Parkhead Hub Improving Health and Social Care Services for the North East of Glasgow Proposed Site Location

Aerial view of site and local area Overview of existing site

1 The chosen location for the new Hub is an NHS-owned site that Sandyford currently contains Parkhead Centre Hospital, Anvil Resource Centre, Sandyford Centre and Parkhead Health Centre.

Duke St Parkhead The site is bounded by Duke Street, The Forge Market Health Centre East Wellington Street, Nisbet Sreet

Gallowgate Mecca Bingo Anvil and Salamanca St. It is close to PROPOSED SITE Centre Parkhead Cross, directly opposite the Forge Shopping Centre. Westmuir St Parkhead The surrounding area has been the CROSS focus of a range of regeneration Tollcross Road initiatives including the development of the large retail outlets in the 1980s and 90s through to the more recent legacy developments of the . However it The Forge Emirates remains an area of the city with Arena Shopping Parkhead large portions of vacant land, lots of Centre Cross surface car parking and significant busy roads that divide neighbourhoods. Imagery ©2019 Google, Map data ©2019 Google 200 m The local community have been consulted through a number of 1. Parkhead Hospital initiatives over recent years and 2. Anvil Resource Centre 3. Parkhead Health Centre this has highlighted concerns about a lack of green space, poor quality/ 1 2 3 poorly maintained built environment and too much traffic. These are challenges that have been carefully considered in the choice of site and it is the aim of the project partners that the new Hub building will help improve the environment of the Parkhead town centre area. Parkhead Hub Improving Health and Social Care Services for the North East of Glasgow Proposed Site History

Overview of Parkhead Cross illustrating Conservation Area shown in blue Historic Map 1858

1 Parkhead developed at a rapid rate through the 19th century - from a weaving village in the countryside to the east of Glasgow into the heart of Scottish industry when Beardmore Forge became Glasgow’s largest employer in the early 20th century. Proposed Site As a result from this history many of Historic Map 1894 the buildings around Parkhead Cross are of high quality and the area is designated as a Conservation Area. It is important

Duke St Westmuir St that the new Hub building contributes positively to this historic environment. The social history of the area, the human stories, the legacy of the industry remain important today as Parkhead Historic Map 1938 do Parkhead’s earlier roots in Cross weaving and textiles. These historic threads, along with the positive impact of more recent developments in the area, can be used to inform the emerging design ideas for the site. In particular we are keen to reflect these local stories in the art strategy proposed for the building. Listed buildings - category B 1. Parkhead Hub Improving Health and Social Care Services for the North East of Glasgow Proposed Site Urban Character

Overview of site and pedestrian routes

52 The site comprises three traditional urban blocks resulting in long boundaries to Salamanca and East Wellington Street. Provision of routes across and through the site 2 will be considered. The site has a very open aspect on Proposed all four sides with the majority of Site neighbouring buildings being relatively low rise. It will be important that the new building is an appropriate scale to help reinstate a more ‘urban’ tenement

Westmuir St building height. Duke St The traditional street pattern, intact around Parkhead Cross, breaks 6 down around Salamanca Street though its interesting to note that a tenemental street pattern didn’t Parkhead exist to the north of East Wellington Cross Street due to the industrial uses that dominated the area. Surrounding streets provide a mix of residential, retail, community, leisure, work space and surface car parking. The site is located directly opposite entrance to The Forge Shopping 7 Centre, offering great opportunities for the new Hub facilities to be accessed by many people already 1 - 7.Photos of context around proposed site visiting Parkhead town centre for

1 3 4 work, retail or leisure. The site is well served by public transport though as a result of this Duke Street is a very busy road. Parkhead Hub Improving Health and Social Care Services for the North East of Glasgow Design Response Site Strategy

Nisbet Street This will allow the Hub’s main car park entrance to face Duke St with a new entrance public plaza in front of the building, a generous space to be used by the local community as much as by the people using the Hub facilities. Public As well as providing health and Staff and staff social care services Parkhead entrance car park Library will relocate into the Hub East Wellington Street and there will be large rooms available for community groups to use 7 days a week. These spaces will face Dukes Street and the new Salamanca Street plaza. The building will have its own car park and there will be a dedicated drop-off zone close to the front entrance for those that need it. However we expect lots of people coming to be the Hub to walk, cycle and use the buses and taxis on Drop off Public Duke Street. There will be cycle Duke St zone storage provision and the plaza will Plaza allow barrier-free access to the building whether you are coming from the Cross, the shopping centre, the bus stop or the car park. GP The Parkhead Hub building will be four storeys tall and we are proposing to arrange the accommodation around three GP courtyards. This will allow lots of natural daylight into all the rooms and it provides attractive garden spaces that can be used by anyone visiting the Hub. Children waiting Staff on their appointment can play in Training the courtyard, library users make & use of a courtyard for reading Development GP Adult groups and storytelling. All public Services waiting areas will have views onto the courtyards as well. The library, café, community group First floor plan Third floor plan rooms, children’s department, physiotherapy and podiatry will all be located on the ground floor. On the first floor will be three GP practices and large Adult Services Physio & Podiatry department and a suite of acute service rooms for consultations that would normally have to take place in hospital. The second floor will have Sandyford and community dental. Staff The first and second floors will be Sandyford Entrance easily accessed via two large public Services lifts or a generous main stairs located in the central foyer area, Parkhead Children’s visible upon arrival. Library + Cafe Services On the second floor there will be Staff Agile also office accommodation for staff Community Public Workspace and the top floor will accommodate Dental Entrance a training centre for HSCP staff from all over the city. Ground floor plan Second floor plan Parkhead Hub Improving Health and Social Care Services for the North East of Glasgow Design Response Form and Materials

1. Glazing with metal fins, St.Andrews Sq, Edinburgh 2. Allermuir Health Centre, Edinburgh 3. Ballymena Health Centre, Northern Ireland

1 The surrounding context of the site does not have a one prevalent material, there is a mix of large expanses of brick, concrete block, metal cladding and glass. The older buildings around Parkhead Cross itself do have a predominant use of sandstone, both red and blonde The principles of a warm coloured, hard wearing material with a sense of solidity are interesting to us and we are proposing a predominantly

2 brick facade which wraps around the bottom 3 storeys of the Hub. Hoskins Architects have developed a number of high quality brick buildings across Scotland and Northern Ireland. On each project colour variation within brick has Proposed view of entrance from Duke Street been critical to its success, adding warmth and texture to facades as Proposed sketch of Duke St / East Wellington Street corner can be seen on the projects illustrated here. On the top floor we are proposing a

3 contrasting elevation of metal and glass to reduce the perceived scale of the building and create interest on the skyline and contributing to a new community building we hope Parkhead can be proud of.
