For completeness, material events up to the sign off date by the Board of Directors on 28th February 2017 have been included in this Report. The financial and non-financial information presented in the narrative report represents both entities unless otherwise stated. This year, we have also adopted the Global Reporting Initiative (GRI) - G4 guidelines for sustainability reporting. This is our first GRI report and is in line with the ‘In Accordance-Core’ criteria prescribed by GRI. Our Approach to Materiality The material content included in this Report has been selected through a structured and comprehensive process as detailed on page 30 of this report. This exercise enables us to clearly identify both internal and external issues which are of greatest significance to current and potential stakeholders and rather than simply providing a list of ‘material issues’ we have sought to ensure that the information presented herein relate to matters affecting our value creation. Introduction & summary In November 2012, 27 inmates at the Welikada Prison, in Colombo, Sri Lanka, were reported as killed by the Army and the Special Task Force (STF) following what was reported as a search operation leading to a riot. 43 persons have also been reported as injured. Based on testimony of eyewitnesses, the Commissioner General of Prisons was seen inside the prison in the morning of 10th November (after midnight on 9th November) and thus, it is believed that he is aware of names of the Army officers present inside the prison during the massacre. According to two available Inquirer‟s Certificates of Deaths, cause of death is due to shooting. However, one indicated that shooting was from afar, while eyewitnesses affirmed that all victims were shot at close range. There were various investigations announced by the present and previous governments as well as the Human Rights Commission of Sri Lanka. But none of the reports have been published. Todate, no individual has been indicted. After the new government came into power on 8th January 2015, families of those killed witnesses and concerned lawyers and activists raised the profile of the campaign, with protests and press conferences demanding the publication of reports, relief for victim‟s families and justice. Witnesses and campaigners gave interviews to media and made fresh police complaints and appeals to the President and the Prime Minister.

Three main forces have driven the development of HTA; rising healthcare demands and expectations, scarcity of resources, and increasing entry of new technologies to the healthcare market. With a commitment to Universal Health Coverage (UHC), decisions on allocations considering cost-effectiveness is crucial. Objectives: To evaluate the global evidence on the process, outcome and importance of HTA and evidence-based decision making in health policymaking and the potential way forward in Sri Lanka Methods: A narrative review on HTA and policy making was undertaken using the databases Medline, Embase, Biomed- central, Science Direct, Web of Science. Useful websites, reports were looked up. The search was conducted during July- December 2019. The search strategy for scientific literature consisted of free text and MeSH terms related to keywords, namely, HTA, evidence-informed decision making, HTA-report and health policy. For the SWOT analysis and the way forward, literature review and expert opinion were obtained. Results: HTA studies the medical, social, ethical, and economic implications of development and use of health-technology and guides the healthcare system in evidence-based decision making that is patient-centred and achieves the highest value for money.
