MINUTES OF 27TH MEETING OF OPERATION & COORDINATION COMMITTEE OF MP HELD ON 27TH FEBRUARY 2012 AT BANQUET HALL, SHAKTI BHAWAN, JABALPUR

27th meeting of Operation & Co-ordination Committee of MP was held on 27.02.2012 at Banquet Hall, Shakti Bhawan, Jabalpur and hosted by SLDC. The list of participants is enclosed at Ann.-1.0.

Shri A.P. Bhairve, Chief Engineer, SLDC & Chairman OCC, welcomed all the participant in 27TH OCC meeting from various entities. He informed the committee that representatives from BLA Power have participating in the meeting for the first time, 45 MW unit of which is going to be synchronized with the grid in March 2012 and it will become first IPP in the state. He further stated that the members are gathered here to discuss various important operational issues and the presence of the participants shows their commitment towards maintaining a reliable and stable grid operation.

Thereafter, Chairman, OCC requested Shri P.A.R. Bende, Member Secretary (OCC) to take up the agenda items for discussion.

ITEM NO. 1 : CONFIRMATION OF MINUTES : Minutes of 26th meeting of Operation & coordination committee of MP held on 28.11.2011 at Banquet Hall, Board Room, Shakti Bhawan, Jabalpur were forwarded to the committee members vide No. No.07-05/SG-9B-II/2602 dated 16-12-2011. No comments have been received from the members. The committee confirmed the minutes of 26th meeting.

ITEM NO. 2 : REVIEW OF SYSTEM OPERATION DURING THE MONTHS AUG to OCT 2011.

2.1 Frequency Particulars : The Member Secretary apprised the committee that the system frequency was within the permissible range of 49.5-50.2 Hz for 88.70% of time in Nov 2011, 82.72% of time in Dec 2011 and 89.66 % of time in Jan 2012. The Chairman, OCC stated that though frequency remained within permissible band for more than 80% of the time, it cannot be said to be a good indicator as it should be above 90%.

Member Secretary OCC further informed that system frequency was below 49.5 Hz for 10.75% of time in Nov 2011, 16.52% time in Dec 2011 and improved to 5.23 % time in Jan 2012. The average frequency during Nov 2011 was 49.73 Hz, 49.70 Hz in Dec 2011 and 49.85 Hz in Jan 2012. The operation in high frequency range i.e. above 50.2 Hz was 0.55% of time in Nov 2011, 0.76% of time in Dec 11 and increased considerably due to drop in demand on account of winter rains to 5.11 % of time in Jan 2012. The system frequency did not touch 48.8 Hz during the period.

The committee noted the detailed frequency particulars for the month of Nov 2011 to Jan 2012 as enclosed at Annexure-2.1. The brief details of frequency profile are given hereunder:

Member Secretary requested DCCs to take prompt action whenever SLDC sends message for drawal curtailment at low frequency or taking load when frequency is high.

2.3.1 Voltage Profile : The Committee noted the date wise voltage profile at some of the important 400 KV and 220 KV substations during the months Nov 2011 to Jan 2012 as enclosed at Annexure -2.3.1.

During the months Nov 2011 to Jan 2012, the deviation of voltage from the accepted limit on either side was recorded at following important 400 KV s/s in MP Grid.

Chairman OCC, requested the DISCOMs to give priority for repairing and replacement of defective capacitor banks so that all defective units are put back into service before January 2013. He stated that this is necessary as due care is to be taken for proper reactive power compensation. Chairman OCC further enquired whether DISCOMs have done any analysis of reactive power after feeder separation. The Director DCC, EZ informed that adoption of CFL and low PF gadgets is in increasing trend in towns and this would further help in reactive power compensation. The representative of West Discom informed the committee that all the capacitor banks are not covered under AMC and for defective capacitor banks; procurement of spare units is in progress. Chairman OCC emphasized that

27th OCC Minutes 3 from January 2013 onwards the Govt. is committed to maintain RTC power to domestic consumers and 8 hrs supply to Agriculture, therefore installation of capacitors is required to prevent the voltage drop.

2.3.3 Status of Shunt Capacitor Banks in installed at various EHV Transmission Substation : The committee noted the updated information of the status of Installed capacitor banks (in MVAR) and requirement in EHV transmission system as on 31st January 2012 as submitted by MPPTCL and is enclosed as Annexure 2.3.3. 2.4.1 Status of completion of on going Transmission Schemes being executed by MPPTCL : The Committee noted the latest status of completion of various ongoing Transmission Schemes for the current financial year i.e. Year 2011-2012 upto 31.01.2012 and progress of various ongoing Transmission Schemes as submitted by MPPTCL and enclosed as annexure 2.4.1(i) & 2.4.1(ii).

Member Secretary, OCC informed the committee that as per communication received from NLDC, 1200kV R-ph (1-ph) ICT of BHEL - make at PGCIL Bina S/S (Becomes First 1200kV Station in India) successfully test charged first time at 12:02Hrs/27.01.2012, No change observed in system parameters at Bina (PG) S/S before & after charging of 1200kV R-ph (1-ph) ICT. 400kV Voltage : Before Charging - 407KV, After Charging - 407KV and after Charging of 1200kv - 1150KV. This is the test and research facility for adoption of 1200 KV system in India.

2.4.2 U/F and df/dt Relay Operation

(i) U/F and df/dt Relay Operation : The Committee noted that there was no under frequency operation as frequency did not touch 48.8 Hz during Nov 2011, Dec 11 and Jan 2012.

(ii) Defective u/f, df/dt relays : The Committee noted that there are no defective u/f and df/dt relays.

2.5 Power Cuts / Load restrictions/Differential Load Shedding by DISCOMS & group allocation to 33 KV feeders :

(i) The committee noted the details of DISCOM wise Power supply given to various domestic categories during the period Nov 2011 to Jan 2012 as enclosed at Annexure 2.5(i).

(ii) Group Allocation to Newly Commissioned existing EHV substations :-The committee noted the region wise list of 33 KV feeders emanating from various newly commissioned/existing EHV

27th OCC Minutes 4 substations for which groups have not been allocated. The list is enclosed at Annexure 2.5 (ii). The DISCOM wise details of pending group allocation to 33 KV feeders is given below :

The Director, DCC EZ informed that proposal for group allocation to all 9 feeders has been put up for approval. The Executive Engineer, DCC CZ informed that group allocation for 3 feeders is already done, one is balance and one feeder is not complete.

Chairman OCC stated that DCCs being the nodal agency for group allocation in each DISCOM should complete the pending group allocations. Member Secretary stated that despite giving assurance in the previous OCC meeting the West DISCOM has not started the group allocation work. West Discom has assured to do the same.

ITEM NO. 3 : OPERATIONAL PLANNNING

3.1 Anticipated availability for the Month of March 2012 to June 2012.: The committee noted the details of Source wise anticipated availability for the period March 2012 to June-2012. The same is enclosed in Annexure-3.1.

East Discom informed that for March 2012 at 21:00 hours there is a short fall of 436 MW and asked the Tradeco to arrange power for March 2012 at 21:00 hours. Member Secretary asked the Discoms to give their demand estimation for March 2012.

Chairman OCC asked the MPPGCL to take up the matter with Betwa River Board for running of Madikheda HPS and submit the report with 15 days as there is sufficient water in the reservoir and if the units are not run, the water would left unutilized by the onset of monsoon.

3.2 Annual Load generation Balance for the year 2012-13 : Member Secretary stated that in the 432nd OCCM of WR, WRPC informed the committee that the preparation of draft LGBR is under progress. He further stated that as soon as the LGBR of WR is received the LGBR of MP will be prepared and issued by SLDC. The committee noted the same.

Shri Keskar, MP Tradeco stated that during 1st to 24th February proper care was not taken by DISCOMs, SLDC and Tradeco to increase the load during under drawal periods, take out the hydel generation and trade the power. Chairman OCC stated that proper care is being taken by SLDC during the period of high frequency coupled with under drawal conditions and whenever required hydel generation is rescheduled and DISCOMs were advised to restore the LS. 3.3 Generating Units under planned outage and proposed maintenance programme : The Committee noted the generating units under planned outages for the period March 2012 to June

3.4 Proposed shutdown programme of Transmission lines / : The Committee noted the proposed shutdown of transmission elements for the period 01.03.2012 to 15.05.2012 submitted by MPPTCL which is enclosed at annexure 3.4.

Member Secretary requested T&C, MPPTCL that being nodal office, they may submit the consolidated information of proposed shut down proposed by T&C and EHT also for OCCM-WR and LGBR-WR as decided in the 26th OCCM of MP. T&C, MPPTCL agreed for the same. Member Secretary further informed the committee that as discussed in 432nd OCC meeting of WR, the shutdown proposals to be got approved from WR OCC need to be sent by SLDC to WRPC by 4th of month for the period 20th of month to 19th of next month. The WRPC has insisted that subsequent shutdown proposals should not be consented by WRLDC except emergency shutdown (hot point). Member Secretary requested MPPTCL and MPPGCL to follow the timelines.

Member Secretary pointed out that as per MPEGC no EHV element including protection can be taken out from service without consent of SLDC. Similarly the forced outage of any EHV element is required to be brought out into the notice of SLDC within 24 hours of event. However, MPPGCL has not intimated the same so far which is a serious lapse. The outage of 400 KV protection scheme at SGTPS Birsinghpur is reported as under commissioning stage, whereas SGTPS Birsinghpur had earlier informed that the same is taken out in December 2012 due to mal-

27th OCC Minutes 7 operation. This need to be clarified by MPPGCL. Chairman OCC expressed his concern on such large number outages of EHV elements in thermal power stations which remained non reported till SLDC sought status report. He further clarified that SLDC is required to file monthly report to MPERC in which long outages of transmission and generation elements is included. He requested MPPGCL to furnish the action plan to put back these important elements into service.

Member Secretary further stated that MPPGCL was asked to furnish the information pertaining to Hydel power stations by 15th February, but details have not been received so far. The Executive Engineer (O&M:Hydel) has informed that the details have been sent to SLDC. The information received from Hydel:O&M is given below

Member Secretary requested MPPGCL to provide the tap positions of all generator transformers as the information is required by the WRLDC.

ITEM NO. 4 : OPERATIONAL STATISTICS FOR THE MONTH OF NOVEMBER 2011 TO JANUARY 2012: The committee noted the details of actual generation, Schedule from Central Sector demand etc. which are given in the following Annexures:

ITEM NO. 5 : SYSTEM DISTURBANCE IN MP DURING NOVEMBER 2011 TO JANUARY 2012: Member Secretary stated that there was no major grid disturbance in MP during November 2011 to January

27th OCC Minutes 8 2012. However the Grid Disturbance and Grid Incidents in MP categorized under GI-01 and GD-02 are indicated in Annexure 5.0. The Committee noted the same.

ITEM NO. 6.0 : OTHER IMPORTATNT OPERATIONAL ISSUES

6.1 Black-Start mock drill of Hydel Power Stations:

6.1(i) Action on the outcome of at ISP: Member Secretary requested concerned utilities to intimate the follow up actions taken on the observations of WRLDC on black start mock drill of ISP.

1. ISP, NHDC informed that M/s BHEL is analyzing the issue. Since M/s BHEL is not responding therefore ISP is developing its own scheme so as to ensure operation of units under speed control mode during black start/islanding operation. The scheme developed shall be got approved by M/s BHEL.

2. Member Secretary requested T&C to inform the action taken in the matter of reported problem in synchroscope at 400 KV Indore. T&C assured to confirm the same. Shri Vasant Mehto, Advisor, MPPTCL advised that voltage setting of the feeder qualified for black start should be increased before performing the black start mock drill and this should be worked out before finalizing the mock drill.

6.1(ii) Auto Start facility on DG sets at Hydel Power Stations of MPPGCL: MPPGCL informed the committee that DG set at Pench HPS shall be available from March 2012.

6.1(iii) Black Start mock drill at Bargi HPS: Member Secretary informed the committee that a mock drill black-start exercise for Bargi Hydro unit was successfully carried out on 10th February 2012 and SLDC is pleased to place on record the cooperation, assistance and efforts made by all the concerned officials of MPPGCL, MPPTCL, Bargi Hydel Power Station, 132 KV Lakhnadaun S/S ,GCC MPPGCL and DCC EZ during the mock black start exercise.

He further stated that the results of black start exercise of Bargi HPS have been quite satisfactory. The restoration of the supply to Lakhnadaun area post black out took about 23 minutes which could have been reduced to 16 minutes if the bus PT fuse did not blow out at Bargi. The restoration of the system within this short time without any abnormal behavior of voltage, frequency and other electrical parameters will help in restoration process in real time.

The subsystem in island condition (132 KV Bus-1 Bargi HPS and Lakhnadaun) operated for almost 7 minutes pre-black out (10:45 Hrs to 10:52 Hrs) and 25 minutes after black start (11:15 hrs to 11:40 Hrs). The frequency of the island remained close to 50.0 Hz, which shows that the unit is perfectly working in free governor mode. The DG set at Bargi HPS do not have auto start facility and thus started manually.

The capabilities of the generator that got tested during black start exercise include the capability to start from a DG set, to regulate the active and reactive power output so as to operate the island at reduced standards of frequency and voltage, to operate under partial loading condition without losing stability, primary response of the generator, healthiness of synchronisation facility etc. The transmission capability that were put to test include the ability of switch gear to charge dead bus, healthiness of bus breakers, flexibility available in protection systems in terms of operating at other than normal settings for a short period.

Member Secretary requested MPPGCL to give priority to sort out following issues so that during actual black start problems do not come up :

(1) The 48 Volt DC battery is in bad condition and needs immediate replacement. The cause of tripping of 48 V charger during black start exercise also need to be investigated.

(2) The hunting of Generator output (Unit 2) also observed in GT control panel and as telemetry transducer inputs are extended from the same control panel, the hunting also recorded in SLDC SCADA system. The hunting to the extent +22 to -24 MW observed though the generation and frequency was stable. This also need to be investigated and corrective measures should be taken by MPPGCL.

(3) The ampere meter on 132 kV Bus coupler panel at Bargi HPS was showing 130 Ampere current irrespective of load and even when both buses were isolated by opening bus coupler, the meter continued showing 130 Amp current. The ampere meter needs to be recalibrated/replaced immediately.

MPPGCL assured to analyze the above issues and provide the feed back of the same. MPPGCL also informed that procurement order for batteries at Bargi HPS is already placed.

The Detailed report of mock drill at Bargi HPS is enclosed at Annexure 6.1(iii). Chairman OCC advised that copy of detail report of mock drill at Bargi HPS may be circulated by MPPGCL to all Hydel Power Stations of MP.

6.1 (iv) Black Start mock drill at other HPS: The Member Secretary informed that black start mock drill of Pench, Tons and Omkareshwar Hydel Power Station is proposed during the period March to May 2012. He further asked the NHDC, MPPGCL, MPPTCL and DISCOMs about their preparedness for black start mock drill. OSP informed that supply order for 800/1 Amp CTs has been placed and material will be received by April 2012. He also proposed that black start of OSP may be planned in September or October when the reservoir will be filled to its full level.

7.0 SOME IMPORTANT MATTERS REQUIRED IMMEDIATE ATTENTION :

7.1 Quarterly Review of Crisis Management Plan : Member Secretary informed that in the 26th OCCM, it was requested that the quarterly information on CMP/Mock drills may be sent by MPPTCL, MPPGCL and NHDC directly to the Chief Engineer (GM), CEA New Delhi under intimation to SLDC Jabalpur and WRPC Mumbai regularly. In the 432nd OCC meeting of WR, WRPC intimated the committee that the necessary information on CMP have been received for the third quarter (October 2011 to December 2011) from NTPC, MSPGCL, GSECL, GIPCL, NCA & GSPEC only. Member Secretary therefore requested that the quarterly information for third quarter on CMP/Mock drills may be sent by MPPTCL, MPPGCL and NHDC directly to the Chief Engineer (GM), CEA New Delhi under intimation to SLDC Jabalpur and WRPC Mumbai.

MPPTCL, MPPGCL and NHDC have assured to submit the above information.

7.2 Status of Physical & Cyber Security in Power Sector regarding : Member Secretary informed that in the 26th OCC meeting it was decided that the status on Crisis Management Plan to countering cyber-attacks shall be furnished to WRPC & the concerned Nodal agencies on a regular basis. In the 432nd OCCM of WR, WRPC intimated that status of physical & Cyber security in power sector for the third quarter ( October 2011 to December 2011) have been furnished by GPEC, NTPC, GETCO, MPPGCL, RGPPL and WRLDC. Other utilities are requested to submit the same at the earliest.

27th OCC Minutes 10 MPPTCL and NHDC have assured to furnish the status on Crisis Management Plan to countering cyber- attacks to WRPC & the concerned Nodal agencies on regular basis.

7.3 Reactive Capability testing of Generators : Member Secretary informed that in the 430th OCC meeting of WRPC, WRLDC issued a letter dated 26-12-2011 seeking details of generators who opt for reactive power capability testing during January 2012. SGTPS Unit 5 was selected for the same from MP. During 432nd OCC of WR, NTPC representative stated that VSTPS 210 MW Unit #1 can be taken up for reactive capability testing in April 2012 and another unit in June 2012 just before their scheduled AOH.

MPPGCL has informed that the reactive power capability testing of SGTPS unit No 5 as instructed by WRLDC, could be done within the safe operating zone of the unit, however M/s. BHEL opinion shall be obtained before performing the subject test as due to continuous running of generator on leading PF, spots on the rotor surface were observed during last COH of 500 MW Generator.

Chairman, Member Secretary OCC, Advisor MPPTCL were of the opinion that operation of generator is safe even under leading PF within the parameters of generator capability curve. Therefore there is no chance of any adverse effect on the generator if run within the capability curve limits.

Member Secretary informed the committee that WRLDC will inform well in advance the plan for reactive capability testing of Vindhyanchal 210 MW units and to build up confidence engineers from other utilities can also witness the same.

7.4 Checking of DR status at various stations: Member Secretary informed that WRLDC has initiated action for checking of healthiness of DRs at 400 KV substations in WR and given messages for DR status checking to 8 Nos 400 KV stations in MP. Out of 8 stations for which code was given, reports of healthiness of DR has been received from 7 stations. The SGTPS Birsinghpur has intimated that DRs have not been enabled in 400 KV BRS-Katni and BRS-Damoh-I lines and that the same is not commissioned by PGCIL in BRS-Damoh line 1 & 2. Member Secretary requested MPPGCL to take up the matter with concerned departments/utilities for early commissioning of the DRs so that its healthiness could be established.

ITEM NO. 8 : Key Points agreed during discussion on SOP on 06.02.2012 : Member Secretary informed that a meeting was held on 06.01.2012 at Energy department, GoMP on Standard Operating Procedure (SOP) for DISCOMs. In the meeting following key points were agreed which need immediate action :

8.1 Formation of Committee to finalise 33 KV and 11 KV feeder grouping scheme : As decided in the meeting held on 6th February, 2012 at Energy Department, Govt. of Madhya Pradesh, a joint Committee is required to be constituted for development of detailed methodology for feeder grouping as suggested by PwC so that Each DISCOM develops its feeder master list based on agreed methodology by 30th April, 2012. After detailed discussions DISCOMs, Tradeco, SLDC and MPPTCL have given the names for constitution of the committee. Accordingly, SLDC has constituted the committee with the following members:

8.2 (AMR) of Interface Points : Member Secretary informed that during the meeting in Energy department on dated 06.02.2012 for developing SOP for DCCs, it was agreed by SLDC to prepare weekly accounting of UI charges, subject to the availability of weekly reading of ABT meters provided on interface points. For this, Automatic Meter Reading (AMR) facility on interface points is to be ensured for which M.D. Transco has agreed. Member Secretary requested MPPTCL to intimate the time frame for availability of AMR on interface points.

CE(T&C), MPPTCL intimated that immediately Meter Recording Instruments (MRI) will be procured and sent to the circles so that shortages of MRI could be eliminated. He further clarified that tendering process for automatic meter reading facility on interface points would be completed within one month. He further informed that 132 KV Chambal s/s has been identified as pilot project for implementation of AMR and the work shall start soon.

SE(ABT&OA), SLDC intimated that ABT meters procured by CE(Planning) vide order no- 04-01- Extn./1660/S-II/382 dated 15/01/2011 from M/s Elster and installed at various interface points are of new series for which latest version of Optra Software has not been supplied by M/s Elster. The Optra Software is required for converting .rm3 files into .xml files which were uploaded to the ABT System for processing of UI calculations. SLDC has requested the meter manufacturer for supplying latest version of Optra Software so that .rm3 files could be converted into .xml files of the new meters. On vigorous pursuance, firm has provided the latest version of Optra Software for limited period. On expiry of license, SLDC again contacted the firm for providing software for unlimited period, but the firm has not agreed to provide software free of cost and asked for intimating the order No., if any for supply of Optra Software of latest version. The matter was intimated to CE(Planning), MPPTCL with a request to provide latest version of Optra Software vide U.O Note Nos. 15 dated 21-01-12 and 40 dated 21-02-12. The Chairman, OCC requested MPPTCL for arranging the latest version of Optra software with unlimited period license. MPPTCL has agreed to revert back on the issue.

27th OCC Minutes 12 8.3 Implementation of Automatic Demand Management Scheme (IEGC 5.4): Member Secretary informed that –

i. Clause 5.4.2 (d) of provides for formulation and implementation of state-of-the art demand management schemes for automatic demand management like rotational load shedding, (which may include lower tariff for interruptible loads) etc. by each SLDC through respective State Electricity Boards/Distribution Licensees before 01.01.2011 to reduce overdrawal from the grid to maintain the grid at the frequency in IEGC band. Accordingly SLDC had taken up the matter with DISCOMs. The DISCOMs have informed that the issue shall be suitably addressed and included in ERP implementation.

ii. The matter was discussed in the 26th OCC meeting DISCOMs have informed in the meeting that the automatic demand management scheme has been separated out from ERP package and the current status of its implementation will be intimated in the next OCC meeting.

iii. Meanwhile, the CERC has filed a Suo-Motu petition No. 208/2011 in the matter of Implementation of Automatic Demand Management Schemes in compliance of Central Electricity Regulatory Commission (Indian Electricity Grid Code) Regulations, 2010 and fixed the date of hearing on 10.01.2012. SLDC had filed the reply to the petition and requested the DISCOMs and Tradeco to attend the hearing along with SLDC. The SLDC and EAST DISCOM have attended the hearing on 10th January 2012.

iv. The Record of proceedings is available on the Commission website and is enclosed as annexure 8.3 of the agenda. In the record of Proceedings, the Commission clarified that under frequency load shedding scheme for contingency constitutions should not be confused with the Automatic demand Management Scheme for demand management and both have to be implemented as per the Grid Code. The Commission has reserved the order.

v. In the meeting on 06.02.2012 held at Bhopal, this issue was discussed and SLDC had informed that the scheme could be implemented by DISCOMs through Programmable Logic Controllers (PLC) for which SLDC had agreed to provide frequency and overdrawal inputs to DISCOMs in its website. Accordingly, the real time Schedule, Drawal, Under/Overdrawal of DISCOMS and MP along with system frequency and time is made available on the SLDC Website.

Member Secretary requested the DISCOMs to give their action plan for implementation of Automatic Demand Management Scheme so that the same could be informed to the Central Commission.

On the request made by Discoms, it was decided in the meeting that SLDC will help in gathering details and agencies for implementation of Automatic demand Management Scheme through Programmable Logic Controllers (PLC). After finalization of agencies, the work shall be started in one pilot site of each Discom.

27th OCC Minutes 13 8.4 Implemented Schedule on SLDC Website: The Committee noted that implemented schedules are being uploaded on the SLDCD website (www.sldcmpindia.com) regularly after receipt of implemented schedule of WR.

9.0 SCADA/EMS RELATED ISSUES : 9.1 PROGRESS OF INSTALLATION OF NEW RTUS ALONG WITH PLCC DATA LINKS AT EHV S/S

Member Secretary asked MPPTCL about the status of communication channel for RTU’s and commissioning of RTU’s. The MPPTCL assured to establish communication channel for RTU delivered shortly and complete the commissioning of RTU as per the schedule submitted to CERC.

9.2 Maintenance of RTU’s and Availability of spares:-

MPPGCL:- Member Secretary informed that recently, Bargi HPS telemetry remained out for a week because of non availability of spares with MPPGCL, though an order for procurement of spares of D-20 RTU’s, was placed by MPPGCL vide No. 1642 dated 14-05-2011. He enquired about the present status of availability of D-20/ABB RTU spares & spare transducers. MPPGCL intimated that ordered spares for D-20 RTU has already been received. Order for spare transducers has already been placed. Regarding, ABB RTU spare the matter is being taken up with the firm.

MPPTCL:- Member Secretary requested MPPTCL to give the status of additional spare CPU along with D20 ME rack required to be arranged. MPPTCL assured to arrange the spares.

9.3 Telemetry equipments for Birsingpur HPS and Jhinna HPS : Member Secretary asked about the present status of installation of RTU at Bansagar-IV (Jhinna) and Birsingpur HPS. MPPGCL intimated that details are being collected and will revert back shortly.

9.4 DISCREPANCY IN TELEMETRERED VALUES RECEIVED FROM DIFFERENT EHV S/S & POWER STATIONS & UPGRADATION OF EXISTING RTUS

Member Secretary asked MPPGCL and MPPTCL to take up the work of telemetry discrepancy & upgradation of RTU’s immediately so that the work gets completed before the time given to Central Commission.

The current status of telemetry discrepancy is enclosed herewith as Annexure-9.4(i) and 9.4(ii). The circle wise list of total telemetered parameters v/s incorrect parameters is also enclosed herewith as Annexure-9.4.(iii).

MPPTCL has assured to complete the work within one month. MPPGCL have assured to complete the work as per schedule submitted to CERC.

ITEM NO. 10 : Additional issues :

27th OCC Minutes 14 Director, DCC EZ pointed out that whenever 315 MVA ICT gets overloaded, quite often SLDC directs for load shedding in Katni and nearby area, which should be avoided. Member Secretary assured to look into the matter and stated that the load shedding to relieve overloading shall be last option.

The representative from BLA Power has been advised to resolve the issues of telemetry and communication before commercial date of operation (COD).

ITEM No 11 : DATE AND VENUE OF NEXT OCC MEETING : It is proposed to hold 28th meeting of Operation and Coordination Committee of MP on 21st April 2012 at SLDC, Jabalpur.

Annexure 5.0 GRID DISTURBANCE AND GRID INCIDENT REPORT

(1) Occurrence at 400 KV Nagda S/S on 21.12.2011 : On dtd. 21.12.2011 at about 05.05 hrs. all 400KV breakers of 400KV Main bus-I at 400 KV s/s Nagda got tripped through 400KV bus bar protection without any indication / event / disturbance in the relay. 315MVA X’mer No. I & II were connected with Main bus-I hence total load shifted on 315MVA X’mer No.-III, thus overload scheme operated at 400KV S/S Nagda, causing total interruption to the large area around Ujjain / Ratlam / Neemuch / Badnagar. Total load interrupted was 865 MW. Restoration was started by charging ICT-I at 400Kv S/s Nagda by 06.35 Hrs. and the system fully normalized by 07.00 Hrs. This grid incidence was of GD-2 category.

(2) Tripping of 400 KV feeders at Indira Sagar Power Station on 25.01.2012- On 25.01.2012 at about 22.27 hrs, due to prevailing high voltages at Nagda and Indira Sagar, SLDC had given instructions to open 400 KV ISP-Nagda line. However at 22:27:30 hrs 400 KV ISP-Indore II and at 22:28:22 hrs 400 KV ISP Indore Ckt. I got tripped. At the same time 400 KV ISP-Nagda line was opened at ISP causing outage of all the lines as the remaining line i.e. 400 KV ISP-Sarni tripped 52 milliseconds after opening of 400 KV ISP-Nagda line on high voltage. As the generating units were not running at the time of tripping there was no generation loss, however the system reliability reduced on account of these trippings. The restoration process started immediately but got delayed as the breakers at ISP could not be hold. The supply to ISP has been restored at 23.28 hrs after charging of 400 KV ISP-Indore Ckt. II and subsequently other 400 KV Ckts. from ISP have been restored.

(3) Tripping around Nagda, Jetpura & Badnagar area on 04.01.2012- The 400 KV Indore- Nagda lines tripped from both ends on 04.01.2014 at about 14.17 hrs (400 KV ISP-Ngada was already open). The total load on this line mainly shifted on 220 KV Indore-Badnagar link (already carrying about 140 MW) and associated 132 KV links emanating from 220 KV S/s, Jaitpura & Ujjain. The 220 KV Indore-Badnagar feeder got tripped on over current at 14.17 hrs due to increased loading. 160 MVA, 220 /132 KV X-mers I & II also got tripped at the same time at 220 KV Sub-station Jaitpura on overloading. The load of 220 KV s/s Badnagar (140 MW), 220 KV Ratlam links (50 MW), 220 KV S/s, Jaitpura (223 KW approx.) got shifted to 400 KV Nagda ICTs (510+140+50+223 = 923 MW approx.).

Due to overloading of ICTs at 400 KV Nagda, the load dropping scheme Stage-I operated and following feeders and X-mers got tripped achieving a load relief of 106 MW :

(ii) 132 KV Mahitpur I & II (from 220 KV S/s, Nagda)

(iii) 132 KV Alot (from 220 KV S/s, Nagda)

(iv) 33 KV incoming I & II of 100 MVA X-mer (from 220 S/s, Nagda)

(v) 132 KV Tarana I & II (from 220 KV S/s, Ujjain)

The total load interrupted was of the order of 106 MW approximately. The restoration process started by closing Indore-Badnagar Ckt. at 14.34 hrs and 400 KV ISP-Nagda Ckt. 14.53 hrs.

(4) System occurrence on 31.01.2012 at 18.08 Hrs at 400 KV S/s, Bhopal – A shut down was availed by MPPTCL on 220 KV Bus-II and 315 MVA , 400/220 KV ICT No.1 at 400 KV S/s, Bhopal on 31.1.2012. After completion of work, 220 KV bus-II was charged by closing bus coupler. While normalizing the bus arrangement when 315 MV A 400/220 KV ICT -II was shifted on 220 KV Bus-II at 18.18 hrs, all 220 KV feeders & transformers tripped due to operation of 220 KV Bus-bar protection, thereby causing tripping of all the 220 KV feeders and ICTs from 220 KV side at 400 KV S/s, Bhopal. The normalization started at 18.26 hrs by charging 220 KV side of 315 MVA ICT-I with 220 KV Bus-I. At 18.31 hrs 220 KV Bus-tie charged. The restoration of the feeders and transformers done sequentially and by 18.52 hrs the complete system was normalized. There was no interruption to any area due to this tripping.

27th OCC Minutes 45 Annexure- 6.1(iii) Black-Start mock drill at Bargi Hydel Power station

A mock black-start exercise for Bargi HPS unit was carried out on 10th February, 2012. SLDC Jabalpur is pleased to place on record the cooperation, assistance and efforts made by engineers from Bargi Hydel Power Station, MP Power Transmission Company, 132 kV Lakhnadaun substation, Generating Control Centre and East DISCOM Control Centre during the mock drill of black start. This black start exercise involved two major stages:

a) Stage-I : Creating an islanded subsystem by separating out unit #2 (45 MW) at Bargi HPS along with radial load at 132/33 kV Lakhnadaun s/s fed through 132 KV bus #1 of bargi HPS, followed by operation of the created island around the Bargi unit for some time.

b) Stage-II : Creating a blackout in the islanded subsystem created with one unit (45 MW unit #2) of Bargi and radial load at 132/33 kV Lakhnadaun s/s, start of one unit at Bargi, charging of one dead 132 KV bus at Bargi, charging 132 kV Bargi- Lakhnadaun line, islanded operation of the Bargi HPS unit with radial load at Lakhnadaun s/s followed by synchronising this island at Bargi HPS.

Bargi is the nearest Hydel power station to Jabalpur. Capacity of the plant is 2x45 MW = 90 MW. Bargi HPS is interconnected with Jabalpur 220 KV sub-station through 132 KV D/C line and to Lakhnadaun 132 KV S/s through 132 KV S/C line. One 132/33 KV 40 MVA transformer at Lakhnadaun S/s feeds consumer load through 5 Nos. 33 KV feeders. The Black Start Mock Drill was proposed to be conducted after creating island at 132 KV Lakhnadaun S/s with Unit No.2 of Bargi HPS. Lakhnadaun 132 KV S/s is having two 132 KV buses - one Main and one Auxiliary bus, 1x40 MVA 132/33 KV transformer and two 132 kV lines viz, 132 KV Lakhnadaun-Seoni S/C & 132 KV Lakhnadaun-Bargi S/C. The maximum loading of about 28 MW was recorded in morning hours on 40 MVA transformer in February 2012

The loading of each feeder at 33 KV system at 132 KV Lakhnadaun S/s was recorded at 10:30 Hrs on 10th February 2012 as detailed below-

It was also ensured that both 132 KV Bargi-Jabalpur feeders, Unit # 1 & 20 MVA station X-mer are kept on 132 KV Main bus-II, 132 KV bus-coupler in closed position at this stage and Unit # 2 and 132 KV Bargi-Lakhnadaun feeder on 132 KV Main bus-I. This scheme has ensured availability of Unit No.1 at Bargi HPS with 132 KV Jabalpur S/s through Bus-II during mock drill.

The complete black start mock exercise has been conducted at Bargi HPS between 10:25 Hrs to 11.42 Hrs on 10th February 2012. The procedure followed is detailed below :

(1) Islanding of 132 KV Lakhnadaun S/s WITH Unit No. 2 (45 mw) at Bargi HPS

1. The droop setting of Generator under Black Start Mock Drill was 5%.

27th OCC Minutes 47 2. Generation on 45 MW unit #2 at Bargi HPS adjusted equal to load on 132/33 kV 40 MVA transformer (~27 MW) at 10:35 Hrs.

3. Breaker of 132 KV Lakhnadaun-Seoni line opened at Lakhnadaun s/s at 10:38 Hrs. After ensuring Generator output is equal to load connected at 132 KV Lakhnadaun s/s, 132 kV bus-coupler breaker opened at Bargi HPS at 10:45 Hrs on issue of instruction by SLDC forming an island around are fed from 132 kV Lakhnadaun s/s. This exercise was done as bus coupler ammeter at Bargi was found not showing correct reading.

4. The generator output adjusted to match the load. However, the frequency variation from 44.5 Hz to 52.2 Hz has been observed in the islanded system fed from Bargi Unit #2 (45 MW) before getting stabilized. The primary response of the governor was observed and found working. The islanded system with about 25 MW load was run for about 7 minutes.

(2) Blackout in the area fed through 132 KV Lakhnadaun :

1. After stabilizing the island for few minutes, Unit No.# 2 was hand tripped at 10: 52 hrs after hand tripping of 0.4 kV incomer (auxiliary supply). This has created black out in the area fed from Lakhnadaun S/s.

2. The breakers of 33 KV breakers of 132 KV Lakhnadaun S/s alongwith breaker of 132 KV Lakhnadaun-Bargi, 40 MVA Transformer (both ends) hand tripped. Similarly 132 KV Bargi-Lakhnadaun breaker has been hand tripped at Bargi HPS.

(3) Black Start Operation : The black-start activities of machine No. 2 at Bargi HPS have been carried out as given below :

1. As soon as Unit No.2 is tripped and black out occurred, the D.G. set should start automatically. As the auto start up facility is not available with DG set at Bargi HPS, the same has been started manually at 10:55 Hrs.

2. 0.4 kV supply extended to unit bus to start essential auxiliaries and essential auxiliaries of Unit No. 2 taken into service. 3. SLDC issued instruction at 10:58 Hrs to start Unit No 2. Unit rolling started at 11:00 Hrs. and 132 KV Bus #1 charged at 110 kV at 11:05 Hrs. 4. 132 KV Bargi-Lakhnadaun line charged at 11:07 hrs from Bargi end and Lakhnadaun end at 11:08 Hrs.

5. Breaker of 40 MVA 132/33 kV transformer at Lakhnadaun closed at 11:08 Hrs and voltage of 132 Kv bus at Lakhnadaun adjusted to 126 kV by raising generator voltage at Bargi. The frequency of Unit #2 has been set At 50.5 Hz. At this stage R-Phase bus PT fuse has got blown out which got replaced at about 11:15 Hrs.

6. As per instruction of SLDC, 33 KV Lakhnadaun line charged at 132 KV Lakhnadaun s/s at 11:15 Hrs with load of about 4 MW. Then at 11:16 Hrs 33 kV Ghansore line taken on load. The frequency in the islanded area was 50.2 Hz. Then other 33 kV

27th OCC Minutes 48 lines at Laknadaun s/s also closed. The load in the islanded area after black start was as below : The primary response of governor has maintained the frequency in the islanded area close to 50.0 Hz. The islanded portion operated for about 25 minutes without any difficulty.

7. The islanded portion check-synchronized with the NEW grid by closing 132 kV Bus coupler at Bargi HPS at 11:40 Hrs.

Observations and analysis of the exercise : The results of black start exercise of Bargi HPS has been quite satisfactory. The restoration of the supply to Lakhnadaun area post black out took about 23 minutes which could have been reduced to 16 minutes if the bus PT fuse did not blow out at Bargi. The restoration of the system within this short time without any abnormal behavior of voltage, frequency and other electrical parameters will help in restoration process in real time.

The graphical plots in Fig. 2 & 3 based on the achieved data at SLDC indicate various observations made during the exercise. The subsystem in island condition operated for almost 7 minutes pre-black out (10:45 Hrs to 10:52 Hrs) 25 minutes after black start (11:15 hrs to 11:40 Hrs). The frequency of the island remained close to 50.0 Hz, which shows that the unit is perfectly working in free governor mode.

The DG set at Bargi HPS do not have auto start facility and thus started manually. MPPGCL may explore the possibility of installing auto start facility so that the DG set start automatically in real time under black out conditions.

The capabilities of the generator that got tested during black start exercise include the capability to start from a DG set, to regulate the active and reactive power output so as to operate the island at reduced standards of frequency and voltage, to operate under partial loading condition without losing stability, primary response of the generator, healthiness of synchronisation facility etc. The transmission capability that were put to test include the ability of switch gear to charge dead bus, healthiness of bus breakers, flexibility available in protection systems in terms of operating at other than normal settings for a short period.

27th OCC Minutes 50 Other observations that need immediate attention by MPPGCL are described hereunder :

(1) After opening of bus coupler at 10:38 Hrs at Bargi HPS, 48 Volt charger tripped and as 48 VDC battery is in bad condition the telemetry become out till battery charger put back into service at about 11:06. Thus vital data for this period is not available. The 48 VDC battery therefore need to be replaced within the shortest possible time. The cause of tripping of 48 V charger also need to be investigated by MPPGCL.

(2) The hunting of Generator output (Unit 2) also observed in GT control panel and as telemetry transducer inputs are extended from the same control panel, the hunting also recorded in SLDC SCADA system. The hunting to the extent +22 to -24 MW observed though the generation and frequency was stable. This also need to be investigated and corrective measures should be taken by MPPGCL.

(3) The ampere meter on 132 kV Bus coupler panel at Bargi HPS was showing 130 Ampere current irrespective of load and even when both buses were isolated by opening bus coupler, the meter continued showing 130 Amp current. The ampere meter need to be recalibrated/replaced.

Conclusion : Black out in power grid is a worst kind of contingency and brings unpleasant situations when it occurs. Since the power systems worldwide are evolving both in size and complexity, the conventionally adopted recovery procedures requires constant review, upgradation, test and validation. The black start exercises assume vital importance for any large interconnected power system since they do not only testify the existing restoration facilities but also prepare the system operators to restore the power system in a shortest possible time by identifying deficiencies and suggesting scopes for improvement.
