Project Summary (including a brief description of what your project is and the main activities and why this project is needed):

To utilize police activity on Friday & Saturday evenings between 16:00hrs x 00:00hrs within places known to be subject of persistent anti social behavior from large groups of often drunken youths. Police operation to be conducted by local neighborhood policing officers, Police Officers & Community Support Officers, who know the area and the person’s who are responsible for causing the persistent ASB. The officers will be briefed on a daily basis from the information provided by our Local Intelligence Department, but also from the regular information we receive from the local residents and also from the resident forum meetings we attend.

The officers will only be utilized for ASB & crime calls within and would not be able to be deviated. It is believed by the Police that by being able to provide a unit of four officers who are able to respond directly to the residents calls we would be able to deal with the calls in a positive manor. With having this group of officers we would be able to take action by arresting offenders where substantive offences have been committed but also by being able to seize alcohol and disperse large groups immediately and in an effective manor. On each patrol intelligence will be gathered and submitted through our Anti Social Behavior Officer Paul Humphrey in an attempt to secure further ASB orders on the persistent offenders. We will also pass on these details to Aire Valley Homes so they can also look at pursuing enforcement action if they are their tenants.

If the bid was to be successful the operation would start on Friday 3 rd April 2009 and run until Saturday 30 th May 2009, but would not include Good Friday 10 th April.

This project is in line with the Inner South Area Committee Delivery Plan for 2008/09, reducing anti-social behaviour.

Project Delivery - How the project will be delivered (inc how any partners are involved in the project, timescale etc):

Operation Drummond began on 31 st October 2008 to address the anti social behaviour problems within the Hunslet area. This was possible due to funding provided by Aire Valley Homes. Since this time Holbeck Neighbourhood Policing Team have been conducting high visibility patrols in the area to address the anti social behaviour problems and the associated crime that is associated with it.

A public meeting has been arranged for Saturday 24 th January 2009 in order to get the residents to support the ongoing operation in the area and to try and encourage them to come forward with community intelligence in order for us to identify and deal with the people who are causing a problem for the community.

If we are successful with regards to our bid from the well being fund, Holbeck Neighbourhood Policing Team will be able to provide extra high visibility police patrols in the area to identify and disrupt criminal and also anti social behaviour activity.

Outcomes (a summary the main outcome, outputs and benefits the project will achieve):

Due to having these extra patrols within the area we believe that we will be able to; • Reduce the amount of reported crime we receive in the Hunslet area. • Reduce the number of reported anti social behaviour incidents we receive. • Identify the youths who are causing the anti social behaviour and crime. • Arrest and prosecute these youths where substantive offences have been committed and also pursue anti social behaviour orders. • Pursue tenancy breaches with the help of Aire Valley Homes. • Improve the enjoyment of the area for the benefit of the local residents. Once we have finished the Operation in May, Holbeck N.P.T. will then be able to manage the area under its normal staffing arrangements. This will be due to the fact that the main ring leaders will have been targeted and subject of anti social behaviour orders, restricting them on their behaviour and also subjecting them to exclusion zones.

The cost of the Operation is as follows; Cost of 2 x PC’s for 8hrs = £373.44 Cost of 2 x PCSO’s for 8hrs = £227.36 Total Cost for 1 evening = £600.80

Cost of operation to provide 17 days cover on Friday & Saturday evening’s = £10,213.60
