1985L0350 — EN — 26.07.1991 — 001.001 — 1 This document is meant purely as a documentation tool and the institutions do not assume any liability for its contents ►B COUNCIL DIRECTIVE of 27 June 1985 concerning the Community list of less-favoured farming areas within the meaning of Directive 75/ 268/EEC (Ireland) (85/350/EEC) (OJ L 187, 19.7.1985, p. 1) Amended by: Official Journal No page date ►M1 Council Directive 91/466/EEC of 22 July 1991 L 251 10 7.9.1991 Corrected by: ►C1 Corrigendum, OJ L 266, 9.10.1985, p. 18 (85/350/EEC) ►C2 Corrigendum, OJ L 281, 23.10.1985, p. 17 (85/350/EEC) ►C3 Corrigendum, OJ L 74, 19.3.1986, p. 36 (85/350/EEC) 1985L0350 — EN — 26.07.1991 — 001.001 — 2 ▼B COUNCIL DIRECTIVE of 27 June 1985 concerning the Community list of less-favoured farming areas within the meaning of Directive 75/268/EEC (Ireland) (85/350/EEC) THE COUNCIL OF THE EUROPEAN COMMUNITIES, Having regard to the Treaty establishing the European Economic Community, Having regard to Council Directive 75/268/EEC of 28 April 1975 on mountain and hill farming and farming in certain less-favoured areas (1), as last amended by Directive 82/786/EEC (2), and in particular Article 2 (2) thereof, Having regard to the proposal from the Commission, Having regard to the opinion of the European Parliament (3), Whereas Council Directive 75/272/EEC of 28 April 1975 concerning the Community list of less-favoured farming areas within the meaning of Directive 75/268/EEC (Ireland) (4), indicates which areas in Ireland are included in the Community list within the meaning of Article 3 (4) of Directive 75/268/EEC; Whereas, pursuant to Article 2 (1) of Directive 75/268/EEC, the Government of Ireland has requested an extension, via a redefinition, of its less-favoured areas; whereas Directive 75/272/EEC should there- fore be replaced by this Directive; Whereas, pursuant to Article 2 (1) of Directive 75/268/EEC, the Government of Ireland, has informed the Commission that it wishes a number of areas to be included in the Community list of less-favoured farming areas; whereas it has supplied information concerning the char- acteristics of the areas inquestion; Whereas the following criteria of the presence of infertile land, as referred to inArticle 3 (4) (a) of Directive 75/268/EEC, were used to define each of the zones in question: percentage of ploughed area less than 7,8 % and a stocking rate of less than one adult bovine livestock unit per forage hectare; Whereas the concept of economic results of farming appreciably below average, as referred to inArticle 3 (4) (b) of Directive 75/268/EEC, was defined in terms of family farm income per male farm worker not exceeding 80 % of the national average; Whereas low populationdensity,as referred to inArticle 3 (4) (c) of Directive 75/268/EEC, was defined as not more than 27 inhabitants per square kilometre (national and Community averages being 49 and 163 inhabitants per square kilometre respectively); whereas the minimum percentage of the total working population engaged in agri- culture is 30 %; Whereas the type and level of the abovementioned criteria used by the Government of Ireland to define the areas communicated to the Commissioncomply with the characteristics of less-favoured farming areas referred to inArticle 3 (4) of Directive 75/268/EEC; Whereas the areas adjacent to and contiguous with the Western Region should form part of the Western Region within the meaning of this Directive, (1) OJ No L 128, 19. 5. 1975, p. 1.     The Castlecomer Plateau

    23 The Castlecomer plateau By T. P. Lyng, N.T. HE Castlecomer Plateau is the tableland that is the watershed between the rivers Nore and Barrow. Owing T to the erosion of carboniferous deposits by the Nore and Barrow the Castlecomer highland coincides with the Castle­ comer or Leinster Coalfield. Down through the ages this highland has been variously known as Gower Laighean (Gabhair Laighean), Slieve Margy (Sliabh mBairrche), Slieve Comer (Sliabh Crumair). Most of it was included within the ancient cantred of Odogh (Ui Duach) later called Ui Broanain. The Normans attempted to convert this cantred into a barony called Bargy from the old tribal name Ui Bairrche. It was, however, difficult territory and the Barony of Bargy never became a reality. The English labelled it the Barony of Odogh but this highland territory continued to be march lands. Such lands were officially termed “ Fasach ” at the close of the 15th century and so the greater part of the Castle­ comer Plateau became known as the Barony of Fassadinan i.e. Fasach Deighnin, which is translated the “ wi lderness of the river Dinan ” but which officially meant “ the march land of the Dinan.” This no-man’s land that surrounds and hedges in the basin of the Dinan has always been a boundary land. To-day it is the boundary land between counties Kil­ kenny, Carlow and Laois and between the dioceses of Ossory, Kildare and Leighlin. The Plateau is divided in half by the Dinan-Deen river which flows South-West from Wolfhill to Ardaloo. The rim of the Plateau is a chain of hills averag­ ing 1,000 ft.

So I turn again to verse, which so often suggests things that mere prose cannot? In a book of poetry, ‘The Spirit of Tipperary‘ published many years ago by the Nenagh Guardian,we find a poem by Dermot F ?Gleeson who for many years was District Justice in Nenagh.He wrote under the pen-name ‘Mac Liag‘ . He writes as if from the top of Lisgorrif Hill looking down on the broad expanse of the two Ormonds with Lough Derg bordering them to the left? .The poem is simply called, ‘The place where I was born’ ‘O’er hill and mountain, vale and town, My gaze now wanders up and down, Anon my heart is filled with pride, Anon with memory’s gentler tide ‘ Of sorrow, until through them all The twilight whispers softly call From upland green and golden corn “It is the place where you were born”.
