Oregon Natural Heritage Program Yuba City, California Portland, Oregon v EXECUTIVE SUMMARY CURRENT SPECIES STATUS: The Pacific coast population of the western snowy plover (Charadrius alexandrinus nivosus) (western snowy plover) is federally listed as threatened. The current Pacific coast breeding population extends from Damon Point, Washington, south to Bahia Magdalena, Baja California, Mexico (including both Pacific and Gulf of California coasts). The western snowy plover winters mainly in coastal areas from southern Washington to Central America. HABITAT REQUIREMENTS AND LIMITING FACTORS: The Pacific coast population of the western snowy plover breeds primarily above the high tide line on coastal beaches, sand spits, dune-backed beaches, sparsely-vegetated dunes, beaches at creek and river mouths, and salt pans at lagoons and estuaries. Less common nesting habitats include bluff-backed beaches, dredged material disposal sites, salt pond levees, dry salt ponds, and river bars. In winter, western snowy plovers are found on many of the beaches used for nesting as well as on beaches where they do not nest, in man-made salt ponds, and on estuarine sand and mud flats. Habitat degradation caused by human disturbance, urban development, introduced beachgrass (Ammophila spp.), and expanding predator populations have resulted in a decline in active nesting areas and in the size of the breeding and wintering populations. RECOVERY OBJECTIVE: The primary objective of this recovery plan is to remove the Pacific coast population of the western snowy plover from the List of Endangered and Threatened Wildlife and Plants by: (1) increasing population numbers distributed across the range of the Pacific coast population of the western snowy plover; (2) conducting intensive ongoing management for the species and its habitat and developing mechanisms to ensure management in perpetuity; and (3) monitoring western snowy plover populations and threats to determine success of recovery actions and refine management actions. vi RECOVERY PRIORITY: 3C, per criteria published by Federal Register Notice (U.S. Fish and Wildlife Service 1983). RECOVERY CRITERIA: The Pacific coast population of the western snowy plover will be considered for delisting when the following criteria have been met: 1. An average of 3,000 breeding adults has been maintained for 10 years, distributed among 6 recovery units as follows: Washington and Oregon, 250 breeding adults; Del Norte to Mendocino Counties, California, 150 breeding adults; San Francisco Bay, California, 500 breeding adults; Sonoma to Monterey Counties, California, 400 breeding adults; San Luis Obispo to Ventura Counties, California, 1,200 breeding adults; and Los Angeles to San Diego Counties, California, 500 breeding adults. This criterion also includes implementing monitoring of site-specific threats, incorporation of management activities into management plans to ameliorate or eliminate those threats, completion of research necessary to modify management and monitoring actions, and development of a post-delisting monitoring plan. 2. A yearly average productivity of at least one (1.0) fledged chick per male has been maintained in each recovery unit in the last 5 years prior to delisting. 3. Mechanisms have been developed and implemented to assure long-term protection and management of breeding, wintering, and migration areas to maintain the subpopulation sizes and average productivity specified in Criteria 1 and 2. These mechanisms include establishment of recovery unit working groups, development and implementation of participation plans, development and implementation of management plans for Federal and State lands, protection and management of private lands, and public outreach and education. ACTIONS NEEDED: 1. Monitor breeding and wintering populations and habitats of the Pacific coast population of the western snowy plover to determine progress of recovery actions to maximize survival and productivity. vii 2. Manage breeding and wintering habitat of the Pacific coast population of the western snowy plover to ameliorate or eliminate threats and maximize survival and productivity. 3. Develop mechanisms for long-term management and protection of western snowy plovers and their breeding and wintering habitat. 4. Conduct scientific investigations that facilitate the recovery of the western snowy plover. 5. Conduct public information and education programs

The seemingly unimportant plight of one small mouse in the San Francisco Bay Area is but a reflection of a growing global crisis. The rapid increase in extinction rates and the ensuing decline of biological diversity is a serious threat worldwide. The case of the salt marsh harvest mouse (Reithrodontomys raviventris) is an example of these problems on a much smaller fand more familiar scale. This study focuses specifically upon the mouse and its status in non-tidal wetlands in southern San Francisco Bay. _^ The salt marsh harvest mouse (SMHM) is a Bay Area endemic species uniquely adapted to the saline environments found in brackish and salt marshes. These rapidly disappearing tidal wetlands, which are one of the richest and most productive environments in the world, have been reduced in the San Francisco Bay estuary by an estimated 95 percent since the California Gold Rush (Atwater et al., 1979). This reduction of the SMHM's historic habitat, primarily through landfill, hydraulic mining (which had the most effect in San Pablo Bay), diking, and a shift in salt balance (resulting from input of freshwater from sewage treatment plants), is the principal reason for the species' endangered status (USFWS, 1984). Further development of the wetland areas is the primary threat to the mouse's survival. There are indications that non-tidal habitats, such as those behind diked levees, may be —• increasingly important to the SMHM as the tidal wetlands are developed (Botti et al_., 1986; Zetter- quist, 1977).

Generation time was calculated as a degree-day model for development time at different temperatures, and compared to the thermal environment of the lake at different depths. Larvae and pupae have a contagious distribution and occur in greatest abundance in benthic habitats containing tufa (a porous limestone deposit), and in least abundance on sand or sand/mud substrates. Numbers increase with increasing area of tufa present in a sample, but not on other rocky substrates (alluvial gravel/cobble or cemented sand). Standing stock densities are greatest at locations around the lake containing a mixture of tufa deposits, detrital mud sediments, and submerged vegetation. Shoreline adult abundance is also greatest in areas adjacent to tufa. The shore fly (ephydrid) community varies in composition among different shoreline habitats and shows a zonation with distance from shore. The duration of pupation (from pupa formation to adult eclosion) becomes shorter as temperature increases. The temperature dependence of pupa development time is not linear and results in prolonged time requirements to complete development at temperatures below 20 ° C.

In the last few years we have developed a suite of methods to investigate its behaviour and ecology in the field. We thought this practical guide may be useful for students and researchers with an interest in small plovers. Some aspects of these methods may be relevant for other shorebirds and ground-nesting birds in general. Our fundamental motivation in writing this guide is to show that the Kentish plover is an easy species to work with, if one is willing to pay attention to a few potential pitfalls. We hope that this guide will elicit further research. Please contact us if you have questions and comments, and let us know of any errors. Note that Kentish plovers have been studied in several countries and by a good range of researchers, and we don't claim that our methods work best. Many Kentish plover populations are now declining. You need to be sensible about fieldwork, and carefully evaluate the costs and benefits of using a particular method. The last thing you want is to put an extra burden on plover populations - they have a hard time anyway to cope with predators, floods and threats humans are imposing upon them.

Introduction The objectives of this report are to document the nature and extent of recreation site closures and to document the historical recreation use levels at locations affected and potentially affected by the 1999 New Carissa groundings. This information is based on ephemeral data collected during and after the initial stages of the incident. This report also provides a preliminary estimate of the economic value of recreational losses resulting from this incident, which will help determine if a recreational lost use damage assessment is necessary. No original recreation valuation studies or visitor counts were undertaken. Incident Background On February 4, 1999, the 600-ft. bulk freighter, the New Carissa, ran aground approximately 3.3 miles north of Coos Bay channel entrance in the North Spit, just south of the Oregon Dunes National Recreation Area (ODNRA). On February 11, the vessel’s hull broke into two sections. The bow section was towed to sea and a towline separation resulted in re-grounding of the bow section of the vessel in Waldport, Oregon on March 3, 1999. See Figure 1 for a map of the grounding sites. The bow section was again towed to sea on March 9, 1999 and scuttled several days later. It is estimated that at least 70,000 gallons of oil were released during this incident.

Steve Metruck (USCG Sector Seattle) welcomed everyone to the RRT / NWAC meeting in Everett, Washington. Members of the audience then introduced themselves. OVERVIEW OF THE RRT / NWAC AND THE NW AREA CONTINGENCY PLAN Beth Sheldrake (USEPA) provided a presentation that detailed the authorities and responsibilities of the RRT/NWAC. She explained the creation of the National Response Plan (NRP) and how it builds upon response authorities provided in the National Contingency Plan (NCP). Ms. Sheldrake outlined the role of the Federal On-Scene Coordinator (FOSC) and the authority he/she possess in responding to releases and threats of release. She explained that the NCP mandates that each region create an Area Contingency Plan. Ms. Sheldrake went on to further explain the elements of the Contingency Plan from the local to federal level, outlining how the system is activated from the local level to the national level.

State Parks in the area include: Limekiln State Park, 54 miles south of Carmel off Highway One and two miles south of the town of Lucia, features vistas of the Big Sur coast, redwoods, and the remains of historic limekilns. The Rockland Lime and Lumber Company built these rock and steel furnaces in 1887 to cook the limestone mined from the canyon walls. The 711-acre park allows visitors an opportunity to enjoy the atmosphere of Big Sur’s southern coast. The park has the only safe access to the shoreline along this section of cast.
