Great Green Wall for the Sahara and the Sahel initiative The African wall An African partnership to tackle desertification and land degradation Desertification affects millions of the most vulnerable people in Africa, where two-thirds of the land cover consists of drylands and deserts. Contrary to popular perception, desertification is not the loss of land to the desert or through sand-dune movement. Desertification refers to land degradation in arid, semi-arid and sub-humid areas resulting from factors such as human pressure on fragile eco-systems, deforestation and climate change. Desertification and land degradation have a strong negative impact on the food security and livelihoods of the local communities in Africa’s drylands, home to the world’s poorest populations. In 2007, African Heads of State and Government endorsed the Great Green Wall for the Sahara and the Sahel Initiative with the objective of tackling the detrimental social, economic and environmental impacts of land degradation and desertification in the region. The initiative aims to support the efforts of local communities in the sustainable management and use of forests, rangelands and other natural resources in drylands. It also seeks to contribute to climate change mitigation and adaptation, as well improve the food security and livelihoods of the people in the Sahel and the Sahara. From the initial idea of a line of trees from east to west through the African desert, the vision for a Great Green Wall has evolved into that of a mosaic of interventions addressing the challenges facing the people in the Sahel and Sahara. The overall goal of the Great Green Wall initiative is to strengthen the resilience of the region’s people and natural systems with sound ecosystems’ management, sustainable development of land resources, the protection of rural heritage and the improvement of the living conditions of the local population. -

Transforming Agriculture in the Sahel What Would It Take? Transforming Agriculture in the Sahel: What Would It Take?1 1. Agriculture Risk: New Normal The Sahel sub-region, owing to its climatic, institutional, livelihood, economic, and environmental context, is one of the most vulnerable regions of the world. Poverty is pervasive, and the countries in the Sahel (Burkina Faso, Chad, Mali, Mauritania, Niger, and Senegal) rank low on almost all of the human development indicators. Agriculture is the most important sector and is the principle source of livelihood for majority of the people. The performance of the agricultural sector, however, due to its high exposure to risks, is very volatile. Land pressures from rapid population growth, food price volatility combined with deteriorating and ever more extreme climate conditions leading to repeated cycles of droughts, desertification, and localized floods are principle risks. The region has experienced multiple shocks, largely induced by agricultural risks over the past 30 years, which impose high welfare cost in terms of food availability, food affordability, and malnutrition. In 2012, approximately 17 million people in the Sahel faced food insecurity due to a combination of drought, poor accessibility to food, high grain prices, environmental degradation, displacement, and conflict. Figure 1. Impacts in the Sahel: Booms and Busts Risks are inherent, ubiquitous, and varied in agricultural systems, perhaps more so than in any other area of economic endeavor. They enforce poverty traps and pose serious consequences for all stakeholders. Adverse movements in agricultural commodity and input prices, together with production-related shocks (from weather, pests, and diseases), not only impact farmers and firms active in the agricultural sector, but may also put severe strains on a government’s fiscal position. -

Résumé Depuis sa création l’Office du Niger a progressivement accru ses prélèvements de la ressource en eau du fleuve Niger sous l’effet conjugué d’une faible efficience et d’une demande croissante due au développement des superficies aménagées et de la double culture en particulier de riz. Cette tendance est renforcée par un accroissement de la demande en eau d’irrigation des cultures du fait d’une baisse notoire des pluies (460 mm/an au cours des vingt dernières années contre 600 mm/an au cours des 20 précédentes , des fortes températures, et d’une forte évapotranspiration (2430 mm/an). Face à des débits du Niger qui ont été très variables au cours des 50 dernières années, les prévisions quant aux disponibilités futures en eau pour l’irrigation restent contradictoires. Il est de ce fait difficile d’évaluer l’impact à attendre de l’effet conjugué du changement climatique et de l’intrinsèque variabilité du climat et des effets anthropiques (futurs barrages entre autres). Dans ce contexte, l’augmentation de la demande en eau, particulièrement en contre saison, pourrait, comme dans tous les grands périmètres irrigués du monde, être en partie satisfaite par l’exploitation de la nappe, faisant de sa remontée un atout. -

The Sahel, a region of immense potential, has long been one of the most vulnerable regions in Africa, home to some countries with the lowest development indicators globally. © UNICEF/Juan Haro Cover image: © UNICEF/Vincent Tremeau The sharp increase in armed attacks on communities, schools, health centers and other public institutions and infrastructures is at unprecedented levels. Violence is disrupting livelihoods and access to social services including education and health care. Insecurity is worsening chronic vulnerabilities including high levels of malnutrition, poor access to clean water and sanitation facilities. As of November 2019, 1.2 million people are displaced, of whom more than half are children.1 This represents a two-fold increase in people displaced by insecurity and armed conflict in the Central Sahel countries in the past 12 months, and a five-fold increase in Burkina Faso alone.* Reaching those in need is increasingly challenging. During the past year, the rise in insecurity, violence and military operations has hindered access by humanitarian actors to conflict-affected populations. The United Nations Integrated Strategy for the Sahel (UNISS) continues to spur inter-agency cooperation. UNISS serves as the regional platform to galvanize multi-country and cross-border efforts to link development, humanitarian and peace programming (triple nexus). Partners are invited to engage with the UNISS platform to scale-up action for resilience, governance and security. -

Disaster relief emergency fund (DREF) Niger: Floods DREF operation n° MDRNE011 GLIDE n° FL-2012-000141-NER 6 September 2012 The International Federation of Red Cross and Red Crescent (IFRC) Disaster Relief Emergency Fund (DREF) is a source of un-earmarked money created by the Federation in 1985 to ensure that immediate financial support is available for Red Cross and Red Crescent emergency response. The DREF is a vital part of the International Federation’s disaster response system and increases the ability of National Societies to respond to disasters. CHF 284’456, has been allocated from the IFRC’s Disaster Relief Emergency Fund (DREF) to support the National Society in delivering immediate assistance to 1,500 households. Unearmarked funds to repay DREF are encouraged. Summary: During the past few weeks, heavy rains caused severe flooding in the regions of Dosso, Niamey, Agadez, Zinder, Maradi, Tahoua, Tillabéry and Diffa. To date, over 400,000 people are reportedly affected and the latest meteorological forecast predicts additional rains over the next week. Health action in crisis WHO Emergency Health Programme for the Food Crisis in Niger Situation Report # 13 1 to 7 November 2005 I. Highlights • A project for 79 000 Euros, for expansion of the current national communicable diseases surveillance system to include nutritional surveillance through the timely collection of data on malnutrition and analysis for appropriate response in Niger, was submitted to the Humanitarian Aid Department of the European Commission (ECHO) by the WHO Niger Representative. • WHO and partners are scheduling additional training courses for healthcare workers on the treatment of malnutrition from all eight regions of Niger (Agadez, Diffa, Dosso, Maradi, Niamey, Tahoua, Tilla- bery and Zinder) to respond to increased requests. It was planned to provide training for 450 health- care workers by the end 31 December 2005. This has already been exceeded. By 7 November, 503 healthcare workers had received training. Of the 503, 48 participated in the training for healthcare trainers on the treatment of malnutrition and 455 participated in training on the treatment of malnutri- tion. • The WHO collaborating centre, Burlo-Garofolo Regional Paediatric Hospital Institute of Child Health, Trieste, Italy, seconded a paediatric-nurse to WHO Niger for the period of one month from the 4 No- vember 2005. The paediatric-nurse is based at the Tillaberi Hospital and Intensive Nutritional Reha- bilitation Centre and will provide technical support to paramedical personnel in charge of the treat- ment of children under five years suffering from severe malnutrition upon request of the local authorities. • Partners of the interagency group on nutrition provided an update of activities at the weekly coordina- tion meeting held at UNICEF on 4 November 2005.
