Briefing Notes • Suggested contacting Kenny Halliday at Lochfield HA. • Potential for cycleways connecting to Seven Lochs, also areas for interpretation of wildlife. • Desire for small neighbourhood convenience outlet, e.g. Aldi or Lidl. • Ageing local population = social care issues. • St Benedict’s PS at capacity; PMN: Councillor Burke has spoken to Director of Education in passing. • Perception of schools’ reputation, allocation choices being exploited. Notes: • JM outlined Manor Architects role/ involvement & delivery path for the CGA. • Outlined context & general location. • Initially there is a need to define community benefit. • A concern was raised over the undersupply of social housing • SC – outlined how community benefit has failed to be achieved in the past with CGA’s, but that there are ways to make it work. Also, the process itself is important: community engagement and site analysis defines the masterplan & will only be approved by GCC if compliant with City Development Plan and CGA policies masterplan must be approved prior to approval of any planning application. • The key to this is working with the existing community organisations. • The reason for being here today is to establish what’s currently happening in the area & what the community issues are E.g. Nursery’s & who manages them. • The landowners were identified as the Capper family & it was noted that they view this as a legacy project & is considered very important to them. • Programme for delivery of the CGA was outlined as being in the region of 8-10 years. This may be ambitious - housebuilders build rate about 100pa, so we may need to look at viability and also the wider picture, how many houses being delivered in next ten years, potentially? If market is flooded, prices drop, house builders will want to release slowly to keep prices profitable. • Social housing was identified as being important to Glasgow City Councillors. • Follow-up with reading “Addressing The Gaps” by Alan Brown – about dereliction in the centre of Easterhouse. • We need to provide an overview of the linkages through Easterhouse. cannot forget the key point, it is about community growth, i.e. growing existing community therefor integration is critical • A discussion on schools then proceeded & an assessment of demand needs done. • The council may look at school place provision in the area. This could be a sticking point - if there is capacity issue then this needs to be addressed, available options may need to be discussed with council. • JM suggested that the community groups look at the best way to spend the funding - & not just consider the usual pilot schemes. • Questions regarding the land beyond the GCA limit i.e. the green belt – who owns & maintains it? Remember that the CGA is in the green belt as well, permission will only be granted to release the sites from the GB if masterplan approved and subsequent applications approved. • Management of green space generally was discussed – again who owns it & who maintains it? • Forestry & Land Scotland should be consulted – specifically in relation to Maryston community woodland. • As regards social housing – associations are interested in provision of: • one bedroom apartments • Bungalows • Assisted living units • Time frame for delivery will be determined by 1. Demand for housing & 2. Infrastructure capacity • This early stage is to inform Glasgow City Councils planning team of community needs. • There are plans for more community engagement events in early 2020. • Heritage features should also be considered – such as The . Suggested we consult Scottish Canals. There may be potential for an access tunnel beneath the M73. • A comment was made regarding the phasing of the development & perhaps delivering green spaces first in a bid to make the area more attractive from the start. • It was note that no dialogue has take place with North Lanarkshire Council yet, but that the should & will be consulted. • A comment was made on access with the need to define vehicular & pedestrian access separately where possible. • Social integration is very important & will help increase achievement levels at schools in the area. • Dialogue needs to be had with teachers from the various schools in the area. Design team had previously emailed head teacher at Lochend Community High School, no reply yet though. • It was noted that there is some need for community indoor sports pitches (not necessarily with changing facilities). The main issue was about access; the fact that the existing facilities are essentially private and cost too much, so community access not really on offer. • Support for & opening up of existing facilities, rather than new facilities would be preferable. • Land management issues – fine creating public realm and accessible urban fringe but who pays for its management, what structures would be put in place to maintain and manage the infrastructure? • Engagement with Forestry and Land Scotland, Scottish Canals, North Lanarkshire Council (Design team have some contacts at Scottish Canals and NLC to follow up with)
