Dear Jack:

Attached to my letter is a copy of the cc.1mp d1 rector's report of un incident at Yawgoog Scout Reservation with Troop 49 of Blue Point. I am also enclosing a copy of a leLLcr sent by Jim McMann, the Scoutma:-;ter who h<.1:-; met and talked with you and has taken steps to deal with the problem.

The major problem from thC' camp and the Council point of view is the fact that Mike Mooney, the adult leader from Troop 49, did in fact buy whiskey for an un­ deraged staff member. In Rhode Island this is a crime and the state in recent days has been taking a very hard stand against this kind of activity.

As you can see from th~ report, whne there are other implications to the inci­ dent, I do not believe that there was anything of a drastic nature that was com­ mitted.

At any rate, Mr. Mooney would not be weJcomed back at Yawgoog Scout Reservation, and it appcr1rs from the letter from Llw Scoutmaster, that we wj]l not have to worry uboul Lilis 111 lulurt· yL' ..Hs. Dear Mr. Mink, Wednesday morning, July 18th, I had a private discussion with my Council Executive John Brown concerning the incident at camp. I informed him of the conte:nt of your report and that you were sending it to him. Due to the sensitive nature of this situation concerning the allegations, I informed him that the individual would be quietly divorced of all scouting activities. Mr. Brown agreed that this step would be best for al1 parties. He will inform me when your report reaches him. Unfortunately, this incident did cast a cloud over the superb week our Scouts had at Yawgoog. If our scouting program is as good as I feel it is, we will weather this situation. I must inform you that Yawgoog is indeed very fortunate to have the type of individuals that you have on your staff. We consider our Troop to be very lucky to have the following individuals working with our Scouts. They are Tom Del Prete, Jim Hall, Todd Drumm, Mark Rosen, Mike Muniz, Mike Laria, and Lee Holst. Besides working very hard at their respective jobs, they create the environment and examples that we wish our Scout~ to be exposed to at camp. An immediate result of our week at Three Point the following things have occurred,,, . Robert Barzilay earned the J. Harold Williams Award and ' is now working on staff, and five of our Scouts are now attending your C.I.T. Program.
