Due to Bio-Security Restrictions – NO will be admitted to the Toowoomba Showgrounds prior to 8.00am on Thursday, 15th April 2021

EXHIBITOR PASSES All exhibitors must purchase a pass to enter the showgrounds and must be purchased when completing entries on line. A limit of 2 passes per exhibitor will apply. Passes cost $10 per day of the show. If passes are not purchased at time of entry, normal gate entry prices will apply. After entries close a link will be forwarded to redeem the entry pass.

STABLING AND CAMPING Stabling and camping is limited due to COVID regulations. Stabling and camping must be booked with your nominations. No stabling or camping can be booked after entries have closed.

RESTRICTIONS ON ENTRIES Due to COVID regulations, numbers of entries will be limited. Once those limits are reached entries will be closed. To avoid disappointment we recommend that you complete your entries early. Additionally this is the reason why exhibitors are only permitted to purchase 2 exhibitor passes

RASQ REGULATIONS

1. All horses must be registered with their individual Breed Societies and Owners, Exhibitors and Handlers must be current Financial Members of those Societies. A copy of the relevant registration papers must accompany Horse and Exhibitor to the Show. Random checking of papers will take place. You are not required to attach photocopies of Horse Registration papers. A copy of Horse Registration papers must be produced upon request for perusal by the RASQ Measurers/Identifiers, Ring Steward or other RASQ Authorised Person, or as otherwise specified by the RASQ. 2. IMPORTANT NOTICE: a. OWNERS, EXHIBITORS AND HANDLERS FOUND TO BE UNFINANCIAL WITH THEIR RELEVANT BREED SOCIETY AT CLOSE OF ENTRIES WILL HAVE THEIR ENTRIES RETURNED. NO REFUND WILL BE GIVEN. b. EXHIBITS NOT REGISTERED CORRECTLY WITH THEIR RELEVANT BREED SOCIETY AT CLOSE OF ENTRIES WILL NOT BE ACCEPTED. NO REFUND WILL BE GIVEN. 3. The RASQ may: 1. accept an Entry; 2. refuse or reject any Entry; 3. refuse to allow any Person to be an Exhibitor and/or Competitor; or 4. cancel or withdraw the status of any Person as an Exhibitor and/or Competitor; without giving any reason for so doing. 4. All Exhibitors and/or grooms entering the showgrounds shall obey the lawful directions of the President, Committee, Stewards or employees of the Show Society and failure or refusal to do so, shall entitle the President of this Society to disqualify the Exhibitor and/or his exhibit from competing at the Show and he may order the removal of the Exhibitor and/or his exhibit from the grounds. 5. The Judges are particularly requested to satisfy themselves as far as possible regarding the soundness of all horses before awarding the prize, and to avoid giving prizes to animals showing symptoms of hereditary disease. No protest on veterinary grounds will be received. 6. All horses entered for exhibition and having been brought upon the ground and occupying stalls or stands for the purpose of competing for the prize at any of the Society's Exhibitions must be brought before the judge when called upon by the Stewards 7. No guard dogs will be permitted on the grounds. All dogs must be restrained on short leashes at all times. Leashes must be no longer than 1 meter in length. Any dogs loose on the grounds will be impounded. 8. This Show is conducted subject to the rules of the Queensland Chamber of Agricultural Societies, the constitution and rules of this Society and any regulation which appears within the Schedule for individual sections of this Show. Should there be any conflict between the rules of the Queensland Chamber of Agricultural Societies, the constitution and rules of this society and the regulations appearing in any schedule, the constitution, rules and regulations appearing in the schedule of this Society shall prevail. 9. An Exhibitor with dual entries shall not delay events. The Exhibitor must elect in which event he or she will compete. 10. BEHAVIOUR OF EXHIBITS – FALL OF RIDER / EXHIBIT  If a horse breaks away in the Ring it will result in elimination from the Class  Aggressive or uncontrollable behaviour by any horse while under the control of the marshalling stewards or while competing in the arena will render the exhibit liable for disqualification from the class or classes concerned and from acceptance for entry at future Shows conducted by the Society.  If in the lineup, during a workout, or on the circle there is a fall of horse and/or rider it will entail elimination from that class. NO RIDER SUBSTITUIONS ALLOWED.  If a horse leaves the workout area, other than at the direction of a judge or official, it will entail elimination from that class.  In the event of a fall from a horse by rider in the marshalling the rider must be assessed by First Aid prior to competing.  The Judge has the power to eliminate a horse or rider if it is deemed by the judge to be erratic and unruly.  Any outside assistance or intervention, including coaching by voice, signs, etc., may result in elimination 11. AGE OF HORSES 1. Age of horses to be computed as from 1 August. Every horse foaled before 1st August in any year shall be deemed to be one year old on that date. 2. Age of STANDARDBRED horses only to be computed as from 1 September. 12. STALLIONS AND COLTS 1. All colts and stallions, irrespective of age, must be shown in a halter equipped with a restraining chain or . Stallions and colts may only compete in Classes where specifically permitted. 2. Stallions are not eligible to compete in Classes (Show Jumping excepted) other than those specially provided for Entries. 3. Stallions competing in a Stud Class, must parade in the customary manner. 4. Stallions competing in ridden classes are open to riders 17 years old and over who must be capable of controlling their mount at all times. 13. SUITABLE ATTIRE & HELMETS 1. When in the ring, Attendants must be suitably attired. A Person not suitably attired is not permitted to compete in a Class. 2. For all Attendants: Long trousers/skirts; long sleeved shirt with collar; tie; stock or cravat; waist coat and/or coat; felt hat or cap (not baseball type); enclosed shoes or boots. 3. For all riders on the flat, and Showjumpers: 4. ALL COMPETITORS must wear current approved safety helmets as directed by their breed or governing bodies. Where a rider does not belong to an equestrian body the minimum standard is listed below. ALL DRIVERS, and any passengers in carriages under 18 years of age should wear approved safety helmets. Approved safety helmets means helmets complying with the Standards listed below: Current Australian standard AS/NZS 3838 (current Australian Standard) provided they are SAI Global marked.  AS/NZS 3838 (current Australian Standard) provided they are SAI Global marked  ARB HS 2012 provided they are SAI Global marked  VG1 (01.040:2014-12) with or without BSI Kitemark  PAS 015 (1998 or 2011) provided they are BSI Kitemarked  ASTM F1163 (current US Standard)  SNELL E2001  It is the Exhibitor’s responsibility to ensure they are wearing the correct helmet, however should the RAS deem the helmet worn is not of appropriate standard, or the Exhibitor is not wearing a helmet, the Exhibitor will be asked to dismount immediately. 5. Breeches or jodhpurs: Fawn, white or cream coloured. A suitable long sleeved coat. Spurs: If spurs are worn, rowels must be blunt. 6. Despite the above, the decision of the Ringmaster, Marshalling Steward or any Steward as to whether or not an Attendant’s attire is suitable, shall be final. 7. TOP HATS ARE NOT ACCEPTABLE – SEE SUITABLE ATTIRE 8. It is recommended that back protectors be worn by Show Jumpers 14. ASSEMBLY IN MARSHALLING AREA 1. Exhibitors in ring events must have their horses in the Marshalling Area not later than 15 minutes prior to the commencement of the event. 2. Any Exhibitor not present with his or her horse at the time of the commencement of the event, will not be permitted to compete in such event except at the discretion of the Ringmaster.

Page 4 15. CHAMPIONSHIP AWARDS 1. In Championships Classes, all first prize winners in the nominated Classes must parade. 2. For the Reserve Championship, all first prize winners in the nominated Classes, except the winner of the relevant Championship Award, together with the second prize winner from the Class which was won by the Champion, must parade. 3. For the Supreme Championship, all Championship winners from the nominated sections must parade. 4. Exhibits will only be excused from parading for Champion or Reserve Champion in the case of: a. Horse Exhibits - on the production of a certificate from a Veterinary Surgeon stating that the Exhibit is unfit to parade. b. Riding Competitors - on the production of a doctor's certificate stating that the rider is unfit to parade. 5. If a Champion shall be disqualified or shall be found to be unqualified to compete in the class for which it was entered, or to compete for the Championships as the case may be, then the Championships shall be awarded to the animal which was awarded Reserve Champion as the case may be. 16. PROTESTS 1. Any protest against the decision of judges in the various sections must be lodged with the Ringmaster within one (1) hour of the finish of the event. 2. The protest must be accompanied with a deposit of $100.00 CASH. 3. The Committee's decision will be final and without appeal. Should the Committee consider the protest frivolous the deposit may be forfeited. 4. Video evidence will not be accepted. 5. Protests will be heard and determined by the Committee responsible for the Horse Section or Chairman of that Committee. 6. Protests in relation to measurements of exhibits will not be accepted. 17. PROHIBITED SUBSTANCES 1. In relation to a horse presented for or which has competed in an event shall prohibited substances be deemed to include substances capable or capable by repute of effecting directly or indirectly the central or peripheral nervous system, the cardiovascular system, the respiratory, the alimentary-digestive, muscular-skeletal or urogenital systems, all hormones, analgesics, tranquillizers, stimulants, depressants, anti-inflammatory agents, blood forming agents, or any substances designated from time to time by the Royal Agricultural Society of Queensland as a prohibited substance. a. The RASQ reserves the right to swab for those substances prohibited by the Queensland Chamber of Agricultural Societies and the Equestrian Federation of . b. Any nominee, owner or person in charge of a horse shall present it for competition free of any prohibited substance. c. Where the nomination of a horse for an event has been accepted and prior to that event the nominee or person in charge of the horse is notified of an intention to take from the horse a sample, then it shall be deemed an offence for any reason for the connections to withdraw the horse from the event unless with permission from The Ringmaster. d. When a prohibited substance is found upon analysis to have been administered to a horse which has been presented for or competed in an event, the RASQ upon receipt of the analysis report shall officially notify the owner or nominee of the findings. e. Any nominee, owner or person in charge of a horse which has been presented for or competed in an event and which has been found to have been administered a prohibited substance may be disqualified or suspended for such period as the RASQ thinks fit. f. Any horse which has been presented for or competed in an event and which is found to have been administered a prohibited substance shall be disqualified from the event and may be disqualified from competing in any further events for such period as the RASQ thinks fit. g. A swab sample shall only be taken by a veterinary surgeon authorised by the RASQ 18. EXHIBITORS PLEASE NOTE: 1. Exhibitors shall ensure that they and all animals are entered and shown in the correct class. NO TRANSFERS WILL BE ALLOWED (unless it is a height transfer or a RASQ data entry error). Please complete your entry form carefully as this regulation will be strictly adhered to. 2. Where there is an age limit on an Exhibitor, the following shall be accepted as proof of age:- a. A birth Certificate, Driver's Licence, Current Passport. 3. Exhibitors shall at all times behave in a proper and courteous manner to Judges, Show Officials and other Exhibitors. Should an Exhibitor behave in an offensive or improper manner, the committee person in charge or Steward in the section shall have a right to exclude and disqualify that Exhibitor from competing in the section. 4. Judging cards and performance records shall be completed by the Committee person in charge, Steward and/or the Judge (if required) of a section during or immediately after the judging of the section or at the Judge's convenience. 5. An Exhibitor shall not compete in a section if the Exhibitor is a member of the Judge's immediate family. 6. An Exhibitor shall not compete nor show any animal in a section if the animal has been owned or leased by the Judge or a member of the Judge's immediate family or if the Judge is the Exhibitor's employer or business partner. 7. An Exhibitor shall not compete if the Exhibitor or any member of the Exhibitor's immediate family has provided accommodation for the Judge within three months prior to or during the holding of the Show. 8. An Exhibitor shall not compete if the Exhibitor or any animal being shown by the Exhibitor has been given tuition by the Judge or the Judge's business partner within three months prior to or during the show. 9. An Exhibitor is ineligible to compete if the Exhibitor has employed or has been employed by or has been a business partner of the Judge of the section within three months prior to or during the holding of the Show. 10. An Exhibitor shall not compete if the Exhibitor has given tuition to the Judge or has fed or trained an animal owned or leased by the Judge 11. A Judge shall not visit the housing complex of the Show Society or the owners or inspect or discuss any animal entered in the show prior to or during the judging of the relevant section. No Exhibitor or a member of the Exhibitor's immediate family or anybody employed by the Exhibitor shall approach a Judge with regard to a decision made by the Judge. 12. Rules for individual sections shall be as per the schedule, and they shall be read in conjunction with the rules. 19. PASSES / ARMBANDS All exhibitors must purchase a pass to enter the showgrounds and must be purchased when completing entries on line. A limit of 2 passes per exhibitor will apply. Passes cost $10 per day of the show. If passes are not purchased at time of entry, normal gate entry prices will apply. After entries close a link will be forwarded to redeem the entry pass. 20. EQUIPMENT – , SPURS, SNAFFLE BITS, 1. Whips a. Whips in ridden Classes shall not exceed 75 cm in total length, except in Show jumping where EFA Regulations will be enforced. The length includes the flap. 2. Spurs a. Spurs which are capable of wounding a horse are forbidden. There must be a shank not exceeding 4cm in length pointing only towards the rear. 3. Snaffle Bits a. Only snaffle bits having the following features are approved for use in Classes specifying the use of snaffle bits. Snaffle bits shall be composed of: i. metal; or ii. metal and rubber (flexible rubber bits not permitted); or iii. metal and synthetic material. b. Snaffle bits made only of metal must meet the following: i. all parts of the bit coming into the horse’s mouth must be of metal (not necessarily the same metal); ii. the diameter of the mouthpiece of both the snaffle bit must be such so as not to hurt the horse; iii. mouthpieces may be the same thickness or tapered towards the centre or central joints; iv. all parts coming into the horse’s mouth shall be rounded, smooth and not ridged, sharp or corrugated. v. Keeping with the definition above, also permitted: vi. half-moon – port-mouth – curved vii. rubber or synthetic bit – both jointed and unjointed viii. sweet iron bit 21. RESTRAINING BITS 1. All Stallions and Colts, irrespective of age over brought into the ring for Led Classes must be in the charge of a competent handler, and must be properly controlled, with a suitable restraining bit in their mouth and wearing head gear of proper strength and quality which is in use. 2. A suitable restraining bit or a show halter (which must have a throat lash) is acceptable for Mares, Fillies and Geldings.

Page 5 22. CRUELTY TO HORSES 1. No Exhibitor shall engage or be knowingly involved in cruelty to a horse. The RASQ shall be the sole Judge of what constitutes cruelty, but it may include: a. to or beat a horse excessively, b. to subject a horse to any kind of electric shock, c. to use spurs, or to jab the horse in the mouth with the bit, excessively or persistently, d. to remount, or attempt to remount, an exhausted, lame or injured horse, e. to rap a horse, f. to hypersensitise any part of a horse, g. to leave a horse without adequate food, drink or exercise, h. excessive exercise, 2. Any case of cruelty must be reported immediately to the Chairman of the Ring Committee, accompanied by documentary evidence in support. Reports more than 14 days after the occurrence will not be considered. 23. COMPETITOR BEHAVIOUR 1. Disrespect and / or verbal abuse by exhibitors, exhibitor family members and / or handlers towards Officials, Judges, Volunteers and / or RASQ Employees will not be tolerated and will result in elimination from the event and removal from the Toowoomba Royal Showgrounds. 2. No person shall either by himself or in conjunction with any other person do or permit or suffer any act or thing to be done during the progress of any event or prior or subsequent thereto in connection therewith which the stewards or the controlling body shall deem to be fraudulent. 3. No person shall either by himself or in conjunction with any other person do or permit or suffer any act or thing to be done during the progress of any event or prior or subsequent thereto in connection therewith which the stewards or the controlling body shall deem to be corrupt. 4. No person shall either by himself or in conjunction with any other person do or permit or suffer any act or thing to be done during the progress of any event or prior or subsequent thereto in connection therewith which the stewards or the controlling body shall deem to be foul. 5. No person shall either by himself or in conjunction with any other person do or permit or suffer any act or thing to be done during the progress of any event or prior or subsequent thereto in connection therewith which the stewards or the controlling body shall deem to be improper. 6. No person shall either by himself or in conjunction with any other person do or permit or suffer any act or thing to be done during the progress of any event or prior or subsequent thereto in connection therewith which the stewards or the controlling body shall deem that by with other persons may suffer or otherwise be penalised. 7. No person shall at any time write or cause to be written, publish or cause to be published, utter or cause to be uttered, anything calculated to denigrate the members of the controlling body, the stewards or officials in the proper exercise of their duties or perform any act threatening the life or safety of any such person. A Person must not engage or be knowingly involved in Unethical Conduct. 8. The Committee responsible for the relevant section or the Disciplinary Committee are the sole arbiters as to whether conduct or behaviour constitutes Unethical Conduct or Unseemly Behaviour. 9. The determination of the Committee responsible for the relevant section or the Disciplinary Committee in relation to Unethical Conduct or Unseemly Behaviour is final and binding on all parties and there is no right of appeal. 24. DISCIPLINE 1. If there is any inconsistency between General Regulations 24.1) to 24.9) (inclusive) and any other Regulations, General Regulations 25.1) to 25.22) (inclusive) prevail. 2. The Disciplinary Committee hears and determines all complaints, allegations and other matters relating to: 2.1. Prohibited Substances; 2.2. any alleged breach of the Regulations by an Exhibitor, Competitor or Attendant , except if the alleged breach is of a kind that the Chairman of the relevant Committee considers is of a less serious nature and should properly be dealt with by that Committee; and 2.3. any other alleged breach of the Regulations that may be referred to the Disciplinary Committee upon the oral or written request of the President of the RASQ, any Chairman of a Committee or the Chief Executive. 3. The Disciplinary Committee comprises such members of the General Committee as are appointed by the General Committee from time to time. 4. The General Committee may appoint a member of the Disciplinary Committee as Chairman of the Disciplinary Committee. 5. For the purpose of any proceedings of the Disciplinary Committee, the Disciplinary Committee must comprise, no less than three of its members and those Persons constitute the Disciplinary Committee for the purpose of those proceedings. 6. If a member of the Disciplinary Committee dies or becomes otherwise unable or unwilling to participate in proceedings: 6.1. prior to the commencement of any hearing in relation to the matter, then the Chairman of the Disciplinary Committee shall appoint a replacement; and 6.2. after the commencement of any hearing in relation to the matter, then the remaining members of the Disciplinary Committee shall constitute the Disciplinary Committee for the purpose of concluding the proceedings. 7. Proceedings before the Disciplinary Committee may be initiated: 7.1. upon the request of the President of the RASQ, any Chairman of a Committee or the Chief Executive; 7.2. upon receipt by the Chairman of the Disciplinary Committee of a written complaint relating to a matter referred to in paragraphs (2.1) or (2.2) of Discipline Regulation 25.2); 7.3. by the Chairman of the Disciplinary Committee on his own motion. 8. Despite Discipline Regulation 7, proceedings before the Disciplinary Committee may not be initiated where any alleged breach of the Regulations is of a kind that the Chairman of the Disciplinary Committee considers is of a less serious nature and should be dealt with by the relevant Committee. 9. Upon initiation of any proceedings before the Disciplinary Committee, the Chairman of the Disciplinary Committee may: 9.1. select the members of the Disciplinary Committee who are to constitute the Disciplinary Committee for the purpose of those proceedings; 9.2. appoint one of those Persons as chairman of that Disciplinary Committee; and 9.3. give all such directions as are necessary to ensure the efficient disposition of the proceedings 10. The Disciplinary Committee may conduct proceedings at any time between 6am and 11pm on any day. 11. All Persons who constitute the Disciplinary Committee for the purpose of any proceedings must be present at any hearing conducted by the Disciplinary Committee. 12. A Person whose conduct is called into question in any proceedings before the Disciplinary Committee may be given notice of a hearing. It is sufficient for such notice to be given orally and by any Person acting with the apparent authority of the RASQ. 13. The Disciplinary Committee may conduct proceedings notwithstanding that any Person who has been given notice fails to attend the proceedings. 14. The Disciplinary Committee is not bound by any rules of evidence and may conduct the proceedings with the minimum of formality and in such a manner as it sees fit. 15. The Disciplinary Committee may require any Person to attend at any proceedings of the Disciplinary Committee and to furnish such information and evidence and to produce such documents relevant to the proceedings as to the Disciplinary Committee sees fit. 16. No Persons shall be legally represented before the Disciplinary Committee. 17. The Disciplinary Committee may announce its decision orally or in writing. A decision that is announced orally shall have effect in accordance with its terms. 18. If the opinion of the members of the Disciplinary Committee is not unanimous, the decision of the majority must prevail. If the members of the Disciplinary Committee are equally divided on any question concerning the guilt or innocence of a Person, the question must be resolved in that Person's favour. 19. If the Disciplinary Committee considers that there has been a breach of the Regulations, it may impose such Penalty as it considers to be appropriate. 20. If the Disciplinary Committee, having conducted any proceedings, is of the opinion that the complaint or allegation which led to the initiation of the proceedings was made: 20.1. frivolously; 20.2. without sufficient evidence to justify the making of the complaint or allegation; or 20.3. out of ill will, spite or in bad faith, 20.3.1. the Disciplinary Committee may decide that: 20.3.2. financial compensation be provided to the Person the subject of the complaint or allegation in respect of expenses actually incurred in dealing with the matter; 20.3.3. there be a Penalty imposed on the Person considered by the Disciplinary Committee to have acted in any manner described in (20.1) to (20.3) of this Discipline Regulation, and the RASQ shall take all such action as may be necessary to give effect to such a decision of the Disciplinary Committee. 21. The Disciplinary Committee's decision is final and there is no right of appeal from any decision of the Disciplinary Committee. 22. The RASQ may publish to: 22.1. all Royal Show Societies in Australia; 22.2. the relevant Breed Society; 22.3. the body with which the Exhibit is registered, or is eligible for registration, 22.4. the result of any proceedings before the Disciplinary Committee in which a Person has been found to have breached any Regulation.

Page 6 25. PENALTIES 1. The Committee may, in the event of any breach of the Regulations not previously dealt with by the Disciplinary Committee, impose a Penalty that the Committee thinks fit. 2. A penalty notice may be given to the Person on whom the Penalty is imposed. 3. The penalty notice may a. be in writing; b. specify the time and the place any monetary penalty must be paid by or Award returned; c. be addressed to the Person on whom the Penalty is imposed; and, either be: d. delivered by to the Person on whom the Penalty is imposed; or e. posted by prepaid post to the Person's last known place of abode or business. 4. A penalty notice: a. is deemed to have been delivered by hand if, during the Show, if it is left at the Allocated Area for the Person upon whom the Penalty is imposed either with that Person or with another Person who appears to be over the age of eighteen years; b. if posted, is deemed to have been received by the Person upon whom the Penalty is imposed 72 hours from the time of posting. 5. If a monetary penalty is not paid or Award not returned to the place within the time specified in the penalty notice: a. the monetary penalty is recoverable as a debt due to the RASQ; b. the RASQ may prohibit the Person upon whom the Penalty is imposed from 26. RECOGNITION OF PENALTIES 1. The RASQ may recognise and act upon any Penalty imposed by any other similar society, organisation or body in Australia on any Person or Exhibit. 27. EXHIBITS - WELFARE 1. The RASQ reserves the right in its absolute discretion to take such action as a Veterinary Surgeon may advise in relation to any animate Exhibit including without limitation: a. administration of any drug or form of treatment (including surgical treatment); b. removal of the Exhibit from any location to another location (in or out of the Showground); c. destruction of the Exhibit, d. or to require the Exhibitor of the Exhibit to do so. 2. The Exhibitor of an Exhibit referred to in the first paragraph of this Regulation indemnifies the RASQ in respect of all costs incurred by the RASQ in connection with any action taken pursuant to the previous paragraph. 28. NO TRANSFERS ALLOWED (unless it is a height transfer). Please complete your entry carefully as this regulation will be strictly adhered to. 2. No substitutions will be accepted (Show Jumping excepted) 30. SUBSTITUTE JUDGE The Committee reserves the right to substitute a Judge. 31. STABLING 1. Due to Bio-Security Restrictions - NO horses will be admitted to the Toowoomba Showgrounds prior to 8.00am on Thursday, 15th April 2021. 2. Stables will be available in the M and S Centre and surrounds. Stables are limited and not assured. While every endeavour will be made to accommodate the horses in stables. Preference will be given to horses traveling the furthest distance. 3. Horses domiciled in a 40 km radius of the Toowoomba Showgrounds are not likely be allocated overnight stables. 4. Stables are to be used for the stabling of horses only. No Exhibitor has any right to use or occupy any stable for any other purpose, such as accommodation, storage of fodder, bedding or tack. Any Exhibitor acting in breach of this Regulation will be fined a Penalty of $200 for each stable per day and may, at the discretion of the Committee, be disqualified from competing at the then current Show, in which event any Award that the Exhibitor may have won at that Show is also forfeited. 5. Exhibitors must provide their own feed bins and water buckets for horses stabled on the Showground. 6. Stables are at a cost of $25.00 per stable per night. A day is defined as 4.00 pm to 4.00 pm. Bookings are to be included on the entry form and must be accompanied by payment. Stall bookings will not be accepted without payment at time of entry. 7. Please complete your online entries carefully & double check when booking Camping & Stabling. 8. Stabling and camping is limited due to COVID regulations. Stabling and camping must be booked with your nominations. No stabling or camping can be booked after entries have closed. 9. Please complete your entry form carefully & double check when booking Stables on your entry form. No changes will be made after entries close. 32. CAMPING 1. Parking and camping in designated areas is available throughout the horse section. $25.00 PER NIGHT PER SITE WILL BE CHARGED FOR SITES. Toilets and showers are in close proximity to the Indoor Arena, the marshalling yards at the rear of The Homestead and in the center of the cattle pavilion. Toilets are also located at the rear of the M and S Centre Building. 2. A PERMIT WILL BE ISSUED AND MUST BE KEPT ON THE DRIVERS SIDE OF THE DASH. 33. DPI REGULATIONS 1. Horse Health Declarations must be completed and handed in at the Horse Gate upon arrival at the Toowoomba Showgrounds. 2. Toowoomba Showgrounds are situated in the cattle tick free area of Queensland. 3. All stock entering these grounds must be tick free. 4. Ex tick infected area:- 1. Competition horses (stabled and groomed) require:- a. Permit and Waybill b. Must return directly to infected within 5 days. c. NB: Owners intending to compete in the tick free area for longer than 5 days MUST be sprayed at Line Clearance prior to entering the Tick Free areas. 5. Competitors from Cattle Tick Restricted properties a. Should contact their local Stock office at least 2 weeks prior to the show to arrange necessary treatments/paperwork. 6. Competitors from Tick Free areas: a. No permit or waybill required unless being sold. 7. Interstate livestock exhibitors a. Should contact their local Dept of Ag at least 2 weeks in advance to confirm entry and exit requirements and obtain necessary paperwork. 34. ENTRY FEES: As stated per class. 1. All entries fees include the Swabbing Levy. 35. REFUNDS Refunds will only be paid on the following basis – 1. TIMETABLE OF JUDGING 1. THE FINAL TIMETABLE WILL BE POSTED AFTER CLOSING DATE. 2. The RASQ accepts no responsibility if judging times conflict with one or more Classes or events in which an Exhibitor may be entered. Where conflict does occur, it is the responsibility of the Exhibitor to notify a withdrawal from either event. 3. CLASSES WILL NOT BE HELD IN THE EVENT OF A CONFLICT. 39. MEASURING 1. The horse shall be presented for measuring in a natural and calm state. 2. The measuring or not of an unruly horse will be at the discretion of the measurer. 3. The horse shall be presented in a and shall have a bit in its mouth. The reins or lead shall be connected to the bit. 4. The horse shall be either wearing shoes on both front or all four feet or be unshod. Grass (toe) tips are not acceptable. 5. The horse should not be presented for identification or measuring wearing rugs, hoods etc. Any leg wraps or boots shall be removed on request by an Official. 6. The Official Measurer must measure all horses competing in classes where height is stipulated or they will be ineligible to compete. 7. The Official Measurer shall set out the height, duly initialled on the imprint of a rubber stamp applied to the breast plate of the animal in question. 8. No exhibit shall be judged until the breast plate has been so marked. 9. Should an exhibit be found by the Official Measurer to be over or under height for the class in which it has been entered it may be transferred to a corresponding height class. 10. The RASQ Official Measurers will accept current EFA and Show Horse Council Height Certificates, or at the discretion of the RASQ Ring Committee. 11. In the event of a dispute regarding a horse’s height, the RASQ Ring Committee reserves the right to measure the horse. 12. When presenting a horse to the Measurer the handler is required to carry and provide to the Measurer the EFA, Show Horse Council or equivalent identification (or Breed Society Registration) for the horse. 13. The Measurer will be available at the following dates and times: Thursday, 15.04.21 1.00pm – 5.00pm Friday, 16.04.21 7.00am – 11.00am and 3.00pm – 5.00pm Saturday, 17.04.21 7.00am – 11.00am and 3.00pm -5.00pm Sunday 18.04.21 7.00am – 11.00am 40. AGE AND COMPETENCE OF COMPETITORS 1. Subject to (d), a. Person who has not attained the age of 5 years must not ride a horse at a Show (unless otherwise stipulated for a particular Class). b. Subject to (d), a Person who has not attained the age of 17 years must not ride or handle a stallion at a Show. c. Permission may be sought from the Ringmaster for a rider less than 17 years of age to ride a stallion not exceeding 12.2 hands. This permission must be sought at least 24 hours prior to the Class and will be granted at the discretion of the Ringmaster. d. The Ringmaster may at any time require a Person who does not appear to be able to ride or handle any horse to dismount, allow other Persons to handle the horse, or leave the ring. 2. The age of a Person is determined as at the first day of the Show. 41. RIDING, HACK and SHOW HUNTER CLASSES – AGE RESTRICTIONS 1. Show Pony Hack and Show Pony Hunter Hack over 12.2 hands and not exceeding 14 hands may be ridden by a juvenile or adult. 2. All small Show Pony Hacks and Show Hunter Pony Hacks 12.2 hands (127.5cm) and under to be ridden by a juvenile rider under 17 years of age. 3. Horses may be entered in Hack classes OR Hunter Hack classes but not in both. 4. NOVICE EXHIBITS – HACKS AND HUNTER CLASSES: Open to all horses that have not won a first prize as an Open Show Hack, a Novice Show Hack, Open Show Hunter or a Novice Show Hunter at any Royal Show including Toowoomba Royal Show 5. Parents or assistants will not be permitted in the Ring during the judging of Children’s Riding Classes. Should any parent or assistant impart any tuition whatsoever or encouragement to a child rider during the course of judging, the child rider shall be immediately disqualified. 6. All riders must be suitably mounted. 7. The Judge’s decision in this respect is final. 42. The Queensland Chamber of Agricultural Societies Inc. considers that any Judge, Steward or Person who is affected by alcohol or drugs while performing a duty at an Agricultural Show or Show Committee organised function, is considered an unacceptable form of behaviour, which will not be tolerated under any circumstances. 2. The Chamber considers that all persons assisting at a Show or function should be free of any intimidation or embarrassment caused by any person who is affected by alcohol or drugs. 3. The Executive of the Show Society or person in charge of the Event must ensure that any Judge, Steward or Person is not subject to any behaviour, which is a personal embarrassment to the Members of the Show Society or renders the Show Society in disrepute. 4. Any reports of alcohol or drug abuse will be treated seriously and action will be taken immediately to remedy the problem. 5. Disciplinary action may be taken against any person who is in breach of these protocols. 6. Any Judge, Steward or person affected by alcohol or drugs by their actions may be liable under the Workplace, Health and Safety Act. 7. Disciplinary action arising from any incident involving alcohol or drug abuse may involve a warning, dismissal or referral to authorities. 44. IMPORTANT NOTICE 1. Due to current changes to public liability the following clauses have been included in the Show Society’s Rules and Regulations. 2. Please note: When you sign off on your entry form you will be agreeing to the following inclusions. a. Agree to compete/exhibit at the 2021 Royal Agricultural Society of Queensland at my own risk. b. Policy on Bullying Bullying is an issue in many sports today.

The RASQ Ring Committee wants members, organisers and officials to know that bullying is not acceptable at any RASQ Ring Committee events.

Respect Every official, competitor and helper has the right to be treated with dignity and respect. The RASQ Ring Committee has a responsibility to ensure this occurs at our events. The RASQ Ring Committee can only discipline the appropriate person/s if intimidation is reported. We encourage any person who feels they have been bullied to report it in writing to the RASQ Ring Committee:  Reports will be handled promptly and confidentially  Disciplinary action will be taken against those who have bullied others at events run under the auspices of the RASQ Ring Committee What is Bullying? Bullying is any inappropriate behaviour using force or power. Bullying undermines another person’s self-esteem and confidence. It may be a one-off or may be repeated incidents: Disparaging remarks - Name-calling - Public criticism - Smirking - Verbal abuse - Harassment - Written abuse – Swearing -Threats - Socially excluding people - Shouting - Spreading rumours and innuendo – Sarcasm - Throwing papers etc down/around - Belittling None of this is ever acceptable please report it to a RASQ Ring Committee official. Being uptight at a competition is no excuse for bad behaviour. What is the cost of Bullying?  Bullying is not confined to the school yard. It costs Australians an estimated $12 billion a year.  1 in 3 people quit work because of bullying (UK data)  Bullying may make officials, competitors and sponsors leave our sport  Without our volunteer judges, organizers and officials, there would be no competitions. Why do people Bully? Those who can, do …. Those who can’t bully. The more inadequate the person, the more they bully  Bullies blame others for their problems  Some bully when they are overloaded and not coping  Some are just socially inept Steps the RASQ Ring Committee may take Every time a bully gets away with this behaviour, it is a signal to him or her that the organization thinks it is acceptable. When unacceptable behaviour is reported to the RASQ Ring Committee, the committee can: 1. Send a letter to the bully to arrange a meeting with representatives from the RASQ Ring Committee 2. Issue the bully with a written warning, which will remain on file 3. Suspend the bully from competing at RASQ Ring Committee events for a period of time if in the judgement of the RASQ Ring Committee the incident merits it, or if further incidents occur. How do I handle a bully? 1. Stay calm. If necessary, tell the intimidator that you will not continue the conversation until you have a second official with you (walk away if you have to). 2. Stay polite. Inform the intimidator that the RASQ Ring Committee wishes people at events to report inappropriate behaviour. 3. Make a note of the following details as soon as possible. a) Name or bridle number, (ask them to provide their name if you don’t know it) b) Time and date c) Others present 4. Put a brief written report in to the RASQ Ring Committee so the matter can be handled formally We need the knowledge and experience of our volunteers. We cannot afford to lose good people through bad behaviour. Here’s how it might go: Spectator: “You haven’t got a clue how to marshal this event, my daughter should have been called 10 minutes ago. You’re a bloody idiot”. Marshall: “If you wish to continue this conversation, you will need to come to the club house / scorer’s caravan/ canteen so another official is present while we discuss this issue”. Spectator: “What the hell do you mean? She’s riding in a test right now. I’m not going anywhere”. Marshall: “Officials have been asked to submit written reports on inappropriate behaviour at competitions. When you say “You’re a bloody idiot” I feel intimidated. Spectator: “How ridiculous, get a life!” Marshall: “In accordance with RASQ Ring Committee guidelines, I am making a note of your daughter’s bridle number, the time, what was said, and these other riders’ bridle numbers so the incident can be properly reported”.

Who are bullies? People in authority can victimize people with less power. They are often charming to those they are not bullying, which can make it even more difficult for their victims to complain. Some are clever, competent sophisticated manipulators who enjoy dominating and humiliating others. They like to see their victims squirm.

Page 9 Who do bullies target?  Bullies often target people who have made a mistake. We all occasionally make mistakes. Riders do, officials do, and judges do.  Bullies often attack people who are victims – the ‘blame the victim’ syndrome  For example, an organizer gets abused when a computer, P.A., printer or photocopier breaks down, or weather conditions damage a riding surface or blow arenas down.

How do bullies respond when challenged?  Deny it  Blame others  Claim victimization if they are challenged  Rationalise to explain their bad behaviour

How do we eliminate bullying?  Have a clear policy – bullying is unacceptable  Define what is bullying and why it is unacceptable  Encourage riders or officials who are being bullied to report it – providing support and confidentiality  Appoint committee members to discipline bullies

Disrespect and / or verbal abuse by exhibitors, exhibitor family members and / or handlers towards Officials, Judges, Volunteers and / or RASQ Employees will not be tolerated and will result in elimination from the event and removal from the Toowoomba Royal Showgrounds.

When presenting horses/galloways/ponies for measuring the following rules must be adhered to:

1. Horses to be bridled and have a bit in its mouth

2. No boots on horses (verification purposes)

3. Handler to present identification papers or microchip papers and breast plate number for

stamping along with a current measuring card.

4. NO IDENTIFICATION PAPERS – NO MEASURE

5. All rugs to be removed prior to entering measuring bay

6. Enclosed footwear to be worn by handlers at all times

7. All handlers to be 16 years of age or over

8. RASQ rules to be adhered to.

Your horse/pony will not be able to be measured until all of the above are adhered to. These measuring safety guidelines are in the best interest and safety of all persons in the measuring bay including your horse/pony.

 It is the responsibility of the Competitor with multiple breast plate numbers to hand the Measurers the correct Breast Plate Number with the correct exhibit.

All Equine Exhibits must be identified

 All Equine Exhibits entered and competing at the Show must present to the Measuring Bay with the correct Identification Papers or Registration Papers, whether or not they need measuring for Height Classes to be identified.  Measuring is conducted under the rules of EAQ and SHC with certificates being available. 0

Conditions of Entry for Showing RPSBS Show Hacks/Show Hunter Hacks, Overheight Youngstock & Section A Stallions  All competitors showing in the RPSBS Show Hack/Show Hunter Hack Section must be current financial members of RPSBS Ltd., have current height certificates and abide by the Rules & Regulations of RPSBS Ltd.  Mares and Geldings 4 years & over registered in the Appendix Register must not be shown in any Stud Book Riding Pony Show Pony or Stud Book Riding Pony Show Hunter classes including any Championship or Supreme Championship.  Youngstock showing in the Overheight Section 3 years and under will be RPSBS Stud Book Colts (foal recorded up to 2 years of age, Adult Registered if 2 years or over)  Fillies registered in Section A, B, C or Gelding Section who have exceeded the height limitation for their age as set out in RPSBS Rules and Regulations.  Stallions showing in the Overheight Section 4 years & over will be registered Section A Riding Ponies who have exceeded the height limitation of 14.2hh

CONDITIONS OF ENTRY All competitions shall be conducted under E.A. Rules and performance cards may be checked by an E.A. Steward. All horses and riders to be registered with the Equestrian Australia Horses may only enter in one class for the day. There will be no camping or stabling available for Show Jumping entrants. Day yards permitted. No portable electric fencing permitted. PASSES: All exhibitors will need to purchase an Exhibitor Pass to enter the grounds. These are to be ordered and paid for when entering classes on Global. Cost is $10 each. An email and link will be forwarded to you to download your exhibitor pass. If not purchased online with your entries full gate online ticket prices will apply. A limit of two exhibitor passes per entrant applies. The issue of passes is controlled by the RASQ. All queries are to be directed to the Show Office – 07 4634 7400 Substitutions:  Application may be made to the Ringmaster Catherine James, for permission to make a substitution entry, provided the horse to be substituted belongs to the same owner or lessee who made the original entry and every such application shall be considered by the Show Executive on its merits. If the Show Executive approves the substitution, notice must be given to the Judges of the competition not less than 15 minutes before the Competition is due to start.  A substitution once made cannot be changed, varied or revoked that day. It is the responsibility of the Competitor to make sure that the Judge has been notified of the substitution before he/she starts his/her round.

AMATEUR CLASS COMPETITORS  Must have not competed in an Olympic Games or World Equestrian Games in either Jumping or  In the past 10 years must not have competed in a World Cup for Jumping Riders qualifying round.  Must not have competed in section 1 and 2 at a Royal Show in Sydney, Brisbane, Melbourne, Adelaide or Perth in the past two years  Must never have competed in a 4* 3 Day Event.  Amateur Riders may not compete in an Amateur class if they compete in a class higher than 1.20m at that show.  Amateur Riders may not compete in an Amateur class on a horse that will compete in any class higher than 1.20m at that show.  Athletes must meet the membership requirements as set out in the EA 1. Riders may compete as amateurs from the beginning of the calendar year in which they turn 21 years of age. 2. Organisers may at their discretion limit the number of horses a rider can start. 3. The first obstacle in the first round should be 10cm lower than the advertised starting height of the competition. 4. There will be a maximum height rise of 10cm for the jump-off 5.
