Dunes MICHELLE REED On October SO, 1993, the Mirage Resorts, Inc., imploded the casino and north tower, which was televised. The Dunes's death signified the birth of another resort. n I ily, we're going to be late," Robert says. He paces nervously in front of Lthe door and jingles our car keys in his hand. "It doesn't matter," I say. "They're always running behind anyway." I slurp the leftover milk from my cereal bowl and place it on the coffee table. "I want to see what they're going to say about the Dunes." Robert sighs loudly as he moves around the room. He fluffs the pillows beside me on the sofa and straightens the pile of magazines on the floor beside his chair. It's not his fault that he doesn't understand. He doesn't know Lizzy, has never even heard of her. I pick up the remote control and turn the volume up on the television. The news of the implosion of the Dunes made it all the way from Las Vegas to New Orleans, and a KNYZ reporter is announcing that it will be broadcast tonight at 6 p.m. The screen behind her shows a group of people gathered around the casino's marquee. Thanks for the Memories, it reads. It's been nineteen years since I've seen my sister. I search the crowd for her face, almost sure that I won't see her but hoping anyway. Lizzy was in the eighth grade when I was nine. It was 1973, the year she stopped celebrating her birthday. -

Corporates Gaming / U.S.A. 2014 Outlook: U.S. Gaming Deleveraging Potential Outlook Report High Leverage Is So 2013: After a busy 2013, with a first-ever gaming/REIT spin-off and three Rating Outlook major debt-funded M&A transactions, gaming companies are positioned with solid FCF profiles, STABLE limited development prospects and stringent credit agreement provisions. Fitch Ratings believes this is a formula for meaningful deleveraging across the industry. Notable exceptions (2013: STABLE) could be the U.S.-based Macau operators, which will be ramping up developments on Cotai and currently maintain low leverage levels in Macau. A handful of lightly leveraged companies may also look to increase shareholder-friendly activity. Finally, a Gaming REIT: Fitch believes the entrance of REITs into the gaming sector will potentially drive up trading EV/EBITDA multiples, provide new sources of capital (e.g. sale and leaseback), create better transparency on the value of physical casino assets and the gaming licenses (retained by the operator) and possibly increase tolerance for higher leverage. Tepid Domestic Growth Prospects: 2014 casino openings in Ohio, Baltimore and possibly Lake Charles, LA will grow but also cannibalize their respective markets. Same-store growth will continue to be soft, although we project regional markets to fare better relative to 2013 as the effects from the sequester and the payroll tax holiday rollback will anniversary. Operators with exposure to the Las Vegas Strip and Macau will continue to benefit. We project 3% gaming revenue growth for the Las Vegas Strip (5% RevPAR growth) and 12% for Macau. Sector Outlook Greater Interest Rate Sensitivity: Many gaming companies used term loans to refinance STABLE fixed-rate notes or execute M&As. -

CONSULTANT SERVICES FOR THE GAMING REGULATORY OVERSIGHT AUTHORITY Area 2: Fiscal and Capacity Requirements October 21, 2013 0 Table of Contents 1 Approach By direction of NH RSA 284-A, the New Hampshire Gaming Regulatory Oversight Authority has directed WhiteSand to prepare a report identifying the strengths and weaknesses of the 2013 NH legislative proposals as compared to the best and most relevant components of the regulatory provisions in the other comparator states. This part of the report addresses fiscal and capacity requirements: WhiteSand has approached this particular task using a formal methodology to determine market demand. We reviewed the specific demographics and other attributes of the gaming jurisdiction to be evaluated. This included, but was not limited to, population, income levels, age distribution, nearby competition and gaming tax rates. We evaluated these factors within ranges of 30, 60 and 90 miles of the proposed gaming facility general location. In order to provide a consistent measurement of demographics within a specific region we use distance radii from the region. Using distance rather than driving time eliminates fluctuations due to drive times, day of week, unpredictable events (e.g., accidents, weather, etc.) and other factors. Distance radii are translatable to drive times in most scenarios and provide more consistent results due to the reduction of unpredictability. Using this information, we then identifed a “Competitive Set” for the proposed gaming facility - other gaming properties to be compared based on similar demographics and characteristics. While the properties identified in the competitive set usually do not provide an exact match, they present enough similarities to evaluate market demand and estimate key financial statistics.
