November 25, 2020 The Honorable Nancy Pelosi The Honorable Nita Lowey Speaker of the House of Representatives Chairwoman U.S. House of Representatives Appropriations Committee H-232, U.S. Capitol H-307, U.S. Capitol Washington, DC 20515 Washington, DC 20515 The Honorable Betty McCollum Chairwoman Interior and Environment Appropriations Subcommittee 2007 Rayburn House Office Building Washington, DC 20515 Dear Speaker Pelosi, Chairwoman Lowey and Chairwoman McCollum, We write to urge your continued support for the humane and sustainable management of wild horses and burros on our public lands. To that end, we request dedicated funding in any final spending package for the implementation of humane, proven and reversible fertility control, namely the porcine zona pellucida (PZP) immunocontraceptive vaccine by the Bureau of Land Management (BLM). We are pleased this amendment to support this effort was adopted by voice vote in the House of Representatives as part of its Fiscal Year (FY) 2021 Interior and Environment Appropriations bill. This bipartisan amendment, cosponsored by Representatives Dina Titus, Joe Neguse, Brian Fitzpatrick, David Schweikert, Jan Schakowsky, David Price, Peter King, Ben McAdams, John Katko, Raul Grijalva and Deb Haaland, reflects a strong desire among our House colleagues to see that PZP is implemented. We appreciate the Appropriations Committee’s effort to support the BLM’s horse and burro program in FY20 by providing more than $21 million in additional funding over previously enacted levels. We also appreciate the Committee’s efforts to promote agency accountability, requiring that the BLM submit a report to Congress detailing past expenditures and accounting for future program planning and needs.

  • Using Activists' Pairwise Comparisons to Measure Ideology
Is John McCain more conservative than Rand Paul? Using activists' pairwise comparisons to measure ideology ∗ Daniel J. Hopkins Associate Professor University of Pennsylvania [email protected] Hans Noely Associate Professor Georgetown University [email protected] April 3, 2017 Abstract Political scientists use sophisticated measures to extract the ideology of members of Congress, notably the widely used nominate scores. These measures have known limitations, including possibly obscuring ideological positions that are not captured by roll call votes on the limited agenda presented to legislators. Meanwhile scholars often treat the ideology that is measured by these scores as known or at least knowable by voters and other political actors. It is possible that (a) nominate fails to capture something important in ideological variation or (b) that even if it does measure ideology, sophisticated voters only observe something else. We bring an alternative source of data to this subject, asking samples of highly involved activists to compare pairs of senators to one another or to compare a senator to themselves. From these pairwise comparisons, we can aggregate to a measure of ideology that is comparable to nominate. We can also evaluate the apparent ideological knowledge of our respondents. We find significant differences between nominate scores and the perceived ideology of politically sophisticated activists. ∗DRAFT: PLEASE CONSULT THE AUTHORS BEFORE CITING. Prepared for presentation at the annual meeting of the Midwest Political Science Association in Chicago, April 6-9, 2017. We would like to thank Michele Swers, Jonathan Ladd, and seminar participants at Texas A&M University and Georgetown University for useful comments on earlier versions of this project.

Senate Committee Musical Chairs August 15, 2018 Key Retiring Committee Seniority over Sitting Chair/Ranking Member Viewed as Seat Republicans Will Most Likely Retain Viewed as Potentially At Risk Republican Seat Viewed as Republican Seat at Risk Viewed as Seat Democrats Will Most Likely Retain Viewed as Potentially At Risk Democratic Seat Viewed as Democratic Seat at Risk Notes • The Senate Republican leader is not term-limited; Senator Mitch McConnell (R-KY) will likely remain majority leader. The only member of Senate GOP leadership who is currently term-limited is Republican Whip John Cornyn (R-TX). • Republicans have term limits of six years as chairman and six years as ranking member. Republican members can only use seniority to bump sitting chairs/ranking members when the control of the Senate switches parties. • Committee leadership for the Senate Aging; Agriculture; Appropriations; Banking; Environment and Public Works (EPW); Health Education, Labor, and Pensions (HELP); Indian Affairs; Intelligence; Rules; and Veterans Affairs Committees are unlikely to change. Notes • Current Armed Services Committee (SASC) Chairman John McCain (R-AZ) continues to receive treatment for brain cancer in Arizona. Senator James Inhofe (R-OK) has served as acting chairman and is likely to continue to do so in Senator McCain’s absence. If Republicans lose control of the Senate, Senator McCain would lose his top spot on the committee because he already has six years as ranking member. • In the unlikely scenario that Senator Chuck Grassley (R-IA) does not take over the Finance Committee, Senator Mike Crapo (R-ID), who currently serves as Chairman of the Banking Committee, could take over the Finance Committee.

  • Capitol Insurrection at Center of Conservative Movement
Capitol Insurrection At Center Of Conservative Movement: At Least 43 Governors, Senators And Members Of Congress Have Ties To Groups That Planned January 6th Rally And Riots. SUMMARY: On January 6, 2021, a rally in support of overturning the results of the 2020 presidential election “turned deadly” when thousands of people stormed the U.S. Capitol at Donald Trump’s urging. Even Senate Republican leader Mitch McConnell, who rarely broke with Trump, has explicitly said, “the mob was fed lies. They were provoked by the President and other powerful people.” These “other powerful people” include a vast array of conservative officials and Trump allies who perpetuated false claims of fraud in the 2020 election after enjoying critical support from the groups that fueled the Capitol riot. In fact, at least 43 current Governors or elected federal office holders have direct ties to the groups that helped plan the January 6th rally, along with at least 15 members of Donald Trump’s former administration. The links that these Trump-allied officials have to these groups are: Turning Point Action, an arm of right-wing Turning Point USA, claimed to send “80+ buses full of patriots” to the rally that led to the Capitol riot, claiming the event would be one of the most “consequential” in U.S. history. • The group spent over $1.5 million supporting Trump and his Georgia senate allies who claimed the election was fraudulent and supported efforts to overturn it. • The organization hosted Trump at an event where he claimed Democrats were trying to “rig the election,” which he said would be “the most corrupt election in the history of our country.” • At a Turning Point USA event, Rep.

The Monmouth (“Mon-muth”) University Poll finds the Democrat with a large advantage among Latino voters and a small edge in all-important Maricopa County. In the race for U.S. Senate, Democrat Mark Kelly maintains his lead over incumbent Martha McSally. The poll also finds widespread voter support for a ballot measure to impose an income tax surcharge on high-earners and nominally more support than opposition for a proposition to legalize marijuana, although the latter vote could be close depending on turnout. Among all registered voters in Arizona, the race for president stands at 48% for Biden and 44% for Trump. The contest stood at a similar 46% to 43% in a poll taken shortly before the state’s presidential primary in March. Another 4% currently support Jo Jorgensen and 3% are undecided. Voter intent includes 42% who say they are certain to vote for Biden (versus 45% who say they are not at all likely to support the Democrat) and 38% who are certain to support Trump (versus 48% who are not at all likely). Under a likely voter scenario with a somewhat higher level of turnout than in 2016, the race narrows to 48% for Biden and 46% for Trump.
