EXECUTIVE SUMMARY 1. The Government of Rajasthan (GOR) has received a loan from Asian Development Bank (ADB) for implementation of water supply and sewerage systems in selected district towns in the state under Rajasthan Urban Sector Development Program (RUSDP). RUSDP will complement the past and ongoing efforts of the GOR to improve water supply and wastewater services to the residents of the state of Rajasthan. It comprises (i) a program, financed by a policy-based loan of US $250 million, to support policy reforms, including institutional development and governance improvement in the urban sector in the state, and (ii) a project, financed by a project loan of US$ 250 million (project cost 360 million including state share of US$ 110 million), to invest in water distribution network and sewerage systems in the six project cities in the state.1 The six project cities were selected based on consideration of the cities' lack of basic services and their willingness to undertake reforms and institutional restructuring.

2. The Local Self Government Department (LSGD), GoR is the Executing Agency (EA) of the Project and responsible for overall strategic approvals, guidance, monitoring the execution of the project. Program Management Unit (PMU) headed by Project Director and assisted by experienced officers from engineer and finance services are responsible for the implementation of the project. Social Project Officer (SPO) at PMU and assisted by Resettlement Expert of Project Management, Design and Supervision consultants (PMDSC) are responsible for the implementation of social safeguards related activities. In addition, the Assistant Safeguard Officer (ASO), PMDSC in each project town has also been mobilized on the project2.

3. The current report is the 6th semi-annual social safeguard monitoring report prepared for the reporting period from July 2018 to December 2018.

4. Six draft resettlement plans were prepared for the six project cities/towns during the loan processing stage. Further, all six resettlement plans (RPs) were to be revised3 during implementation by PMDSC. Accordingly, a resettlement framework (RF) was also prepared to guide RUIDP on Involuntary Resettlement (IR) impacts during project implementation. An additional RP was prepared by PMDSC for newly identified bulk water supply subproject in Pali Town. 5. All the five RPs have been agreed with the ADB and are now being revised/updated on the basis of detailed measurement survey. Four RPs are revised and one new RP is

The RP for Bhilwara has been recently revised/ updated and submitted to ADB for review and updating of RP for Hanumangarh is under process.

6. It is to confirm that all subprojects do not cause (i) any significant IR impacts or/ and (ii) impact on indigenous people. The IR impacts envisaged on squatters and mobile vendors operating in RoW are temporary in nature and mainly resulting from disruption of livelihood during the construction period and Displaced Persons (DP) will be paid compensation as per the entitlement matrix. The advance information regarding the upcoming construction activities to ensure no or minimal disruption in their livelihood will be provided to all stakeholders. The assistance to temporarily shift to the other side of the road, where no civil work is proposed, will also be provided so that economic and livelihood activities are continued.

7. Up to this reporting period, all the contracts have been awarded and physical works have started in all the project towns (Pali, Tonk, Sri Ganganagar, Jhunjhunu, Bhilwara and Hanumangarh). In Bhilwara and Hanumangarh town, civil works have not been yet executed in identified project impacted areas. Up to this reporting period, the resettlement assistance has been paid to 410 DP, while 94 DP have shown their unwillingness and 106 are under the missing5 category. Impacts on 425 DPs were avoided (mainly due to alignment change/ night work/trenchless work). During this reporting period, no impact on CPRs in the working areas was reported.

8. The various orientation program with project contractors, project implementation units (PIU) and PMDSC site staff were held in all the project towns on safeguard issues. The City Level Committee (CLC), acting as a grievance redress committee (GRC) has been established for each town, chaired by the District Collector. GRC registers are in place at the towns. PIUs with support of Community Awareness and Participation Consultants (CAPC) & contractors are entrusted with the responsibility to maintain a proper grievance register and ensure that the grievances received during execution are recorded and resolved within the specified timeframe. During the reporting period, minor complaints from the people (housekeeping, pipeline damaged, leakages in a new connection, etc) were received, which have been resolved satisfactorily. No complaints/grievances related to social safeguards were received during the reporting period.

A. PROJECT BACKGROUND AND DESCRIPTION 1. The Government of Rajasthan (GOR) has received a loan from Asian Development Bank (ADB) for implementation of water supply and sewerage systems in selected district towns in the state under Rajasthan Urban Sector Development Program (RUSDP). A.1 Project Components 2. The primary objective of the RUSDP is to promote sustainable growth and poverty reduction in the six selected cities of Rajasthan. The Project is financing infrastructural development, in the form of construction and rehabilitation, related to water supply and wastewater inclusive of capacity building of existing Municipal Corporations. Social and community development is forming an important component of the Project, involving community mobilization; under well-organized proactive public awareness campaigns. The works proposed for six selected towns along with details of the contractor and physical progress is provided in Table 1.

B. PURPOSE OF THE REPORT 3. The purpose of semiannual social monitoring report (SMR) is to analyze periodically over the total implementation period of the project to comply with the approved involuntary resettlement (IR) documents such as resettlement plans (RP) and due diligence reports (DDR).

4. RUIDP has the responsibility to oversee the implementation and monitoring of social safeguards issues of each subproject in the project towns. This report covers resettlement and social safeguard monitoring results to comply with the spirit of ADB policy to ‘enhance stakeholders trust’ and ability to engage with ADB, and thereby increase the development impact (of projects) in which disclosure of safeguard monitoring is a prominent aspect. This report covers social monitoring, addressing all the issues related to social safeguards, with reference to the progress achieved and current status of the reporting period.

5. This consolidated report outlines monitoring implementation of social safeguard activities, from July 2018 to December 2018 in accordance with the ADB Safeguard Policy (SPS), 2009.

C. SOCIAL SAFEGUARD CATEGORIZATION 6. The construction of the sub-project does not require any acquisition of land or cause permanent displacement. The locations for the permanent site (sewerage treatment plants, water treatment plants, sewerage pumping stations, pumping stations, raw water reservoir, etc) have been carefully selected and proposed in the vacant encumbrance free government land and the pipes for water supply and sewerage will be laid within road rights-of-way (RoW). However, the laying of pipes may cause temporary access disruptions and possible temporary losses in income to non-titled businesses operating on movable/transitory structures (push carts) in the RoW. Details are provided in Annexure 1. 7. The Project has been classified as category “B” for involuntary resettlement and “C” for Indigenous People as per the ADB’s SPS, 2009.

D. STATUS OF PREPARATION/ UPDATING OF RP 8. Six draft resettlement plans were prepared for the six project cities/towns during the loan processing stage. Further, all the six RPs were to be revised7 during implementation by Project Management and Design Supervision Consultant (PMDSC). Accordingly, a resettlement framework (RF) was also prepared to guide RUIDP on IR impacts during

project implementation. As agreed, a new RP was also to be prepared by PMDSC for Pali Town. 9. All the five RPs have been agreed with the ADB and are now being revised/updated on the basis of detailed measurement survey. Four RPs are revised and one new RP is prepared for additional package identified for Bulk water scheme i.e. RUSDP/Pali/02)8. The RP for Bhilwara has been recently revised/ updated and submitted to ADB for review and updating of RP for Hanumangarh is under process.

10. Being a Design Build Operate contract, even though the DPRs are prepared by consultants, the final design/alignment was to be provided/ re-confirmed by the contractor. As the District Metering Area (DMA)/Zone, wise alignments were to be provided by the contractor, as such during the preparation of revised RPs, the vendors on both sides of the road were considered as displaced persons (DP). Further, in order to facilitate RP implementation, a Zone/DMA wise list of DPs identified during Social Impact Assessment (SEA) with 100% socio-economic details were provided to contractors for freezing of alignment and for avoiding/ confirming the impacts on DPs.

E. IMPLEMENTATION OF RESETTLEMENT PLAN

11. The methodology followed for implementation of RPs is as following: Prior to the start of work, contractors provide the advance work plan to PIU & PMDSC along with the final alignment. After the intimation by the contractor, the joint re-confirmatory survey is conducted by the officials of PIE, PMDSC, and contractor to finalize the list of DPs likely to be impacted due to civil works. Since at the time of preparation of RPs, the exact alignment was not known, the RP contained the details of all the business establishments likely to be impacted. While finalizing the alignment, efforts are being made to avoid the impacts and accordingly, the DPs present in this section are included in the mitigated list. During this reporting period, the impacts were avoided in some areas in all the running projects(Ref Table 6) thereby avoiding impact on 189 DPs. 12. The area where the mitigation of impacts on livelihood is not possible, all the DPs are re-validated/ verified by the implementing officer (ASO, PMDSC) and ID cards are disbursed to potential DP. During the re-validation, it has been observed that DPs listed in the RPs are not available at the site during all the phases: (i) Re-verification; (ii) distribution of compensation; and (iii) construction phase. Since they were not present during the execution of works and did not suffer any impact are being treated as “missing” and confirmation of their absence is being obtained from the other affected HHs. Some of the DPs are voluntarily inclined not to receive the compensation despite being offered. These DPs are treated as “Unwilling” and their consent is taken in writing. (Refer para 1 Missing and Unwilling DPs for further details)

13. Once the list is finalized, ASO collects the details required from DPs which include the bank details and other necessary documentation required for transfer of compensation. Based on findings, the ASOs prepare the micro plans and after approval/sanction by PIE, these micro plans are submitted to the treasury with required bank details for direct transfer of the compensation in the bank account of DPs through RTGS payment.

14. DPs are being compensated in accordance with the agreed entitlement matrix of RF. DPs would be compensated for 14 days disturbance as per RF, however, micro plans prepared for the project area, takes care of the real impacts on DPs and it is ensured that all the DPs are compensated for the actual period of disturbance. If the duration of impact is more, they will be compensated for the actual period of disturbance after due verification from PIU. The compensation recommended in micro plan considers the entitlements prescribed in the RP (livelihood assistance, shifting assistance and vulnerability assistance), the time lags (7% inflation in survey income is provided per year) of implementation & survey along with additional compensation with respect to minimum wage rates.

1. Missing and Unwilling DPs 15. Some of the temporarily affected DPs/businesses in project towns are seasonal and/or migratory in nature9. Some of these DPs though surveyed were not located or traced during verification, disbursement of livelihood assistance and construction time. Some DPs are also showing their unwillingness to accept assistance. RF of RUSDP is clear on these two issues and it has been clearly agreed with ADB that DPs under temporary impacts not traceable for more than 36 months after the start of compensation disbursement, or do not claim their entitlement within project construction period, will bear no impacts of the project and hence will not be considered for compensation.

16. In support of missing DPs and other related issues, implementation officer (ASO) is documenting written information from surrounding vendors and shopkeepers. It is decided that a confirmation will be taken from nearby vendors/residents about missing DP or DP a showed unwillingness to accept R&R assistance. For DP showing unwillingness, along with this certificate, an audio/videos recording (if possible) will be documented. For deceased DP it is decided to make payment to dependents of the deceased DP and similarly, the payment could be made to guardians of minor DPs/ dependents.

2. Impact on Community Property Resources (CPRs) 17. During the social impact assessment, it was found that few CPRs ( like Water Hut, Community Toilet, Temple, Mosque, etc) are adjacent to the RoW, list of these adjacent CPRs was prepared and circulated to the contractor for finalization of alignment accordingly. This is to confirm that as per final alignment and survey no impact is envisaged on any of the CPRs, however, instructions are issued to the contractor (through Employer Representative)

However, since the work is being executed, in small patches and since the work is not being executed on both side of the roads, this final list will be prepared later.

for taking adequate care and ensuring strict adherence to safety norms at the time of civil works near CPRs site. Up to this reporting period, no impact on CPRs has been reported.

F. CURRENT STATUS OF RP –IMPLEMENTATION

18. The water and sewer pipelines are being laid within the available RoW and do not require any land acquisition or causing permanent displacement. However, temporary access disruptions and temporary losses in income during construction may happen to non- titled movable /transitory structure (push carts, etc.) owners/business operating in the ROW.

19. Up to this reporting period, all the contracts have been awarded and physical works have started in all the project towns (Pali, Tonk, Sri Ganganagar, Jhunjhunu, Bhilwara and Hanumangarh). The subproject wise number of DPs are enclose provided in Table 2.

21. Up to this reporting period, the compensation has been disbursed to 410 number of displaced persons, while 94 numbers of DPs have shown their unwillingness and 106 number of DPs are under the missing10 category. One number of DP (Mr. Saini s/o Ghasilal Saini) under Tonk water supply and Sewerage project reported as unwilling in the last reporting period, has been compensated now accordingly name has been struck-off. The compensation was paid to displaced persons as per approved micro plan which includes, livelihood assistance, shifting assistance, vulnerability assistance and additional assistance (for the time lag, to maintain minimum wage level. For missing and unwilling displaced persons, records of written information from surrounding vendors or shopkeepers have been collected. The subproject wise detail of payment of compensation along with the numbers of DPs is provided in Table 3 and 4. Details of compensation disbursed during this reporting period are attached in Annexure 2 and details of unwilling and missing DPs are attached in Annexure 3 &4. In Bhilwara and Hanumangarh town, work has not started in identified project impacted areas

Project Impacts Minimization 22. Meticulous planning by PMDSC and good practices adopted by the contractor has resulted in mitigation of impact on DPs. The good practices adopted by the contractor are as below (including but not limited to following):-

• Sewer pipelines were laid in the middle of the road and works were executed in the night with proper safety measures.

• Worked was executed on one segment at the time on one side of the road and access was made available for the roadside petty businesses. Excavation has been expedited and walkways have been provided for access in order to avoid livelihood losses.

23. It is pertinent to inform that during the preparation of the RPs, the people carrying on business activities on both sides of the road have been considered as DPs. In a few patches, the laying of pipelines was done only on one side by the contractor and accordingly no impact was sustained by vendors operating on the other side of the road. All these DPs have been considered as mitigated and reported in the SMR.

24. Up to this reporting period, impact on 425 nos of DPs was mitigated (191 DPs in Tonk, 143 DPs in Pali/01, 33 DPs in Pali 02 Package, 28 DPs in Ganganagar and 30 DPs in Jhunjhunu). Assistant Safeguard officers posted at towns are conducting regular due diligence of work execution and documenting the confirmation taken from the mitigated DPs Refer Annexure 5 for further details.

F.1 Orientation Program with Project Contractors /Social Outreach Team PIU and PMDSC Site Engineers. 25. As a part of the implementation strategy, during this reporting period, Orientation programs with project contractors, social outreach team, PIU and PMDSC site engineers were held in all the project towns and safeguard issues were deliberated in detail. The participants were oriented about the following issues: (i) to avoid the impact on livelihood by maintaining access to commercial establishments as well as residential houses; (ii) work should be executed in a planned/ phased manner so that temporary inconvenience is avoided; (iii) access to CPRs to be maintained;(iv) natural drains should not be disturbed (as far as possible) (v) the alignment pass through the commercial areas, where the road width is sufficient, contractor was advised not to close the road or divert the traffic and the work should be executed on convenient hours / non-peak hours after required consultations with the shop owners/ vendors; (vi) the work should be carried out in patches/phases so that the indirect impact is avoided; (vii) the work in busy and crowded area should be taken during the night to avoid the impact and inconvenience to the public; and (viii) contractor should provide the advance notice should be provided to the public about the work in general and night work in particular. The details are attached in table 7 and photographs are attached in Annexure 6)

G. PUBLIC PARTICIPATION AND CONSULTATION 26. A series of meetings and consultations with DPs and other stakeholders were conducted by the ASO of PMDSC. The issues regarding the scope of the project, entitlement options, impacts, etc. at different stretches during RP implementation. During implementation, PMDSC is conducting public consultation meetings focussing on R&R implementation activities/ procedures which includes discussion on opening of bank a/c and modalities of disbursement of assistance. PIU/ Contractor has been informed that 30 days advance notice is to be provided to DPs before Civil Works are initiated (in that section) and disbursement should be completed prior to the start of Civil Work by Contractor. Information also continues to be disseminated to DPs and beneficiaries through various media.

27. To oversee the entire information dissemination and for creating required public awareness, CAPC consultant has been mobilized (in RUIDP PH III) and a separate Social Expert cum Gender Specialist has been deputed in all project town by CAPC. List of activities performed by CAPC Expert with support from the Outreach team is attached in Annexure 7). Summarized information of awareness activities is presented in the report.

H. GRIEVANCE REDRESS MECHANISM

28. To ensure that the grievances of the DPs are heard and resolved in a timely manner, the grievance redress mechanism (GRM) has been established for the project, which has the following approach and procedure (Figure 1):

(i) In case the DP has any complaint or grievance, he/she is free to lodge his/her complaint to site engineers of Contractor/PMDSC/PIU, safeguard staff who will make efforts to resolve the complaint on the ground level itself. The project implementation unit will make efforts to redress the grievance within 3 days from the receipt of the grievance.

(ii) In case the DP’s grievance is not redressed at PIU level, the matter will be put up at PMU level who will ensure that grievance is redressed with the time frame of 7 days.

(iii) If the grievance is not redressed at PMU level within the time frame, the matter will be put up at Grievance Redress Committee (GRC) established in each town, which will address the grievance within 15 days.

(iv) DPs are free to approach the court of law at any time on their own will and expenses.

29. Besides the GRM of the project, the state has an online grievance monitoring system known as Rajasthan Sampark Portal. The DPs can also lodge their complaints online at http://sampark.rajasthan.gov.in/index.aspx. 30. A toll-free number has also displayed by the contractor in a different location for lodge the grievances.

(a) Information to the DPs about the GRM The DPs will be informed about the GRM under the project through public consultations, disclosures, and distribution of project information leaflet. The DPs will also be informed that in case they are not satisfied with the decision of the GRC, or failing the redressal of grievance; they can take their case/grievances to the judiciary.

(b) Grievance Redressal Committee (GRC) 31. City Level Committee (CLC) is acting as a grievance redress committee (GRC) has been established (Order no F6(45)AR/Gr-3/99 dated 13.09.2013) with the primary objective of providing a mechanism to mediate conflict and disputes concerning compensation payments and cut down on lengthy litigation. GRC consists of following members: District Collector(Chairman) with representatives from the ULB, state government agencies, PIU, community-based organizations (CBOs) and NGOs. As a GRC, the CLC meets at regular intervals based on the availability of the CLC /GRC members and also as per requirement or pending issues.

c) Record-keeping 32. PIUs, Contractor, and CAPC have been entrusted with the responsibility to maintain a proper register of the grievance (if any) which will be endorsed by all agencies involved in implementation. GRC registers are in place at the towns.

(d) Costs 33. All costs involved in resolving the complaints (meetings, consultations, communication, and reporting/information dissemination) will be borne by the concerned PIU at town level while costs related to escalated grievances will be met by the PMU. Cost estimates for grievance redress are included in resettlement cost estimates.

34. No complaints/grievances related to social safeguards were received during the reporting period

I. INSTITUTIONAL ARRANGEMENT

35. An institutional arrangement has been set-up at the project level to ensure that sub- projects comply with ADB’s safeguard requirement. The institutional arrangement includes augmenting the capacity of project management & implementation staffs with regard to the smooth implementation of safeguard concerns at sub-project location. The Local Self Government Department (LSGD) is the executing agency responsible for overall technical supervision and execution of all subprojects funded under the Program. The Implementing Agency is the Program Management Unit (PMU) of the on-going Rajasthan Urban Infrastructure Development Project (RUIDP), to coordinate the construction of subprojects and ensure consistency across the towns Project Implementation Unit (PIU) has been established.

36. At PMU level, there is a Social Project Officer (SPO), who looks into social safeguard issues, assisted by a Resettlement Expert of PMDSC. The Resettlement Expert is responsible for (i) update the existing RPs based on the detailed design; (ii) assist in the monitoring and supervision of ongoing subprojects and RP and IPP implementation; (iii) prepare RPs for new subprojects, where required to comply with national law and/or ADB procedure; (iv) ensure all subprojects meet safeguard requirements as agreed in the loan covenant and in line with this RF; (v) review and finalize all reports in consultation with the PMU SPO (RP updating and preparation, preparation of semi-annual social safeguard monitoring report for PMU submission to ADB, and support GRM implementation).

37. At each PIU, one engineer has been designated as nodal officer and one engineer from PMDSC site office appointed as a coordinator is responsible for day to day monitoring

of EMP and implementation of RP. Nodal officers of PIU are assisting PMU SPO in implementation of the social safeguards at the PIU level. The PIUs are responsible for the implementation of the RPs. PIUs will undertake internal monitoring and supervision and record observations throughout the project period to ensure that the safeguards and mitigation measures are provided as intended.

38. For monitoring of the implementation of RPs, an additional Safeguard Staff / Assistant Safeguard Officer (ASO) for each project town has been appointed by PMDSC, are working under the supervision and guidance of PMDSC Resettlement Expert. The task of ASO assigned is as follows:

 To communicate closely with identified (identified through census survey conducted for RP11) potential DPs / APs)and provide them timely information of construction schedule, distribute identification cards, educate them on their entitlements under the RP and RF, shifting DPs/APs during civil work execution inappropriate manner without hampering their income or assets;

 Assist displaced persons (DPs)/ in ;(i) In opening bank accounts (if not already available with APs/DPs), disbursement of compensation livelihood losses and resettlement assistance (as per provisions of RF) and ensure that DPs/APs obtain their full entitlements under the RPs.(ii) Organize consultation and discussion meetings with the DPs/APs, the community leaders and other stakeholders throughout RP preparation and implementation phases. (iii) To organize consultation and discussion meetings with the DPs/APs, the community and other stakeholders throughout RP implementation phases with proper documentation. (iv)Ensure disbursement of compensation against livelihood losses, resettlement assistance (vulnerable assistance, shifting assistance, structure losses assistance, crops/trees losses assistance) as per entitlement matrix. (v) Disclosure of RP, Cut of Date in vernacular language at public places & project affected persons and preparation of internal RP implementation monitoring reports. (vi) Distribution of one-month advance notice, to in affected areas that on the following date the civil works will be started in following areas and timely shifting of Squatters and Encroachers from temporary impact zone during construction if required. ;(vii) Registering grievances of DPs/APs (the grievance redress mechanism (GRM) already established) and assist to PIU in resolving grievances at PIU level or GRM level. (viii) Assist the DPs/APs in the redress of grievances through the Grievance Redress mechanism established as part of the RP, and make the DPs/APs aware of GRM at several levels. (ix) Assist APs/DPs in getting benefits from various government development programs particularly for income restoration/ generation,

39. M/s IPE Global Pvt Ltd in association with Cogent Training Research Development consultant has been appointed as Community Awareness and Participation Consultants (CAPC) to oversee the entire information dissemination, required for creating public awareness. CAPC consultant has been mobilized on 1 December 2015 and a social expert cum gender specialist has been deputed by CAPC in each project town. Social Expert of CAPC is acting as a “Town in charge” for all the community awareness and participation programs and is overseeing the performance of Social outreach team (SOT)12 of the contractor.

40. SOT team has been mobilized in each town for supporting the additional Safeguard Staff and CAPC in implementation of RP and community awareness activities.

Conclusion 41. Up to the end of the reporting period, all the contracts have been signed and works are going for all the packages, which are under different stages of implementation. The contractors of Pali (both the package), Ganganagar, Tonk, Jhunjhunu have started works in the DP areas after the required implementation of RP. By the end of the reporting period, the compensation has been disbursed to 410 DPs, while 94 have shown their unwillingness and 106 are under missing. The impact on 425 DPs have been mitigated and no impact on CPRs like a garden, hand pumps; public water tanks in the working areas were reported until this reporting period.

42. Resettlement experts and support social staff of PMDSC are regularly visiting each town for monitoring of resettlement related issues. The feedback is being taken from DPs and their satisfaction level is being documented for internal monitoring. PIU, Nodal Officer and coordinator of PMDSC site office are also monitoring the RP implementation. Additional Safeguard Officer has been mobilized in Tonk, Pali, Jhunjhunu, Ganganagar, Bhilwara, and Hanumangarh to assist Nodal officer, PIU for monitoring implementation of the RP. These ASOs are based in the subproject area and are able to speak local languages; the staff includes both women and men.

43. Meetings are being held in each PIU on a weekly basis for review and progress of R&R. Orientation program with project contractors/PIU/PMDSC is being conducted by safeguard expert, PMDSC regularly to facilitate the contractor for compliance of safeguard issues.

44. As good practice resettlement units are established at all sites to facilitate planning, coordination, and implementation. Field offices and ASO members are maintaining contact with the displaced persons to build rapport in resettlement activities. It is expected that sufficiently staffed SOT will complement the scene shortly. CLC/ GRCs have been established at all 6 towns and meeting is being held regularly in all the towns. DPs were provided advance information regarding the upcoming construction activities to ensure no or minimum disruption in their livelihood

45. All affected persons are compensated and paid resettlement assistance prior to starting of civil works in accordance with the agreed RP. The DPs have utilized the compensation amount for the improvement of their business (generally) and now the shift has been made towards the improvement of livelihood by skill training, accordingly, efforts are being made to link DPs to various government schemes13.

46. Implementation of RP in true spirit will require due commitment from both contractor and PIU and clear understanding of the “NO HARM” approach is mandatory for both the involved agencies. Frequent orientations provided by PMDSC actually facilitate the desired output as the contractor is provided the required understanding before the civil work execution starts. Visits organized/being organized by PMDSC every month actually motivates the involved agencies along with PIU/PMU and conducting Regular review meeting at PIU and PMU level will further facilitate the implementation of RP and will actually complement civil works.

47. No safeguard compliance issues are left out or un-noticed during this reporting period.
