Says, “ Congress Party stands one with the Nation to take on the challenge of COVID-19” Sh. Rahul Gandhi addresses the CWC-: “We have looked at #COVID for 2 months since February and have spoken to experts.No country in the world has attempted a lockdown with huge migrant labour without arranging for their stay, food and ration & pushing them back home.” Sh. Rahul Gandhi says -: “Congress needs to act as a watchdog. We need to ensure that the most vulnerable and the poor are protected comprehensively. Capt. Amarinder Singh points out the non release of State’s share of ₹ 5,000 CR by Govt of India as a hindrance in the fight against #COVID. Says he has taken it up with Finance Minister. Sh. Bhupesh Baghel addresses the CWC-: “Congress Govt has given 10 kgs of ration free to all the families under PDS system. All children in Anganwadis are being sent their food home. However, GST share of over ₹ 2,000 CR not released by Govt of India.” Sh. Bhupesh Baghel says-: “Chhattisgarh Govt has decided to test all 2,000 persons, who have come from abroad.However, GOI’s share of MGNREGA hasn’t been received. Out of nearly ₹ 400 CR, only ₹ 75 CR received. Mazdoors need to be given 3 months advance in their account” Sh. Ashok Gehlot addresses the CWC-: “I raised the issues raised by Congress President with the PM today, including MGNREGA workers issue.We have given DBT of ₹ 1,000 earlier and are now transferring ₹ 1,500 again to vulnerable sections.We have released ₹ 1500 CR pension.” Sh. P. Chidambaram addresses the CWC-: “1. Govt hasn’t understood the enormity of the crisis completely.2. Congress should engage the Govt constantly, support it but point out the shortcomings.” Sh. In this interview, former Information and Broadcasting Minister Manish Tewari — who is also a Distinguished Senior Fellow at The Atlantic Council’s South Asia Centre — talks to Smita Gupta, Senior Fellow, The Hindu Centre for Politics and Public Policy, New Delhi,about the impact of the BJP’s nationalism card in the upcoming general elections, the role of the media in amplifying the BJP’s message, why the Congress has been circumspect on the subject and whether it is appropriate to use national security as an election issue. State government participation in foreign policy can no longer be restricted merely to the economic sphere. The State governments will need to have a clearer vision of the roles that they could (and should) play in economic and foreign policy. Summary In his three years in office, Indian Prime Minister Narendra Modi has repeatedly urged the states to emerge as drivers of the country’s growth story, and to play their part in strengthening ties with the outside world. The PM has often repeatedly invoked the concepts of “Co-operative Federalism” and “Competitive Federalism”. Co-operative Federalism is understood to be a purposeful relationship between the Central and State governments on issues pertaining to key economic and external policies. As Modi noted in a speech made to members of the Indian diaspora in the Netherlands: ‘India is about co- operative federalism. The Centre and States working together for the development of India, this is our effort.’ Competitive Federalism, on the other hand, is perceived to be the “competitive spirit” between states whereby they compete with each other for Foreign Direct Investment. Modi’s emphasis on a more significant role for the States is largely driven by his personal experiences as the Chief Minister of Gujarat state when, in that office, he reached out to investors outside India, especially in East and South-East Asia.
