1 1. INTRODUCTION

The Tokyo 2020 Organising Committee of the Olympic Games is pleased to announce that READY STEADY TOKYO – Cycling BMX Racing is scheduled from 9 to 15 October 2019. This event, organised by Tokyo 2020, is a part of the Test Events programme, and is a great opportunity for National Federations (NFs) and athletes to familiarise themselves with the Field of Play of the Ariake Urban Sports Park, venue of the Tokyo 2020 Olympic Games.

Ariake is a district in Kōtō, Tokyo, Japan. It is best known as the region adjacent to and directly east of Odaiba and . Ariake is subdivided into four chome and comprises part of the Tokyo Bay Landfill No. 10 and Tokyo Rinkai Satellite City Center. As of April 2012 its population was 6,145. Its postal code is 135-0063.

3 2.3 Qualification System for the Test Event

BMX Racing

MEN WOMEN Maximum of 64 Riders Maximum of 64 Riders 17 years and above 17 years and above

The number of riders per nation that can register will be decided as follows. The Olympic Qualification Ranking of 11th June 2019 will be used. The men’s Olympic Qualification Ranking* on this date will be used to qualify nations for the men’s Test Event competition, and the women’s Olympic Qualification Ranking* on this date will be used to qualify nations for the women’s Test Event competition.

National Federation’s ranked 1 to 5 plus the host nation: Maximum 4 riders National Federation’s ranked 6 to 11: Maximum 3 riders National Federation’s ranked 12 to 17: Maximum 2 riders National Federation’s ranked 18 to 27: Maximum 1 rider

TOTAL: 28 Nations.

NOTE* As the host nation (Japan) is automatically qualified, the ranking with Japan removed is used, meaning that nations ranked below Japan would advance 1 ranking position when determining which nations qualify to attend the Test Event.

2.4 Age Categories and Team Composition

Each National Federation qualified for the Test Event as per the above may select the riders who will attend the Test Event in any manner that it chooses, for each gender. To be precise, this means that a nation that (for example), qualifies 2 men and 3 women, can choose the 2 men and 3 women who will attend the Test Event according to its own internal selection criteria. It is not possible to reallocate riders from one gender to the other. Important: As the 2020 Tokyo Olympic Games BMX competition is open to riders of age 18 and older (as of December 31, 2020, that is, riders born in the year 2002 or earlier), riders licensed in the Junior category in 2019 (riders of age 17 and 18 as of December 31, 2019) are eligible to participate in the Test Event.

4 At the Test Event, there will be a single male category consisting of riders 17+ as well as a single female category consisting of riders 17+ (the same as is presently done for the UCI BMX Supercross World Cup). Therefore, each National Federation who qualifies riders in either gender can select any combination of Elite or Junior riders that it wishes to send to the Test Event, so long as the total quota available for that National federation is respected for each gender.

2.5 Registration

All National Federations that qualify for participation in the Test Event must register with the Tokyo 2020 organisation (including the full names and UCI ID number of all riders and team staff) by the deadline stated in the table found on article 4.1 on page 13 of this document. Any National Federation not doing so shall lose its right to participate, and its’ available quota shall be redistributed as mentioned in the section below.

2.6 Unused Quota

Should any qualified National Federations not use their entire quota in either gender for the Test Event, then the total of any remaining number of spaces for that gender will be offered to those nations who did not qualify for participation in the Test Event for that gender, in order of the Olympic Qualification Ranking as described above.

Each such nation may then decide to send 1 rider for that gender. For example, if after the registration deadline for the Test Event, a total of 5 spaces for men and 3 spaces for women remain, then the nations ranked 28 to 32 for men as of 11th June 2019 and the nations ranked 28 to 30 for women as of 11th June 2019 would each be invited to send 1 rider for that gender, respectively. Such nations will be given two weeks (14 days) to respond from the date and time on which they were contacted.

Should any quota in either gender remain following this two-week period, 1 additional space shall be offered to the highest qualified nations for that gender; they shall have two weeks (as above) to reply. For this purpose of determining the allocation of any remaining spaces, the host nation (Japan) would be re-inserted into its actual position in the ranking.

For example, if at this point, 2 spots for the female gender remain, the 1st and 2nd ranked nations as of 11th June as described above will be offered 1 additional space each. Following this, any remaining quota shall go unused.

5 2.7 Participation and Staff

All costs of participation in the Tokyo BMX Racing Test Event will be fully covered by each qualifying National Federation that decides to participate. The organizing committee can provide letters of invitation in case visas are needed to enter Japan. In addition to any riders who attend, each participating National Federation must appoint at least 1 staff person as Team Manager. The names and contact details of all staff who will attend on behalf of each National Federation must be submitted to the organisers at the time of registration.

When invited by Tokyo 2020 to do so after the qualification ranking is published on 11th June 2019, please reply via email to [email protected] expressing your interest in taking part in the Test Event.

NOTE* The contact email address provided must only be used for the sole purpose of expressing your interest in the BMX Racing Test Event, and for any questions relating to the Test Event. The email address should NOT be used for any other related Olympic Games enquires, these should be directed towards your relevant NOC relations contact person.

2.8 Race Format

The Tokyo BMX Racing Test Event is registered on the UCI Calendar as a Class 1 BMX event. UCI points will be awarded as per the scale for Class 1 races. As the Junior and Elite categories for each gender are combined, the results for each gender will be separated before the points are given.

All riders entered in the test event will participate in the Test Event Qualification Race (12 October 2019). In each gender, riders will compete in 3 rounds of Motos of random composition formed according to the scrambled seeding method found in the UCI Regulations. The number of heats for each category and number of riders in each heat shall be based upon the number of confirmed entries as described in Annex 1 of the UCI Regulations. Gate start position in round 1 in each heat will be decided at random; it will be selected in order of lap time from the previous round for rounds 2 and 3. Following these 3 rounds of Motos, a classification ranking will be drawn up in accordance with article 6.1.041 of the UCI Regulations.

The top 24 riders in this classification ranking will advance to the Quarter Finals (13 October 2019) following the Tokyo2020 Olympic Games format. 6 2.9 Rider Confirmation

3.3 Medical Services

Medical services will be provided at the venue during all practice and competition sessions on the BMX track. There will be designated hospital for the Test Event with which Tokyo 2020 has made an agreement, prepared to receive any individual requiring care.

3.4 Team Area

The organisers will prepare team tents for each NF. Please note, that Teams are not permitted to bring their own structures/tent/gazebo.

3.5 Radio Use

NFs can use their own radios, however, any users of radio equipment at the venue must make a radio equipment utilisation and coordination plan. For all radio equipment to be used at the venue, the spectra must be coordinated, and the equipment must be authorised to avoid harmful interference. Any user wishing to use wireless equipment must apply for radio frequencies coordination by submitting their equipment specifications with the Excel sheet. Please make sure to submit it by deadline. 4.2.1 Accommodation deals

We have prepared an accommodation package for the riders and team staff who will be participating in the test event.

★Shuttle Bus (Hotel to Venue)

Dates: October 8th, Tuesday to October 15th, Monday (8 days total)

Time: 7:20 am ~ 6:00 pm. The bus will run every 30 minutes from hotel and venue.

*The bus time will fluctuate in accordance with the competition schedule *Flat fare (you may ride as many times as you wish)

Other Important Notes:

*Bicycles will be placed in the trunk of the bus (luggage storage space) *We will not take any responsibility for damages caused to the bicycle on the bus. *BMX bicycles (must have 2 brakes) are not allowed on public roads set by The Road Traffic Act. You may NOT ride your bicycle to and from the venue.

★Airport Courtesy Service The transportation between Haneda (HND) or Narita (NRT) and each hotel is organised in the plan. Staff will wait at the arrival lobby, so the staff takes you to the bus stop. This bus is not the private bus but the shared Limousin bus services. Depending on traffic condition and the arrival time, you may have to wait for some time to get on the bus

4.2.2 Accommodation Fee Payment

We issue an invoice after receiving applications. Please pay the fee of accommodation by credit card or bank transfer in advance. If you pay the fee by credit card, give Tobu Top Tours Co. Ltd information of credit card on the phone. If you pay by bank transfer, transfer to a bank account written on the bill.

4.2.3 Lunch / Dinner

Lunch and dinner are not organised in the plan, you will need to have lunch and dinner by yourself. If you have in the hotel, pay the meal fee at the reception when you check out.

4.2.4 Unofficial Extension of Stay

In case of early arrivals or late departures outside of the official competition dates, please let us know. We will check and arrange for available rooms, for additional requests during this extended period of stay, please also contact us for assistance.

4.2.5 Visas

For those delegation members who require visa to enter Japan, are required to contact the nearest Japanese Embassy/Consulate in their country. All NFs that require a visa must complete the Visa Form and provide a passport copies for each individual delegation member and submit it to the official Travel Agency of the Test Event TOBU TOPTOURS CO. LTD, (Please see the following contact). The agency will provide a formal invitation letter together with a name list with all delegates for visa appointment. Please be reminded that it is important that you arrange all necessary visas well in advance of the respective deadlines.
