P90/20. Minutes RESOLVED: To confirm the minutes of the meeting held by Zoom on 1st March 2021. The minutes were duly signed by the Chairman.

P91/20. Declaration of interests Cllr Williams declared that as he is a member of EHDC Planning Committee and may be involved in the consideration of a planning application should it come before the District Council, he could participate in the discussion of all items on the agenda but would not vote and reserved his position until such time that he heard the full debate at the District Council.

Cllr Luff declared that he would not be making any decisions on any planning applications as he is waiting to receive guidance from EHDC regarding Disclosable Pecuniary Interests in relation to his business customers.

P92/20. Chairman’s announcements The Chairman reported that two applications have been submitted to EHDC for the Applegarth Site in Grayshott: 27202/038: Expansion of the existing restaurant (E(b) Use Class) and farm shop (E(a) Use Class) with the addition of a rural enterprise centre (Use Class E) cookery school (F1(a) Use Class) and growing areas with car parking and landscaping improvements. 27202/039: Change of use of land for the siting of 12no. eco-pods (tourist accommodation) associated landscape, access and car parking. b) 56449/002: Lawful development certificate for an existing use – use of site for commercial equine purposes, The Old Barn, Frensham Lane, Churt. Object - the following comment was submitted before the meeting due to time constraints and approved at the meeting. We are in receipt of LDC Application 56449/002 relating to land associated with an unidentified property described as “The Old Barn”. The land in question was described in LDC Application 56449/001 as “Land north of New Farm Cottage”. New Farm Cottage is a private dwelling in separate ownership. Neither Application is described as Moonlight Riding Stables (Ltd) the name of the company owning the land. We note that the current LDC is supported by six Sworn Affidavits (two provided by Directors of Moonlight Riding Stables Ltd) some of which replicate the Witness Statements attached to 56449/001, although they do not appear to counter the observations in the Officer’s Report and Refusal of this Application. We are in support of the detailed Report leading to the Refusal but advise that historically, this application site was not known as Wishanger Trotting & Livery Stables (now Hanger Lodge) and do not consider that any new evidence has been provided to counter this Refusal. We would point out certain apparent errors in the Application Form: 1) 8. Site Visit. The site CAN be seen from a public road, ie Frensham Lane, as the land slopes down from the Lane; 2) 10. Interest in the Land. The applicant has ticked “Occupier” but has not confirmed whether the owner has been notified in writing. The Parish Council’s previous comments and Objections to applications on this site in the 20148/xxx and 56449/xxx series are on the District Council’s files and are listed in the Officer’s Report for Refusal 56449/001.

c) 25605/005: Lawful development certificate proposed – single storey side extension, 1 Red Lane Cottages, Churt Road, Headley. No objection.

d) 51109/001: Single storey extension to side and rear, alterations to fenestration, 16 Hilland Rise, Headley. No objection, providing the proposed back extension does not exceed a dimension of 4 metres from the back wall of the house or a dimension as agreed with EHDC planning officers.

g) 50728/001: Two single storey extensions, velux rooflight, pation doors to front bedroom and kitchen following removal of windows, Dene, Church Lane, Headley. No objection.

P95/20. Applications to lop/fell trees RESOLVED: That the following comments on the tree applications received from the Head of Planning and Development Services, EHDC, be submitted to EHDC: a) 24034/017/CAT: 45% reduction to oak, Arbrook House, Beech Hill Road. We object to this application as previous works has already significantly reduced this tree. b) 35191/014: Prune two oak trees and one yew tree, Silver Glades, Arford Road, Headley. Refer this application back to the Arboricultural Officer.

P96/20. Appeals a) 51928/005 – Conversion of redundant stable building into one self-contained independent residential dwelling, Land west of Hammer Lane. Mrs N Wright has appealed against the District Council’s refusal and this will be determined on the basis of written representations. Although the cut of date for submission of comments to Inspector has passed it was resolved to send a letter in support of the District Council’s reasons for refusal. b) 32218/005 – Lawful development certificate for an existing use – continuous residential sole occupancy of a building for a period in excess of 4 years, Land between 37 & 41 Fairview Road, Headley Down. Mr Butcher has appealed against the District Council’s refusal and this will be determined on the basis of written representations. To write to the Inspector fully supporting the District Council’s reasons for refusal. c) 56449 – To note the deferment of an appeal by Moonlight Ridge Stables Ltd for a new permanent essential rural worker’s dwelling following removal of mobile home, The Old Barn, Frensham Lane. To write to the Inspector fully supporting the District Council’s reasons for refusal.
