ISSUE BACKGROUND A request was received to name the lane extending easterly from Delaware Avenue between Dewson Street and Hepbourne Street as "Billy Bryans Lane". The following background Information is provided: "Billy Bryans was born in Montreal but spent most of his adult life in Toronto. He moved to Toronto with his group "Theodore's Smokeshop" in 1970. He acted as the Engineer for the Downchild Blues Band album titled "Bootleg" (1971), thought to be the first artist-produced and independently distributed album in Canadian history. He produced Lane Naming – Billy Bryans Lane 1 "The Gathering", a compilation album of Canadian World music artists which won the inaugural June Award for World Music Album of the Year at the Juno Awards of 1992.
