A significant percentage of MSW originates from household activities. In this study we calculate the costs of setting up and running a zero-waste mortar-producing (ZWMP) process utilizing MSW in Northern Greece. The process is based on a thermal co-processing of properly dried and processed MSW with raw materials (limestone, clay materials, silicates and iron oxides) needed for the production of clinker and consequently of mortar in accordance with the Greek Patent 1003333, which has been proven to be an environmentally friendly process. According to our estimations, the amount of MSW generated in Central Macedonia, Western Macedonia and Eastern Macedonia and Thrace regions, which is conservatively estimated at 1,270,000 t/y for the year 2020 if recycling schemes in Greece are not greatly ameliorated, may sustain six ZWMP plants while offering considerable environmental benefits. This work can be applied to many cities and areas, especially when their population generates MSW at the level of 200,000 t/y, hence requiring one ZWMP plant for processing. -

Showcasing Innovative Greece Edited by Christos Bezirtzoglou Foreword The first experimental activities to support innovation in relation to regional and social policy, effectively pi- oneering the development of the knowledge-based economy at regional level, were launched by the Commis- sion in 1993-94. Today, nearly one in three regional authorities across the EU-15 have formulated a Regional Innovation Strategy or a Regional Innovation Society Initiative, aimed at developing effective innovation sys- tems and spreading Information & Communication Technologies related know-how at regional level. A new system for European Regional Development Fund regional programmes of innovative actions was in- troduced in 2001 to underpin the Community priorities to increase regional competitiveness, technology and innovation by applying new forms of IT and promoting sustainable development. For first time, in 2002 the Region of Peloponnesus was actively involved into initiatives preparing the ground and paving the way for the promotion of innovation with the development of a Regional Innovation Strategy (RIPE programme). The strategic approach has been based on a widespread public debate that facilitates and promotes consensus and encourages a shared strategic view of the Region’s economy through the develop- ment of long term plans by businesses. The scheme has been fully endorsed and agreed upon by the relevant support agencies. In particularly, the project has provided an impulse for the region to tackle the issue of in- novation. In the case of the Information Society, for less information society mature prefectures of the region For prefectures with a lower level of awareness and maturity regarding the Information Society and what it entails, the RIPE programme promotion has proved crucial. -

JUSTROM2(2018)/Lawyer/GR/02 The Council of Europe will implement the second phase of the JUSTROM Joint Programme on Access to Justice for Roma and Traveller Women1 in Bulgaria, Greece, Ireland, Italy and Romania from 1 April 2018 until 31 March 2019. In that context, it is looking for Provider(s) of consultancy services as Lawyer for the JUSTROM2 Programme in Greece to be requested by the Council on an as needed basis. A. TENDER RULES This tender procedure is a restricted consultation procedure. In accordance with Rule 1333 of the Secretary General of the Council of Europe on the procurement procedures of the Council of Europe2, the Organisation shall invite to tender at least three potential providers for any purchase between €2,000 (or €5,000 for intellectual services) and €55,000 tax exclusive. This specific tender procedure aims at concluding a framework contract for the provision of deliverables described in the Act of Engagement (see attached). A tender is considered valid for 120 calendar days as from the closing date for submission. The selection of tenderers will be made in the light of the criteria indicated below. All tenderers will be informed in writing of the outcome of the procedure. The tenderer must be either a natural person, or a duly registered company under sole proprietorship of a natural person, or equivalent, provided that the signatory of the Act of Engagement is individually liable for all obligations undertaken by the entity, and is the owner of the moral rights in any creations of the entity. -

Abstract The stratiform and vein base metal sulphide mineralisation of the Evros region has been emplaced during three major metallogenetic periods: the Pre-, Early- and Mid-Alpidic orogenic era. The Pre-Alpidic mineralisation is associated with a metamorphosed ophiolitic mafic-ultramafic sequence (Rhodope Massif), the Early Alpidic with tholeiitic metabasalt (Circum-Rhodope Belt) and the Mid-Alpidic mineralisation has its major development in Tertiary sedimentary and calc-alkaline igneous rocks. These types of mineralisation, depending on their geotectonic setting, are considered to be similar to that of the Limassol Forest Plutonic Complex (Rhodope Massif), to volcanic-exhalative and analogous to Cyprus volcanogenic massive sulphides (Circum- Rhodope Belt), and to stratiform sediment hosted and veins of volcanic affiliation (Tertiary volcano-sedimentary basins). 1. Introduction The Evros region is situated in north-eastern Hellas and is bounded to the north and east by Bulgaria and Turkey (Fig. 1). It shows a history of some minor exploration and mining activity which started during the Turkish and Bulgarian occupation of Thrace in the late 19th and early 20th century. -

BULLETIN OF THE NATIONAL ARCHAEOLOGICAL INSTITUTE, XLIV, 2018 Proceedings of the First International Roman and Late Antique Thrace Conference “Cities, Territories and Identities” (Plovdiv, 3rd – 7th October 2016) The Roman City of Abdera and Its Territory Constantina KALLINTZI Abstract: In this paper1 we shall discuss the presence of the city of Abdera in the Roman period, as known by historical sources and archaeological evidence. Many sectors of the Roman city and its cemeteries have been revealed through excavations, but unfortunate- ly, due to the continuous habitation in the same area, the construction phases overlap. However, a satisfactory view of the urban plan and the arrangement of the cemeteries is available, while the ceramic and minor objects provide information about everyday life and the economic activities of the population, as well as their burial customs. Alongside the excavations, surface surveys have been conducted in the territory of Abdera, which have provided data for the settlements, the rural facilities and the villae rusticae around the city, as well as the adverse effects of the construction of Via Egnatia. Nevertheless, despite the existence of architectural remains of the city’s buildings and a significant amount of other archaeological artifacts, the Roman period of Abdera has not been stud- ied in depth. Thus, this paper aims to contribute to research towards this direction. Especially among the regions of the EU, the innovation policy and its relation to the cohesion policy framework gather much of this interest. This master thesis examines the role of innovation policy in regional development of a particular case study region in Greece. In order to investigate this role, the master thesis draws a special attention into the debate between the spatial blind policy argument (World Bank) and the place-based policy argument (OECD) and their policy implications. The review of the theory and the policy debate provides the most important insights for guidance of this research. In the first stage of this research, the investigation of prominent documents and studies on innovation performance of Greece, Greek regions and the region of Attica in particular highlights some key policy areas for consideration. The second stage of this research is devoted to interviews with policy experts with respect to innovation. The results of the interviews were extracted through the framework analysis approach to qualitative research. -
