To fulfill these needs, the state needs a first-rate digital collection partner to help increase eBook and eAudiobook circulation, as well as save money and free up library staff time. cloudLibrary™ is that partner.

With the help of our proposed cloudLibrary™, libraries across Montana will experience an easy-to-use digital content solution that will help them maximize user rates, enhance patron service and greatly increase digital circulation.

Popular Titles. cloudLibrary™ is committed to providing your patrons with access to the newest and most popular content. We work directly with more than 150 content providers, who provide us access to more than 105,000 publishers, such as: Penguin Random House, HarperCollins, Macmillan, Simon & Schuster, as well as hundreds of smaller eBook and eAudiobook publishers. Some vendors only provide exclusive content, which receives little usage. cloudLibrary™ provides content your patrons actually want, such as titles from Publishers Weekly’s top eBook and eAudiobooks list, and many more. This approach to collection development will maximize your return on investment.
In addition to more than 1,520,545 eBooks and 141,803 eAudiobooks, cloudLibrary™ offers a full collection of popular eComics and graphic novels available for your library to purchase, and for your patrons to browse and check out at any time. Recently, cloudLibrary™ added a Marvel Comic Collection of 350 full-color comics.

Share Content. Via our optional cloudLink, MontanaLibrary2Go members, as well as other State libraries have the opportunity to share their digital collections. Similar to inter-library loan, cloudLink allows libraries to share their digital collection with other libraries across the State. Ease and flexibility are key to this cost-effective and unique offering. Our team prioritizes each library’s digital content to its patrons, so if a patron has a title checked out or on hold it will never be seen by any other library. The only way a title can be seen is if patrons are not using that title and it is available on the virtual shelf ready to be borrowed.

Heather has worked in the worlds of libraries and book publishing since 1998, starting as an adult circulation desk attendant at the Fargo Public Library in North Dakota. For almost 14 years, she wrote and edited for Library Journal magazine in New York City, winning the 2010 RUSA Louis Shores Award for BookSmack!, a collection development and readers’ advisory newsletter.
In December 2015, she joined bibliotheca in the role of cloudLibrary™ VP, collection development and publisher relations. Her goals are to grow the cloudLibrary™ collection further, incorporating world languages and high-quality self-publishing, and to develop fair eBook usage models that give libraries the flexibility to conduct better collection development with digital content.
She earned an associate’s in Journalism from Bismarck State College in Bismarck, ND; a bachelors in English with a writing minor from Minnesota State University in Moorhead, MN; and a Master of Fine Arts in creative writing (fiction) from The New School in New York, NY.

Migrating content to the cloudLibrary™ is an extremely easy process and takes a minimum of 6 – 8 weeks. Our team’s job is not done until your staff is completely satisfied.

Your best estimated time frame for completing the project. cloudLibrary™ has an established implementation process designed to make it easy to develop an eBook and eAudiobook collection so your library system can begin lending. The following is a standard project implementation timeline we propose for libraries. Our normal implementation time from project beginning to end takes six to eight weeks to complete, beginning when we receive your customer analysis form information. This process is designed to move as fast or as slow as you would like. Depending on the timeframe and requirements of the State, we would be able to create a custom timeline.

Content Requirements
1. What formats does the respondent provide for purchasing or licensing content? bibliotheca is committed to providing your patrons with access to the newest and most popular content. Some vendors only provide exclusive content, which receives little usage. bibliotheca provides content patrons actually want, such as titles from Publishers Weekly top eAudiobooks list and many more. This approach to collection development will maximize your return on investment. cloudLibrary™ works directly with more than 150 content providers, who provide us access to over 105,000 publisher’s content, and more than 1.7 million eBooks and over 180,000 eAudiobooks. Unlike, other vendors who only offer proprietary content, which restricts libraries from possibly transferring purchased content to another vendor at a later date, bibliotheca’s content can easily be transferred.
Owned Content. By purchasing content owned in perpetuity, or metered models, as most eBook and eAudiobooks are sold today, the library creates an asset that can used for years by member libraries. We believe over time the ownership model creates longer term value for the library.
Unique Pay-Per-Use Options. The cloudLibrary™ also offers an optional pay-per-use model which is a cost-effective way to provide an ever-expanding digital catalog of titles for your patrons. Offering pay-per-use gives patrons access to digital content outside your current owned collection – expanding your current collection with simultaneous access content, thus reducing long hold times. Only when patrons borrow titles from the pay-per-use collection will their library be charged a small fee for each checkout. These fees are much less than buying the content for your main collection – saving libraries money, all while providing patrons with the extended eBook and eAudiobook content they desire. This can be activated on an individual library basis for their own patrons. There are also a variety of controls to the pay per use offering that allow for further control of budgets and costs per checkout. bibliotheca follows publisher ownership licensing models. We promote ownership of the digital material offered in our system. Publishers have the final say on the rights to their material. All digital content vendors can provide the same pricing models, as the model is largely determined by the publisher. These policies are subject to change and vary by the publisher.

Libraries have consistently fought for open standards for years, if any vendor provides proprietary methods to access content, such as Kindle Paperwhite devices, this is an inherent disservice to the mission of libraries. Thus, cloudLibrary™ will deliver the same content, using open standards. bibliotheca acknowledges that most patrons who have a Kindle Paperwhite also have other mobile devices such as iOS, Android, etc. According to the Pew Research Center, iOS and Android smartphone patron users are on the rise over the past 8 years, currently 81% of Americans have a smartphone. In addition, cloudLibrary™ has a collaborative partnership with Library Simplified to utilize its SimplyE app. This open-source software is a nice compliment to cloudLibrary to extend your libraries’ eBook and eAudiobook collection.

Describe the process for delivering catalog records to the consortium for participating libraries. bibliotheca provides free brief MARC records at any time. For Full MARC records, we are partnered with eBibliofile, SkyRiver and OCLC for an additional fee from those partners. Some ILSs provide API connections which allow for automatic integration of MARC records.
Our free brief MARC records are delivered via our Reports Module. Libraries can download .mrc files that are automatically generated overnight for the previous day’s purchase or request records for a specific timeframe at any time.

However, when a hold title is removed or not purchased from the collection that title switches to a patron suggestion so the library knows that a patron wished to check out that title. If a patron wants to remove a hold, the platform does prompt them to make sure they want to remove their hold.

Please provide your company’s data security policy. bibliotheca sets high security measures for the data held on its systems and we are continually working to increase our cyber resilience within the business and across our products. We use a mixture of encryption; Enterprise Antivirus and Malware; complex password protection requirements; locked filing cabinets; restricted access; and secure cloud services. Where we store data off premise, we have taken suitable due diligence on the GDPR compliance and security measures of these services. Please see the section on ‘Using Sub Processors’ for more information.
Physical access to the bibliotheca group offices is monitored by access control. Access to data within the office environment is tightly controlled and bibliotheca operate a “clear desk” policy. Any physical printouts of data are processed immediately and subsequently scanned and shredded.
Administrative and technical roles are defined within bibliotheca and data requirements mapped to them. Data held internally is access controlled and only available to staff with specific access needs, in order to deliver contracted services on behalf of a Customer. All access to data is logged and routinely reviewed for inappropriate access. bibliotheca uses a layered security model, using a variety of security technologies such as IDS, and best practice methodologies to help identify and pro-actively react to security issues should they occur. Our systems have platform and data resiliency, that in combination with security measures, helps ensure the integrity of the data that we process on behalf of our Customers. bibliotheca is Cyber Essentials Certified, we adopt best practices in information security to protect customers and employee data against cyber-attacks.
Access to our sub-processor data centers is physically and functionally secured according to the principles established under ISO 27001. For example, access to data centers are regularly reviewed, audited, monitored and logged. Physical access is limited through CCTV and intrusion detection systems.
On detection of a data breach or intrusion, the relevant Supervisory Authority will be notified of the activity within 72 hours of discovery. If the breach is deemed to affect the rights and freedoms of individuals, bibliotheca will ensure all affected parties are informed. bibliotheca will follow the steps outlined in our Incident Management policy and process. A record is made of the breach which can be made available at the request of the ICO or other appropriate supervisory authorities.

8. Please describe available authentication methods for end-users to sign in and check out items. The cloudLibrary™ app authenticates with your library’s ILS via a SIP2 connection or API. If a library does not have an ILS, we can authenticate via a cloudLibrary™ hosted barcode setup, which allows libraries to upload card numbers.

When it comes time to transfer an existing collection, the cloudLibrary™ team will do all the work for you. We have more experience migrating digital content than any other vendor in the market. We have a dedicated content transfer team to assist the MontanaLibrary2Go consortium with transferring its purchased content from any vendor, including OverDrive. bibliotheca has completed more than 250 content transfers from OverDrive, Axis 360, RBDigital, EBSCOhost, etc., to the cloudLibrary™ platform. Migrating content to cloudLibrary™ is an extremely easy process and takes a minimum of 6 – 8 weeks. Our team’s job is not done until your staff is completely satisfied.

Because most readers are using the mobile app (as opposed to the desktop app) and because patrons are busy people, we’ve made getting started with cloudLibrary™ very fast. Libraries have consistently fought for open standards for years, if any vendor provides proprietary methods to access content, such as Kindle Paperwhite devices, this is an inherent disservice to the mission of libraries. Thus, cloudLibrary™ will deliver the same content, using open standards. bibliotheca acknowledges that most patrons who have a Kindle Paperwhite also have other mobile devices such as iOS, Android, etc. According to the Pew Research Center, iOS and Android smartphone patron users are on the rise over the past 8 years, currently 81% of Americans have a smartphone. In contrast, eReader users have consistently been on the decline the past 7 years, currently at 22% of Americans, which Kindle Paperwhite only accounts for a small percentage of this number.

Training Requirements
1. Please describe what training materials and live or recorded sessions are available to library staff and consortium administrators. Unlike other vendors, cloudLibrary™ provides your account will have a dedicated project manager. Ryan Haindfield, cloudLibrary™ Customer Success Manager, He will conduct your team training for the cloudLibrary™ platform and guide your libraries from the deployment process to a successful launch. This unique guidance will ensure your digital lending experience is a success day in and day out. cloudLibrary™ training includes guides, videos, live webinars and optional in-person training. All training on the cloudLibrary™ will include program set-up, administrative and security features, report creation, normal use, reporting features, statistical features and technical support process.
We provide a variety of training resources for our customers including live web-based training/tutorials, end-user documentation, tip-sheets and more. Recorded training video sessions are available on the cloudLibrary™ SharePoint site that can be viewed at any time. All support and training is covered under your annual Platform agreement.
Ongoing training is available through monthly interactive webinars with our in-house support team.
