Around the Town Hall and Civic Offices

Parking for Members’ cars/bikes is available under the Central Library complex. The entrance to the car park is in Mint Walk and access is by means of a swipe card system. To enter the car park, stop at the barrier, swipe your proximity card and then wait until the light turns green. Proceed slowly down the ramp; the barrier at the bottom of the ramp will rise automatically. There are a small number of spaces allocated to Members at the far end of the car park. If there are no Members’ spaces available please park in any bay (other than the Mayoral bays). When there is a meeting of the full Council there is insufficient space for all Members to use the parking facility under the Central Library complex. There is no provision to reserve a parking space. Members may park on ‘pay and display’ parking bays providing they are displaying their Members parking permit. (See below)

When on Official Business

There is also an arrangement for each Member to be issued with up to two Members permits which may be used when on official Council business only. The conditions of use are as follows:

Eligibility

1. Members permits are available to elected Members, and may ONLY be used on official Council business.

2. Members will be issued with no more than 2 permits and these will be vehicle specific.

3. Permits are only valid for a passenger or goods carrying vehicle, the overall height of which does not exceed 2.28 metres and the overall length of which does not exceed 5.25 metres, a motor cycle or an invalid carriage.

Conditions of use

1. Members Permits will be issued to Members for 1 year and annually renewed automatically until the term of office of the holder ceases.

2. Each permit will be issued with a protective cover and must be displayed on the vehicle to which it relates in such a way that the particulars thereon are readily visible from the front, near side of the vehicle.

3. A Members Permit enables the holder to park without payment in any vacant Permitted On-Street Parking Space, within any of the Controlled Parking Zones within the London Borough of .

4. A Members Permit also enables the holder to park without payment in any of the "Pay & Display" or Multi-Storey Car Parks listed below:

Ann’s Place, Reeves Corner, Croydon Belgrave Road, Central Parade, New Addington Clifford Road, South Norwood Factory Lane Garnet Road, Granville Gardens, Jubilee Bridge, Croydon Lion Green Road, Purley Multi Storey Car Park New Addington, Swimming Pool New Addington Central Market Reedham Station, Purley Russell Hill Place, Purley Road Spices Yard, Station Road, West Croydon Wandle Surface Car Park

5. A Members Permit DOES NOT entitle the holder to park in contravention of the yellow line/ loading restrictions or on a suspended parking bay or in contravention of the off-street car park regulations. The Permit DOES NOT offer immunity from penalty for infringements of the Traffic Regulations and you are advised that to use the permit in an attempt to do so would be a breach of the Code of Local Government Conduct.

6. A Members Permit does not guarantee the availability of a parking space.

7. The permit must be surrendered for cancellation if the holder ceases to be a Member of the Council or Croydon MP.

8. If a permit is lost, stolen or destroyed the permit holder shall immediately notify the Parking Permit Section on Tel No. 020 8667 1065 and the permit shall cease to be valid. A new permit will be issued for the unexpired period of the original permit.

9. A Permit will enable the holder to park in any vacant Permitted On-Street Parking Space, Pay & Display bay, within any of the Controlled Parking Zones within the London Borough of Croydon, subject to any parking bay suspensions that may be made from time to time. These spaces are indicated by white bay markings and the vehicle must be parked wholly within the parking bay to avoid receiving a Penalty Charge Notice.

10. A permit may not be used to park in specific user parking bays i.e. Disabled, Loading, Motorcycle bays etc, or on yellow line waiting restrictions.
