REPORT OF THE NCAA DIVISION I FOOTBALL OVERSIGHT COMMITTEE 20, 2021, VIDEOCONFERENCE

INFORMATIONAL ITEMS.

1. Review of the NCAA Division I Football Oversight Committee's Report. The Football Oversight Committee reviewed and approved its May 6, 2021, videoconference report.

2. NCAA Division I Governance Update. Amanda Conklin, director of Division I governance, provided the Football Oversight Committee with an update on the , 2021, NCAA Division I Council meeting. Amanda noted that the Council approved modifications to the four-year college transfer waiver guidelines effective 1, 2022, for student-athletes seeking immediate eligibility during the 2022-23 academic year, discussed the timing of a potential vote on name, image and likeness legislation and adopted emergency legislation to revise the preseason practice model in football.

3. Football Practice Calendar Review. The Football Oversight Committee received an update on football practice calendar actions taken at the May 19, 2021, Council meeting. All five concepts recommended by the football practice calendar subgroup were adopted by the Council as emergency legislation and are immediately effective.

4. NCAA Division I Football Competition Committee Update. The Football Oversight Committee received an update from the NCAA Division I Football Competition Committee regarding the policy that regulates the number of credentials permitted in the team area during competition. The new policy reduces the number of team area credentials from 60 to 50 but exempts medical staff from the credential restrictions. It is suggested that institutions provide a separate and distinct credential to medical staff under the direction and control of each institution's designated medical representative.

5. Review of Blanket Waiver Request Related to Noncoaching Staff Member Responsibilities. The Football Oversight Committee reviewed a request from the NCAA Division I Men's Basketball Oversight Committee on a blanket waiver related to noncoaching staff member responsibilities. The Football Oversight Committee did not support any adjustment to current legislation that prohibits noncoaching staff members from participating in coaching activities or activities performed by student managers, noting the successful completion of the 2020-21 football season while adhering to current legislation.
