Senior Minister of State Grace Fu and Tianjin Vice Mayor Xuefeng co-chair third Singapore-Tianjin Economic and Trade Council meeting in Singapore today and witness four project signings, three of which involve the Sino-Singapore Tianjin Eco-City.

1. In line with Tianjin’s plans to transform into a digitally-connected city and develop its services sectors, infocomm technology (ICT) and modern services will be the key areas of focus for Singapore-Tianjin economic collaboration. At the third Singapore-Tianjin Economic and Trade Council (STETC) meeting held in Singapore today, both sides agreed to work closely on adopting ICT to develop Tianjin as an e-City, as well as to explore modern services, such as “Meetings, Incentives, Conventions and Exhibitions” (MICE) and retail services.

2. The meeting was co-chaired by the Vice Chairmen of the STETC, namely Senior Minister of State (SMS) for National Development and Education Grace Fu, and Tianjin Vice Mayor Ren Xuefeng. The Co-Chairmen for the council are Minister for National Development Mah Bow Tan and Tianjin Mayor Huang Xingguo, with International Enterprise (IE) Singapore as the Singapore secretariat for STETC.

3. Said SMS Fu, “This is the third year since the Council was established and we have seen good progress in bilateral economic collaboration. This includes the Sino-Singapore Tianjin Eco-city and projects spanning various sectors such as environmental services, hospitality, vocational and technical education (VTE), and more. management capabilities as well. The council has identified two key areas to work on for the new coming year, namely leveraging ICT to develop an e-City, and modern services. These are areas that Singapore companies have strong abilities in.” (Please refer to Annex 1 for SMS’s opening speech at the meeting)

4. Following the meeting, SMS Fu and Vice Mayor Ren witnessed four company/association project signings: i) MICE – MOU between Singapore Association of Convention and Exhibition Organisers and Suppliers (SACEOS) and Tianjin International Convention & Exhibition Association to collaborate in expertise exchange, manpower training and organisation of international events. (Please see Annex 2 for details) ii) Sino-Singapore Tianjin Eco-City – Land Use Rights Transfer Agreement signing between Sino-Singapore Tianjin Eco-City Investment and Development Co., Ltd. (SSTEC) and Sichuan Neautus Traditional Chinese Medicine. (Please refer to SSTEC’s media release in Annex 3) iii) Sino-Singapore Tianjin Eco-City – Land Use Rights Transfer Agreement signing between SSTEC and Singapore’s Pan Asian Water Solutions. (Please refer to SSTEC’s media release in Annex 3) iv) Sino-Singapore Tianjin Eco-City – MOU signing between SSTEC and Singapore’s Broadway Industrial Group. 5. Vice Mayor Ren is in town for a three-day visit from 8 – 10 June 2010 with a 35- strong delegation comprising government and business representatives. They will be visiting various Singapore companies to learn more about Singapore’s maritime and port industry, water and wastewater management, real estate and more.

Fast growth of Tianjin presents opportunities in modern services

6. In 2009, Tianjin’s GDP was ranked sixth in China, after the cities of Shanghai, , , Shenzhen and Suzhou. Among these, Tianjin’s GDP growth was the highest at 16.5%. Tianjin’s GDP per capita also reached a relatively high figure of US$8,388 (+ 5%) in 2009, which was close to Beijing’s GDP per capita of US$10,0701. It also saw strong growth in the first quarter of 2010, with GDP at RMB 184.24 billion, an increase of 18.1% compared to the same period last year. In addition, Tianjin was ranked sixth behind the cities of Hong Kong, Shenzhen,

Beijing, Shanghai and Guangzhou in a study on the competitiveness of cities in China by the Chinese Academy of Social Sciences. In the same study, Tianjin was assessed to have the greatest potential for growth in the next 10 years. The above point to the fast growth and business potential of this municipality.

7. In January this year at the Tianjin Government Work Report 2 sharing, Mayor Huang Xingguo highlighted the ten areas that the city is focusing on for 2010. One of them is the development of the services industry, which plays an important role in economic transformation and restructuring, as well as improving the city’s competitiveness.

8. With Tianjin’s direction to focus more efforts in services across sectors such as tourism, financial services, logistics, hospitality and more, Singapore companies can come in to offer relevant expertise. The fact that our services sectors accounted for 69% of our GDP in 2009 (at current prices) reflect the importance of services to Singapore and our companies’ capabilities. Building on close collaboration in tourism and VTE last year, other areas to partner include MICE and retail services.

Adopting ICT to develop Tianjin into an e-City

9. Singapore companies are also well equipped to offer ICT services and solutions for Tianjin to enhance its business and living environment as a digitally connected city. Singapore has adopted a close private-public partnership approach in its ICT journey, which has since played a significant role in transforming Singapore into a high-tech economy today, creating ease for both the business and social communities. Singapore companies have developed domain expertise and experience in designing and implementing solutions that can be applied and integrated in various industries, including healthcare, financial services, transport, education and more. Examples include our integrated clinic management system, electronic road pricing system, CitizenConnect, etc. Therefore, there is much potential in ICT collaboration as Tianjin seeks to become an e-City.

Bilateral trade and investment

10. From January – April 2010, bilateral trade between Singapore and Tianjin amounted to US$0.3 billion, a decrease of 10% over the same period in 2009. In 2009, bilateral trade amounted to US$1.73 billion, of which exports to Tianjin accounted for US$0.96 billion while imports from Tianjin accounted for US$0.77 billion. 11. From January – April 2010, Singapore's actual foreign direct investments (FDI) in Tianjin hit US$0.19 billion with eight projects. As of end April 2010, Singapore’s cumulative actual FDI in Tianjin amounted to US$3.32 billion with a total of 707 projects. In 2009, Singapore was Tianjin’s fifth largest investor. OPENING SPEECH BY MS GRACE FU, SENIOR MINISTER OF STATE FOR NATIONAL DEVELOPMENT AND EDUCATION CUM VICE CHAIRMAN OF SINGAPORE-TIANJIN ECONOMIC AND TRADE COUNCIL (STETC), AT THE 3rd STETC MEETING, 8 JUNE 2010, 10.10A.M, SHANGRI-LA, SINGAPORE

Your Excellency Vice Mayor Ren Xuefeng, Distinguished Council Members, Ladies and Gentleman,

Good Morning.

Opening

1. On behalf of the Singapore council members, let me first extend a warm welcome to Vice Mayor Ren Xuefeng and all our guests from Tianjin for joining us at the third meeting of the Singapore-Tianjin Economic and Trade Council (STETC) in Singapore.

2. I was in Tianjin last month, and the rapid development that I witnessed, especially the rejuvenation of the city centre, is amazing and impressive. Tianjin is progressing at a remarkable pace. I hope for the relationship between Singapore and Tianjin to advance at similar speed and become even stronger in the years to come.

Singapore- Tianjin Bilateral Relations

3. 2009 was a difficult year with the global financial crisis hitting almost all economies. Singapore’s bilateral trade with Tianjin in the first four months of this year amounted to US$300 million, a drop of 10% over the same period last year. From January to April 2010, Singapore’s actual foreign direct investments (FDI) into Tianjin amounted to US$190 million. As of end April 2010, Singapore’s cumulative actual FDI in Tianjin has reached US$3.32 billion with over 700 projects. We are the fifth largest investor country in Tianjin.

Good Progress achieved by the Council

4. Even though we were not spared the impact brought by the global downturn, I am confident that our bilateral cooperation will get back on track very soon with continual interests and commitment from both sides to partner each other. In the past year, our collaboration has been going on smoothly with the support of the Council. We have made good progress in key sectors such as tourism and vocational & technical education.

Tourism

5. In the area of tourism, we have seen partnerships on various fronts. First, in terms of training, IE Singapore and the Tianjin Tourism Bureau organised a training programme for 45 Tianjin senior officials and hospitality management staff in Singapore two months ago. The programme covered Singapore’s experience in master planning and development of tourism infrastructure as well as service training and standards for our hospitality sector.

6. Second, we have seen good traction in tourism-related projects. In line with Tianjin’s plans to develop a waterfront leisure park in Tianjin Binhai New Area, the Singapore Cruise Centre is in discussion with the Tianjin Port to embark on knowledge exchange in port operations and management. Hospitality players such as the Ascott Group and Frasers Hospitality recently opened serviced apartments in Tianjin, while Ariva Hospitality will be opening its new serviced apartment later this year.

7. Tianjin has put in place the latest ‘Tourism Blueprint – 12521 Tianjin Tourism Development in 20103’. Tianjin Binhai New Area has carved out 100 square kilometers for a designated Tourism Zone. We foresee exciting times ahead for this sector.

Vocational & Technical Education (VTE)

8. We have also been doing well in the area of vocational & technical education, or VTE. Singapore’s East Asia Institute of Management, or EASB, is in discussions with Tianjin Modern Vocational Institute to jointly offer courses and open an EASB branch campus in the Tianjin Haihe Education Park. Another Singapore institute, PSB Academy, signed a MOU to set up a corporate training office in the Sino-Singapore Tianjin Eco-city.

9. These collaborations, coupled with Tianjin’s active development of the Haihe Education Park, reflect the vibrancy and potential of the VTE sector. Given Singapore’s established track record in this area, our players are in a good position to collaborate with the Tianjin government in upgrading the skills of its workforce.

10. We also see good progress in other collaboration areas such as environmental services, commercial development and transport & logistics. The Council Secretariat will give more details in its report later.

Scope for Further Collaboration

11. Our Work Plan for 2010 will not only build upon our current work. It will also focus on two key areas, namely the adoption of infocomm technology (ICT) to develop an electronic city (‘e-City’), and modern services, especially “Meetings, Incentives, Conventions and Exhibitions” (MICE) and retail. e-City

12. Singapore is today an international trading and financial hub with world-class business infrastructure, financial systems and communications networks. The adoption of ICT has played a crucial role in transforming Singapore into a digitally connected city convenient for both businesses and residents. To continually upgrade and enhance our way of living via seamless access to intelligent technology, Singapore has put in place a 10-year masterplan, “Intelligent Nation 2015” (iN2015).

13. Our development history has equipped Singapore companies with experience in creating an ‘e-City’. As Tianjin looks to transform into a modern, global city that is connected in terms of technology, infrastructure, enterprise and manpower, there is room for Singapore companies to contribute. This includes providing expertise for areas such as the National Grid Infrastructure, e-Government, intelligent transport systems, financial systems and more.

Modern Services

14. We understand that Tianjin is also upgrading its industries and promoting the development of its services sectors. Modern services, including MICE and retail, stand out as relevant areas we can partner together for.

15. Singapore is well established as one of the top MICE destinations in the world. The opening of our two integrated resorts will further consolidate this position. I am happy to note that the Singapore Association of Convention and Exhibition Organisers and Suppliers (SACEOS) will be signing an MOU with the Tianjin MICE Association later. Together, they will promote greater exchanges in expertise and manpower training, as well as collaborate in the organisation of international events.

16. The retail sector is also a promising area to explore, especially with the rejuvenation of Tianjin’s city centre. We are aware that last year, Tianjin’s GDP per capita grew by 5% to hit US$8,300. There is scope to work together in expanding the retail space, be it to open shopping malls or retail outlets. Players like Yanlord, UOL and Capitaland are already vested in this space and I am sure many more will follow.

Updates on Tianjin Eco-City

17. I am also heartened to share that the Sino-Singapore Tianjin Eco-City project has made good progress. During my visit in May, more than 30 Singapore-based companies are in discussion on projects in the Eco-City.

18. Today, we shall witness the signings of three agreements involving the Eco-City. Sichuan Neautus Traditional Chinese Medicine and Singapore’s Pan Asian Water Solutions will each sign a Land Use Rights Transfer Agreement with Sino-Singapore Tianjin Eco-City Investment and Development Co., Ltd. (SSTEC). Neautus plans to invest RMB 500 million4 for the set-up of a processing and distribution plant in the Eco-City, while Pan Asian Water Solutions plans to site its China headquarters at the Eco-City and consolidate its existing manufacturing operations in the Eco-Industrial Park. Another Singapore company, Broadway Industrial Group, will sign an MOU with SSTEC to explore the establishment of a Broadway Green Technology Centre in the Eco-City. I look forward to further developments and hope that more Singapore companies, including SMEs, will be able to contribute to this significant project.

Conclusion

19. In the past year, Council Members have actively participated in projects and council activities. I would like to take this opportunity to thank all of you for your contribution. I would also like to express my appreciation to Vice Mayor Ren and the various city leaders for the strong support you have rendered our companies. The Council is the key platform to promote greater economic cooperation between Singapore and Tianjin and will provide the necessary support and facilitation for companies. I look forward to a fruitful discussion and a renewal of our friendship through this meeting.

ANNEX 2

MOU between Singapore Association of Convention and Exhibition Organisers and Suppliers (SACEOS) and Tianjin International Convention & Exhibition Association

The MOU will see the two associations collaborate in expertise exchange, manpower training and organisation of international events.

The Tianjin Association is keen to work with members of SACEOS, including the Conference & Exhibition Management Services (CEMS) to organise an eco-technology exhibition in Tianjin. CEMS organised a similar exhibition in Tianjin in November 2009 and is in discussion with the relevant parties in Tianjin to hold the next event.

Additionally, the Tianjin Association is keen to tap on the educational and training capabilities of SACEOS in conducting conference and exhibition management courses in Tianjin in the near future.

With the MOU, members of SACEOS would be able to gain access to the growing MICE industry in Tianjin, in tandem with the development of the Sino-Singapore Tianjin Eco-city project. Tianjin has also earmarked the MICE industry as a priority economic sector.

The MOU was signed by Mr Edward Liu, President of SACEOS and Group Managing Director of CEMS (廖俊生先生,新加坡会议展览协会会长兼会议与展览管理服务有限公 司董事长), and Mr Qi Shihong, President of Tianjin International Convention & Exhibition Association (齐世宏先生,天津国际会议展览商会会长 ).

The Tianjin Eco-City continues to be an Investment Hotspot for Singapore-Based Companies

Singapore/Tianjin 8 June 2010

Today, Tianjin Eco-City master developer Sino-Singapore Tianjin Eco-City Investment and Development Co., Ltd. (SSTEC) signed Land Use Rights (LUR) transfer agreements for 2land plots in the Eco Industrial Park (EIP) to Sichuan Neautus Traditional Chinese Medicine Co., Ltd. (Neautus) and Pan Asian Water Solutions Limited (PAWSL) respectively. Coupled with a Memorandum of Understanding (MoU) which is signed with Shanghai Broadway Packaging & Insulation Material Co., Ltd. (Broadway), which is a wholly-owned subsidiary of SGX-listed Broadway Industrial Group Limited, the Tianjin Eco-City continues to be an investment hotspot for Singapore-based companies.

This signing event was graced by Mr. Ren Xuefeng, Vice Mayor of Tianjin Municipal Government, Ms. Grace Fu, Singapore’s Senior Minister of State for National Development and Education and other dignitaries.

Neautus will invest RMB 500 million to establish in Tianjin Eco-City its key base for the processing and distribution of Chinese Herbal Slices for Eastern and Northern China as well as export markets, its “TCM Expert” electronic commerce platform and joint national– regional R&D centre for TCM herbal slices. Neautus will adhere strictly to GMP (Good Manufacturing Practice) pharmaceutical production standards, which advocates the application of modern processing technologies with stringent environmental protection standards.

“Tianjin Binhai New Area is the only place in China which combines a seaport, National– level development zone, bonded zone, marine hi-tech zone, export processing zone, port- related and large scale industrial zone. As a historic National project being developed with much speed and innovation, Tianjn Eco-City’s exciting vision will bring great benefits to Tianjin, China and the human race. Green GDP will become a driving force in Tianjin Eco- City’s economic development.” said Mr Jiang Yun, Executive Chairman of Neautus.

Neautus’ inclusion in our investors’ profile enriches the LOHAS (Lifestyles of Health and Sustainability-hub is being developed within the Tianjin Eco-City. The LOHAS concept focuses on health, the environment, personal development and sustainable living. The LOHAS values resonate with the lifestyle that the Tianjin Eco-City aspires to offer. Health, fitness, ecological initiatives, environment, personal development, sustainable living and social justice are amongst the areas that the LOHAS community considers. Neautus’ expertise in traditional Chinese medicine (TCM) is will augment the “alignment of the environment and people” principle espoused by the LOHAS concept. The establishment of a cluster of TCM related activities within the Tianjin Eco-City, including research and development, processing and packaging, distribution and even design of a internet business platform is plays a key role in the LOHAS ‘hub’ positioning of the Tianjin Eco- City.

PAWSL will establish its China headquarters in Tianjin Eco-City. This China HQ will include the consolidation of its existing manufacturing operations in China, serve as its global logistics and warehousing hub; R&D centre for its Duvalco brand valves and fittings as well as other products, brand building, marketing and global trading centre for its Duvalco products.

Executive Chairman of PAWSL, Mr. Richard Koh said, “The Eco-City certainly offers us the best business-friendly environment that we have seen so far. Establishing a solid base here would help us further consolidate our resources, such as manufacturing, logistics and warehousing operations which will enable us to expand into new areas of business globally. This value-added and growth opportunity will ultimately benefit our existing customers and increase shareholder value. Indeed, we are excited to be a pioneer investor at the Eco-City and we thank International Enterprise Singapore for the recommendation.”

The entry of PAWSL was a result of facilitation from IE Singapore, the lead agency promoting the overseas growth of Singapore-based enterprises and international trade.

Said Mr Tham Poh Cheong, Group Director for Infrastructure, Environment and Engineering, IE Singapore, “Through Singapore’s urban development history, Singapore- based companies have built up domain expertise and experience in customising and implementing a wide range of sustainable urban solutions, including water management. We are encouraged to see that more Singapore-based companies like PAWSL recognise the value in establishing a regional base in the Sino-Singapore Tianjin Eco-City to support their overseas ventures. IE Singapore is glad to have played a role in bringing about their partnership with the SSTEC and will continue to assist more companies to venture into the huge China market.”

The addition of these new world-class partners will enhance the status of the Eco Industrial Park (EIP) and Tianjin Eco-City as a premier base for companies to serve Tianjin, Northern China and beyond.

On the same day, SSTEC signed a MoU with Shanghai Broadway Packaging & Insulation Material Co., Ltd. (Broadway), one of the top green building solution providers in Singapore for the development a green technology centre in the Tianjin Eco-City.

Broadway is a leading Singapore manufacturer of expandable foam plastics for packaging and thermal Insulation system which is listed on the main board of the Stock Exchange of Singapore. Broadway plans to establish its Broadway Green Technology Centre in the Eco-Business Park (EBP) to support its services and operations in the Eco-City, including research and development of thermal insulation systems, technical support, sales, marketing and distribution of Broadway’s thermal insulation system, packaging, components and assembly businesses, as well as ancillary services. In addition, Broadway will further explore setting up a manufacturing facility in Tianjin Eco City to supply products and solutions to Tianjin Eco-City and beyond.

“We are honored to be able to partner SSTEC and take part in this unique and impactful Tianjin Eco City project. We are confident and committed to do our best to deliver truly outstanding thermal insulation and energy efficient solutions to this project.” said Executive Director of Broadway, Mr. KK Lee.

The Tianjin Eco-City is a landmark bilateral project between China and Singapore with private-sector investment and development. Located in the Tianjin Binhai New Area (40 km away from Tianjin city centre), the 30-sq km Tianjin Eco-City is envisioned to create a harmonious and sustainable community that meets the needs of an urbanising China and will be a modern township where 350,000 residents can live, work and play.

When completed, the 4-sq km Start-Up Area will be home to 26,500 households, with the first batch of residents expected to move in around 2011.
