7. HEARING OF CITIZENS AND DELEGATIONS CONCERNING ITEMS ON AGENDA A person wishing to be heard by the Board shall be recognized by the chairperson. He/she shall then identify himself/herself and proceed with his/her comments as briefly as the subject permits. 1E. APPROVAL OF STRONGE EVALUATION SYSTEM; 2020-2021

Pursuant to N.J.A.C. 6A:10-2.1, it is recommended that the Board approve the Stronge Evaluation System used for administrator and teacher evaluations.

2E. APPROVAL OF CHROMEBOOK AGREEMENTS; 2020-2021

It is recommended that the Board approve the attached Elementary and Middle School Chromebook Agreements.

3E. APPROVAL OF 2020-2021 ANNUAL CONTRACT FOR HOSPITAL INSTRUCTION WITH BERGEN COUNTY SPECIAL SERVICES SCHOOL DISTRICT (BCSS)

It is recommended that the Board approve the 2020-2021 annual contract for hospital instruction with Bergen County Special Services School District (BCSS) at a rate of $65.00 per hour, not to exceed a maximum of ten hours per week per student.

4E. APPROVAL OF THE ADOPTION OF THE DISTRICT GOALS; 2020-2021

It is recommended that the Board adopt the following District Goals for the 2020-2021 school year.

DISTRCT GOALS Goal 1 Refine data-driven decision making by examining assessment and accountability systems to improve the quality of teaching and learning through the analysis of multiple sources of data, including formative and summative assessments. Goal 2 Continue to build the capacity of teachers to engage in continuous growth of differentiated instruction and best practices by using regional collaboration, teacher leadership, job-embedded professional development, and professional learning communities. Goal 3 To support the integration and responsible use of instructional technology by participating in the digital world for the betterment of innovation, 21st century instructional practices, and the student learning experience.

It is recommended that the Board adopt the following Board of Education Goals for the 2020-2021 school year.

BOARD OF EDUCATION GOALS - DRAFT Goal 1 Complete a District-wide facility audit identifying the strengths and areas for growth. Goal 2 Create a plan to enhance the Hillsdale Public Schools learning environment that will strengthen the learning and teaching experience. Goal 3 Maintain a sound budgeting plan to drive student progress to enhance the learning environment for students.

6E. APPROVAL OF SCHOOL DISTRICT PROFESSIONAL DEVELOPMENT PLAN AND STATEMENT OF ASSURANCE; 2020-2021

It is recommended that the Board approve the School District Professional Development Plan (PDP) and School District Professional Development Plan (PDP) Statement of Assurance for the 2020-2021 school year.

8E. APPROVAL OF HILLSDALE UPDATED RESTART AND RECOVERY PLAN TO REOPEN SCHOOLS; 2020-2021

BE IT RESOLVED BY THE HILLSDALE BOARD OF EDUCATION that the Board, upon recommendation of the Superintendent of Schools, approves the following resolution:

WHEREAS, in response to the COVID-19 pandemic, the Governor has declared a state of emergency and a public health emergency, and ordered all schools closed for in-person instruction for the remainder of the 2019-2020 school year ; and

WHEREAS, in response the continued COVID-19 pandemic the Governor announced Reopening guidance for New Jersey Schools for the 2020-2021 school year; and

WHEREAS, the guidance announces that, absent a change in public health data, public schools will open for in-person instruction and operations in some capacity at the beginning of the 2020-2021 school year; and

WHEREAS, each district will be expected to develop, in collaboration with community stakeholders, a plan to reopen schools in the fall that best fits the district’s local needs.; and

WHEREAS, the District did develop, in collaboration with community stakeholders, a plan to reopen schools in the fall that best fits the district’s local needs;

NOW THEREFORE, BE IT RESOLVED that the Board hereby approves the District’s Updated Restart and Recovery Plan to Reopen Schools which was previously submitted to the Department of Education on July 31, 2020, and will be re-submitted to the Department of Education on August 28, 2020 and to be implemented for the 2020- 2021 school year.

1P. APPROVAL OF RESOLUTION TO RATIFY CONTRACT AGREEMENT WITH THE HILLSDALE EDUCATION ASSOCIATION FOR THE 2020-2021 SCHOOL YEARS

WHEREAS, the Hillsdale Board of Education (hereinafter referred to as the "Board") and the Hillsdale Education Association (hereinafter referred to as "HEA") have negotiated a successor collective negotiations agreement (hereinafter referred to as the "CNA") effective July 1, 2020 through June 30, 2023; and

WHEREAS, the HEA has, by a majority vote of its membership, ratified the CNA.

NOW, THEREFORE, BE IT RESOLVED that the Board hereby ratifies and approves of the terms of the CNA effective July 1, 2020 through June 30, 2023, which is attached to this Resolution and made a part hereof; and

BE IT FURTHER RESOLVED that the Board hereby authorizes the Board President and the Business Administrator/Board Secretary to execute, on behalf of the Board, the CNA by and between the Board and the HEA.

2F. APPROVAL TO RENEW BID FOR SNOW PLOWING SERVICES; 2020-2021

WHEREAS, the Hillsdale Board of Education (hereinafter referred to as the "the Board") and Raymond Brothers Landscaping, Inc. (hereinafter referred to as "Raymond Brothers Landscaping") are parties to an Agreement for snow plowing and salting services for the 2019-2020 school year (hereinafter referred to as the" Agreement"); and

WHEREAS, the Agreement specifically provides that the Board may renew the Agreement for an two (2) additional one(1) year terms in accordance with N.J.S.A. 18A:18A-42; and

WHEREAS, the Board desires to extend the Agreement for one (1) one year, for the 2020-2021 school year; and

WHEREAS, the Board has determined that Raymond Brothers Landscaping has been rendering the services in an effective and efficient manner.

NOW, THEREFORE, BE IT RESOLVED that the Board hereby extends the Agreement with Raymond Brothers Landscaping for one (1) year, for the 2020-2021 school year.

BE IT FURTHER RESOLVED that the Board President and the Board Secretary are hereby authorized to execute and any and all documents necessary to effectuate the terms of this Resolution. 21

TRANSPORTATION COMMITTEE: CHRISTINA JENNINGS, CHAIRPERSON; JUSTIN SAXON, MEMBER

1T. APPROVAL OF CONTRACT WITH 4 DIAMOND BUS COMPANY; 2020-2021

WHEREAS, the Hillsdale Board of Education (hereinafter referred to as the “Board”) advertised for bids for student transportation services for the 2020-2021 school year (hereinafter referred to as the “Transportation Services”); and

WHEREAS, on August 20, 2020, the Board received two (2) bids for various routes as reflected on the attached bid tabulation sheet; and

WHEREAS, 4 Diamond Transportation, LLC (hereinafter referred to as “4 Diamond Transportation”) submitted the lowest responsible overall bid, with a base bid in the amount of $375 for Route Number GW No. 1 A.M., $195 for Route Number GW No. 2, and $195 for Route Number No. ABS No. 3, as well as a rate a per diem rate of $60 for an aide, if applicable; and

WHEREAS, the bid submitted by 4 Diamond Transportation is responsive to the specifications in all material respects and it is the Board’s desire to award the bid to 4 Diamond Transportation;

NOW, THEREFORE, BE IT RESOLVED that the contract for the Transportation Services is hereby awarded to 4 Diamond Transportation in the amount of $375 for Route Number GW No. 1 A.M., $195 for Route Number GW No. 2, and $195 for Route Number No. ABS No. 3, with the per diem base bid adjustment at $1.50 per mile, as well as a per diem rate of $60 for an aide, if applicable.

BE IT FURTHER RESOLVED that each award is expressly conditioned upon the successful vendor furnishing the requisite insurance certificate and performance bond as required in the specifications and executing a contract in accordance with the terms of the specifications.

BE IT FURTHER RESOLVED that the Board President and the School Business Administrator/Board Secretary are hereby authorized to execute any and all documents necessary to effectuate this Resolution. The School Business Administrator/Board Secretary shall submit all required documents to the Executive County Superintendent in accordance with the regulations governing student transportation.

HILLSDALE ELEMENTARY CHROMEBOOK AGREEMENT

As a recipient of a district-issued Chromebook for the 2020-21 academic year, students receiving the device and parents/guardians signing this form agree to the following:

Device Use: Students should use the assigned device for educational purposes and district business only. Furthermore, students are expected to bring their assigned device to all classes each day with a full battery charge. The use of each device assigned to a student is subject to the acceptable use guidelines described in BOE policies 2361 and 7523.

Manufacturing Defects and Technical Problems: If students are experiencing technical difficulties, they should bring their device to the Computer Lab. In the event that the computer lab is not available, students should drop the device off in the Main Office. Students must fill out the Damage Report Form, which will be available in the Computer Lab, Main Office, and on the school website. The Technology Department will determine whether the reported problem is a product of regular wear and tear or if it should be considered damaged.

Lost Device Fee: All students are responsible for the security of their Chromebook. Devices should be kept with the students at all times, or secured in a student's locker. Damages that result from abuse or neglect are the responsibility of the student and subject to fees. In the event of theft, vandalism, or other criminal acts, the student/parent/guardian must file a report with the local police department, submit a copy to the school, and complete the School District's Technology Device Loss Form. The fee for a lost Chromebook or accessories will be the full replacement cost of the device or accessories.

Software and Applications: The district reserves the right to audit and remove any software in the student assigned device at any time. The district may require the installation of software that will have access to personal information stored in the student assigned device.

Electronic Recording Capabilities: Any electronic recordings used with the device must be for instructional/educational purposes only. Students must obtain prior approval from a teacher or administrator prior to using the audio, image, or video recording capabilities of the device. No recording should start without the permission of all the individuals being recorded. In addition, electronic recordings obtained with the device may not be shared, published or re-broadcasted for any reason by the student without obtaining the permission of the district and all individuals present in the recording. Privacy: As per the guidelines of the NJ Anti-Big Brother Act (N.J.S.A.) 1BA:36-39 (P.L. 2013, c. 44) the Board of Education reserves the rights to examine, restrict, or remove electronic data from devices assigned to students. Students and their parents/guardians understand the assigned device may record or collect information on the student's activity or the student's use of the device. Students and parents/guardians further understand that all communication sent or received while connected to Hillsdale network infrastructure and services can potentially be recorded and archived. The district reserves the right to share any of such archived records with law enforcement authorities if deemed appropriate by the district. In addition, the district reserves the right to use the geolocation features of the device to track its location in case it is lost or stolen. The district shall not use any of the recording or geo-location capabilities of the device in a manner that would violate the privacy rights of the student or any individual residing with the student.

Access to Internet Material: In accordance with the "Children's Internet Protection Act" (CIPA), Hillsdale Public Schools will use appropriate filtering measures to limit the exposure of students to indecent or objectionable material on the Internet while the device is connected to the school network. Furthermore, district staff will monitor student use of the device while in school and provide guidance in the appropriate use of the device and the access to the global Internet. Parents/guardians understand that district Internet filters are in place for the Chromebook when used at home, agree to monitor the student use of the device while not in school, and are encouraged to establish rules of usage with the student.

Data Security/ Intellectual Property/ Academic Integrity: Students are responsible for the security of the data stored on their district assigned device. Passwords or login information should never be shared. Students recognize that all content created on a district device while using a district Google account is not subject to intellectual property claims. Students further recognize that all activity shall follow the expectations for academic integrity as described in their student handbooks.

(Students who qualify for free or reduced lunch will be charged accordingly.) Similar to textbooks, the student is responsible for maintaining their Chromebook and its accessories, such as the charger and carrying case, in proper working condition. Students are not to place stickers or any adhesive decoration directly to their Chromebook. The district will maintain a stock of loaner devices that can be used in the event of damage to the assigned device while the student device is being repaired or replaced. All devices, regardless of condition, will be returned to the Technology Department in June for routine maintenance.
