Irvine, 25 April 2001 - At a Meeting of the Property Services Committee of Council at 2.00 p.m.

The Minutes of the Meeting held on 7 March 2001, copies of which had previously been circulated, were confirmed.

2. Vineburgh Regeneration

Submitted report by the Corporate Director (Property Services) on the results of the Vineburgh Regeneration consultation process and proposals for future action.

The consultation involved the Health Services, Scottish Enterprise Ayrshire, Strathclyde Police, North Ayrshire Leisure Limited, the Council's Social Services and Environmental Health Service and other agencies associated with the Social Inclusion Partnership and committed to assisting with regeneration proposals in Vineburgh. The Better Neighbourhood Services Fund is viewed as a potential source of funding.

The Committee agreed (a) the Vineburgh Regeneration proposals as detailed in the report; and (b) that these proposals be submitted for consideration for funding from the Government's Better Neighbourhood Services Fund.

3. Aids and Adaptations: Extensions to Accommodation

Submitted report by the Corporate Director (Property Services) on proposals for Aids and Adaptations to council houses for disabled persons, involving six cases.

The Committee agreed (a) to approve the proposals in relation to the extensions detailed in the report with the exception of Case C which is to be reviewed by the Corporate Directors (Property Services) and (Social Services); (b) that the cost limit guide for extensions be increased from £18,000 to £30,000 with discretion to the Corporate Director (Property Services) to agree a modest variation to

Page 1 that figure based on the circumstances of any particular case; and (c) that the Corporate Director (Property Services) further investigate the options available for future extensions and report.

4. A78 Signing: / Area

Submitted report by the Corporate Director (Property Services) on proposals in relation to the road signing of the communities of West Kilbride and Seamill.

The Executive and Ratification Committee on 13 March 2001 remitted back to the Property Services Committee consideration of a decision to undertake a survey of the residents of West Kilbride and Seamill on road signage on the A78 trunk road.

Following the meeting of the Property Services Committee on 7 March 2001 a letter was submitted to the Council by West Kilbride Community Council. This letter, which was considered by the Executive and Ratification Committee expressed the view that matters relating to the A78 signage had already been dealt with satisfactorily and objected to the expense of the proposed resident's survey.

The head of Roads advised that the costs of the proposed survey had now increased from £1,000 to £3,000 as questionnaires would require to be provided to each individual, in both communities, rather than one per household as originally envisaged.

Mrs Munn, seconded by Mrs McDougall, moved that the Committee note the report and to take no further action. As an amendment, Mrs McLardy, seconded by Mr Rae, moved that the consultation exercise proceed with a report on the outcome to the next meeting.

On a division, there voted for the amendment 2 and for the motion 8, and the motion was declared carried.

5. Tenders for Fuel

Submitted report by the Corporate Director (Property Services) on the new arrangements in force from 1 April 2001 for the supply of fuel.

The Committee agreed the new arrangements.

6. Tenders for Tyres

Submitted report by the Corporate Director (Property Services) on tenders received for the supply of tyres for the year commencing 1 April 2001 and advising of changes which have been made to the selection process.

The Committee agreed to accept the tender submitted by Motorway Tyre and Autocentres for the supply of tyres for the year commencing 1 April 2001.

7. Traffic Accidents and Casualties for 2000

Submitted report by the Corporate Director (Property Services) on traffic accidents and casualties in North Ayrshire in 2000.

Noted.

8. Irvine Town Centre Traffic Management

8.1 Traffic Regulation Order: High Street and Car Parks

Submitted report by the Corporate Director (Property Services) on the proposed Traffic Regulation Order regulating disabled parking in High Street, Irvine and adjoining car parks.

Page 2 An objection has been lodged from the North Ayrshire Forum on Disability to the Order and a Sub-Committee requires to be established to consider this objection.

The Committee agreed that a Sub-Committee comprising J. Bell (Chair), D. Gallagher, J Jennings, M. Munn, R. Rae and S. Taylor consider the objection and report.

8.2 Taxi Rank Provision

Submitted report by the Corporate Director (Property Services) on a proposal to designate an additional taxi rank in Irvine Town Centre, following consideration of a number of options by the Irvine Town Centre Traffic Management Member/Officer Working Group.

The Committee agreed to the designation of a new taxi stance in High Street (south), Irvine to operate between midnight and 6.00 a.m. seven days per week.

9. Traffic Calming: Castle Drive and Lawfield Avenue, West Kilbride

Submitted report by the Corporate Director (Property Services) on traffic calming proposals for Castle Drive and Lawfield Avenue, West Kilbride.

Noted.

10. Irvine: Primary School: Proposed Extension

Submitted report by the Corporate Director (Property Services) on proposed negotiations in respect of a tender for an extension to Lawthorn Primary School.

The Committee agreed (a) in terms of Section 17 of the Standing Orders relating to Contracts, to authorise the Corporate Director (Property Services) to negotiate with W J Barr & Sons a tender for the extension to Lawthorn Primary School; and (b) that if negotiations are satisfactory, the tender be submitted to the Executive and Ratification Committee for approval.

11. Tenders for Vehicles

Submitted report by the Corporate Director (Property Services) on progress to date in the replacement vehicles programme for 2000/2001.

The Committee agreed to approve the purchase of vehicles to date as detailed in the report.

12. Tenders for Vehicle Hire

Submitted report by the Corporate Director (Property Services) on tenders received for the seasonal hire of vehicles for use in the Garden Tidy Scheme.

Noted.

13. Traffic Regulation Order: Speed Limits at Various Locations on the

Submitted report by the Corporate Director (Property Services) on the proposed introduction of speed limits at various locations on the Isle of Arran by way of a Traffic Regulation Order.

The Committee agreed to the preparation and advertising of the Traffic Regulation Order as detailed in the report.

Page 3 14. Traffic Regulation Order: Caledonia Primary School, and Stanley Primary School,

Submitted report by the Corporate Director (Property Services) on proposals to introduce 20mph zones around Caledonia Primary School, Saltcoats and Stanley Primary School, Ardrossan by way of Traffic Regulation Orders. Although no formal objections have been received, Strathclyde Police have expressed reservations about the proposed zone at Caledonia Primary School, Saltcoats.

The Committee agreed to the implementation of the Traffic Regulation Orders as detailed in the report.

15. Private Sector Housing Grants

Submitted report by the Corporate Director (Property Services) on applications for grant under the Housing () Act 1987.

The Committee agreed to approve the applications as detailed in Appendix 1.

16. Fanchea Kelly: Head of Housing

The Chair reported that Fanchea Kelly, Head of Housing, has recently resigned to take up a post with Edinburgh City Council.

The Committee expressed its appreciation for the contribution by Ms Kelly to the work of the Council, wishing her every success in the future.
