Executive Summary Overview Edinburgh Park (Management) Limited (EP(M)L) carries out employee travel surveys at Edinburgh Park annually to meet the requirements of City of Edinburgh Council's planning condition. EP(M)L undertook an Edinburgh Park-wide online travel survey between May and July 2018. The survey collected the following information: • Place of work; • Main method of travel to Edinburgh Park; • Alternative modes of travel to work; • Quality of transport connections to Edinburgh Park; • Participation in City of Edinburgh Council sustainable travel initiatives; • Self-reported behaviour change; • Employee start and finish times; and • Availability of and participation in flexible working opportunities. The survey had a response rate of approximately 26% (2,337 respondents), increasing by 61 the number of responses obtained in 2017. The number of organisations taking part in the survey and taking part in the Travel Plan Forum also increased, indicating improved engagement with employers. A summary of the key results is provided in the bullets below: • The survey response rate was approximately 26%, slightly less than that achieved in 2017 but against a revised total staff level of 8,980 across the park; • Overall, single occupancy car use stayed at the same level as in 2017. 54% of staff still travel this way against the travel plan target for 2020 of 48%; • Car sharing (either as a driver or passenger) has increased by 2 percentage points, from 8% in 2017 to 10% in 2018; • Public transport mode share has reduced by 2 percentage points from 29% in 2017 to 27% in 2018%; • Cycling accounts for 4% mode share in 2018, down from 5% in 2017; • Walking mode share has stayed the same as in 2017, with 2% of respondents walking to work as their main mode; • The train is the most popular alternative mode to driving alone, with 27% of those who usually drive alone using the train occasionally; • 71% of respondents indicate transport connections to Edinburgh Park are good or very good overall, the same as in 2017. However, there was an increase of 2 percentage points for those rating connections poor or very poor; • The weekday traffic flow recorded by the barrier to the Southern Access route records an average weekday flow of between 10,000 and 11,000 vehicles (including buses and service vehicles); • Employees from 26 organisations at Edinburgh Park indicated that they had taken part in at least one activity promoting active travel delivered through City of Edinburgh Council initiatives; • Considering travel patterns over the last year, 9% of respondents indicated they had cycled more, 35% indicated they had walked more, 36% indicated they had used public transport more and 31% indicated they had driven less.

• Over half of respondents (51%) indicated their usual start time is between 8am and 9am, however almost two thirds (61%) of these respondents indicated that they could arrive earlier and just over half (51%), later indicating opportunities for spreading the morning peak. Similar opportunities exist for the evening peak. • 79% of respondents indicated that their employer did provide flexible working options to employees. • The number of organisations taking part in the travel survey increased from 32 organisations in 2017 to 35 in 2018 and attendance at Travel Plan Forum meetings has been good with 31 representatives from 29 organisations attending an event in Spring 2018. The results of this travel survey will continue to inform engagement with employers as part of Travel Plan activities at Edinburgh Park in 2018/19 and beyond. It will also assist in identifying and targeting activities which will support Edinburgh Park (Management) Ltd meeting the Travel Plan targets.

1 Introduction Background 1.1 Edinburgh Park (Management) Limited (EP(M)L) carries out employee travel surveys at Edinburgh Park annually to meet the requirements of City of Edinburgh Council's planning condition. Employee travel surveys have been conducted since 2003. EP(M)L undertook an Edinburgh Park-wide online travel survey between May and July 2018. 1.2 Each year, the core questions of the staff travel survey remain the same to allow for year on year trend analysis. The format used since 2015 was retained and three additional questions were added this year. 1.3 Over the period between May and July 2018, the travel survey was placed on the Edinburgh Park website and e-mails were sent to contacts within each of the companies at Edinburgh Park to promote the survey. A prize draw for two £50 Gyle Shopping Centre vouchers was also offered to respondents to provide an incentive to respond. Edinburgh Park Travel Plan and Transport Forum 1.4 EP(M)L originally produced its Travel Plan in 2003, which was updated in 2008 and again in 2015. 1.5 The company has taken forward a number of initiatives since the introduction of the Travel Plan including: a bike breakfast; a 'borrow a bike' scheme; a car share scheme; sustainable travel promotion events; and the production of a sustainable transport map. Recently, awareness raising activity has been undertaken using funding secured by City of Edinburgh Council and delivered by a local consultancy team. This has focussed on encouraging walking, cycling and car sharing. 1.6 To assist in the on-going development of transport initiatives, the results of the travel survey are made available to all property owners and occupiers at Edinburgh Park and the results of the survey inform the priorities for Travel Plan initiatives and consequently the best methods of achieving a reduction in the number of single occupancy vehicle trips to Edinburgh Park. 1.7 To help with the implementation of Travel Plan initiatives, EP(M)L has also established a Transport Forum which meets twice a year. The forum is attended by a representative from each company based at Edinburgh Park and assists in the implementation of any of the recommendations contained within the travel survey report. In 2015, this forum was re- invigorated and attendance by representatives of organisations based at Edinburgh Park has continued to be good with the majority of employers represented at forum meetings. Headline results 1.8 A summary of the headline travel survey results is provided below. Detailed analysis is provided in Chapter 2.

Response Rate 1.9 The survey response rate was approximately 26%, slightly lower than that achieved in 2017. Response rates were calculated against a revised estimated total number of staff 8,980, up from 7,562. Main mode • Overall, single occupancy car use has stayed the same compared to last year. 54% of staff still travel this way to Edinburgh Park; • Car sharing (either as a driver or passenger) has increased by 2 percentage points, from 8% in 2017 to 10% in 2018; • Overall public transport mode share has reduced by 2 percentage points from 29% in 2017 to 27% in 2018%; • Cycling accounts for 4% mode share in 2018, down from 5% in 2017; • Walking mode share has stayed the same as in 2017, with 2% of respondents walking to work as their main mode. The most frequent activity was the Dr Bike drop-in session which was participated in by 88 respondents. • Respondents were asked if they had changed the amount they walked, cycled, used public transport or driven over the last year. 9% of respondents indicated they had cycled more, 35% indicated they had walked more, 36% indicated they had used public transport more and 31% indicated they had driven less. Employee arrival and departure times • Survey respondents were asked to indicate when their normal arrival and departure times were at Edinburgh Park as well as the earliest and latest possible times they could arrive and depart taking into account work and personal requirements. Over half of respondents (51%) indicated their usual start time was between 8am and 9am, however almost two thirds (61%) of these respondents indicated that they could arrive earlier, with 52% saying they could arrive between 7am and 8am and a further 9% between 6am and 7am. Many

respondents starting between 8am and 9am could also arrive later with 51% indicating they could arrive between 9am and 10am. • 32% of respondents leave between 4pm and 5pm and 43% of respondents leave between 5pm and 6pm. Considering the earliest departure times for those leaving between 4pm and 5pm, 34% of respondents said they could leave slightly earlier, between 3pm and 4pm. Considering the latest departure times for those leaving between 5pm and 6pm, 26% of respondents indicated they could leave between 6pm and 7pm. Flexible working • Overall, 79% of respondents indicated that their employer did offer flexible working options to employees. Only 12% of respondents indicated that they were not permitted to work from home, 19% indicated that they were not permitted to work a compressed working week and 8% indicated they were not permitted to work on a flexitime arrangement. Other monitoring • The number of organisations taking part in the travel survey increased from 32 organisations in 2017 to 35 in 2018; • Attendance at Travel Plan Forum meetings has been good with 29 organisations (76% of those on the park) represent at the Forum event in spring 2018; • The number of registered car sharers has decreased by 9 members between 2017 and 2018. There are now 99 members; • Edinburgh Park (Management) Ltd held five Dr Bike events and two bike marking events over the last year; and • The car share web page attracted less online traffic over the last year with 1,122 views compared to 6,906 in 2017.

2 Survey Analysis Where do you work? Response rate by employer 2.1 Table 2.1 shows the response rate by employer to the travel survey. The average response rate was 26% across Edinburgh Park. 2.2 21 organisations achieved or exceeded the target response rate per employer of 30%. 2.3 A small number of employees (8) responded to the survey but did not indicate which employer they worked for.

What is your main method of travel to Edinburgh Park? Overall Mode Share 2.4 The overall mode split for Edinburgh Park in 2018 is shown in Table 2.2 overleaf. Between 2017 and 2018, mode share for single occupancy car travel has remained the same. The mode share for car sharing (as a driver or passenger) has increased from 8% to 10%. 2.5 Public transport mode share has decreased by 2 percentage points due to a decrease in bus use. 2.6 Overall, the active travel mode share has decreased slightly due to a small (one percentage point) decrease in cycling. Walking mode share stayed the same at 2%. 2.7 Use of other modes remains low at less than 2%.

Mode Share by Employer 2.8 Figure 2.1 shows mode share by employer and Figure 2.2 shows the volume of respondents indicating use of each mode. 2.9 Mode share varies greatly across employers. Go Finance, Edinburgh Park Management Ltd, and Busybee show the highest proportion of single occupancy car use, however, these organisations individually are very small in terms of staff numbers and thus have little impact overall on car use to Edinburgh Park. 2.10 Two organisations, Aegon/Kames Capital and Sainsburys Bank, generate 385 (30%) of the single occupancy car trips to work. 2.11 Edinburgh Park has a mode share target of 48% overall for car driver alone. Eight organisations achieve this target as can be seen in Figure 2.1.

Main Mode of Travel to Work by Postcode Origin 2.12 Respondents travelled to work from 160 different postcode districts with 44% (1,044) of respondents travelling from the top 10 postcode districts. The top 10 postcode districts are shown in Table 2.3 below. Almost a tenth of respondents came from the EH12 postcode area.

Postcode plots by mode 2.13 Main mode of travel to Edinburgh Park was plotted by postcode district. Results can be seen in Figure 2.3 and Figure 2.4 and are described below. Travel by Car and Car Share 2.14 Travel as a car driver alone accounts for less than 50% of the mode share in several postcode districts to the east of Edinburgh Park (Corstorphine and Clermiston/Barnton/Davidson’s Mains) however in most cases, travel by car as a driver alone is the predominant mode, particularly for commuters travelling longer distances. 2.15 Car sharing is particularly popular among employees living in the Livingston/Uphall area as well as Grangemouth and Bo’ness. Travel by Public Transport 2.16 Key locations where public transport is the predominant mode include postcode districts in and around central Edinburgh as well as around Inverkeithing, North Queensferry and Glenrothes. Travel by Active Modes

2.17 Travel on foot or by bike accounts for the largest mode share at postcode districts closest to Edinburgh Park (Corstorphine and Clermiston/Barnton/Davidson’s Mains) as well as and Newbridge.

Alternative modes of travel to work 2.18 Respondents were asked which other methods of travel they used if their main method was unavailable. 1,303 respondents usually drive alone. Figure 2.5 summarises the proportion of these who usually drive alone but occasionally use other methods. It can be seen that the train is the most popular alternative mode with 27% of those who usually drive alone using the train occasionally.

Results can be seen in Table 2.4 which compares 2018 results with those obtained in 2017. 2.20 71% of respondents indicated transport connections were good or very good overall, the same as in 2017. 10% indicated they believed transport connections to be poor or very poor, an increase of 2 percentage points from 2017. 3% of respondents did not know, the same as in 2017. These results indicate slightly less positive perceptions in relation to transport connections to Edinburgh Park compared to last year.

2.22 As in 2017, the small number of respondents travelling by taxi are the least satisfied with transport connections to Edinburgh Park. 40% indicated connections are poor. Those travelling by tram are the most satisfied with 94% indicating connections are good or very good. Participation in City of Edinburgh Council-funded sustainable travel activities 2.23 Respondents were asked if they had taken part in any City of Edinburgh Council funded activities at Edinburgh Park as summarised in Figure 2.7. Employees from 26 organisations at Edinburgh Park indicated that they had taken part in at least one activity. The most frequent activity participated in was the Dr Bike drop-in session with 88 respondents.

2.25 9% of respondents indicated they had cycled more, 35% indicated they had walked more, 36% indicated they had used public transport more and 31% indicated they had driven less. Employee arrival and departure times 2.26 Congestion on the road and public transport network around Edinburgh Park is particularly acute during the morning and evening peaks. In 2018, survey respondents were asked to indicate when their normal arrival and departure times were to the park, and when their earliest and latest practical arrival and departure times could be. Considering these results shows any opportunity for spreading the morning or evening peak and thus reducing pressure on the transport network at peak periods. Results are summarised in the following section.

Employee arrival times 2.27 Employees were asked to indicate their normal, earliest and latest start times, taking into account their own work and personal commitments. The results are shown in Figure 2.9.

Start later than12:00 Startlater 2.28 Over half of respondents (51%) indicated their usual start time is between 8am and 9am. 2.29 Considering responses from only those indicating a usual arrival time of between 8am and 9am, 61% of respondents indicated that they could arrive earlier, with 52% saying they could arrive between 7am and 8am and a further 9% between 6am and 7am. 2.30 Many respondents starting between 8am and 9am could also arrive later with 51% indicating they could arrive between 9am and 10am. Employee departure times 2.31 Employees were also asked to indicate the latest possible departure times from Edinburgh Park. Results are summarised in Figure 2.10. The key departure period is slightly more spread, over a two-hour period between 4pm and 6pm. 32% of respondents leave between 4pm and 5pm and 43% of respondents leave between 5pm and 6pm. 2.32 Considering the earliest departure times for those leaving between 4pm and 5pm, 34% of respondents said they could leave slightly earlier, between 3pm and 4pm. 2.33 Considering the latest departure times for those leaving between 5pm and 6pm, 26% of respondents indicated they could leave between 6pm and 7pm.

Overall, 79% of respondents indicated ‘yes’. 2.35 Only 12% of respondents indicated that they were not permitted to work from home, 19% indicated that they were not permitted to work a compressed working week and 8% indicated they were not permitted to work on a flexitime arrangement.

Free text comments 2.36 The survey allowed respondents to provide free text comments on travel to work at Edinburgh Park. 812 comments were provided by survey respondents with following key themes: Walking 2.37 Comments relating to walking included: • Concerns around conflict between pedestrians, cyclists and vehicles on site. Concern was raised about the speed of cyclists using shared paths and about drivers exceeding 20mph speed limits within the Park. It was suggested that a pedestrian crossing on the north side of Edinburgh Park Station would be useful; • Suggestions that pedestrian links could be improved. Specific locations mentioned were: • the gap in the footway on Lochside Avenue; • on the left side of the road (towards Edinburgh Park Station) between Aegon and Edinburgh Park; • routes at the north west of the park (near IBIS); and • existing paths around 4/5 Lochside View. • It was also suggested that paths could be more accessible for those with poor mobility or those with push chairs and that that signage could be improved for visitors to the Park; • Some off-site lighting improvements were suggested, such as from Hermiston under the bypass to Edinburgh Park and the canal towpath. Cycling 2.38 Comments relating to cycling included: • Concern over bike theft at Edinburgh Park. It was suggested that CCTV coverage could be improved and location of employee cycle parking could be moved to more visible, secure locations; • Suggestion that Edinburgh Park lobby local authorities to improve cycle connectivity to a wider range of locations. Areas suggested for route improvements included: • through Roundabout; • Access Road (along tram bridge) and Canal/; and • along A8 (Newbridge to Gogar). • Some new routes received praise including the Path and the underpass to Edinburgh Gateway. • The 20mph limit was seen a positive, and adding to a feeling of safety, though there were some requests for more speedbumps. • The barrier controlled entry and potholes were raised as barriers for cyclists. • Suggestions that e-bikes should be promoted and bike pumps could be provided around the site; • Lack of space for bikes on trains and lack of shower and locker facilities within some employers were also raised as barriers to cycling to Edinburgh Park.

Buses 2.39 Comments relating to bus predominantly related to requests for direct services from home locations and frustrations with long journey times. A desire for better links from specific locations were raised including from: • Locations in West Lothian (such as areas around Livingston South station); • Locations in Fife (such as Dunfermline, Dalgetty Bay and Rosyth); • Herriot Watt P&R; • Penicuick and other areas of ; • Morningside; • ; • Barnton. 2.40 An orbital service around the by-pass was also suggested as well as the introduction of contactless payment options for tickets. Shuttle Buses 2.41 Comments on the shuttle bus focussed on praising the service, including the drivers. 2.42 Some respondents indicated that they needed more information on the service and that its hours of operation and route should be extended to include car parks. One respondent felt the quality of the service had deteriorated. Tram 2.43 Comments included: • A range of positive comments relating to the tram from those who had previously had a negative view of the tram project during its construction phase; • Concerns that tram services are full at peak times making journeys uncomfortable. A higher frequency at peak times would be desirable; • A desire for extensions of the tram service to Leith and into West Lothian; • Improved footways around some tram stops such as Edinburgh Park Central; and • A request for more air conditioning on the trams. Train 2.44 Comments included: • Suggestions that more services should stop at Edinburgh Gateway station as it has better facilities than South Gyle; • Requests for express services between Edinburgh and Glasgow stopping at Edinburgh Park; • Concerns around unreliability and incidences of trains scheduled to stop at Edinburgh Park but skipping the station; • Issues around overcrowding on peak services; • Constraints around use of trains due to full car parks at local stations; • Request for improved peak time services to Dalgety Bay from Edinburgh Gateway; and • A perception that train travel is costly in comparison to driving.

Car Parking 2.45 Comments included: • Requests for additional free car parking; • A suggestion that car parking is better managed across the Edinburgh Park site, to balance out areas where there is high demand and spare capacity; • Suggestions for introducing priority parking spaces for car sharers; and • A perception that the cost of parking (£4/day) is expensive and parking provision is poor quality. Roads, barrier control and congestion 2.46 Comments included: • Concerns regarding peak time congestion at Gogar, Hermiston Gate and Gyle roundabouts. Several comments indicated congestion was getting worse; • Concerns around conflict between vehicles and trams at Gogar Roundabout; • Concerns around driver behaviour within Edinburgh Park such as lane discipline and traffic speed; • Praise for the availability of the barrier controlled entrance but concern around tailgating by drives without a barrier access tag; and • Suggestion that car sharing should be promoted.

3 Conclusions and recommendations

Progress towards targets 3.1 The progress towards meeting the objectives for the Travel Plan and progressing towards targets set for 2020 are summarised in Table 3.1. 3.2 Main mode of travel to Edinburgh Park 3.3 Mode shares at Edinburgh Park in 2018 are similar to those recorded in 2017 and the baseline collected in 2015. Mode share for car driver alone remains at 54% as in 2017 and there were small changes to other modes, with a 2-percentage point increase in car sharing, but associated reductions in bus and cycling. 3.4 The results indicate that for the 2020 targets to be achieved, further work will be required to encourage behaviour change from car driving (alone) to sustainable alternatives.

Weekday traffic flows 3.5 Weekday traffic flows on the Southern Access are recorded via sonar radar traffic counter located near the access barrier. 10,000 to 11,000 vehicles (including buses and service vehicles) use this access on an average weekday. Working in cooperation with employers 3.6 A number of positive results have been achieved in 2018 in terms of working in cooperation with employers. This includes: • The average survey response rate of 26% is slightly lower than the target of 30% however, 21 organisations achieved or exceeded the response rate target; and • Attendance at Travel Plan Forum meetings has continued to be good with 29 organisations located on Edinburgh Park present at the last meeting. 3.7 Key areas where targets are not being met include: • Car Driver (Alone) mode share: Mode share for travel as a car driver alone is above the target for 2020 and no reduction has been achieved over the last year. Reductions of 3 percentage points per annum will be required to achieve the target of 48%. Based on progress over previous years, this will be a challenging target to achieve unless there is a step-change in activity to influence commuter travel choices. • Switch to sustainable modes: Though mode share for train and tram was maintained, there was no increase. Bus and cycle mode share both declined slightly. In order to

support a reduced mode share for car driver alone more work will be required to encourage the use of sustainable modes. • Car sharing: Though mode share indicates an increase in car sharing, members of Edinburgh Park's car share website are below target. Recommended action Provide improved feedback on improvements around Edinburgh Park • Survey respondents indicated frustration that they do not see any action taken as a result of the annual survey. Better promotion of any improvements implemented by City of Edinburgh Council to improve traffic flow, or the cycle network or small scale onsite improvements delivered by Edinburgh Park (Management) Ltd, would be valuable to show progress is being made. Implement small scale, targeted on-site improvements • The Travel Survey identified a range of locations where on-site (often small scale) improvements could be beneficial. These include • Improving pathways at the following locations: • where there is a gap in the footway on Lochside Avenue; • on the left side of the road (towards Edinburgh Park Station) between Aegon and Edinburgh Park; • routes at the north west of the park (near IBIS); • existing paths around 4/5 Lochside View; and • pedestrian desire lines at Edinburgh Park Central tram stop; • Introducing a pedestrian crossing between Edinburgh Park station and Premier Inn. Engage with Scotrail regarding improved service provision • There is opportunity for the Park to engage with Scotrail to discuss reliability issues relating to scheduled services missing Edinburgh Park during times of disruption and potential for improved service provision at Edinburgh Gateway. Focus on car share promotion and incentivisation • Though mode share for car sharing increased at Edinburgh Park in 2018, car share membership levels and visits to the car share web pages fell. A number of comments also indicated a lack of support for car sharing at Edinburgh Park and a desire for this support. • Car sharing is already a popular method of travel from some areas (West Lothian and Fife). Parking pressures on site also provide an opportunity to incentivise car sharing through the provision of priority parking spaces. • Sestrans has indicated a desire to promote car sharing further at Edinburgh Park which could further encourage staff to take up car share arrangements. Additional awareness raising activities 3.8 City of Edinburgh Council has undertaken a programme of activities with employers at Edinburgh Park. Should future funding become available, messaging should be tailored to some of the issues identified on the Park including: • improving driver and cyclist behaviour;

• provision of clear information on the local cycle network and promoting new cycle routes which have been developed; • promoting car sharing and the support available to find a car share partner, particularly from staff living in popular postcode areas for Edinburgh Park employees (as set out in Table 2.3); and • Given the congestion challenges at peak time at Edinburgh Park which are experienced by car drivers and public transport users, engaging with employers to explore opportunities to promote and encourage flexible working arrangements for employees to reduce pressure on the road network at peak time. Targeted working with specific employers 3.9 As can be seen from Figure 2.2 the greatest volume of single occupancy car driver trips comes from the largest employers (even though some smaller organisations have a higher mode share for single occupancy car). 3.10 In this respect, a focus on encouraging those top trip generators (Aegon/Kames Capital, BT, Sainsburys Bank, HSBC) to increase their sustainable travel mode share is recommended. 3.11 Further detailed analysis of survey results by employer may identify specific opportunities to change mode share. Explore opportunities for providing Electric Vehicle charging infrastructure 3.12 Introducing charging infrastructure for vehicles and bicycles would ensure Edinburgh Park can cater for these increasingly popular transport options, although use of these would need to be managed carefully.
