1. MOTION TO AUTHORIZE Chair of the Broward Cultural Council (BCC) to write a letter to the Broward County Board of County Commissioners (Board) requesting to consider supporting a resolution amending Chapter 29 of the Administrative Code pertaining to Broward Cultural Council Incentive (grants) Program Guidelines to implement the restructured grants programs effective funding cycle FY 2022, with the recommendations provided by the Grants Task Force Committee and BCC. (Exhibit 2 – Separate Attachment)

Note: The BCC Grants Restructuring Workshop was held on September 3, 2020. Resolution to amend the Administrative Code will go before the Board in November (Publish Notice of Public Hearing) and December (Public Hearing). The application workshops will commence December 2020.

Amended Administrative Code will be shared with the Council once approved by the Board. Final copy of the grants manual will be shared with BCC.

Nominating Committee will meet in October; the Slate of Officers will be presented in November, and the Election will be held in December 2020. Diane Weinbrum has been reappointed as Co-Chair of the Public Art & Design Committee.

Commission Budget Workshop 8/19/2020 - Tourist Development Tax Capital Challenge Grant discussed - Historically receives $1 M annually, program is anticipated to return in FY23. Page 8 of 43 Commission through the Second Mid-year application cycle for their project. However, due to budget constraints, that they do not wish to go to a contract stage for phase one of this TOT project, as the construction is postponeAd indefinitely

CARES Act Funding was discussed at the 8/25/2020 Commission Meeting. There was a proposal put forward by Kelly Schnily of the Broward Center of Performing Arts, Bonnie Clearwater of NSU, and Joe Cox of the MODS, on behalf of the culture secter six million dollars was asked for in CaresAct Funding the proposal is currently with the County Administrator Bertha Henry.

The BCC Annual Cultural Foum will be Virtual - Tentative Date 10/29/2020. Darran Blake was featured in GoRiverwalk September Issue.

Former Council member Tracy Roloff is current Interim Director of the Symphony of the Americas.

ArtServe - New Executive Director is Jason Hughes. The World Aids Museum and Education Center has Enters Lease with ArtServe on New Museum Space.

Congratulations to Andy Royston, Public Information Specialist for the Cultural Division as he was introduced as the designer of the year on his poster creation for the Fort Lauderdale International Film Festival.

Bonnie Barnett mentioned that Art Basel will be canceled until December 1, 2021.

The native redbud trees that once inhabited the site, now displaced by the highway project, inspire the work. The heart-shaped leaf patterns and their seed pods add form and texture to concrete MSE walls and to two city entryway bridges at Courthouse Road and 10th Street. The leaf patterns are Image 3 developed as sculptural forms with intricate detail and veining. They drape the retaining walls along the site, adding scale while softening the impact of the infrastructure on the once wooded site. Bridge spans are enhanced with laser- cut leaf patterned grills fabricated in weathering steel. These are LED back illuminated with programmable color, reflecting sky tones, transitioning hues over a fifteen-minute loop, to provide interest, movement and memorable landmarks at the entries to Arlington.

Airway, fast becoming a landmark and a destination, creates a gateway to the El Paso International Airport and Downtown. Renovating the existing infrastructure, transforming its massive concrete footprint within its site and environment, establishes a new dynamic, introducing ornamented functional wind turbines, illuminated sculptural forms, and sweeping arched planters with windswept patterning and native plants. The result celebrates place and community, reinvigorated and transformed. From dusk until dawn, programmed LED lighting illuminates the site, marking seasons and holidays with colorful displays. The lighting reflects the seasons. Each season is characterized by a color selection: blue and green in Spring; green and orange in Summer; orange and purple in Fall; and purple and blue in Winter. Each show shares the same 52 colors with emphasis on its seasonal hues. This project enhances two new side-by-side bridges in southern Calgary with grills across their spans and railings above, with two towers marking the pedestrian path. The grills, towers and rails feature laser-cut metal patterning inspired by motion, the sky, the site, and nearby waterways. Our design concept is inspired by the perception of motion, as pedestrians, drivers and cyclists moving through the site, at various speeds, will experience it. The pattern language includes overlapping curves to imply sine waves, relating to the concrete patterning of the MSE walls, created by the design team. At night, the grills and pedestrian towers are illuminated with programmable LED lighting promoting community connectivity with seasons, holidays and place.

This project features a series of highway interchanges and roadway improvements over five miles of highway. It includes many bridge, wall, lighting, and landscape enhancement opportunities. The design features Wichita’s heritage inspired by flight, wind and prairie. The work involves interdisciplinary collaboration between Vicki Scuri SiteWorks, Parsons Image 10 Brinckerhoff and their sub-consultants. The first segment of the project bid in summer 2015. It includes bridge railings, LED lighting, landscape mounds, and 400,000 sq.ft. of patterned retaining walls that carry wind and prairie motifs. Landscape is re-vegetated prairie with an emphasis on sustainability and rain harvesting. Vicki Scuri SiteWorks is the project lead for aesthetics, authoring the Urban Design and Public Art Master Plans for Projects I and II. The contract documents are fully executed by Parsons Brinckerhoff and its sub-consultants.

PROGRAM PROJECT Public Art and Design Trust Fund Public Art and Design Program  The Broward County Public Art and Design (PAD) Ordinance (1-88) was established to create an enhanced visual environment for the citizens of Broward County, to integrate the design work of artists into the development of County capital improvement projects, and to promote tourism and economic vitality of the County through the artistic design of public places. The Ordinance instituted a requirement for contributions for art funding based on a percentage of eligible cost components for eligible capital improvement projects. The Public Art and Design Ordinance was amended January 25, 2011 requiring functionally integrated public artwork and also providing the option for the Board of County Commissioners to appropriate a public art amount different from the percentage prescribed in the Ordinance, on a project by project basis. The Ordinance was further amended in November 2011 to require the Board of County Commissioners' approval of artist design proposals when the total art budget is $100,000 or more or if the project recommended is a freestanding artwork.

 The allocations for public art provided in the Ordinance are as follows: two percent of eligible County Capital project budget to construct or renovate any park, road beautification, bridge or causeway, sidewalk, bikeway, above grade utility, land acquisition for greenways, and to construct or renovate any building except detention facilities; one percent of highway and arterial road project budgets, except projects in the unincorporated areas. Eligible construction costs means the total capital project appropriation, including engineering and design, less demolition costs, equipment costs, real property acquisition costs and soil remediation costs. Repairs, maintenance and installation of mechanical equipment or modifications required solely for the Americans with Disabilities Act (ADA) are not eligible for PAD funding.

 The public art allocations fund integrated works of art that create a sense of place, that improve the visual environment for the citizens of Broward County and that advance the missions of the County departments where the projects reside. Commissioned artworks are the result of interaction between selected artists and interested constituent groups during the design stages of the projects.

 Per the Ordinance, a portion of each public art allocation is set aside to fund program support and future conservation of the artwork.

 FY21 Art Projects include: 1)Property Appraiser and Value Adjustment Board's Office ($142,000), 2) Forensic Science Center ($184,000), 3) Broward Sheriff's Office Training Center ($458,000), 4) Port Everglades Exterior Artwork(s) ($175,000), 5) Pooling for Andrews Ave Bridge ($290,000), 6) Everglades Holiday Park ($200,000), 7) Pooling for Tradewinds Park ($84,000), 8)Convention Center Expansion, ($690,000), 9) Pooling for Courthouse Interior and Exterior Artwork(s) ($70,000), 10) Port Everglades Public Art Improvements – one or more projects ($350,000).

 Conservation and Collection Management projects over $10,000 shall include: 1) 2022 Appraisal ($35,000), 2) Central Broward Regional Park "Whirls & Swirls" ($30,000),3) Fort Lauderdale-Hollywood International Airport "Lay of the Land" ($60,000), 4) Fort Lauderdale-Hollywood International Airport "Florida Current" ($10,000).  Public art allocations funded with unrestricted revenues are transferred to the Public Art Trust Fund; bond, grant, enterprise and other restricted funds remain within their respective agencies. Public art allocations may be pooled for general capital projects. Allocations are pooled at the Airport and Port for public art in highly visible locations..

 Proposed Public Art and Design allocations generated by eligible FY21 capital projects are presented by fund on the next page. The proposed allocations shown are based on the percentages provided in the ordinance. The scope of work for the public art project, project budget, and project location will be determined by the appropriate agencies upon Board approval.

 There are six positions budgeted to administer the program. Five of these positions are budgeted in the Cultural Fund's operating budget, while a sixth position is budgeted in the Aviation Department.

Nathalie Alfonso lives and works in Coral Springs, Florida. Alfonso received a BFA from Florida International University, where she is a teaching assistant in drawing and sculpture, and an Associate in Arts from Broward College in Davie, Florida. Alfonso completed an MFA from Southern Methodist University in Dallas, Texas. Alfonso’s work investigates the economics and impacts of manual labor, physical endurance, and notions of impermanence through drawing, installation, and video. Select exhibitions include those at Marymount University in Washington D.C., Spinello Projects in Miami, Florida, The Art and Culture Center/Hollywood, Hollywood, Florida and La Factoria in Guayaquil, Ecuador. Alfonso received the SUM Award to develop research in Beijing, China at the Central Academy of Fine Arts, and the Jones/Zelle fund from Meadows School of the Arts, in Dallas, Texas.

Shane Eason lives and work in Fort Lauderdale, Florida. Eason received a BFA in Film Production and a minor in Film Studies from the University of Regina, and an MFA in Film Production from Concordia University. He is currently the Multimedia Production Coordinator and an Assistant Professor teaching film production with the School of Communication and Multimedia Studies at Florida Atlantic University. A film and video artist and photographer, Eason’s formal experimental and documentary films are conscience studies in the discourse of abstraction, memory, and identity. Select exhibitions include those at the Vancouver Underground Film Festival Blinding Light Cinema, Vancouver, BC, University of Regina Showcase, Antechamber Art Gallery and Cinematheque, Regina, SK, Twisted Oyster Film and New Media Art Festival, Kefalos Theatre, Kefalonia, Greece. His latest award-winning film project "PAPA" is a feature documentary that chronicles the Ernest "Papa" Hemingway Look-alike Contest annually held in Key West, Florida. Eason has received several awards and grants including the Mel Hoppenheim School of Cinema Production Grant, Award for Best Editing of a Documentary, and 5th Annual Madrid International Film Festival Award for Best Story, 5th Annual Madrid International Film Festival. 1
