INTRODUCTION The COVID-19 pandemic has created unprecedented challenges for military parents and children. While maintaining social distancing and sheltering at home, parents have had to maintain their employment and continued duties while at the same time structuring their children’s days, providing day care, and assisting in their continuing education. The children have been isolated from their friends and teachers, confronted with structuring of their time, and adapting to remote learning. With most installations having moved to HPCON Charlie status, the resulting continuation of social distancing, sheltering in place, and limited movement on base and in the community, puts at risk the traditional Child and Youth Summer Programs and Camps provided by the Services [Installation Based Summer Programs (IBSP) and traditional summer camps] this year. For many years, the IBSPs and summer camps have offered children the opportunity for continued growth during the summer months and a place and structure for having fun, enriching experiences with other military children. The IBSPs and summer camps are also invaluable for the military parents by giving them the trusted resource of a structured and safe environment for their children when school is not in session and the assurance that their children were cared for and offered growth opportunities during the summer school vacation period. In the summer of 2020, parents will be called on to adapt to the COVID -19 restrictions and be looking for assistance in the organization of time and experience for their children. The Magellan MFLC program, based on the success of the video teleconferencing (VTC) non-medical counseling model, is proposing to provide the MFLC Virtual Summer Program (VSP)—an alternative virtual approach enabled by HIPAA compliant VTC/Zoom technology. Using virtual activities and experiences the VSP will further the growth and development of the active duty, National Guard and Reserve military children. The MFLC VSP development is based on the following assumptions: 1. The traditional IBSPs will continue at some level; 2. MFLC VSP is a camp that has a MFLC non-medical counseling focus and will be for children who could benefit from this type of camp; and, 3. MFLC VSP will be an alternative that meets the needs of certain parents and children. Additionally, the MFLC VSP is designed for parents who: • Can be home for the 3-4 hours of the MFLC VSP session; • Wish their children to continue the social distancing; and, • Have children who may be high risk due to their immune systems being compromised or for whom a virtual camping experience is preferred.

The MFLC VSP will provide half-day camp programming and activities geared to the emotional, social, and intellectual growth of the campers.

MFLC VSP will be offered in week-long theme-based experiences. Each week has a unique and attractive theme to allow children and youth to explore in-depth within a subject. The subject will evoke e-learning and skill-building, in a socially connected environment. The MFLC VSP will be facilitated each day by a team of two MFLC counselors allowing for the dual focus of providing interesting content and activities and managing the behaviors and reactions of the campers. Parents will be able to register their eligible children for a MFLC VSP from one week up to eight weeks of varied virtual summer camping activities. Magellan’s approach is flexible in creating a structure that fits the needs of the parents and installation.

The ideas shared herein related to proposed structure, length, and activities can be modified to meet the expectation of the OSD MFLC program office (See Appendix A: Proposed Camp Curriculum). The MFLC VSP will be structured with the expectation that the parent will be at home during the MFLC VSP daily session. However, after the parent virtually “drops their kids off and checks in with the Camp Counselor” for the four hours of the camp each day, the parent will have a respite from child care and can focus on their work from home duties or other activities while remaining in the home and accessible. The MFLC VSP will have the capability to provide camp sessions for two age groups (6-9 years old and 10-12 years old) affording children the opportunity to be with other children their age and experience age appropriate learning and growth activities. We recommend a maximum group size of 15 children. There will be a volunteer opportunity for teens ages 13-15 to serve as Junior Camp Counselors and work closely with the MFLC Camp Counselors to facilitate MFLC VSP session activities. Teen counselors will be able to develop leadership qualities and earn community service hours. Parents will be able to engage in individual or family non-medical counseling sessions after the camping activities if desired and requested. The MFLC VSP will be a win/win for the children and their parents.

OVERVIEW AND DESCRIPTION OF THE VIRTUAL SUMMER CAMP MFLCs, who are working from home and performing VTC non-medical counseling will be trained and guided to provide VSP to MFLC-eligible military children and youth. VSP MFLCs will be utilizing the same HIPPA compliant/VTC technology (Zoom) implemented for the Magellan MFLC program. The overall objective of MFLC VSP will be to provide a free online summer camp experience for children and youth ages 6-15. School aged children (6-12) will be eligible to participate as campers and 13-15 years old youth will be eligible to participate as volunteer junior counselors.

PRIMARY GOAL The primary goal will always be our focus: to ensure that military families have access to high quality summer programs promoting social, emotional, recreational, enrichment, and leadership opportunities that nurture child and youth development.

MFLC VSP will be offered in eight, week-long theme-based experiences. Each week has a unique theme and activities to allow children and youth to do in-depth exploration within the selected subject. The subjects evoke e-learning and skill-building, in a socially connected environment. The eight themes are: 1. Travel Around the World 2. Superheroes 3. Space Cadets 4. Mission Military Kids 5. Celebrate Freedom Week (Designed for the week of 4th of July) 6. Adventure Kids 7. Animals 8. Under the Sea Each daily session of the week-long camp experience is four hours in length and has a unique daily schedule replete with enrichment-based activities in subjects such as science, music/drama, creative

These live, interactive activities will be facilitated by two MFLC VSP Camp Counselors in a safe, virtual environment.

CUSTOMIZABLE PROGRAM The MFLC VSP has been designed for adaptability. The length of the daily sessions (i.e., three versus four hours) and the number of weeks of the program can be modified to meet the needs of the installation, the population served, and the intent and interests of OSD and the Services. The families will be able to register for the number of weeks that meets the needs of the family.

Structured age-appropriate activities provide a well-rounded opportunity to shape the campers’ social, physical, emotional, and educational developmental growth processes in a safe, structured, nurturing environment. For example, the VSP Camp Counselors will use story time as teachable moments to increase skills in empathy, communications, cooperation, impulse control/emotional regulation, and positive and meaningful peer engagement. A typical day at VSP starts by the two Camp Counselors arriving early and greeting all attendees. For example, “Good morning, welcome to camp!” The two Camp Counselors would greet the child/youth’s parent/guardian and request confirmation that the parent/guardian will remain in the home and be available by phone throughout the entire camp session. Upon confirmation, the parent/guardian “drops off” their child/youth at camp. Small talk is made until all campers are properly checked in. Then, the camp session officially begins in which the two Camp Counselors conduct a roll call/check-in routine. The Junior Camp Counselor leads the group in reciting the Pledge of Allegiance and singing the Star-Spangled Banner. Next, a series of activities are facilitated. These include a science/geography activity, physical education/movement activity, music/dance/drama activity, story time and discussion, creative arts activity, and non-medical counseling activity. The non-medical counseling topics are socially and emotionally rich and they include: personal identification, social skills, communication skills, stress management and resiliency, bullying, military culture and issues (i.e. deployment, reintegration), emotional identification and regulation, decision making, conflict resolution, family relationships and dynamics, and developing healthy coping skills.

WELL-PLANNED ACTIVITIES Each activity is scheduled in 20 to 30-minute blocks to accommodate the limited attention span and variety of interests of the campers. There are two brief breaks interwoven into the schedule.

Each week-long MFLC VSP experience, along with the encompassing activities, will be facilitated by two MFLC Camp Counselors. The Camp Counselors work as a team to facilitate the sessions—one as the Core Instructor and the other as a Behavior Coach. The Core Instructor focuses on the topic introduction, education, instruction, and facilitating engagement among the campers. The Behavior Coach focuses on instilling healthy interaction by encouraging and redirecting campers as needed. Midway through the half-day session, the Camp Counselors seamlessly switch roles. Alongside the Camp Counselors, the Junior Camp Counselors are encouraged to be participatory and fully engaged. All leaders work as a team to promote positive interaction. This collaborative approach provides consistency and familiarity to the

The Camp Counselors facilitate a nurturing environment, thus building impactful relationships with the children and youth. Overall, the Virtual Summer Camp offers an opportunity for military-connected children and youth to engage in a learning-centered, socially, and emotionally rich online environment. They will be able to learn interesting and fun topics, meet and greet, and develop lifelong connections with peers in the convenience and comfort of their own homes during this unprecedented time of social distancing.

ELIGIBILITY AND AGE GROUPS

Two groups will be focused on the younger children with Age range for campers: 6-12 age appropriate groupings: 6-9 (Junior Cadets) and 10- • 6-9 years old age range group—Junior Cadets 12 (Cadets). There will be a volunteer opportunity for the • 10-12 years old age range group—Cadets teens ages 13-15 to serve as “Junior Camp Counselors” Age range for Junior Camp Counselors: 13-15 and work closely with the MFLC Camp Counselors to • 13-15 years old age range group—Junior Camp facilitate MFLC VSP session activities. Junior Camp Counselors Counselors will engage in training prior to the MFLC VSP to understand their role as co-facilitators. Junior Camp Counselors will be able to develop leadership qualities and earn community service hours. Upon successful attendance and participation, Junior Camp Counselors will receive a certificate of completion.

ELIGIBILITY RECOMMENDATIONS Magellan recommends that the Eligibility for campers follows the Office of Secretary of Defense (OSD) guidelines for the MFLC program as defined in the MFLC Non-Medical Counseling Eligibility Matrix. Magellan would be flexible in adapting eligibility according to OSD direction.

REGISTRATION PROCESS In the traditional summer programs, the MFLC counselor provides services within the context of an already existing IBSP or summer camp that is structured and staffed by the installation CYB Director or Youth Programs Director. The request for MFLC support is made through the BOSS and if approved the counselor is assigned to support the IBSP or Camp. The MFLC program is not involved in the registering of participants nor gathering of the parental permission forms. Unlike the traditional summer programs, the MFLC VSP is a stand-alone program provided by the MFLC Program in which the activities and the infrastructure for the program (registration, parental permission forms, etc.) will be provided by the Magellan MFLC PMO. Recognizing the difference in the MFLC support and the administration of the traditional summer programs versus the MFLC VSP, Magellan will present two potential processes for MFLC VSP registration for the government to consider.  Model 1: POC Enabled Registration: The Installation POC makes a request in the BOSS for the MFLC VSP. OSD reviews the request and approves the request for the MFLC VSP. OSD assigns approved request for the MFLC VSP to Magellan for staffing. OSD sends the approval and the MFLC VSP consent forms to the POC. The POC registers the MFLC VSP participants and collects the consent forms. The registration information is listed below and all elements are necessary for the registration. Once the

registration information is collected, the POC sends the registration information and the consent forms electronically to the Magellan PMO. Magellan will then send the welcome email and program materials including the program schedule and structure information to the participating families.  Model 2: Magellan Enabled Registration: The Installation POC makes a request in the BOSS for the MFLC VSP. OSD assigns approved request for the MFLC VSP to Magellan for staffing and communicates with the POC that the MFLC VSP request has been assigned to Magellan. Magellan PMO sends a link to Survey Monkey to the POC for registering the MFLC VSP participants. The POC sends or distributes the link to the MFLC VSP participants. The participants complete the Survey Monkey. The Magellan PMO collects the registrations and then sends the verification of enrollment and welcome email with program materials and schedule to the participating families. The email that includes the link will address the following: 1. Description of MFLC VSP, along with the weekly themes and related activities. 2. Provide an overview of the Military and Family Life Counseling program, include scope of service, confidentiality limitations, and eligibility of services. 3. HIPPA compliant/VTC technology (Zoom) safety education and reassurance If interested in MFLC VSP, the parent or guardian would complete the registration by completing the Survey with the following information:

The Survey Monkey would include language inclusive of the parental consent and would indicate that by registering their child and completing the Survey Monkey, they are authorizing their child’s participation in the camp and acknowledging their understanding of the Limits of Confidentiality (LOC) statement. The parent/guardian would receive confirmation of enrollment for their child(ren). After enrollment, the parent/guardian will receive a “Welcome Email”. The email will contain a summary of services, a suggested checklist of supplies, and requirements/expectations of camp (i.e. Computer, zoom access/instructions, headset). About a week prior to the camp start date, the parent/guardian will receive a phone call from the MFLC VSP Camp Counselors followed by an email. This email will include identifying photos of two MFLCs, their

Magellan Federal MFLC Virtual Summer Program Physically Distant, Socially Connected contact information, sample schedule, expectations, and directions related to communicating any absences (i.e. dentist appointment, parent’s work availability). After the completion of MFLC VSP, Magellan recommends that the parent/guardian receive a “Post- Camp Survey” with the approval of OSD. The survey will include a request for satisfaction rating in the following areas: quality of platform, schedule/pace, activities, child’s engagement, parent’s overall experience, additional feedback for future MFLC VSP improvements.

THE MFLC VSP CAMP COUNSELOR SELECTION The Camp Counselors will be selected from Magellan’s MFLC CYB Counselors who are licensed in the state where the MFLC VSP will be offered. They meet all the MFLC counselor requirements:

CAMP COUNSELOR REQUIREMENTS • Possess a Master’s degree from an accredited graduate program in a mental health related field • Maintain an independent counseling license • Have demonstrated counseling competence in working with children and youth • Have the Tier 1 CNACI

The Camp Counselors possess the knowledge, skills and abilities of the MFLC CYB counselors as well as have the natural talents and skills to successfully work with children in the virtual setting. The overall skill set include:  Understanding of the military lifestyle  Knowledge of military, state, federal and local laws and resources  Experience and expertise working with the identified age of the participants in all youth programs, such as Child Development Centers (CDC) schools or camps  Experience supporting the specific age category at the assigned camp  Proficiency in engaging the children through interactive distance activities  Dynamic rapport building and engagement skills with children  Ability to successfully collaborate and form trusting relationships with parents  Flexibility to adapt constantly to the changing needs of a camping experience  Highly skilled in the use of ZOOM and comfort with virtual group management  Ability to work as a team with another MFLC in co-leading the MFLC VSP Counselors will continue to receive regular supervision by their Magellan Regional Supervisor. The Regional Supervisors will assist with providing support and creative ideas and problem resolution during the summer camping season.

TRAINING OF THE MFLC VSP CAMP COUNSELORS MFLC VSP is a unique service opportunity of the MFLC program that requires additional training modules and preparation. There are two main proposed pre-training components: 1) MFLC VSP Requirements and Best Practices 2) “Junior Camp Counselor” Orientation Magellan recommends for these combined training components to be successfully completed three days prior to the start of the camp.

1.0 MFLC VSP Requirements and Best Practices In addition to the comprehensive list of trainings that are required of all MFLC counselors, the MFLC Camp Counselors will attend an orientation to the technology and curriculum elements and activities of the MFLC VSP. The following elements will be part of the orientation: 1. Review best practices to utilize Zoom platform with multiple attendees/a co-host/ Junior Camp Counselor while facilitating and engaging in activities. 2. Review of Curriculum Design and Schedule a. 2.0 “Junior Camp Counselor” Orientation The weeklong Virtual Summer Camp sessions commence on Monday. In order for the Junior Camp Counselor to be prepared, the two MFLC Camp Counselors will conduct an orientation with the Junior Camp Counselor on the prior Friday. It will be expected for the Junior Camp Counselor’s parent/guardian to “check in” and agree to line of sight and accessibility during the Orientation and VSP sessions. Camp Counselors will provide a briefing of the program to the Junior Camp Counselors family members. The parent/guardian is released from the remaining orientation. Then, the Camp Counselors will orient the Junior Camp Counselor on the following topics: 1. Meet and Greet 2. Program Requirements and Expectations a. Role of a Junior Camp Counselor b. Availability and Accountability c. Inclusiveness and sensitivity to children i. Military Culture

STRATEGIES FOR PROMOTION OF THE MFLC VSP

1.0 Recommended Promotional Campaigns for MFLC VSP Magellan will promote the MFLC VSP on installations and to the National Guard by contacting POCs and working closely with OSD. There are multiple platforms to advertise the camp including installation, school district, and social media websites. 1. OSD Promotional Campaign a. Develop a flyer advertising the camps and distribute to all POCs who normally request MFLC coverage for IBSP. The flyer will describe the MFLC VSP and the children who would be appropriate campers. Magellan will assist OSD in the development of the content of the flyer as needed. b. Advertise the camps on the MOS website c. Notification to all POCs who currently have CYB and CYBS MFLCs 2. Magellan Promotional Campaign a. Ongoing promotions—Magellan will provide ongoing outreach by sending an email to the following military contacts, attach the flyer, and follow up with a phone call. A key to getting the word out is to closely partner with school districts, teachers, school counselors by contacting the following contacts: i. POCs ii. SLOs iii. School counselors iv. Principals v. CDC and Youth Center Directors b. Video clip with a Regional Supervisor or MFLC promoting the camp—the video clip will include an overview of weekly themes and a schedule of a typical summer camp day. The video clip will include eligibility, qualifications of MFLCs, and how to register for the camps. The clip will create excitement for the camp.

DUTY-TO-WARN OR MANDATED REPORTING SITUATIONS During camp activities, participants may demonstrate gestures or verbalize statements that potentially represent Duty-to-Warn or Mandated Reporting situations. The Camp Counselors who co-facilitate camp activities will remain vigilant during the activities to identify these instances. If these situations arise, the Camp Counselors will explore the issue further to ensure the participant is linked to an appropriate resource if warranted.

1.0 Action Plan As stated in the parental informed consent statement, a parent is required to provide personal contact information (phone number and current location/address), agrees to be accessible by phone, and confirms understanding of limits of confidentiality in order for the child to participate in the MFLC VSP.

DUTY-TO-WARN REQUIREMENT The Camp Counselors will maintain a current Duty-to-Warn/Mandated Report Site-Specific Action Plan at all times.

2.0 Initiation If a child exhibits or voices potential duty-to-warn behaviors/statements, the Camp Counselor who is observing the group will contact the parent with an alternate phone (i.e., not the phone number of the zoom call). The Camp Counselor will explain the situation and schedule a family face-to-face session after the camp session through Zoom. During the family face-to-face session, if risk of harm to self/others as

Magellan Federal MFLC Virtual Summer Program Physically Distant, Socially Connected defined in the Duty-to-Warn policy is determined, the virtual Duty-to-Warn guidelines will be followed. If the situation does not rise to a Duty-to-Warn incident, the Camp Counselor may offer a follow-up family face-to-face session to ensure stability and safety.

DUTY-TO-WARN INITIATION If a child exhibits or voices blatant behavior/statements that meet Duty-to-Warn criteria and require immediate intervention, the Camp Counselor that is the observer for that part of the session will call the parent with alternate phone, and state that the Duty-to-Warn protocol will be implemented immediately.

3.0 Protocol 1. The Camp Counselor contacts emergency services and explains the need to emergency services and dispatches the emergency personnel to the child’s location/address while keeping the parent on the line until the police or emergency personnel arrived at the child’s location. a. The Camp Counselor reviews the Duty-to-Warn incident with their supervisor immediately following the conclusion of the session. If the situation warrants or necessitates immediate consultation with the supervisor during the session, the Camp Counselor would make the contact with the supervisor while the client is on the line utilizing another phone. b. Once the child’s safety is confirmed, the Camp Counselor would follow the Duty-to-Warn installation protocol for contacting the POC, POC designee, or other identified contacts in the Duty-to-Warn Site-Specific Action Plan. c. The Camp Counselor captures the Duty-to-Warn in their activity form.

4.0 Mandated Report If a child communicates statements that constitute a mandated reporting situation (i.e., child abuse/neglect), the Camp Counselor reports the issue to the appropriate authorities (Family Advocacy Program and in accordance with local State and Federal law). Parental involvement in this situation is not necessary.
