The NV5 communications team is working with the project team to identify and communicate about community impacts, regularly provide information to impacted stakeholders and businesses, develop trust and credibility, manage stakeholder expectations and avoid misunderstandings. NV5 developed and mailed construction notifications, distributed door hangers and worked with Corona’s public information staff to distribute electronic newsletters and update the projects’ webpages. LAKE MURRAY TO SWEETWATER RESERVOIR PIPELINE 3 RELINING PROJECT SAN DIEGO COUNTY WATER AUTHORITY | SAN DIEGO, CA Project Background NV5 spearheaded and managed public outreach services for the Lake Murray to Sweetwater Reservoir Pipeline 3 Relining Project. The relining project rehabilitated four miles of water pipe to extend its service life and ensure continued water system reliability. Locations of the work were in urban areas near high-density housing, within high volume business parking lots, along busy local roads, in suburban and rural locations and a county park. Impacts included noise, nighttime work, lighting, lane closures, detours and parking restrictions near the work sites. Our Strategy The four-mile relining project involved portal sites in both high density, suburban and rural communities, impacts to businesses (Sprouts Farmers Market, Burlington Coat Factory, El Torito Restaurant, 7-11) and within a County of San Diego Regional Park that requires trail closures/detours. The goal of the community outreach effort, as identified in the project’s communication plan, was to identify significant community impacts, regularly provide information to impacted communities, provide mechanisms for impacted communities to provide input to the Water Authority, develop trust and credibility within the impacted communities, manage community expectations, avoid misunderstandings and honor commitments made by the project team. Tactics We Used/Are Using The NV5 project manager worked as a member of the construction management team managing day-to-day community outreach efforts to inform, educate and liaison with residents, businesses, agencies and County Park staff/recreationalists. COMMUNITY OUTREACH FOR EAST COUNTY ADVANCED WATER PURIFICATION PROGRAM PADRE DAM MUNICIPAL WATER DISTRICT | SANTEE, CA Project Background Padre Dam Municipal Water District (District) is planning to build an advanced water treatment plant that will create a new, local, sustainable and drought proof drinking water supply using state-of-the-art technology to purify East County’s recycled water. If the program moves forward, it will meet approximately 25-30 percent of East County’s current drinking water demands and reduce dependence on imported water. Our Strategy Our team created a multi-pronged, comprehensive approach to inform water customers, local leaders and regional communities of the Advanced Water Purification Program. Since 2014, the NV5 team has been working in partnership with the District’s communications and engineering team to implement strategic tactics to raise awareness and educate audiences about the purpose, need and benefits of the project and change public attitudes about recycled advanced purified water. NV5 is also assisting in building RVSD’s media contact list and responding to media inquiries. • Manage standard ad rotations; developing, reviewing, updating and coordinating a standard print/web ad sequence of ads that are placed in local community newspapers and other print and digital opportunities including social media platforms. • Assist on managing social media platforms and updating RVSD’s social media presence. • Manage development of a new district website; replacing the existing outdated RVSD website with an improved aesthetic, content layout, and functionality to serve as a platform for future communications plan elements. Project Results The Communications Plan with Summary Report and Recommendations for Building and Sustaining Effective Community Engagement was so well received by the RVSD General Manager and Board of Directors that the agency extended NV5 community relations services for at least two more fiscal years. CITY OF CARLSBAD COMMUNICATION AND OUTREACH SERVICES CITY OF CARLSBAD | CARLSBAD, CA Project Background The NV5 team has a successful history of delivering communication and outreach services for the City of Carlsbad. Our team is currently delivering public communications and construction outreach services for the City’s Library Modernization project. We are also currently delivering communication and outreach services targeting the Carlsbad business community through the Life In Action program, for the City’s economic development department. Over the past decade, our team members have supported other communication programs for the City, as well as for the Carlsbad Municipal Water District. These projects include communication and outreach on water conservation and utility rate increases, FOG (Fat, Oil and Grease) education and behavior change, wastewater services awareness and parks and recreation program outreach. Our Strategy The public outreach objectives are to keep all stakeholders, commuters, Carlsbad residents, businesses and other impacted members of the public informed about construction activities, deliver consistent and timely information, quickly respond to inquiries and provide open lines of communication. Tactics We Used/Are Using Our current strategic business outreach efforts include managing goals, target audience, key messages and strategies and communication channels for the Economic Development department. We are also conducting earned media and social media work and preparing to host local events and familiarization tours. Among the multiple collateral material pieces, videos and web campaigns that our team has managed for Carlsbad, some were focused on parks and recreation activities, programs and facilities such as a web campaign to increase class registrations, writing and design for the monthly newsletter Carlsbad Currents as well as e-newsletters and Trail Talk videos. Another program our team worked on for Carlsbad involved Water Conservation, Proposed Water Rate Increase and Mandatory Water Use Restrictions for the Carlsbad Municipal Water District. Additional tactics we used included preparing bill inserts providing information about drought response conditions, mandatory water use restrictions, and water-saving tips to water district customers. We drafted and designed a proposed rate increase fact sheet that provided easy to understand information on the new tiered structure and rate increases. Project Results When our team began the Water Conservation program, the District was two months away from implementing mandatory water use restrictions and enacting a new tiered rate structure and water rate increase. The project team quickly prepared various materials including flyers, graphics, webpage updates, and an FAQ providing details of the restrictions and rate increases. Carlsbad’s outreach effort was easily measured by increased class registrations and event attendance, as was the biotech incubator launch with over 300 guests at the grand opening and significant media coverage.
