Academy Manager Mr Hermann Terblanche

ECAS Academy athletes recorded numerous astonishing achievements in the past financial year. Behind each of these achievements, lie a story of hard work and dedication, heartache and jubilation, good fortune and bad luck, but most importantly, the support structure and strength drawn from family, friends, coaches, sport federations and administrators.

The Eastern Cape Academy of Sport plays a vital role in identifying potentially elite performers in both the urban and rural areas, and we will continuously ensure that systems are put in place to unearth talent from all sectors of the community.

For the reporting period, the Individual Athlete Programme (IAP) included 61 athletes compared to 57 from the previous financial year. In addition, the Residential Programme incorporated 11 athletes, resulting in an increase of 20 % on the IAP Programme. The athletes coming from the so-called Rural Districts represented 50 % of the athlete total in this component.

The Elite Squad System covered 16 different sporting codes from across the province, which was mostly coordinated in conjunction with provincial federations. Roughly 305 athletes have been benefitting from this leg of the programme.

The most significant progress of the past year, was the inception of the ECAS Provincial Residential Programme. ECAS regards the Residential Programme as the pinnacle in the pathway of the Athlete Development process in the Eastern Cape. It provides the opportunity to post-school sport achievers to further their studies at recognised tertiary institutions, whilst enhancing their sporting career by having access to first class sport facilities, coaching and sport science expertise. ECAS has accepted 11 Residential Athletes at the beginning of 2015, representing Athletics, Swimming and Boxing. The most significant aspect is that these are top-level athletes who would have been lost to the province as they would have considered offers from other institutions.

We wish to acknowledge the newly formed partnership with Futurelife, who has come on board as the official nutritional supplier of the Academy. Their sponsorship provides us with the capacity to supply all our IAP athletes with their daily nutritional requirements in all 8 Districts of the province.

I take the opportunity of thanking the wide spectrum of service providers who has worked with our athletes during the past financial year and who have made a contribution to assist our future stars in achieving their goals.

Academy Background

The Eastern Cape Academy of Sport (ECAS) is a cooperative programme of the South African Sports Confederation and Olympic Committee (SASCOC) that is funded by the National Lottery Distribution Trust Fund (NLDTF) as well as the Department of Sport, Recreation, Arts and Culture (DSRAC) - Eastern Cape. The Academy has been operational since March 1997 when the Eastern Cape was one of four provinces to implement Academy Programmes. As from 2002, Academy Systems in the country qualified for funding from the National Lottery Distribution Trust Fund (NLDTF), which saw an increase in the capacity of Academy programmes.

The mission of ECAS is to develop excellence in sport through the coordination and facilitation of sport science and logistical services to assist athletes, coaches, officials and administrators in performing optimally at national and international level.

In order to achieve its aims, the Academy provides the following services on an on-going basis: Coaching support to athletes, training support to coaches, officials, administrators, scientific and medical support to athletes, coaches and officials.

The Provincial Office of the Academy is hosted at the Nelson Mandela Metropolitan University in Port Elizabeth, Human Movement Science Department.

The Eastern Cape Academy of Sport has eight satellite Academy programmes, based in each of the Districts in the Eastern Cape. Academy Management Board / Provincial Academy Commission

The Management Board of the Eastern Cape Academy of Sport is responsible for setting the policies and overall governance of the Academy on a day-to-day basis, in accordance with the national Framework for Academies as determined by SASCOC. During the past financial year, the ECAS Board has dissolved as required by the National Academy Framework. The Board has been replaced by a 10-member Provincial Academy Commission, which will guide and manage the operations of the Academy as per the SASCOC Academy Framework, the ECAS Constitution and the Internal Control Systems of ECAS.

Programme Structure

Athletes are accepted onto the programmes of the Academy through the following different systems:

Individual Athlete Program (IAP): This program provides scientific, life skills and athlete support to nominated elite athletes. The criteria for acceptance onto the programme are at least provincial colours, with the prospect of a medal at national / international level. In principle, the programme made provision for 15 - IAP athletes in each of the 2 High Performance areas (Port Elizabeth and East London) and 7 - IAP athletes in each of the other Satellite Academies for the financial year.

Squad System: This programme provides scientific, life skills, and athlete support to selected codes which train in squad format. Athletes are serviced in group format and this is done in conjunction with the different Provincial and Regional Federations. Coaching and Technical development is the responsibility of the Federations and identified coaches.

Talent Identification Programmes :

These programmes are training camp - based, and is aimed at identifying and developing athletes from all 8 Districts in the province. Special Training Camps are hosted by the Academy Provincial Office in conjunction with District offices and also in consultation with all stakeholders and institutions to ensure a unified approach towards to development of potentially elite athletes. Camps primarily focus on exposing athletes to top-level training methods, nutritional guidance, injury management and rehabilitation, mental preparation and life skills. A strong focus on developing the coaches is essential and therefore regular interaction between coaches at different levels will provide opportunities for coaches’ development which ultimately will lead to the benefit of the athletes.

Special Projects :

The Academy also reaches out to athletes, coaches and administrators through the presentation of various Ad-Hoc initiatives. These projects could be once-off introductory sessions with the aim of educating athletes and coaches in terms of the basics of sport science principles and training methods. The ultimate goal is for potentially elite athletes to be identified and be absorbed in a development pathway in an attempt to expose the athlete to provincial and national competition. Special Projects could be in form of 3 different project categories eg. Coaches Education, Team Preparation and Talent Identification.

Athlete Selection Criteria

Athletes are nominated by Provincial Federations and all applications are evaluated according to the criteria below. A short-list of athletes are considered and approved by the Academy Commission prior to the financial year.

• Selection of Codes and Athletes according to SASCOC guidelines • Codes / Athletes to be categorized into the following programmes : - Individual Athlete Programme (IAP) - Elite Squads - Talent Identification Programmes • Evaluation of previous programmes • Age-group of between 14 and 23, depending on the sport concerned (Not to exclude current medal winners older that 23) • Participation at national and provincial level • Applications in consultation with Provincial Federations • Membership - full year with a possible extension thereafter Federations to be pro-active in coordination of sport specific High Performance programme

Academy Services

The scientific support for the Eastern Cape Academy of Sport is the responsibility of the Department of Human Movement Science, Nelson Mandela Metropolitan University. The following services are delivered on an on-going basis:

The services rendered by the Academy are:  Sport science and medical support to enhance performance which includes: * Physical and medical testing * Fitness and conditioning programmes * Medical interventions * Sport Psychology services * Sports nutrition * Sports vision * Video analysis  The Academy has a responsibility to assist in the provision of coaching opportunities for teams, squads and individuals. In this regard coaches are consulted with to ensure that athletes receive the best in terms of coaching possibilities and methods available. This process is always done in full collaboration and support from respective sporting federations.  Player Welfare and Development Programme. The Academy fulfils a vital role in offering a comprehensive life-skills and education programme to its athletes. The basis of the ‘Player Welfare and Development Programme’ is a needs assessment prior to implementation. The programme identify the unique challenges of athletes in terms of educational, social and economical needs, and address these challenges, contributing to the holistic development of the athlete.  Athlete Support : This important component is to provide historically disadvantaged athletes with the following support elements : * Transportation * Training kit * Sports equipment * Accommodation and Nutritional support (Residential Programmes)

1. Athletics – Provincial Sprinting Elite Squad

The Sprinting Elite Squad completed its second year of operation, and many successful results can be recorded for the reporting period.

A squad of 19 athletes formed part of the sprinting squad, specialising in 100, 200 and 400m. Athletes are monitored over a 3-year cycle. Annual athlete recruitment will be done to replace athletes not meeting the required standards. Former Academy athlete, and also former World Youth / Junior / Africa Champion / and Commonwealth Silver medallist, Paul Gorries, has been fulfilling the role of mentor coach to oversee the overall coordination and development of athletes and coaches. Apart from periodical Training Camps, the mentor coach also performs distance monitor of athletes on a weekly basis. 2. Athletics – Provincial Middle Distance Elite Squad

The “Elite Middle Distance Program” has been introduced in 2011 and has now completed its 4th year of operation. The program was an initiative taken by the Academy to assist the Eastern Cape in unearthing and developing raw athletic talent in all 8 Districts. Three training camps were hosted in 2014/2015 at the provincial High Performance Centre in Port Elizabeth. Camp Dates : Camp 1 - 16-19 July Camp 2 - 17-19 October Camp 3 - 5-8 February

Local coaches at district level forms part of the programme and receives guidance by specialist coaches during provincial training camps.

During the reporting period, 18 athletes formed part of the Elite Squad. Training camps are intensive and includes various aspects eg. athlete testing, sessions on mental preparation and goal-setting, life skills and also education on sports nutrition. The athletes and their coaches are mentored and monitored by provincial mentor coach, Leonardo De Villiers, former South African Middle Distance Athlete. Individualized training programs are designed around the unique requirements of each athlete according to their respective needs and challenges. Theory sessions and discussions also ensure that coaches are kept up to date with basic coaching principles as well as latest trends and coaching methods.

3. Maclear Rugby Academy (Residential) (Located : Joe Gqabi District)

Situated at the Maclear High School in the rural parts of the Joe Gqabi District, near Mthatha, the Maclear Rugby Academy is one of the programmes which resort under the Eastern Cape Academy of Sport.

With the support of the ECAS programme and its associated stakeholders, the Maclear Residential Rugby Academy started to lay the foundation for the Residential Rugby Programme towards the second half of 2012, and has completed its third year of operation within the reporting period.

A squad of 22 players, from various schools and towns in the Maclear area, has been selected for the programme with the aim to identify and develop talented young players to feed into the ranks of the Border Rugby Union and the Eastern Cape representative teams.

Maclear High School has been instrumental in establishing the Academy in partnership with ECAS and other stakeholders. As the programme expand, more and more areas of the Border Country Districts would be targeted, attracting players from rural areas around Mthatha, Butterworth and ex Transkei zones. The residential programme had 14 players on scholarships during 2014/2015, allowing them to attend any school around the Maclear area. Players on scholarship are offered accommodation in the Maclear High Schools hostel, school fees, transportation, nutrition, as well as full-time rugby coaching and conditioning. The programme is currently funded by ECAS and the Department of Sport, Recreation, Arts and Culture. In March 2013, the Department of Sport, Recreation, Arts and Culture in the Eastern Cape has donated gym equipment to the programme which are being utilized by the rugby Academy, as well as other high performance programmes and athletes in the area.

4. Boxing – Provincial Elite Squad

The Eastern Cape Academy of Sport together with the Eastern Cape Amateur Boxing Organization have initiated a refreshed boxing program for the Elite boxers of the Eastern Cape at the beginning of the financial year. The Sport Science Intervention programme is aimed at guiding and advising Elite Squad members on current trends within the International boxing arena.

Two training camps were hosted at the ECAS High Performance Centre in Port Elizabeth for the selected group of boxers forming part of the special squad, who has been selected by ECABO.

Qualified Biokineticist, Mteteleli Biko, has been contracted through the HMS Department to oversee the implementation of the Sport Science Intervention programme, and to liaise with boxers on a 1-1 basis. Mr Biko is currently doing his Master’s Degree at the Department of Human Movement Science.

5. Netball – Provincial Youth Elite Squad

The project is in full collaboration with Eastern Cape Netball, with a vision of developing national calibre players. The programme has adopted a four-year strategy and will create a development pathway for identified players to represent the province at u/19, u/21, and senior level.

The Elite Squad has been coordinated by Denise Grootboom, who has been responsible for all logistical aspects of the training camps and athlete liaison. Reg Sharp has been the Coach convenor and were responsible for the technical developments of the programme.

In general, the main aim of the programme was focussed on the monitoring of the players and ensuring an understanding around the interpretation of fitness and conditioning programmes, as well as specific training drills based on individual needs.

6. National Top-Schools Championships

The annual National Top-Schools Championships was hosted by the Department of Sport and Recreation South Africa in December 2014. The Games was held in Pretoria with the University of Pretoria hosting most of the events. The event came about as an initiative from the Minister of Sport Mr Fikile Mbalula (2012) in an effort to revive school sport and encourage sport participation in schools. The Eastern Cape Academy of Sport provided the medical support for the Eastern Cape Team, with 10 medical support staff on standby for injury and injury prevention treatment. Team Eastern Cape had its own Medical Centre with an ambulance, doctor, paramedics and other personnel attending the different venues of competition.
