and pharmacies is essential, and considers that this issue is worthy of further debate.

The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.

(Ex) = Executive Bill; (M) = Member’s Bill; (C) = Committee Bill; (P) = Private Bill; (H) = Hybrid Bill.
