Ms. No. 232, dated 18.04.2001; G.O. Ms. No. 1183, dated 28.06.2005 and G.O.Ms. No. 113 Industries & Commerce (M~f) Department, dated 08.11.2010. I hereby approve the Mining Scheme for the period i.e., 2013-14 (part) to 2017-18 (ending 31.03.2018) for Quartz over an extent of 8.810 hectares in Sy.Nos. 127/1B, 2B, 3B. 128/1, 2 & 3 and 116/1. 2 & 3 of Motravulapadu Village, Pamur Mandal, Prakasam District in favour of M/s Chettinad MB-F Hi Silica Ltd under Rule 12(4) of MCDR 1988. This approval is subject to the following conditions.

1. This Mining Scheme is approved without prejudice to any other laws applicable to the mine area from time to time whether made by the Central Government, State Government or any other authority.

It is clarified that this approval of the Mining Scheme does not in any way imply the approval of the Government in terms of any other provisions of the Mines and Minerals (Development and Regulation) Act 1957 or the Mineral Concession Rules1960 and any other laws including the Forest Conservation Act, 1980.

3. The Mining Scheme is approved subject to strictly adhering to the Relevant Regulations of MMR 1961 and obtaining prior permission from Director General Mines Safety whenever and where ever it is required.

The approval authority does not owe the responsibility with regard to Assessment of the reserves, erroneous certification made by the R.Q.P. if any and approval is tentative subject to modification on new findings at a later date as per the provisions of (23 B & 23 D) of M.C.D.R. 1988 since the evaluation is done on random basis.

In the approved scheme of Mining, it is proposed to work Occurrence - Vll and Occurrence - V, Whereas Occurrence - V is not operated. Occurrence - Vll is fully exploited and back filled. Occurrence - V will be operated in this scheme period, here are small exposures of Quartz all over the field, based on the persistence of the deposits in depth and strike continuity, systematic development will be proposed.

The lease area is almost a piain and flat ground. GEOLOGY TOPOGRAPHY o The Mining Lease area is approximately at N 15° 07' 12" latitude and at E 79° 24' o 50" longitude and is represented by Topo Sheet No.57M/8 of Survey of . Geo- Co-ordinates for all boundary piliars are enclosed in Annexure -5. The area is almost a plain and flat ground sloping towards south. The top soil is to a thickness of about L0m.lt is a dry area and only seasonal cultivation is carried out. The main crops are ground nut and other cereals. Water table is touched at a depth of 18 M in rainy season, ie. During North-East monsoon and at 20 M in summer months. Wind direction is NE to SW and vice-versa. The temperature in summer rises C) above 450C and fall down to 110C in winter months.There is no national monuments, places of worship or archaeological interest, public buildings, permanent structures c near the area. There is no river, tank or reservoir, sanctuary or forest near the area. & b. GEOLOGY i 0 Regional Geology; ) The rock units exposed in this area belongs to Proterozoic age consist of Quartz dominated mica schist. The earlier rock types have been intruded by later intrusive like Quartz veins. Quartz veins occupy the sheer zones, pre-existing cracks etc and hence they are highly irregular in nature. c Field Geology : In the area of mining lease Quartz occurs as a Shallow lenticular vein with D characteristic pinching and swelling nature, 7 Occurrence of quartz is noticed in the lease area. Apart from that there is lot of small exposures of Quartz all over the field, since these exposures are discontinuous and their dimensions are very small, they are not considered for reserve estimation. The Geological Plan and sections are prepared In 1:1000 scale. The area is almost a Hat terrain.

Not applicable. - y j 10.3.0. REVIEW OF IMPLEMENTATION OF MINING PLAN/SCHEME OF j MINING INCLUDING FIVE YEARS PROGRESSIVE CLOSURE PLAN UPTO THE FINAL CLOSURE OF MINING

In approved scheme of Mining, production quantity of 4056 MT of Quartz during the scheme period has been planned {2011 - 2013), whereas the actual quantity produced was only 3197 MT. The reason for shortfall is due to labour Shortage and low recovery of high quality Quartz required for Semiconductor Industries. j In the approved scheme of Mining, though afforestation programme is clearly spelt out to plant 35 trees every year, whereas the afforestation programme has been carried out, due to failure of monsoon, survival rate is poor.

b) Exploration:

In the approved scheme of Mining, it is proposed to make 1 trench on the SW side to know the persistence of the deposit, whereas the proposed area has not been operated. So, the proposal will be completed during this scheme of mining. Dj is shallow and lenticular, so no major exploration like test bore holes is this stage. Before closure of the mine, an earthen bund will be constructed to prevent Inadvertent entry to cattle and human beings. The dumps will be vegetated to prevent sliding. After closure of the mine, some portion of the pits will be back filled and remaining portion of the pits will be allowed to collect seepage and rain water. 10.6.0. TIME SCHEDULING FOR ABANDONMENT Presently, the mine is on-going mine. There Is no proposal at present to abandon the mine. However, before abandoning the mine, the following are schedule. o i) Execution of afforestation programme as stated In the Mining Plan. o ii) Rehabilitation of workmen - One month before the abandonment. iii) Reclamation of the pit by allowing water collection. iv) Posting of Watchmen/sentries to protect afforested area - Two weeks ) before the abandonment. v) Afforestation over the dumps and boundary barriers, erection of the retaining wall around the dump - Six months before the abandonment. o 10.7.0. ABANDONMENT COST The proposed cost for erecting a fence or forming a bund around the pits will be 0 about Rs.10,000/-. 1 For waste management and afforesting the dumps and boundary barrier, the cost will be around Rs. 15,000/-. 1. This Mining Scheme is approved without prejudice to any other laws applicable to the mine area from time to time whether made by the Central Government, State Government or any other authority.

2. it is clarified that this approval of the mining scheme does not any way imply the approval of the Government in terms of any other provisions of the Mines and Minerals (Development. and Regulation) Act 1957 or the Mineral Concession Rules 1960 and any other laws including the Forest Cdnservatiem Act, 1980.

3. The Mining Scheme Is approved subject to strictly adhering to t1 relevant Regulations of MMR 1961 and obtaining prior permission f Director General Mines Safety whenever and where ever it is required.
