5 Findings of “R(A)”, “R(E)” and “CDA” Areas11

Land Area, Number of IBs and GFA

5.1 There are a total of nine “R(A)” areas with IBs in the territory (Plans 1 and 2), including two in Island, five in , and one each in Kwai Tsing/Tsuen Wan and NWNT. In total, these nine areas cover about 2.5 ha of land with 21 existing IBs buildings providing a total GFA about 0.28 million m2 (Appendix 5.1).

5.2 There are a total of 13 “R(E)” areas with IBs in the territory (Plans 1 and 2), including three each in and Kwai Tsing/Tsuen Wan, four in Kowloon, two in the Southeast (SENT) and one in NWNT. In total, these 13 areas cover about 20.2 ha of land with 116 existing IBs providing a total GFA about 1.59 million m2 (Appendix 5.2).

5.3 There are a total of eight “CDA” areas with IBs in the territory (Plans 1 and 2), including one each in Hong Kong Island and Kwai Tsing/Tsuen Wan, four in Kowloon, and two in NWNT. In total, these eight areas cover about 32.2 ha of land with 47 existing IBs buildings providing a total GFA about 0.89 million m2 (Appendix 5.3). The number of “CDA” sites involved in each area and the planning intention of each site specified on respective OZP are detailed in Appendix 5.4.

5.4 In terms of land area by region, Kowloon has the largest share in all three types of areas (about 1.2 ha or 47.2% in “R(A)” area, about 9.1 ha or 44.9% in “R(E)” area, and about 21.4 ha or 66.4% in “CDA” area) (Figure 5-1 and Appendices 5.1 to 5.3). By type of area, Ma Tau Kok has the largest “R(A)” area (about 0.7 ha), followed by Kennedy Town/Shek Tong Tsui and Tuen Mun Area 9 (about 0.5 ha each). Yau Tong has the largest “R(E)” area (about 3.5 ha), followed by Yuen Long (about 2.7 ha), Road/Wo Yi Hop Road (about 2.5 ha) and Ma Tau Kok (about 2.5 ha). Yau Tong has also the largest “CDA” area (about 13.9 ha), followed by Tsuen Wan East (about 5.4 ha) and Ma Tau Kok (about 4.6 ha).

5.5 In terms of number of IBs by region, Kowloon is the largest provider for “R(A)” and “R(E)” areas (13 buildings or about 61.9% for the former, and 76 buildings or about 65.5% for the latter), while Kwai Tsing/Tsuen Wan is the largest provider for “CDA” area (24 buildings or about 51.1%) (Figure 5-1 and Appendices 5.1 to 5.3). By type of area, Ma Tau Kok has the largest number of IBs (5 buildings) in the “R(A)” area, followed by Kennedy Town/Shek Tong Tsui (4 buildings). Tai Kok Tsui has the largest number of IBs (33 buildings) in the “R(E)” area, followed by Ma Tai Kok (23 buildings). Tsuen Wan East has the largest number of IBs (24 buildings) in the “CDA” area, followed by Ma Tau Kok (10 buildings).

5.6 In terms of GFA by region, Kowloon is the largest provider for all three types of areas (about 0.11 million m2 or 40.0% in “R(A)” area, about 0.79 million m2 or 49.7% in “R(E)” area, and about 0.42 million m2 or 46.8% in “CDA” area) (Figure 5-1 and Appendices 5.1 to 5.3). By type of area, Ma Tau Kok has the largest amount of GFA (about 70,144m2) in the “R(A)” area, followed by Kennedy Town/Shek Tong Tsui (about 69,555m2). Ma Tau Kok also has the largest amount of GFA (about 0.28 million m2) in the “R(E)” area, followed by Castle Peak Road/Wo Yi Hop Road (about 0.24 million m2). Tsuen Wan East has the largest amount of GFA (about 0.36 million m2) in the “CDA” area, followed by Cheung Sha Wan/ (about 0.15 million m2).

Building Ownership, Age and Condition

5.7 Higher percentages of IBs in “R(A)” and “R(E)” areas are under multiple ownership while higher percentage of IBs in “CDA” area are under single ownership (Figure 5-2). For “R(A)” area, 18 or about 85.7% IBs are multiple owned while three or about 14.3% IBs are single owned. For “R(E)” area, 79 or about 68.1% IBs are under multiple owned while 37 or 31.9% IBs are single owned. For “CDA” area, 33 or about 70.2% IBs are single owned while 14 or about 29.8% IBs are multiple owned.

5.8 On building age, most IBs in all three types of areas are 30 years or above (20 buildings or about 95.2% in “R(A)” area, 84 buildings or about 72.4% in “R(E)” area, and 39 buildings or about 83.0% in “CDA” area) (Figure 5-2). No IB in “R(A)” and “CDA” areas is below 15 years while there are only four or about 3.4% in “R(E)” area below 15 years.

5.9 On building condition, most IBs in all three types of areas are in fair condition (14 buildings or about 66.7% in “R(A)” area, 76 buildings or about 65.5% in “R(E)” area, and 44 buildings or about 93.6% in “CDA” area) (Figure 5-2).

Vacancy and Take-Up

5.10 The overall vacancies based on GFA are about 10.2% or 28,192m2 for “R(A)” area, about 6.0% or 95,919m2 for “R(E)” area, and about 10.0% or 89,069m2 for “CDA” area (Appendices 5.1 to 5.3 and 5.5 to 5.7).

5.11 For “R(A)” area, the vacancy rates of four areas are above 10%, including Tai Kok Tsui (about 36.3%), Shau Kei Wan (about 19.5%), Ma Tau Kok (about 18.7%) and Kennedy Town/Shek Tong Tsui (about 12.6%) (Figure 5-3 and Appendices 5.1 and 5.5). The high vacancy of Tai Kok Tsui is because one out of two IBs in the area is wholly vacant, contributing to about 61.3% of the total vacant GFA in the area. No vacancy is identified in Ngau Tau Kok and Tuen Mun Area 9.

5.12 For “R(E)” area, the vacancy rates of six areas are above 6.0%, including Tseung Kwan O (about 58.2%), Cheung Sha Wan (about 15.8%), Tai Kok Tsui (about 11.9%), Ma Tau Kok (about 9.5%), (about 6.2%) and Sha Tsui Road (about 6.1%) (Figure 5-3 and Appendices 5.2 and 5.6). The exceptionally high vacancy of Tseung Kwan O is because one of the two IBs in the area is wholly vacant, contributing to all the total vacant GFA in the area. There are three and one wholly vacant IBs in Tai Kok Tsui and Ma Tau Kok, accounting for about 17.9% and 26.4% of the total vacant GFA in the two areas respectively. No vacancy is identified in Sham Tseng and Sai Kung Town.

5.13 For “CDA” area, the vacancy rates of three areas are above 10.0%, including Ma Tau Kok (about 24.2%), Ping Shan (about 15.6%) and Tsuen Wan East (about 13.4%) (Figure 5-3 and Appendices 5.3 and 5.7). The high vacancy in Tsuen Wan East is partly due to existence of one wholly vacant IB, contributing to about 74.5% of the total vacant GFA in the area. There are two wholly vacant IBs in Ma Tau Kok, accounting for about 25.1% of the total vacant GFA in the area. No vacancy is identified in Quarry Bay, Hung Hom and Tuen Mun Area 9.

5.14 Derived from the R&VD’s records and based on the BD’s Monthly Digests, the overall take-ups for 2013 are about -15,224m2 in “R(A)” area, about 25,287m2 in “R(E)” area and about -74,249m2 in “CDA” area, meaning net decreases in occupied GFA for the “R(A)” and “CDA” areas and a net increase in occupied GFA for the “R(E)” area in 2013 as compared to 2012. The negative take-ups in the “R(A)” and “CDA” areas mainly come from Kennedy Town/Shek Tong Tsui (about -10,932m2) and Quarry Bay (about -77,031m2) respectively, while the positive take-up in the “R(E)” area mainly comes from Ma Tau Kok (about 13,601m2) and Yau Tong (about 11,368m2) (Appendices 5.1 to 5.3 and 5.8 to 5.10).

Usage

5.15 Warehouse/Storage is the largest user in the IBs in “R(A)”, “R(E)” and “CDA” areas, followed by Office and Manufacturing/Workshop (Figure 5-4 and Appendices 5.5 to 5.7).

5.16 Warehouse/Storage occupies about 44.3% or 0.12 million m2 GFA in “R(A)” area, about 42.0% or 0.67 million m2 GFA in “R(E)” area, and about 49.6% or 0.44 million m2 GFA in “CDA” area (Figure 5-4 and Appendices 5.5 to 5.7). Four “R(A)”, six “R(E)” and three “CDA” areas have more than 44%, 42% and 49% of their GFA for Warehouse/Storage use respectively (Figure 5-5). For “R(A)” area, the Warehouse/Storage GFA is mainly in Kennedy Town/Shek Tong Tsui and Tuen Mun Area 9 (Figure 5-6). For the “R(E)” area, the Warehouse/Storage GFA is mainly in Castle Peak Road/Wo Yi Hop Road and Yau Tong. For the “CDA” area, the Warehouse/Storage GFA is mainly in Tsuen Wan East and Cheung Sha Wan/Lai Chi Kok. No Warehouse/Storage GFA is identified in Sham Tseng “R(E)” area.

5.17 Office occupies about 15.3% or 42,457m2 GFA in “R(A)” area, about 17.9% or 0.29 million m2 GFA in “R(E)” area, and about 18.0% or 0.16 million m2 GFA in “CDA” area (Figure 5-4 and Appendices 5.5 to 5.7). Five “R(A)”, five “R(E)” and two “CDA” areas have more than 15%, 17% and 18% of their GFA for Office use respectively (Figure 5-7). For the “R(A)” area, the Office GFA is mainly in Ma Tau Kok, Kennedy Town/Shek Tong Tsui and Chai Wan Kok (Figure 5-8). For the “R(E)” area, the Office GFA is mainly in Yuen Long, Ma Tau Kok and Tai Kok Tsui. For the “CDA” area, the Office GFA is mainly in Quarry Bay and Tsuen Wan East. 5.18 Manufacturing/Workshop takes up about 15.2% or 42,056m2 GFA in “R(A)” area, about 13.0% or 0.21 million m2 GFA in “R(E)” area, and about 7.0% or 62,362m2 GFA in “CDA” area (Figure 5-4 and Appendices 5.5 to 5.7). Two “R(A)”, two “R(E)” and three “CDA” areas have more than 15%, 13% and 7% of their GFA for Manufacturing/Workshop use respectively (Figure 5-9). For the “R(A)” area, the Manufacturing/Workshop GFA is concentrated in Tuen Mun Area 9 (Figure 5-10). For the “R(E)” area, the Manufacturing/Workshop GFA is mainly in Sham Tseng, Castle Peak Road/Wo Yu Hop Road and Ma Tau Kok. For the “CDA” area, the Manufacturing/Workshop GFA is mainly in Ma Tau Kok and Tsuen Wan East. 5.19 “Other Uses” occupy about 6.7% or 18,456m2 GFA in “R(A)” area, about 3.0% or 48,556m2 GFA in “R(E)” area, and about 5.3% or 46,961m2 GFA in “CDA” area (Figure 5-4 and Appendices 5.5 to 5.7). The use is not the predominant use in any area as shown in Figure 5-11. For “R(A)” area, the “Other Uses” GFA is mainly in Ma Tau Kok and Kennedy Town/Shek Tong Tsui (Figure 5-12). For “R(E)” area, the “Other Uses” GFA is mainly in Ma Tau Kok and Tai Kok Tsui. For “CDA” area, the “Other Uses” GFA is concentrated in Tsuen Wan East. No “Other Uses” GFA is identified in 10 areas, including Tuen Mun Area 9 “R(A)” area, Yau Tong, Sham Tseng, Tseung Kwan O and Sai Kung Town “R(E)” areas, and Quarry Bay, Cheung Sha Wan/Lai Chi Kok, Hung Hom, Tuen Mun Area 9 and Ping Shan “CDA” areas.

5.20 The largest type of “Other Uses” in “R(A)” area is shop and services (about 9,810m2 or about 53.2%), followed by recreational facilities (about 2,313m2 or about 12.5%) (Figure 5-13). The former is mainly in Ma Tau Kok, Kennedy Town/Shek Tong Tsui and Ngau Tau Kok while the latter is concentrated in Kennedy Town/Shek Tong Tsui. The largest type of “Other Uses” in “R(E)” area is also shop and services (about 11,584m2 or about 23.9%), followed by studio (about 9,997m2 or about 20.6%). The former is mainly in Tai Kok Tsui, Ma Tau Kok and North Point while the latter is mainly in Tai Kok Tsui, Ma Tau Kok and Tin Wan/Aberdeen. The largest type of “Other Uses” in “CDA” area is data centre (about 31,748m2 or 67.6%), followed by wholesale centre (about 5,012m2 or 10.7%). The former is all in Tsuen Wan East while the latter is concentrated in Yau Tong.

Extent of Subdivision

5.21 Out of the total of 668 units in nine “R(A)” areas, about 13.3% or 89 units in three areas (Kennedy Town/Shek Tong Tsui, Shau Kei Wan and Ma Tau Kok) are found subdivided, involving about 31,278m2 or 11.3% of the GFA. Out of the total of 4,142 units in 13 “R(E)” areas, about 8.7% or 361 units in six areas (Tai Kok Tsui, Cheung Sha Wan, Ma Tau Kok, Yau Tong, Sha Tsui Road and Yuen Long) are found subdivided, involving about 0.16 million m2 or 9.9% of the GFA. Out of the total of 1,059 units in eight “CDA” areas, about 4.3% or 46 units in three areas (Ma Tau Kok, Yau Tong and Tsuen Wan East) were found subdivided, involving about 45,524m2 or 5.1% of the GFA. Most of the units are divided into two to five subdivided units and most of the IBs involved are multiple owned. The extent of subdivision is relatively larger in Shau Kei Wan for the “R(A)” area, Tai Kok Tsui and Sha Tsui Road for the “R(E)”areas, and Yau Tong for the “CDA” area (Figure 5-14).

Approvals for New Development and Redevelopment in Last Five Years

5.22 In the last five years (from January 2009 to April 2014), a total of 18 sites (including 12 sites in four “R(E)” areas, four sites in four different “CDA” areas, and two sites in two different “R(A)” areas) have obtained one or more of the following three kinds of approvals for new development or redevelopment (including wholesale conversion) of old IB for non-industrial use (Appendix 5.11):

(a) planning approval granted by the Board under the Town Planning Ordinance (14 sites involved); (b) building plan approval granted by the Building Authority under the Buildings Ordinance (eight site involved); and (c) approval for redevelopment of old IB with lease modification executed under Revitalisation Policy (one site involved).

In terms of use, 14 of the sites are for residential use, while the remaining four are for commercial uses (including office, hotel and shop and services). Spatially, four sites each are in Ma Tau Kok and Yau Tong, three in Tai Kok Tsui, two in Yuen Long, and one each in Kennedy Town/Shek Tong Tsui, Quarry Bay, Cheung Sha Wan/Lai Chi Kok, Tsuen Wan East and Tseung Kwan O. Based on the survey of 2014 Area Assessments, works for four sites are under progress, while the approvals for the remaining 14 sites have not yet been taken forward.

5.23 During the same period, no sites in the three zones have obtained any of the above approvals for new development or redevelopment for industrial use.

5.24 Detailed assessments of the nine individual “R(A)” areas, 13 individual “R(E)” areas and eight “CDA” areas are at Appendices 5.12, 5.13 and 5.14 respectively.
