Aims and Objectives as set out in the “Articles of Association”

“The charity is established to relieve the following charitable needs of older people living in Otley, Pool and Arthington: 1) To relieve poverty 2) To preserve and protect good health 3) To advance education; and 4) To promote the social inclusion of such people who are excluded from society because they are house-bound, or who are unable to drive or easily access public transport and to assist them to integrate into society by such means as the trustees deem fit”.

Background

Otley Action for Older People (OAOP) is a long established and successful community-based organisation working on behalf of the older population of Otley, Pool and Arthington. The project was first conceived in 1995 and in 1996 was granted charitable status. (The organisation was originally registered under charity number 1060379). Setting itself the clear objectives as listed in the original constitution.

OAOP is open to all people over 60 within the Otley, Pool-in-Wharfedale and Arthington areas. Otley Action for Older People is a member of the Leeds Neighbourhood Network Scheme (NNS) a network of voluntary sector organisations working with defined communities to identify and address local priorities and work in partnership with statutory services to support independent living for older people.

OAOP primarily targets activities and services to the needs of low-income older people, older people with disabilities and those threatened by or experiencing social exclusion. However there is an open door policy and thus activities are open to those aged over 60, except where there are defined criteria.

The organisation is located in the north west of the Leeds Metropolitan district. Otley, Pool and Arthington are set within a rural area and are outside the Leeds Regeneration area.

There are over 3000 older people living within Otley (that equates to approximately 24% of the population). 8% of these are over 75 and 2% over 85. Among the over 60s, 71 % are owner-occupiers, 18% local authority rental and 11% other rental. High proportions are living alone. (49% of our membership) OAOP currently has in excess of 950 members registered on the database.

OAOP has four staff members and is supported by over seventy volunteers who are trained and experienced at working with older people. The volunteer workforce engages in a wide range of tasks and activities to ensure that the work of the organisation is carried out to a high standard. The staff team organises, manages and oversees the volunteers and also provides practical and emotional support. Governance of the organisation is provided by the Board of Directors, which includes local older people (currently 70 %) and members of the local community to ensure co-production in the development of services that are provided and decisions made. Consultation and feedback from members is also actively sought at varying intervals and occasions. As an organisation we have a continual improvement philosophy and a desire to increase the quality of services and outcomes available to older people.

Otley Action for Older People (OAOP) provides activities and services for adults over the age of 60. The primary aims are focused around social inclusion and equality. This is enacted by enabling reductions in

Otley Action for Older People / Annual Report 2014/2015 poverty, increasing active participation and providing person centred support for people to live in their own homes for as long as is possible.

Services include home visits, assessments, information and signposting, shopping, lunch clubs, exercise classes, social groups and outings.

Chairman’s Remarks

The years get shorter every year. However here we are at another year end. As usual it has been as busy as ever. During the year we have lost several of our long standing members and are pleased that during their reclining years we could help them to have a better quality of life.

Our organisation grows bigger every year Membership is almost 1000; Of course all these people do not attend the various activities that we run. Some just want someone to visit for an hour or so, several require help in filling out forms, we assist in many ways but there is always someone at the end of a phone to help. As Sue has stated we are always seeking new ideas and the Zumba class has proved one of the very popular ones, I am enjoying my time as Chairman but still like the Escorting part of my volunteering. We do need more volunteers as it would be ideal if we could have the downstairs office open 5 days a week as people do seem to like dropping in.

We have had several students during the past year all of who work on projects that they run themselves. They are a great help to the people working in the office as it leaves Sue and Catherine time to attend to administrative work

All our staff and volunteers work together to improve our standards year on year.

Project Manager Report

It is almost twenty years ago since a group of local people got together to discuss the formation of an organisation to support the older people of Otley. They had clearly identified a need and set about establishing what is now Otley Action for Older People. Otley Action was fully established in 1996 and will therefore be celebrating its 20th anniversary in 2016. Next year it will be interesting to look back over the past twenty years but for now the past twelve months is a good starting point.

A number of interesting new developments and initiatives have taken place over the past year as well as the continuation of the tried and tested.

What Happened in 2014/2015 -

Administration and Support Worker – Due to the increasing workload the small staff team were carrying it was agreed by the Board of Directors to recruit an Admin worker. Following a rigorous recruitment campaign the job was offered to Fiona Bououden previously of AGEUK who we were pleased to say accepted. Fiona has now been with us since November 2014 and has fitted in nicely to the staff team.

Legacies –

In 2014 we received a couple of legacies – The first was from Norval Stewart who joined Otley Action many years ago along with his sister Helen. They both enjoyed a holiday to Lytham St Anne’s several years ago and this was something that Norval really appreciated. Helen used to be a regular at the Whist Drive but passed away about 5 years ago.

Margaret Newton lived up Bradford Road and enjoyed her Tuesdays at the lunch club always having a giggle with her friends. Margaret was always trying to plan a trip out with all her friends at the lunch club but unfortunately this never materialised before she passed away.

Blue Badge –

Our Blue Badge expired in 2014 so we submitted a renewal application. As we clearly met the eligibility criteria we were surprised when our application was refused. A long campaign followed involving MPs, councillors, press, TV crew, staff, volunteers and the public at large signing our petition.

We were delighted that our efforts finally paid off and that Leeds City Council has now looked into their Organisational Blue Badge Policy. Not only did we get our badge but we managed to change the policy for other organisations similar to ours.

Computer Virus – In March 2015 our computer system was infected by a computer virus, the virus encrypted many of our computer files including our QuickBooks system which we use for our financial records. Many thanks go to Arthur Parslow who had to input a full year’s data in just a number of weeks. The arduous task of recovering some of the data and recreating documents began in March 2015 and is still on going. Fortunately we were able to retrieve some data froman old back up system and e-mail attachments.

Department of Transport Minibus Fund – In January 2015 we applied to the Department of Transport Minibus Fund for a new vehicle to expand our fleet. We were delighted in March 2015 when we were informed that our application had been successful. We are expecting the vehicle in the next financial year. 8

Reduction of Contract in 2016

The Commissioners supporting the Neighbourhood Network Schemes have approached all 36 of them asking if they would accept a reduction in the contract value. The Otley action Board of Directors met and agreed that they would accept a reduction of 5 % as a one off to be paid back to LCC at the end of March 2016.

So another busy, successful and interesting year for OAOP – but it is always worth remembering that much of our success is due to the enormous public goodwill to our organisation and the wonderful volunteers who support us. That said it is vital to keep in mind the reason that we are here and that is to support the most vulnerable older people of Otley, Pool and Arthington.

Bearing that in mind we continue to deliver and expand our services to meet their needs and requirements. This requires an adaptable approach especially as we are seeing an ever increasing number of older people with dementia, mental health problems and/or physical disabilities. We recognise the challenge that these individuals face and try to ensure that our services and activities are as accessible as possible for them.

Gardening

Craig the gardener has been with us since August 2005 and is busy throughout the year keeping the gardens of the older people of Otley neat and tidy. In November 2014 Craig celebrated his 65th birthday so it is remarkable the amount of energy he musters for such a physically demanding job and the speed at which he accomplishes it. Although Craig has officially reached retirement age he intends to continue working for the foreseeable future. He delivers a regular maintenance programme throughout the growing seasons and catches up with tidy ups and maintenance at other times of the year. OAOP also views this project as supporting the West Police Distraction Burglary Initiative, as well as the individual service users’ continued pride in their homes.

Volunteers Whilst the staff team play an important part in the delivery of services it goes without saying that the might of Otley Action is our wonderful team of volunteers helping and supporting the older people in our community. Volunteers are the main resource that we have when it comes to the direct delivery of services, without them we would be unable to provide the support that we do. Wide ranges of volunteering opportunities have been created in order to support our membership. Volunteer support and training is also provided to ensure our volunteer workforce is confident when carrying out their tasks. Many volunteers are well established and are themselves older people from the local community who enjoy helping others.

Thank you to our volunteer team who seem to work harder and harder, year on year and despite the constant pressure of an ever increasing workload, remain enthusiastic and dedicated to OAOP’s goal of improving the lives of local older people.

Memory and Inclusion Project

The Memory and Inclusion project has been running since August 2010. The aims of the project are to reduce social isolation amongst local older people, improve access to information and support and to improve the quality of life for older people with dementia and their carers. Many factors can lead to social isolation such as poor mobility, financial hardship, poor health, and transport problems. Otley Action for Older People (OAOP) aim to tackle this by offering, escorted transport with our disabled minibus, 10 weekly social activities, weekend trips, befriending visits, a dementia café, financial assessments and form filling support. OAOP can also make referrals to Adult Social Care and Equipment Services.

Social Work Programme

The project manager Sue Trainor and memory and inclusion worker Catherine Greenwood are both qualified and registered Social Workers. Sue is qualified to supervise students in the workplace whilst Catherine holds a level 2 Practice Educator qualification. The role of Practice Educator is to assess and report on Social Work degree students throughout their practical placement. Most students come to OAOP for a period of either 70 or 100 days. The student programme is invaluable in so much as it provides OAOP not only with a financial income but also a wealth of developing talent. Over the past 6 years our fantastic students have supported us to make several successful grant applications, start new groups, run large events such as our Independent Living Events, aswell as supporting us to run our weekly lunch clubs and groups.

Needs Assessments and Home visits

Since April 2014 the Inclusion worker and the 5 social work students on placement have made over 170 home visits both to assess and to review both new and existing service users. This work is greatly supported by our befriending volunteers who have made approximately 230 home visits to their allocated ‘befriended’ service users over the past year.

The Inclusion Worker has made 14 new Attendance Allowance applications and two rate amendments which has helped our service users to access over £60,000 of financial support in the last year alone.

Weekly Groups

Every week OAOP run a Monday activities group, Bingo, 2 Tai Chi classes, 3 lunch clubs, chair based exercise, Zumba Gold and a Friday activities group. OAOP also run a monthly quiz, memory café and various trips throughout the calendar year.

Report – Fiona Bououden, Administration and Support Worker

It seems only yesterday that I walked through the doors of Otley Action for Older People to take up my role as Administration and Support Worker. I have to say that the past few months have really been enjoyable. I put this down to my working with some great colleagues, amazing volunteers and lovely members! There has been a lot of names to learn and activities to familiarise myself with. OAOP has a lot going on and is working so hard for its members. No two days are the same which is probably why I am enjoying the role so much – variety being the spice of life as they say! As well as general administrative tasks, I am working particularly on two schemes the Volunteer Car Driving and Befriending Schemes.

Volunteer Car Driver Scheme

The volunteer car driver scheme is an invaluable service. Our volunteer car drivers have been amazing and help us to provide help and support to so many of our members. Looking at the year as a whole on average we have taken 14 people each month to a variety of appointments and social outlets. These include hospitals in Leeds, and Harrogate and of course Otley. GP surgeries and other NHS appointments as well as visits to dentists and opticians have kept our drivers busy. So have as a variety of shopping trips to Otley, and Yeadon plus others. The scheme has been a lifeline for so many members of Otley Action. We know that the service is greatly appreciated from the wonderful feedback we receive. The care and kindness showed by all of our drivers never fails to amaze our scheme users. This past year one volunteer driver had over a three hour wait at a hospital appointment. However, they didn’t complain or grumble, much to the relief of the service user, which shows just what amazing volunteers we have.

Befriending Scheme

The befriending scheme has been slowly growing and expanding during the past year. On average we have eleven volunteers visiting our members each week. Some volunteers sit and enjoy a chat over a cup of tea and biscuits in the members own home whilst others will enjoy refreshments out at a variety of local cafes and venues. Other volunteers are busy taking members shopping to local supermarkets or on local drives out. The scheme provides support to the service users, be it practical or emotional. A thought shared by many of our volunteers is that they really enjoy talking to the scheme users and listening to them share some amazing experiences and stories from their past.

We are always looking for more volunteer car and befriending scheme volunteers. There are occasions when we have to turn down a request for help in getting to an appointment as all our drivers are busy and committed elsewhere. We also have members waiting for befrienders and would love to be able to expand this service further.

Legacies:

We were advised by Ison Harrison solicitors in 2014 that we had been left a legacy by one of our service users that passed away earlier in the year. Alexander Norval Stewart lived in Tealbeck and had been a member for a number of years. Under the terms of the will Otley Action is entitled to 1/15th share of his residuary estate. If the asking price for his flat is achieved the estate will stand at approximately £470,000.00. Taking into account solicitors fees etc. it is estimated that the Otley Action share of the estate will be in the region of £30,000. To date we have received £19,500 with the balance expected in the next financial year.

In September 2014 we received a legacy of £2000 from Margaret Newton who passed away earlier in the year. Margaret was a regular at Tuesday Lunch Club where she would enjoy a hot meal with a group of her friends.

Otley Women’s Forum- We were nominated as Otley women’s Forum charity of the year. They managed to raise £300 on our behalf.

We were thrilled when Pam Gill the Otley Town Mayor in 2013/2014 chose Otley Action for Older People as one of her charities of the year. Pam worked extremely hard throughout the year and raised £1,200 for Otley Action for Older People. It was great news when Nigel Gill announced that Otley Action would be one of his charities of the year in 2014/2015.

We ended our second year as Sainsbury’s Charity of the Year in 2014 – Receiving the balance that had been raised of £2,627.00

Our Registered Volunteers We have an excellent team of registered volunteers ranging in age from 17 – 87! With a wealth of experience from just about every walk of life you can think of. Our volunteers demonstrate care and commitment to the older people of Otley, Pool and Arthington as they run a myriad of services for OAOP. There are currently over 70 volunteers registered with Otley Action Our volunteers work as:

 Directors  Lunch club helpers  Befrienders  Minibus Drivers  Minibus Escorts  Group and Activity helpers  Car Scheme Drivers  Leaders and Helpers of Groups such as tai-chi, Zumba, Chair based exercise etc.  Admin and office Support  Fundraisers  Providing support at appointments, such as dentist, doctor, hospital, optician etc.  And 101 other ways to help our members. Our volunteer workforce is fundamental to the work that we do and without them Otley Action would not be the force that it is. No one, especially the volunteers, should under estimate the value of their work and dedication. Due to their long term commitment Otley Action has grown steadily over the years. As a result we are able to help hundreds of older people to maintain their independence. Thank – you!

Otley Action Members In March 2014 we had 964 members registered with Otley Action. There were 700 women and 264 men. Of these members there were 61 women and 36 men registered with Memory Loss. The number of older people living with carers is 79. There were 28 older people from the BME community.

Transport News Department of Transport Minibus Fund

In January 2015 Otley Action applied to the Department of Transport £25 million pound Minibus Fund. We were delighted when we received a letter in March 2015 saying that we had been successful and were in line to receive a brand new minibus. This will be in addition to our existing minibus and we are intending to develop our services so that we can reach even older people. We are anticipating that the new minibus will arrive in the 2015/2016 financial year.

Dozens of charity groups across the city of Leeds are celebrating a victory after the City Council overturned a ruling on disabled blue badges.

It comes after a group which provides vital transport for the elderly and disabled in Otley were told they no longer qualified for a disabled blue badge for parking their bus.

The service provides valuable assistance for elderly people

Without it, Otley Action for Older People's bus ran the risk of either incurring heavy fines or making their clients - some in their eighties and nineties - walk or be pushed in wheelchairs even further to their transport.

But Leeds City Council today told Calendar it had had a change of heart and the groups like the one in Otley would after all get their blue badges.

Without a blue badge vehicle face fines

The charity ferries older people in the town to the shops, to luncheon clubs and quizzes and even away on short breaks.

The group were surprised earlier this month to find out the new legislation which meant the badges would no longer be assigned to vehicles, but instead to individual users and their blue badge would not automatically be renewed. The group started a campaign against the decision - gathering hundreds of names on a petition and today at Civic Hall in Leeds there was a change of heart. Older people across Leeds depend on similar services

They have now decided to reverse their decision, which is welcome news to Otley Action for Older People along with many other similar groups across the city.

Unfortunately, this year saw the end of the Bennett Court Exercise Class due to lack of interest. The remaining attendees were invited to join the other exercise class held at Otley Courthouse. New initiatives include support for the Union Court Coffee morning, the music group at The Woolpack, Swim and Gym at the Britannia which came and went, Zumba Gold and the Home from Hospital which was a six month pilot scheme.

Some of the other activities that we have been involved in throughout the year

Dance Research "Dancing into the Third Age"

Leeds University, Yorkshire Dance and the NHS Leeds Community Healthcare NHS Trust have been conducting research into the benefits of dance. The purpose of the project is to explore the benefits contemporary dance offers for the well-being of older adults. As part of the project ten older people formed a focus group which was held at Otley Methodist church. This evidence based research will be used to support applications for dance projects.

Summer Fun Day

A great day was had by all at the Summer Fun Day held at Otley Rugby Club on Monday the 4th August. The sun shone which meant the outdoor games such as the egg and spoon race went down a treat.

Spring Concert - Encore – Fabulous French Music – From Piaf to Brel and beyond.

A concert with a difference aimed at the over sixties. Maggie Stratford and Daniel Bowater are Encore. The concert was held at The Bridge Church on Friday the 6th March starting at 2.30pm. Over thirty of our members had a wonderful afternoon being entertained by Encore.

H2H Home from Hospital

The Home from Hospital service was funded by the Cabinet Office and managed by AGEUK. The idea was to prevent older people from being admitted to A and E at St James when deemed fit enough to go home. As a support group Otley Action were able to provide home support for those sent home over the six month period. The project ended on the 31/03/15 and is currently being evaluated and reviewed.

Winter Warmth Scheme

Our application for £2,225.00 for a winter warmth scheme was successful. The project was set up to support our members through the winter months over the telephone and also with practical support where needed. Three volunteers and social work students telephoned over 400 people over the winter and arranged visits for more than 40 of them.

Supported Independent Living Event

The supported Independent Living Event was held at Otley Bridge Church on Tuesday 18th November. Over 70 older people attended on the day and the event was supported by 15 volunteers as well as four helpers from Barclays Bank. On the day Richard Sabey lead the group in song and merriment. Alec Birkett, film- maker, presented the X-Men movie starring some of our very own members. A buffet lunch was provided and there were numerous stalls providing advice and information.

Pool Easter Party

The 2014 Pool Easter Party took place at Pool Village Hall on Thursday 18th April 2014. Over 50 older people attended the event enjoying a buffet lunch, entertainment by Terry Williams and the obligatory Easter Bonnet parade.

Fish and Reels

We would like to thank Otley Film Society for arranging the Fish and Reels event at Otley Courthouse on Saturday 7th March. Our members had a delightful afternoon watching Judy garland in “I Could Go on Singing followed by a lovely Fish and Chip tea.

Christmas Trees

Richard Quayle the social work student decorated this year’s tree for the Christmas Tree Festival. The sum of £85.20 was raised

Christmas Party

Some 80 people attended our annual Christmas celebrations this year which took place on Friday 12th December at the Rugby Club.

Christmas Day Visits

Nazma Liquat one of our former students who left us in 2013 offered to visit some of our members on Christmas Day. We contacted three members who were delighted to have a visit. Nazma turned up on the day with a bunch of flowers.

Winter Warmth Campaign

Sue Mulligan the Health Improvement Officer – WNW Area managed a Winter Warmth Campaign providing packs of essential items to that in need. They were funded from Public Health money. We decided to take 50 packs which were distributed to our members over the winter months. The packs contained items such as thermal socks, hot water bottle, thermos cup, thermometer and some information about advice and support available

Fish and Chip Delivery Service

The fish and chip delivery service is run by two of our volunteers Sam Hogston who delivers on Monday teatime to three of our members in Pool and Anita Walker who delivers to five of our members in Otley on Wednesday lunchtime. A very valuable service for some of our older members that are housebound and otherwise would not have access to their local chippy.
