USACE Monitoring Report Guidelines SWCA Environmental Consultants ii Goleta Beach Park Bridge Habitat Mitigation and Monitoring Plan 1 INTRODUCTION This Habitat Mitigation and Monitoring Plan (HMMP) has been prepared to mitigate project impacts within U.S. Army Corps of Engineers (USACE), California Department of Fish and Wildlife (CDFW), Regional Water Quality Control Board (RWQCB), and California Coastal Commission (CCC) jurisdictions that will result from the Goleta Beach Park Bridge Replacement Project (project). The HMMP structure follows guidelines presented in the Checklist for Compensatory Mitigation Proposals, dated June 10, 2008, and the Final Rule for Compensatory Mitigation for Losses of Aquatic Resources, dated April 10, 2008. 2 PROJECT AND SITE DESCRIPTION 2.1 Responsible Parties and Financial Assurances As the project applicant, the party responsible for meeting the mitigation obligation pursuant to the special conditions of the Clean Water Act and State agency permitting is: County of Santa Barbara Department of Public Works 123 Anapamu Street Santa Barbara, CA 93101 The County of Santa Barbara Department of Public Works (County) will conduct the project with financial assistance from the Federal Highway Administration (FHWA) Highway Bridge Program (HBP).
