1. CONTEXT

Tharparkar is again moving towards drought, continues year of 2014, 15, and 16 area notified as calamity-hit. According to estimates, Thar Desert had experienced 73 droughts in 114 years. Although early showers in June at scattered places brought smiles to people’s faces living in the desert region, monsoon systems are weakening gradually and causing less than average rainfall. As per traditional Tharparkar rain patterns, if there are four consecutive precipitations with a twenty-day gap, it is considered as a good monsoon. But the year 2018 seems is wiping out the dreams of residents of desert, experts are calculating rainfall deficit may reach up to –57.5%.

Tharparkar has received less than 25.4 mm rainfall up to August 08, 2018, against the normal of the overall monsoon. It was also observed that the recorded rainfall deviated from nearby villages within the same Union Council.

As per latest assessment conducted in 298 villages of 33 Union Councils during the month of June 2018, some 59 villages including Mithi Taluka with 48 Villages, and Diplo with 8 Villages received moderate rain, while in July moderate rain in 62 Villages, and up until August 08, 2018 some 79 villages received drizzles.

Since 1997 a maximum average rainfall during the reporting months of 1306 mm recorded during 2011 and minimum less than 10 mm recorded in 2002 but this year precipitation went down like 2002 as on August 08,2018.

2. CURRENT CONDITION BY SECTOR

2.1. Crop area sown

Having earlier rains in June, some villages had moderate rains even than only 4% of the total 47000 acres of cultivable land was cultivated. It’s expected that if farmers do not receive second spell upto second week of August than farmers will lose their seeds.

2.2. Livestock

Due to non-availability of water and fodder, people will soon start migration to other districts with their animals. People have started leaving their unproductive cattle; even market prices are at lowest. The cost of sheep and goats has reduced, and people are selling their sheep and goats at Rs.7,000-8,000 as compared to their normal price of Rs. 15,000-19,000. The existence of 11-15 million livestock population is in danger, as people have started abandoning their cattle, increasing their risk of dying of hunger and thirst.

2.3. Fodder

Most of the drought situation reports coming from the local Support Organizations have prioritized fodder as their main concern. The Chachro, Diplo and some parts of Nagarparkar are the most affected as they also affected by the unavailability of fodder of the neighboring where there is rain almost overgrazing is also increasing fodder insecurity for the locals. Since Tharparkar is with highest livestock population requires fodder, which is becoming costly by every passing day. Previously neighboring district were hosting livestock but Badin, Umerkot and Mirpurkhas are facing shortage of water since last nine months. Therefore, government requires securing fodder for livestock.

2.4. Drinking water:

Because of the low rainfall, water availability is becoming very scarce and after the rains, only 16 natural ponds had some water for 10-15 days. Ground water level is going down which may because reduce water table level in wells and drying of about 30% of the hand pumps installed by different organizations and individuals.

Less convinced with Reverse Osmosis, rare supply of canal water to selected locations, heavy transportation costs, water supply to companies, is increasing the cost of water, water rates have gone up. The rate of one tanker previously with PKR 1800 is now reaching to PKR 6000 depending on the place and distance. The quality comes on second priority, which is also deteriorating rapidly, and due to shortage of water in water sources, biological contaminations and water, borne diseases have also increased.

3. MIGRATION

Migration to cities and other districts is a recurrent phenomenon, and this year people are migrating in search of new livelihood opportunities. However, currently ratio is at lowest as 7% but will increase by September 2018.

Overall Thar especially women and children from most marginalized communities will be the most affected groups in the drought. Even in technological era, women are the focal point of rural socio-economic activities. They carry out 80% of on and off farm operations and are the key responsible for making drinking water available, collecting fuel wood, fodder and other house hold items. They are responsible for providing basic health care to the entire family especially to children and elders. Women are key players in the rural economy, industry and crafts. The lack of food, fodder and water in many areas will result with migration of men in search for employment. This situation will increase burden for women to manage the household as well as trudge several kilometers to access drinking water. This will adversely affect the health and wellbeing of the women and children as well. Considerable reduction in the hemoglobin level of pregnant women and the weight of children below the age of five is very common in rural community in drought years.

All this may lead to:

▪ Malnourishment and food insecurity: Reduction in food availability and inherent biases in food distribution as it is the women who may will be the first one to start skipping one meal a day.

▪ Water Insecurity and decline in available water table: Water resources are under greater pressure, inappropriate recharging and growing population density.

▪ Increased epidemic and viral infections: Glaring reduction in hemoglobin levels and deficiency of iron, calcium and other vital components especially in pregnant and lactating mothers due to which there is a high incidence of night blindness and other ailments in women.

▪ Hike in market prices: daily use commodities prices my climb while rates for livestock sale may reduce.

▪ Lack of vegetation cover and scarcity of water because of less than average rainfall, dry year may increase mortality for wild life and birds.

▪ Absence of Fodder, water and increased mortality in Livestock: The majority of small cattle breeders (25 cattle heads) may suffer a reduction in herd size due to mortality and absence of fodder.

▪ Social Pressure: Increased in female headed household due to migration of men in barrage areas, ostensibly for search of job putting increased economic and social pressure on the women to ensure the subsistence of household with the help of uncertain remittances.

▪ Social Fabric: Due to migration, social cohesion of households and communities may also affect due to segregation of families and geographically dislocation. It has become difficult for family members to unite on occasion of family bereavement or festivals.

4. RECOMMENDATIONS

4.1. Immediate needs

▪ Provision of fodder on subsided rates/relief to deserving families for 3 months. This may save goats which is main asset of the poor.

▪ Provision of drinking water in selected Union Councils where water level is depleted, and hand pumps and wells are getting dry. Tankers may be used to collect and distribute from main storage points.

▪ Provision of milk, oil and wheat to children and mothers, particularly pregnant and lactating mothers.

4.2. Long term initiatives

▪ Institutional Development of Community Institutions and strengthening linkages with Government and CSOs,

▪ Promote, and pilot crops and agriculture suitable for saline water.

▪ Enhance Artisan and Entrepreneurship capacity and create market linkages for local productions.

▪ Promote climate change adaptation, introduce long-term programmes for Livestock and Livelihood Sector Improvement.

▪ Policy Formulation for protecting and recharging underground water.

▪ Promote Public Private Partnerships

4.3. Distribution mechanism

▪ Multi-stakeholders’ committees under the umbrella of district administration /district disaster management committee comprising representatives of district administration, civil society and village notables be entrusted to undertake mapping of the worst hit UCs, prioritize and identify beneficiaries, and maintain a website displaying beneficiaries names, type of relief provided and their location.

▪ Oil, Milk and Wheat be conditioned with enrollment and attendance of children in elementary schools. The relief may specifically be focused on children (and their

mothers) who are enrolled or getting enrollment in schools. Previous experience suggests that such an approach will substantially avert drop out particularly of those families who migrate or are forced to send their children in labour to earn two times meal.

▪ Preparation of a contingency plan through aligning budget of relevant sector in line with drought related situation. Such a plan may be blue print to integrate different sectors on household needs.
