    Paying a Visit: The ‘Dalai Lama Effect’ on International Trade Andreas FUCHS 1 and Nils-Hendrik KLANN 2 University of Goettingen Preliminary draft (Please do not cite without permission) This version: July 16, 2010 Abstract This article investigates the extent to which the state of bilateral relations has an impact on exports to China. China frequently threatens that meetings between its trading partners’ officials and the Dalai Lama will be met with animosity and lead to a subsequent deterioration in the state of their trade relationships. We run a gravity model of exports to China from 159 partner countries between 1991 and 2008 to test whether countries officially receiving the Dalai Lama are economically punished by the Chinese through trade reductions. In order to account for the potential endogeneity of meetings with the Dalai Lama, the number of Tibet Support Groups and the travel pattern of the Buddhist leader are used as instruments. Our results indicate that China punishes countries that receive the Dalai Lama at the highest political level. However, this ‘Dalai Lama Effect’ is only observed for the Hu Jintao era and not for earlier periods. Furthermore, we find that this effect disappears two years after a meeting took place.   • Turkey Vulture Migration in Veracruz, Mexico
    426 SHORT COMMUNICATIONS as scattered small groups of vultures were seen as we traveled south to the city of Veracruz. More small flocks were seen west of Veracruz on the following day. The migrating vultures seemed to be restricted to the coastal lowlands since no additional flocks were seen once we left that area. Similar flights have been observed during autumn in Panama by Loftin (Carib. J. Sci., 3:63- 64, 1963) and Hicks, Rogers, and Child (Bird-Banding, 37:123, 1966). Eisenmann (Smithson. Misc. Coll., 117: 13, 1952) has reported large flocks over Barro Colorado Island, Panama Canal Zone, in the spring. Of the studies on the birds of Veracruz, only Wetmore (Proc. U.S. Natl. Mus., 93:237, 1943) has commented on a large migration of Turkey Vultures. He observed the steady passage of numerous small groups of vultures through southern Veracruz on 6 and 10 April 1939. His largest group contained about 50 birds. To the best of our knowledge, our obser- vation is the first record of large migratory flocks of Turkey Vultures in Veracruz.-LouIs J.     EISENHOWER, DWIGHT D.: POST-PRESIDENTIAL PAPERS, 1961-69 1963 PRINCIPAL FILE SERIES DESCRIPTION The 1963 Principal File served as the main office file for Dwight D. Eisenhower’s Gettysburg office. It is divided into two subseries--a subject file and an alphabetical file. The subject subseries contains such categories as appointments, autographs, endorsements, gifts, invitations, memberships, messages, politics, publications, statements, and trips. This subseries is comprised of a little over thirty-one boxes, and it is arranged in alphabetical order by name of subject category. Invitations generated the greatest volume of correspondence, followed by appointments, gifts, and messages. The alphabetical subseries consists of nearly thirty-nine boxes of materials arranged in alphabetical order by names of individuals and organizations. Though primarily a correspondence file, it also contains other types of documents, including speeches, published materials, lists, statements, minutes of meetings, and transcripts of interviews. This series reveals that the volume of Eisenhower’s correspondence continued to grow. It placed an increasing burden on his staff, who answered most inquiries, and on friends such as Bryce Harlow, who often drafted letters for Eisenhower on politically sensitive subjects, and on Dwight Eisenhower himself, who continued to edit correspondence with friends and acquaintances. The increased strain on Eisenhower and his staff is revealed in the many letters which turned down requests for appointments, autographs, speeches, endorsements, and special messages from the former president. The bulk of this series consists of routine correspondence and related materials. However, there are numerous letters and memoranda which discuss national and international events, issues, and personalities.     Count Herman Van Rompuy President of the European Council emeritus Elected as the first full-time President of the European Council in November 2009, Herman Van Rompuy took office when the Lisbon Treaty came into force on 1 December 2009. In 2012, he was re- elected for a second (and last) term starting on 1 June 2012 and running until 30 November 2014. At the time of his first election, Herman Van Rompuy was Prime Minister of Belgium. Prior to that he had served in Belgium as Speaker of the House of Representatives (2007-2008) and in several government positions, including as Vice-Prime Minister and Minister of Budget (1993-1999). His was Minister of State (2004) and Secretary of State for Finance and Small Businesses (1988). A former economist at the National Bank of Belgium, Herman Van Rompuy began his political career in 1973 as national vice-president of his party’s youth movement. He was president of the Flemish Christian Democrats (1988-1993). He served in the Belgian Parliament, in turn as Senator (1988- 1995) and Member of Parliament (1995-2009). Herman Van Rompuy holds a Bachelor in Philosophy, and a Master in Economics from the university K.U. Leuven. He was born in Etterbeek (Brussels), on 31 October 1947, and is married with Geertrui Windels; they have four children and nine grandchildren. He is now professor at the universities of Leuven and the College of Europe in Brussels and he is the President of the European Policy Centre, the College of Europe:.
