VIRGINIA TIDEWATER CONSORTIUM FOR HIGHER EDUCATION The Virginia Tidewater Consortium’s (VTC) Educational Opportunity Center (EOC) is a federally funded program of the U.S. Department of Education designed to encourage adults to enroll and participate in post-secondary education. VTC’s EOC staff provides counseling services for adults transitioning from GED® to post-secondary education, including in-depth career information, and academic and financial aid counseling.
