(1.5) (1.1) (0.8) LETTER TO SHAREHOLDERS To our shareholders: From the vantage point of spring 2017, I can see behind us a year when our television division delivered record revenue, driven by more than $100 million of political advertising revenue and a 50 percent increase in fees we receive from cable and satellite operators who include our TV stations in their packages. From this same vantage point, I can see ahead to a year when local broadcasters’ optimism already has been lifted by the promised tailwinds of the advancement of next-gen television transmission standard ATSC 3.0 as well as further increases in the value of our content as represented by rising rates for the retransmission of our stations. At Scripps, 2017 also brings the promise of new leadership. After nearly 18 years as a member of the senior leadership team here at Scripps — including nine as CEO — I will retire from the role of president and CEO later this year, retaining the job of chairman of the board.

About Kern Community Radio Members of Kern Community Radio had desired to pursue a non-commercial, educational community radio station for Bakersfield in 2006 due to the total absence of any local local secular non-commercial radio. Bakersfield, a metropolitan area of roughly 840,000 people, does not have one local-studio secular, non-commercial radio station. That includes no secular LPFM, no local-content NPR station,1 no community station, or no college station. The entire non-commercial FM band except for one station is all relayed via satellite from chiefly religious broadcasters from Texas, Idaho, and Northern California.

We made the following points: · Due to the scattered location and widely varying signal strength of radio stations, any method of defining radio markets will produce a certain number of anomalies. The current market definition method has produced only a small number of anomalies in comparison to the large number of radio transactions since 1996. The current method is also stable in operation, well understood by the industry, and accurately identifies the stations that potentially compete against each other for listeners and advertisers. Adopting a revised market definition will only create a different and unpredictable set of anomalies. · The Commission lacks the authority to alter its radio market definition at this juncture. Because Congress in 1996 addressed local radio ownership limits and did not change the Commission’s well-established interpretation of what constitutes a radio market, then that interpretation should, under existing court precedent, be regarded as the interpretation intended by Congress. Certainly the Commission should not alter its market definition to cut back on the level of local radio consolidation expressly approved by Congress in 1996. · The Commission should not adopt Arbitron radio markets, for a variety of reasons.

REASON FOR PLAN The State of Minnesota is subject to major emergencies and disasters, natural, technological and criminal, which can pose a significant threat to the health and safety of the public. The ability to provide citizens with timely emergency information is a priority of emergency managers statewide. The Emergency Alert System (EAS) was developed by the Federal Communications Commission (FCC) to provide emergency information to the public via television, radio, cable systems and wire line providers. The Integrated Public Alert and Warning System, (IPAWS) was created by FEMA to aid in the distribution of emergency messaging to the public via the internet and mobile devices. It is intended that the EAS combined with IPAWS be capable of alerting the general public reliably and effectively. This plan was written to explain who can originate EAS alerts and how and under what circumstances these alerts are distributed via the EAS and IPAWS. II. PURPOSE AND OBJECTIVES OF PLAN A.
