Illinois SB 3023 The Community-Law Enforcement Partnership for Deflection and Substance Use Disorder Treatment Act

SB 3023 gives police and communities a valuable tool to use in combating the opioid crisis. It authorizes and encourages local law enforcement leaders to create collaborative local programs that “deflect” individuals who have overdosed or who have substance use problems away from the criminal justice system and into addiction treatment services.

What are deflection programs? Police officers are on the front lines of the opioid crisis. Traditionally, they have had two choices when faced with someone they believe may have a substance use disorder—to arrest or to not arrest. Deflection programs provide a third option, to connect people with community-based substance use services that address their underlying substance use problems. What does SB 3023 do?
