TEACHING EXPERIENCE

CO-DIRECTOR, AMERICAN UNIVERSITY WASHINGTON COLLEGE OF LAW September 1999 to present. Directed the Community Economic Development Law Clinic during AY 2001–2002, AY 2008–2009 and AY 2015-2016. Co-direct the seminar for the Community Economic Development Clinic and supervise law students representing non-profit organizations, small businesses, resident councils and other entities seeking to incorporate, obtain federal and state tax-exempt status, develop programs and secure funding. Teach upper level seminar on Women, Crime and Law to second and third year law students. Have taught Legal Ethics and supervised externship seminars in the past. Have taught on rule of law issues in WCL Programs in The Hague, Madrid, South Africa and Turkey.

PRACTITIONER-IN-RESIDENCE, AMERICAN UNIVERSITY- WASHINGTON COLLEGE OF LAW July 1998 to August 1999. Co-taught the seminar for the Civil Practice Clinic and supervised eight law students representing indigent clients in a variety of civil matters including bankruptcy, divorce, public benefits, and landlord and tenant matters.

LEGAL EXPERIENCE

DIRECTOR, PROJECT ON ADDRESSING PRISON RAPE, AMERICAN UNIVERSITY, WASHINGTON COLLEGE OF LAW September 1, 1999 to present. Direct grant-funded project that provides research, technical assistance, policy development and training assistance to federal, state and local policymakers on addressing sexual violence in custodial settings.

SENIOR COUNSEL FOR ECONOMIC SECURITY, NATIONAL WOMEN'S LAW CENTER March 1988 to June 1998. Advocated for women's employment, education and economic security through litigation, legislative activity, legal research and public education. Developed and directed a grant-funded project, The Women in Prison Project, a legal services program for women in the criminal justice system. Acquired expertise on substance abuse prevention and treatment, HIV/AIDS and other health issues. Gained knowledge of programs that assist low- income families to move from poverty and which prevent criminal justice involvement and other negative outcomes including substance abuse and pregnancy.

ATTORNEY, THE PUBLIC DEFENDER SERVICE OF THE DISTRICT OF COLUMBIA October 1986 to March 1988. Represented indigent juveniles and adult criminal defendants in the District of Columbia Superior Court at all stages of criminal proceedings including trial and sentencing. Worked extensively on alternatives to incarceration.

Researched and drafted judicial opinions and orders for judge during her tenure as the Presiding Judge of the Family Division of the District of Columbia Superior Court. Gained intimate knowledge of child welfare, housing, public health, and education systems. Assisted judge during tenure on Civil I calendar by managing discovery and drafting opinions and orders in complex civil litigation.

APPOINTED COMMISSIONS

Advisory Committee on Women’s Services (2013–Present). Appointed by Pamela Hyde, Administrator of the Substance Abuse and Mental Health Services Administration (SAMHSA), a public health agency within the Department of Health and Human Services. ACWS provides advice to improve treatment, prevention and related services to women with respect to substance use and mental illness, and to promote mental health and protect legal rights of women.

National Prison Rape Elimination Commission (November 2003–August 2009). Appointed by House Minority Leader Mrs. Nancy Pelosi to federal commission established by the Prison Rape Elimination Act of 2003, Public Law 108-79. The Commission completed a comprehensive legal and factual study of the penological, physical, mental, medical social and economic impacts of prison rape in the United States on federal, state and local governments and on communities, social institutions and individuals in those communities. The Commission submitted proposed national standards to prevent, reduce, and punish rape to the Attorney General of June 23, 2009. The Attorney General issued final standards, largely adopting the Commission’s proposed standards, on May 17, 2012.

Fernandez v. Morris, et al., Case 3:08-cv-00601-H-PCL (S.D. Cal. 2008.) Retained as expert on training in case involving sexual abuse of female inmates at Imperial County Jail.

Nunn, et al. v. Michigan Department of Corrections, et al., Case No. 96-CV-71416-DT (E.D. Mich. 2000). Retained as expert to evaluate status of training for female inmates on staff-inmate sexual misconduct. Issued expert report and recommendations about the design, structure and content of future training for female inmates.

In the Matter of Ava Marie Suah, A37-085-273, U.S. Dept. of Justice, Exec. Office for Immigration Rev., Office of the Immigration Judge (Miami, August 18, 2000). Retained as expert on the issue of women in prison. Testified about challenges women with criminal justice background have reintegrating into community and about realistic measures of progress and success for this population.

Metropolitan Policy Center Faculty Award, Summer 2015. Granted award to assist in the creation of small museum on African American War Veterans.

Bureau of Justice Assistance, Prison Rape Elimination Act Resource Center, 2011-Present. Sub- grantee on multi-year grant to provide research, training, technical assistance and information to states and localities on strategies for addressing sexual violence in custodial settings.

Anonymous, 2009-2010. Principal investigator on multi-year grant to increase the capacity of staff and detained youth in three states to address sexual violence in custody through training, peer education and enhanced knowledge about sexuality, sexual violence and adolescent development.

Anonymous, 2014-2015. Research and advocacy on addressing sexual violence in custodial settings.

National Institute of Corrections, 1999-Present. Principal Investigator on multi-year cooperative agreement funded by the U.S. Department of Justice, National Institute of Corrections. Provide training programs to corrections and jail stakeholders on investigating and addressing staff sexual misconduct with inmates. Provide a range of services including training and technical assistance in the areas of gender and criminal justice. Direct specific projects, including training executives and managers in the legal and policy implications of sexual misconduct in prison. Provide technical assistance in reformulating training and technical assistance efforts so that they are more responsive to gender.

Cuyahoga County Juvenile Court (December 2-3, 2019). Provide PREA training and consultation.

United States Department of Justice, 2015-Present. Provide litigation consulting expertise.

Smith Consulting, 2002–Present. Consult in the areas of juvenile and criminal justice, leadership and training.

The Moss Group, Inc., 1999-2011. Provide technical assistance, training and legal analysis on sexual violence in institutional settings and related issues including confidentiality, criminal law, constitutional law and civil liability.

Center for Innovative Public Policy, Inc. 2006 - 2011. Completed research on criminal and civil liability for police, jails and lockups regarding sexual abuse of persons in custody. Developed a 50-state survey of criminal law in the area, a summary of relevant news stories, and case summaries of legal decisions in the area.

The Ford Foundation, 2000, 2002, 2003. Assisted Program Officer for the Women’s Rights portfolio to assess current grantmaking and made recommendations for future grantmaking with a view toward enhancing the visibility and effectiveness of women of color and women from the global south in the international human rights agenda.

Substance Abuse and Mental Health Services Administration, 1993-2000. Chaired and participated in peer review panel evaluating multi-year grant proposals in the area of substance abuse, mental health and HIV/AIDS. Prepared summaries and critiques of the proposals and made recommendations regarding approval for funding.

Annie E. Casey Foundation, 1998-1999. Prepared a report in conjunction with Hoytt and Associates analyzing efforts that grantees of The Juvenile Detention Alternative Initiative had made to address disproportionate minority contact in their jurisdictions.
