4. PUBLIC TRANSPORT PROVIDER UPDATES INCLUDING RESPONSES TO PREVIOUS ACTION POINTS

West Anglia Rail Services - Greater Anglia (GA)

Alan Neville provided an update. The main points of which and related discussions were as follows:  To improve service performance, stopping patterns at Ponders End had been altered so that there is a gap in northbound evening services (17:39 to 18:39). Whilst the rationale was clear, the impact is severe and residents have been raising this as a significant issue.  In answer to a previous action point, it was noted that GA have a team to deal with large-scale events such as those at the Tottenham Hotspur football stadium.  Since the previous meeting a more frequent service has been delivered at the new Meridian Water Station.  Performance for the previous period as measured by the Public Performance Measure (PPM) was 89%.  In answer to a previous action point, it was noted that GA have committed to environmental objectives as part of their franchise agreement and that these are available to view online: https://www.greateranglia.co.uk/sites/default/files/assets/download_ct/201904 05/ocCRxWIDeTkb2BSGDXnTWtWIbO7IKw- jwz7LGoyOz20/19.17_sustainability_strategy_-_issue_1_october_2017.pdf  In answer to a previous action point, it was noted that details of engineering works are published ahead of time, but can be subject to change at short notice. It was acknowledged that passengers find such works very frustrating particularly if they do not use services frequently so might not be aware.

Great Northern Rail Services – Govia Thameslink Railway (GTR)

Patrick Ladbury from GTR representative was unable to attend, but provided a written update ahead of the meeting with the main points being:  PPM has improved to 84.6% and cancellations have been reduced.  One of the biggest impacts on performance recently has been suicides on the tracks so a suicide prevention manager has been appointed.  The full fleet of new Class 717 trains is now in operation.  Moorgate will be closed from December 2019 through to May 2019 from 22:00 each night to allow cleaning of the tunnel. Trains will instead divert to Kings Cross.  To allow remodelling of the tracks at Kings Cross and work to replace rails, there will be disruption and closures on weekends from 4th January 2019 to 23rd February 2020.  A list of proposed schemes for utilising £80k of Passenger Benefit Fund for each of Enfield’s GTR stations has been released following DfT approval.

Action The written briefing from GTR will be circulated to the PTCG membership and these issues will be picked up at the next meeting. Page 5

Concerns were raised both before and during the meeting about the engagement with councillors in respect of the Passenger Benefit Fund. It was noted that whilst there had been an extensive 3-month engagement programme, this had not included a blanket email to local councillors, which was something that was only resolved in Enfield towards the end of the process.

It was also noted that there is a desire to provide improved access to Station, but that this would have an impact on staffing costs going forward, so was outside the scope of the Passenger Benefit Fund.

London Buses, Overground and Underground - Transport for London

Esther Johnson and Dave Hooker provided an update and various questions arising were dealt with:  The incident on the W9 which was previously raised is being investigated and an update will be provided in due course.  There was a reminder that reports of any incidents on buses need to be accompanied by details of the bus and the time and location so that they can be properly investigated.  There was clarification that bus drivers should notify passengers of short-term bus stop closures at the stop before the closure. However, it was noted that sometimes closures occurred without drivers being aware.  It was noted that all bus stops are compulsory so drivers should stop if passengers are waiting. Any incidents where this does not happen should be reported to TfL using their website.  There was a request for early bus service terminations to be better managed so that passengers were not left stranded. It was acknowledged that early terminations are not ideal and that drivers should drop passengers at an alternative location close to another stop/route. However, sometimes the available turning point does not allow this, so passengers can be inconvenienced.  It was noted with concern that TfL’s current policy is not to replace damaged bus stops where the number of passengers is relatively low. This reflects the reduction in revenue funding available to TfL. The point was made that this is another factor which can discourage use, which has a further detrimental impact on passenger numbers.  It was confirmed that works to repair the heritage features outside Oakwood and Southgate stations were unfortunately delayed due to permit issues required to put up the scaffolding. It is hoped that this will be rectified in the near future.  Issues with a broken bench and rutting of the highway at the front of station were raised.  Threatening buskers on Underground services were a cause for concern. TfL are aware of this and encourage passengers to report incidents so that they can be referred to the British Transport Police.  There was a discussion about hail and ride services which are a compromise with the preference being for fixed stops where possible. The difficulty is for those unfamiliar with the neighbourhood being expected to know that hail and ride operates. Where there are hail and ride sections, buses should stop in safe and convenient locations. Discussion took place on whether there can be Page 6

some markings along such routes to provide better indicators of stopping routes for the uninitiated.  A number of road closures in the next few months will impact on bus services so people are advised to check before they travel.  There was a discussion about the Borough Engagement Survey, which highlighted the priorities for TfL’s stakeholders. It was noted that these were sometimes competing and to deliver all of them would require additional funding.

Rail Network – Network Rail (NR)

Matt Brennan provided an update and various questions arising were dealt with as follows:  60% of rail network delays are attributable to NR with 40% being under their control and 20% due to other issues such as extreme weather.  Improving network performance and resilience are top priorities and there is over £2bn for operations and renewals in the Anglia region from 2019 to 2024.  Any investment is offset against the impact of increased demand and more intensively used infrastructure.  In response to a query about using NR land for other uses (such as pocket parks) it was noted that the land is usually operational (so required for maintenance access) but if suitable locations are identified then consideration can be given to alternative uses.  Issues with rubbish accumulating on NR land can be raised with their operations team, but an exact location and pictures are required to take action. Current issues are being experienced by the bridge in Broomfield Lane.  Using Housing Infrastructure Funding, NR will be working with LBE to deliver additional improvements at Meridian Water Station to provide more frequent services.  An updated strategic business case for Crossrail 2 has been submitted and this remains a priority for delivering long term capacity improvements in London. A West Anglia Main Line study is also being prepared to look at short to mid-term options for improving services along the Lea Valley corridor.  There have been changes to the approach to dealing with trackside vegetation, but it was noted that this still needs to be kept under control.

GTR’s key environmental highlights include:  Waste generated (Tonnes) -34% reduction over the last year  Waste to Landfill (Tonnes) -77.8% reduction over the last year  Reduction in energy consumption - 4% reduction over the last year  All stations upgraded to LED lighting which is 80% more efficient  All non traction electricity is now supplied by renewable energy
