We can do that in many ways, but start early just by introducing something as simple (yet significant) as a state microbe.

This bill clarifies that subaccounts may be established within the libraries special fund to account for donations to specific library branches. We already have “subaccounts” set up to properly account for privately donated moneys specified by a donor to be for the benefit of a specific public library and disbursed to that specified public library for the sole use of that library. This bill would support and legally authorize our current practice of accounting, tracking and reporting oil these subaccounts for every public library in the State. This bill requires the board of education to adopt rules pursuant to Chapter 91, HRS to carry out the purposes of section 312-3.8, HRS authorizing HSPLS through the state librarian to issue licenses, revocable permits, concessions, or rights of entry for the use of public library system facilities.
