1. WHAT DO I NEED TO KNOW ABOUT THIS PROGRAM?

1.1. WHO IS ELIGIBLE TO APPLY? This grant is for non-profit professional arts organizations1 or artist collectives made up of at ​ least two members.

The professional arts organization and the artist collective coordinator must have their place of residence or headquarters on the territory of the borough of Ahuntsic-Cartierville.

1.2. WHAT DISCIPLINES QUALIFY? Artists working in circus arts, street performance, visual arts, digital arts, film and video, dance, literature, new artistic practices (multidisciplinary and interdisciplinary), music, and theatre.

1.3. WHAT MANDATES QUALIFY? Creation/production.

1.4. WHAT PROJECTS QUALIFY? Creation projects in the disciplines listed above that demonstrate artistic quality and an ability to build ties with the community, and that take place in the borough’s territory.

1.5. HOW MANY APPLICATIONS WILL BE ACCEPTED? A single grant will be awarded.

1.6. WHAT IS THE AMOUNT OF THE GRANT? A grant of $25,000 will be awarded to carry out the winning project.

1.7. WHAT IS THE APPLICATION DEADLINE? October 30, 2020 at 11:59 p.m.

1.8. WHAT ARE THE OBJECTIVES OF THE PROGRAM? ● promote the creation and dissemination of professional artistic productions in Ahuntsic-Cartierville; ● contribute to a cultural offering in the area; ● grow and promote local initiatives; ● support projects that meet the priorities identified in the borough’s 2017–2021 cultural action plan; ● highlight the Fleury-Lajeunesse area, the epicentre of the borough’s first cultural quarter; ● forge a connection with Maison de la culture Ahuntsic-Cartierville; ● cultivate and retain audiences for artistic works in Ahuntsic-Cartierville.

2. WHAT ARE THE ELIGIBILITY CRITERIA?

2.1. GENERAL CONDITIONS OF ELIGIBILITY FOR COLLECTIVES ​

Status and conditions i. Be a group of artists, regardless of number; ii. Be represented by an application coordinator;

iii. Be composed of Canadian citizens or permanent residents of ; iv. Be composed of artists residing on the Island of Montréal.

Professionalism v. Be composed entirely of professional artists as defined by the Conseil des arts de Montréal; vi. Have presented at least one artistic work as a collective in a professional context.

2.2. SPECIFIC CONDITIONS OF ELIGIBILITY FOR COLLECTIVES ​

vii. The application coordinator must reside in the borough of Ahuntsic-Cartierville; viii. The project must take place in the borough of Ahuntsic-Cartierville.

2.3. GENERAL CONDITIONS OF ELIGIBILITY FOR ORGANIZATIONS ​ Status and conditions i. Be a non-profit organization or artist cooperative that pays no dividends; ii. Have a board of directors the majority of whom are Canadian citizens or permanent residents of Canada; iii. Have the mandate to create, produce, or present artistic works.

Professionalism iv. Possess a recognized and demonstrable level of competence; v. Be led by qualified persons; vi. Have stable artistic direction; vii. Present activities whose artistic quality has been recognized; viii. Bring together, represent, or employ professional artists and/or cultural workers.

2.4. SPECIFIC CONDITIONS OF ELIGIBILITY FOR ORGANIZATIONS ​ ix. Be headquartered in the borough of Ahuntsic-Cartierville; x. Carry out the project in the borough of Ahuntsic-Cartierville.

3. WHO MAY NOT APPLY AND WHY?

3.1. ORGANIZATION AND INDIVIDUAL INELIGIBILITY ● applications made by individual artists; ● collectives and organizations that do not meet the general conditions of eligibility; ● for-profit or non-profit artists’ collectives that are incorporated or are registered partnerships; ● for-profit organizations; ● organizations that do not work in the field of creation/production; ● public and para-public organizations and municipal corporations; ● organizations dedicated to teaching, education and professional training.

3.2. PROJECT INELIGIBILITY ● projects completed before receiving a response from the Conseil des arts de Montréal (allow three (3) weeks following the application deadline); ● sound recording projects (albums); ● projects that are essentially promotional; ● capital projects and/or projects to acquire specialized equipment.

3.3. ACTIVITY SECTOR INELIGIBILITY ● applicants working exclusively in variety and humour; ● applicants working exclusively in cultural mediation.

3.4. APPLICATION INELIGIBILITY ● incomplete applications; ● applications received after the deadline. These applications will not be evaluated by the evaluation committee.

4. WHAT ARE THE DETAILS OF THE PROGRAM?

4.1. WHAT IS THE PURPOSE OF THE GRANT? The Conseil des arts et des lettres du Québec and the Conseil des arts de Montréal, in partnership with Culture Montréal, have signed a territorial partnership agreement covering the Island of Montréal. The agreement is aimed in particular at encouraging artistic initiatives in the boroughs and municipalities on the Island of Montréal.

4.2. WHAT ARE THE PARTNERS CONTRIBUTING? CAM will award a $25,000 grant to creators.

The grant will cover costs related to creating, producing, and presenting the work; it will allow the creators to be paid; and it will offset certain promotional and administrative costs (see program budget).

The borough will be responsible for hosting the artistic organization or collective from the borough for a duration to be determined according to the winning project.

Depending on resource availability, the hosting may include a workspace, technical equipment required for the project, technical support, insurance, equipment transportation, and communications services.

4.3. WHAT IS THE TERM OF THE GRANT? This is a one-time, non-recurring grant. The artistic projects must be carried out between January 1, 2021 and November 30, 2021.

4.4. CAN I FILE MORE THAN ONE APPLICATION PER YEAR? Applicants may only apply once per year to this program.

5. HOW ARE APPLICATIONS EVALUATED?

CAM receives the application and manages the grant program.

Projects are submitted to an evaluation committee made up of arts professionals and representatives of the borough of Ahuntsic-Cartierville.

All other things being equal, collectives with a majority of members residing within the borough will be given priority.

5.1. WHAT ARE THE APPLICATION CRITERIA? Project evaluation will be weighted according to the following criteria:

Artistic Quality: 35% ● quality and originality of project;

● quality of artistic approach of the arts organization or collective; ● innovative nature of project.

Impact on the discipline and on audience development: 45% ● ability of project to build ties with the community; ● contribution to artistic development in the field; ● agreement with the priorities set out in the borough’s development or cultural action plans.

Project management and financial stability: 20% ● project feasibility and practicality; ● practicality of proposed budget and financial balance; ● financial management abilities of the professional arts organization or collective.

5.2. WHO EVALUATES APPLICATIONS AND HOW ARE DECISIONS MADE?

5.2.1. What is the evaluation procedure?

Three-phase process: 1. Applications are received and checked for eligibility by the relevant staff members, overseen by their supervisors; 2. Applications are reviewed by the evaluation committee, which makes a recommendation; 3. CAM’s board of directors meets to make a final decision and confer the grant.

5.2.2. Is the information in my application confidential? The Conseil guarantees that personally identifiable information in its possession will remain confidential and that no confidential documents it receives will be accessible, subject to the provisions of the Act respecting the protection of personal information ​ in the private sector (Chapter P-39.1). ​

6. HOW DO I FILE AN APPLICATION?

6.1. WHAT MEDIUM SHOULD I USE TO SUBMIT MY APPLICATION? Go to www.artsmontreal.org/en/orora and follow the directions for completing a grant ​ application.

You will be asked to create or update your profile (as applicable), after which you will have access to your application history and your correspondence with the Conseil.

6.2. HOW SHOULD MY APPLICATION BE STRUCTURED? Applicants should focus their proposals on a single project.

6.3. WHAT DOCUMENTS DO I HAVE TO INCLUDE?

6.3.1. For organizations ● for first-time applicants, the organization’s letters patent and bylaws; for ​ subsequent applications, only amendments need be included; ​ ● financial statements for the last fiscal year.

6.3.2. For all applicants ● the CVs of all artists involved.

6.4. ARE THERE ANY RESTRICTIONS ON WHAT I CAN SUBMIT? Limit your answers to the number of words requested.

Any unsolicited attachments, or any documents received after the application has been filed, will not be accepted for evaluation.

6.5. WHY DO I HAVE TO COMPLETE A PERSONAL IDENTIFICATION FORM? The Conseil compiles data from the personal identification form to use for analysis, research and/or evaluation purposes. These statistics are also consulted for program management purposes as well as financial and service allocations.

6.5.1. Where can I find the form? You’ll find a link to the personal identification form on your profile on the ORORA portal https://orora.smartsimple.ca/. ​ ​

6.5.2. How are my data managed? Pursuant to the Act respecting the Protection of Personal Information in the Private Sector (Chapter P​ -39.1), all data are kept confidential. ​

Data is managed and used only by Conseil employees who require access to this personal information in order to properly do their jobs.

6.5.3. Am I obligated to answer the questions? Pursuant to the Charter of Human Rights and Freedoms (Chapter C-12), you ​ ​ are not bound to answer the questions, but we strongly urge you to do so. Your answers are important for us to draw an accurate portrait of the Montréal arts scene.

Failure to reply will not adversely prejudice your application for most of the Conseil’s programs (General Funding Program, Touring Program, etc.).

However, if you decline to disclose your personal information, the Conseil may be unable to process your application for certain programs aimed at specific clienteles (emerging, Indigenous or culturally diverse artists, immigrants, etc.).

Only certain information deemed truly essential for the evaluation of certain programs is liable to be conveyed to evaluation committee members (peers) and the board of directors.

6.5.4. Can I access the data myself? Every person has the right to access personal information concerning them held by the Conseil, in accordance with the Act respecting the Protection of Personal ​ Information in the Private Sector; see DIVISION IV – ACCESS BY PERSONS ​ CONCERNED (sections 27 to 33).

7. HOW WILL I RECEIVE THE GRANT?

7.1. WHAT ARE THE PAYMENT ARRANGEMENTS? The CAM grant is paid in two installments: $20,000 at the start of the project and $5,000 upon presentation of the final report.

The borough will cover certain technical costs upon presentation of a pre-approved budget.

7.2. WHAT ARE THE PAYMENT METHODS?

7.2.1. Payment of a first-time grant for individuals For first-time grant recipients, payment is conditional upon reception of the social insurance number and contact information of the collective’s coordinator by Radhia Koceir (514-280-3580) so that a T4A income tax form can be issued.

7.2.2. Direct deposit The Conseil makes all its payments by direct deposit. To receive direct deposits, the individual in charge of the application must register as a supplier to the City of Montréal at www.ville.montreal.qc.ca/fournisseurs before applying for direct ​ ​ deposit.

The supplier number is required.

To sign up for direct deposit, please complete the DIrect deposit enrolment form (in ​ ​ French only) available on your ORORA portal profile. Please forward this form to the address indicated.

8. WHAT ARE MY OBLIGATIONS?

8.1. REPORTS

8.1.1. What? Organizations and collective coordinators must complete the Rapport Projet de ​ création Arrondissement de Ahuntsic-Cartierville available on ORORA. ​

8.1.2. When? Within three (3) months following the project’s completion.

8.1.3. Where? Report templates can be found on the ORORA portal at https://orora.smartsimple.ca/. You will be advised by email when they are available. ​

8.1.4. What if I fail to submit a report Organizations or collective coordinators who fail to produce the required reports within the required time frames if they are in a position to do so will not be eligible to file other applications.

8.2. COMMITMENT

8.2.1. Project completion ● carry out the project as planned; ● notify the Conseil as soon as possible if unable to complete the project covered by the grant. Depending on the circumstances, the recipient may be required to repay the grant in part or in full.

8.2.2. Presentation and technical matters The arts organization or collective must present its project before December 31, 2021 in a venue and at a time to be agreed upon with the borough.

Certain technical restrictions apply to circus arts projects. Collectives and organisms in this discipline must validate the technical feasibility of their project with the borough.

8.2.3. Visibility and logo Grant recipients agree to comply with the program’s visibility standards, which will be forwarded to them.

8.2.4. Compliance The artist agrees to respect certain special conditions, where applicable, pertaining to the use of the grant.

8.2.5. Proof of commitment By accepting payment of the grant, the recipient agrees to complete the activities covered by the grant and to respect the accompanying conditions.

9. WHEN CAN I FILE AN APPLICATION? WHEN CAN I EXPECT A REPLY?

9.1. WHAT IS THE APPLICATION DEADLINE? One deadline per year. October 30, 2020 at 11:59 p.m.

9.2. WHAT IS THE RESPONSE TIME? The grant recipient will be announced in mid-December 2020.

9.3. HOW WILL I BE NOTIFIED OF THE DECISION? Organizations and collectives will be invited by email to consult the results on the ORORA portal. No decision will be relayed by telephone.

9.4. CAN I APPEAL THE DECISION? Decisions of the Conseil are final and cannot be appealed. However, Conseil staff are available to answer any questions you may have about the decision.

9.5. WHO CAN GIVE ME INFORMATION ABOUT MY APPLICATION? Applicants agree not to contact members of evaluation committees, of juries, or of the Conseil’s board at any time concerning the processing, evaluation, or decisions related to their application. Only Conseil staff are authorized to answer applicants’ questions.
