Invitation for Bids

Date: 20 July 2021 Loan No. 3564 PRC: Rocky Desertification Area Water and Title: Management Project Contract No. and PQ-GD-01: Supply and Installation of equipment for a pump station for Title: water transfer from Pingqiao Reservoir Deadline for 17 August 2021; 9:30 hours, time Submission of Bids: Bid No. B0708-CMC21N7J04

1. The People’s Republic of has received financing from the Asian Development Bank (ADB) towards the cost of Guizhou Rocky Desertification Area Water Management Project and it intends to apply part of the proceeds of these financing to payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.

2. The Anlong Pingqiao Reservoir Ltd., Company., (“the Purchaser”) invites sealed bids from eligible and qualified Bidders for the Supply and installation of pumping house , pump station equipment, motor equipment, gate valve equipment, lifting equipment, and electrical equipment etc. The estimated delivery period of goods is 180 days from contract signature.

3. National Competitive Bidding (NCB) will be conducted in accordance with ADB’s Single- Stage: One-Envelope and is open to all bidders from eligible countries as described in the Bidding Document.

4. Only eligible Bidders with the following key qualifications should participate in this bidding. Additional details are provided in the Bidding Documents.

1) Size of Operation: Average annual turnover over the last THREE years (2018, 2019, 2020) shall not be less than CNY 44,600,000. 2) Contractual Experience: At least 2 contracts successfully completed within the last FIVE years (2016, 2017, 2018, 2019, 2020). Value, nature, and complexity of these contracts should be comparable to the contract: (1) Supply and installment of pump for medium reservoir, (2) Each contract with a value of at least CNY17, 850,000. 3) Technical Experience: The following key equipment have been in production for at least THREE years and a minimum of FIVE units of similar capacity have been sold. Key equipment: a) Pump b) Motor c) Valve equipment d) Primary and secondary electrical equipment 4) Production Capacity: Production capacity required to assure that the Bidder is capable

of supplying the type, size, and quantity of the Goods required. 5) Financial Position: Bidder’s net worth calculated as the difference between total assets and total liabilities for each of the three years (2017, 2018, 2019) should be positive. 6) Cash Flow Capacity: Liquid assets of the previous year, or Bank Reference that show the cash flow is no less than CNY 2,000,000. 7) Litigation History: All pending claims, arbitration, or other litigation shall represent in total not more than 50% of the Bidder’s net worth. 8) Qualification Certificate: 1st-class qualification as specialized contractor of Hydraulic and Hydro-Power electromechanical installation engineering.

5. To obtain further information and inspect the Bidding Documents, bidders should contact the Employer or the Procurement Agency (see details below) at the address give below on working days (9:00-11:30 hours in the morning and 14:00-17:00 hours in the afternoon) except Saturdays, Sundays, and holidays.

6. The attention of prospective Bidders is drawn to the eligibility and conflict of interest provisions under ITB 4 of the Bidding Documents. All Bidders found to have a conflict of interest shall be disqualified.

7. A complete set of Bidding Documents in Chinese may be purchased by interested Bidders at the address below and upon payment of a nonrefundable fee of CNY 500 for the Bidding Document, and CNY 1500 for the Drawings and Specifications. The method of payment will be cash or direct deposit (Bank Account Information please see below).

8. Bids must be delivered to the address below on or before 17 August 2021 at 9:30am. Late bids will be rejected. Bids will be opened in the presence of the Bidders’ representatives who choose to attend in person at the address below on 17 August 2021 at 9:30am. All bids must be accompanied by a bid security in the amount as described in the bidding document.

When the Employer does not respond promptly, or the communication is a complaint against the Employer, the bidders can also write to such institution directly.
