A RESOLUTION authorizing City Mayor Arlene B. Arcillas to sign the MEMORANDUM OF AGREEMENT (MOA) between the City Government of Santa Rosa, Laguna, the Department of Science and Technology (DOST) Region IV-A, the Department of Interior and Local Government (DILG) Region IV-A and the Office of the Civil Defense (OCD) Region IV~A for the proposed project entitled: "Enhancement of the Smart City Intelligent Operations Command (IOC) Center in Three Cities and Two Municipalities in Region IV-A and Establishment of a Networked Regional IOC for Emergency Response and Disaster Mitigation", a copy of the Memorandum of Agreement is hereto attached and marked as ANNEX "E".

The DEPARTMENT OF SCIENCE AND TECHNOLOGY IV-A, a government agency created and is existing under and by virtue of the laws of the Republic of the Philippines, with principal address at Jamboree Road, Brgy. Timugan, Los Banos, Laguna, represented by its Regional Director, DR. ALEXANDER R. MADRIGAL, herein referred to as "DOST IV-A";

The DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT IV-A, a government agency created and is existing under and by virtue of the laws of the Republic of the Philippines, with principal address at Regional Government Center, Brgy. Mapagong, Calamaba City, Laguna, represented in this agreement by its Regional Director, RENATO L. BRION, CESO Ill, hereinafter referred to as "DILG IV-A";

The City of , with principal address at Bacoor City Hall, Evangelista Street, Brgy. Tabing Dagat, Bacoor City, represented by its Mayor, HON. STRIKE 8. REVILLA and herein referred to as "LGU- Bacoor";

The City of Tan~an with principal address at Tindalo Ave. Mt. View Subd. Brgy. Poblacion 3, Tanauan ,, represented by its Mayor, HON. ANTONIO C. HALILI and herein referred to as "LGU- Tanauan";

The Municipality of Carmona with principal address at Carmona Municipal Hall J.M. Loyola St., Brgy4, Poblacion, Carmona, , represented by its Mayor, HON. DAHLIA A. LOYOLA and herein referred to as "LGU­ Carmona"; - and -

The Municipality of San Mateo with principal address at General Luna St., Guitnangbayan San Mateo, Rizal, represented by its Mayor, HON.RAFAEL E. DIAZ and herein referred to as "LGU-San Mateo";

- WITNESSETH -

WHEREAS, DOST IV-A is mandated to provide central direction, leadership and coordination of scientific and technological efforts and ensure that the results therefrom are geared and utilized in areas of maximum economic and social benefits for the people in the region .

WHEREAS, DILG IV-A has the mandate to promote peace and order, ensure public safety, and further strengthen local government capability aimed towards the effective delivery of basic services to the citizenry

WHEREAS, OCD IV-A, is mandated to administer a comprehensive regional civil defense and disaster risk reduction and management program by providing leadership in the continuous development of strategic and systematic approaches as well as measures to reduce the vulnerabilities and risks to hazards and manage the consequences of disasters.

WHEREAS, LGU-Bacoor, LGU-Tanuan, LGU-Sta Rosa, LGU-Carmona and LGU-San Mateo, under the Local Government Code of the Philippines (RA 7160) are mandated to:

1). Endeavor to be self-reliant and shall continue exercising the powers . and discharging· the duties and functions currently vested upon them. They shall also discharge the functions and responsibilities of national agencies and offices devolved to them pursuant to this Code. Local government units shall likewise exercise such other powers and discharge such other functions and responsibilities as are necessary, appropriate, or incidental to efficient and effective provisions of the basic services and facilities" such as: (Section 17)

- Infrastructure facilities intended primarily to service the needs of the residents of the municipality and which are funded out of municipal funds including but not limited to, municipal roads and bridges; School buildings and other facilities for public elementary and secondary schools; clinics, health centers and other health facilities necessary to carry out health services; communal irrigation, small water impounding projects and other similar projects; fish ports; artesian wells, spring development, rainwater collectors· and water supply systems; seawalls, dikes, drainage and sewerage, and flood control; traffic signals and road signs; and similar facilities; (Section 17. (b).2.viii)

WHEREAS, under RA 10121: "AN ACT STRENGTHENING THE PHILIPPINE DISASTER RISK REDUCTION AND MANAGEMENT, OCD IV-A (Chair of RDRRMC), DOST IV-A (Vice-Chair of RDRRM: Disaster Prevention and Mitigation), DILG IV-A (Vice-Chair of RDRRM: Disaster Preparedness), DOE IV-A (Member of RDRRMC) are mandated to develop, support, promote, and/or implement programs and projects that will strengthen the capacity of the national government and the local government units (LGUs), together with partner stakeholders, to build disaster resilient communities, institutionalize arrangements and measures for reducing disaster risks and enhance disaster preparedness and response capabilities of citizenry.

WHEREAS, DOST IV-A, pursuant to its mandate under RA 10121 and aligned to DOST's Smarter Philippines Program, envisions to enhance capacities of national and local government through the use of IT infrastructure that will merge data and establish networks to ultimately result in improvement of services such as environmental, energy and water, transportation, education, social and health, and in aspects of government and agency administration, urban planning and pu~lic safety.

WHEREAS, DILG-IV-A, in pursuit of its vision of being the primary catalyst for excellence in local governance that nurtures self-reliant, progressive, orderly, safe and globally competitive communities sustained by God-centered and empowered citizenry, strongly supports the establishment/enhancement of ICOCs.

WHEREAS, OCD IV-A, recognizes the importance of networked ICOCs to attain the RDRRMC's target of zero casualties during occurrences of disasters.

WHEREAS, LGU-Bacoor, LGU-Tanuan, LGU-Sta Rosa, LGU-Carmona and LGU-San Mateo deemed it necessary to enhance their respective ICOCs to further improve their governance and disaster risks reduction and management efforts

WHEREAS, the aforementioned parties concurred to join efforts and collaborate in the implementation of the project entitled "Enhancement of the Smart City Intelligent Operations Command (IOC) Center in Three Cities and Two Municipalities in Region IV-A and Establishment of a Networked Regional IOC for Emergency Response and Disaster Mitigation" (Annex A: Project Proposal) Now therefore, for and in consideration of the foregoing, the Parties hereby forge a partnership and do hereby mutually declare and agree to the following understanding:

1. OBJECTIVES

The Parties shall endeavor to establish a fully networked Regional Intelligent Command Operations Center (Regional ICOC) and enhance the existing ICOC of three (3) cities and 2 Municipalities in Region IV-A.

Specific Objectives: 1. Establish a Region ICOC that that will be fed with data and information by cities and municipalities in the region 2. Build on existing IOCs of the five LGUs, specifically integrating Emergency response and disaster monitoring capabilities; 3 Identify all existing and possible monitoring and alerting systems in the area; 4. Connect all these systems to a regional command center; 5. Capacitate the local governments in maintaining and operating the enhanced command center; 6. If possible, put the services on a cloud for other cities to reduce investment and operating cost and as an alternative to allow a functioning system in case disaster occurs; and 7. Improve the system to optimize communication and coordination as well as involve the citizenry more by enhancing its interactive functions and making it more accessible even on mobile devices.

2.0 ROLES AND RESPONSIBILITIES

1. That the DOST IV-A shall:

1.1 Lead in the over-all implementation of the Project 1.2 Assist the LGUs and OCD IV-A in identifying technical equipment and support for the establishment of Regional ICOC and enhancement of ICOCs of LGU-Bacoor, LGU-Tanuan, LGU-Sta Rosa, LGU-Carmona and LGU-San Mateo 1.3 Facilitate capacity building activities to optimize the use/benefits of the ICOCs 1.4 Monitor the implementation/progress and impacts of the project 1.5 Provide technical support to ensure sustainable operations of the ICOCs by facilitating access to up-to-date technologies

2. That DILG IV-A shall:

2.1 Provide administrative support to ensure efficient implementation of the project 2.2 Encourage establishmenUenhancement of iCOCs among the LGUs in Region IV-A 2.3 Advocate · sharing of best practices on ICOCs to promote its establishment 2.4 Document and recognize ICOCs successful implementer/s 2.5 Designate focal person for the project

3. That OCD IV-A shall:

3.1 Cooperate and provide support to facilitate project implementation 3.2 Provide counterpart fund to ensure sustainable operations of the Regional ICOC 3.3 Submit Quarterly Progress Report 3.4 Designate focal person for the project 3.4 Allow monitoring and benchmarking visits to the Regional ICOC

4. That LGU-Bacoor, LGU-Tanuan, LGU-Sta Rosa, LGU-Carmona and LGU-San Mateo shall:

5.1 Implement the project as per requirement of the funding source and in accordance with the existing government laws and policies 5.2 Designate project focal person 5.3 Provide counterpart funds to ensure efficient and sustainable implemen~ation of the project 5.4 Submit Quarterly Progress Report 5.5 Allow monitoring and benchmarking visits to the ICOC 5.6 Present best practices on ICOCs upon request of stakeholders

3. Other Conditions:

3.1 That all parties shall acknowledge the efforts of the involved parties in all the publications, billboards, and media releases related to the project.

3.2 That this agreement shall take effect upon signing hereof and shall remain in force for a period of three (3) years unless extended or sooner terminated upon common consent of all parties concerned.

3.3 That any changes, modifications and alterations on the foregoing provisions of this agreement shall only be made upon common consultation and agreement of the parties. IN WITNESS HEREOF, the parties have hereunto set their hands this day of ,2015at ______
