Recently I called for all Scarborough Borough Council meetings to be filmed and made available to the public. I believe that this is now even more important as a new law gives the public the right to film, tweet or blog from council meetings. I support the right of anyone to do this if they so wish however just as with newspapers comments made at meetings can be edited and misrepresented. Therefore the best way to ensure that the public have the full story is for council meetings to be filmed and broadcast. This is fair to everyone, the public, councillors and council staff. It will allow the public to challenge their Councillors and council officers (who present reports to meetings) bases on what they have actually said and not what they are reported to have said. To some this will seem like a lot of modern nonsense. To me it is a necessary step to ensure the public get the best out of their council. After all it is us taxpayers who pay for the council.

Now that the Parish News is on the website I feel that it is necessary to update the look of the newsletter and to try and avoid duplicating items that are already on the website , so in future I will not include the Parish Council Minutes. However if you are not able to access the website and would like to receive a copy of the minutes please let a Councillor know or write to the Parish Clerk.

Jones 01723890827 HIGHLIGHTS OF SOUTHERN PARISH CLUSTER Minutes of a meeting held at the Everon Centre Monday 20th.January 2014 at 7:45 pm Present: Councillors:- Speeton - Tricia Peake Muston - Godfrey Allanson (Chairman) & Folkton – Jill Carroll & Linda Thompson Brian Stevenson. Osgodby - Eileen Vickers & Peter Southward Cayton - John Blackburn & Roberta Swiers Clerk to the Cluster - Helen Carter.

At this meeting one of the main duties of the Cluster was to approve the funding requested by volunteer groups within the Southern Area Cluster Declarations Of Interest –members declared an interest as follows in respect of agenda item 3 Relating to grant funding being considered:- Godfrey Allanson & Brian Stevenson - Muston Parish Council ; John Blackburn & Roberta Swiers Cayton Parish Council & Jubilee Hall Management Committee; Linda Thompson Folkton & Flixton Village Hall & Folkton & Flixton Playing Fields Association: Jill Carroll Folkton & Flixton Village Hall; Tricia Peake Reighton & Speeton Parish Council. When the relevant application was considered by the committee, the members left the room and took no part in the decision process. Area Committee Funding Grant scheme applications had been received from 14 organisations. The following applications were then considered, questions were asked by the committee to the representative from the organisations and amount of funding confirmed:- Scarborough Stroke Club No funding. Muston Cricket Club £1,000 funding agreed Muston Village Hall - £1,000 funding agreed. Folkton & Flixton Cricket Club - £1,000 funding agreed. Cayton in Bloom - £600 funding agreed. Reighton & Speeton Parish Council - £960 funding agreed. Reighton Village Hall -£300 funding agreed. Folkton Village Hall - £250 funding agreed. Jubilee Hall Management Committee - £1,000 funding agreed. Cayton Parish Council - £480 funding agreed. Cayton Methodist Chapel - No funding Cayton Bowling Club - £865 funding agreed. Folkton & Flixton Playing Fields Association £1,000 agreed Muston Parish Council - £1,000 funding agreed. It was RESOLVED a total of £9,455 be made available as grant funding to the above organisations. They were only three groups that were not successful:- Scarborough Stroke Club although a very worth cause the majority of people present thought that the Cl;uster was not an appropriate organisation to apply to in this case and that the Club was really asking for a donation and not a grant. The two religious group were refused has they didn’t meet the criteria set out in the Grant Guidelines.

Since the last meeting the Cluster have been successful in protesting about the proposed removal of the 118 bus service that runs through Folkton and Flixton Mr. John Blackburn reports:- Meeting with Richard Owens Integrated Passenger Transport at Folkton Councillor Blackburn re- ported a well attend successful meeting. A recommendation is being made to NYCC Executive Committee that 2 buses a day run from Folkton & Flixton to Muston, Filey, Cayton & Morrison’s & possibly to Seamer Road Park & Ride. Another victory for The Cluster after the success of the Reighton bus service. The clerk asked for clarification as to who is to pay the Folkton Hall fee for the meeting. An anonymous donation has been made to cover this.

IIn1989 the School in Folkton and Flixton closed and the children transferred to other schools in the area. Whilst I was involved in the Digital History project I was given many photographs of the school dating from as far back 1890. Over the next issues of the Parish News I will include some of the photographs. I will work backwards in time so that some of you may recall the people in the photographs. He is described as a 42 year old white male, with a slight tan, 6 ft 4 inch tall, balding hair. He is believed to be driving an Audi A3, Registration: HG11 WHA. It was with sadness, at the January meeting, the Bloom Group decided they had to be realistic about the groups ability to maintain the existing beds tubs and look after all the other projects that are needed to meet the categories listed in the ‘Yorkshire in Bloom Competition’ that they would not be able to enter this year. If in the future more people come forward to help then it might be possible to enter once more.

We are very grateful to Roger Burnett and Sheila Johnson who help and encourage the group in any way they can and also to the Community Payback teams who come and look after the ‘Wildlife Area’ down Crook Lane.

On a more cheerful note the group do enjoy the social side of being in the Bloom Group so have decided to have another ‘Going to pot evening’ the funds raised will help to pay for the summer bedding plants needed for the beds and tubs around the Villages.

St. John the Evangelist Church Forthcoming Events

At the last P.C.C. meeting it was agreed that the Church would do something different this year the first thing we would like to try is to put on a Lent Lunches. The lunch will consist of :- Soup and a roll, Crackers and cheese, Tea or Coffee. There will not be a charge as such but a donation will be suggested and all pro- ceeds will go to a chosen Charity. The first lunch will be on Saturday “22nd. Of March in Flixton Village Hall starting at 12 noon and finishing at 2:00p.m.

Later in the year we would like to have a service in church to celebrate Baptism. People who have been baptised will be invited to come to Church on August 24th. at 3:00 p.m. The service will be open to all members of the community who would like to come along and join in this special occasion. There will be displays of Christening Gowns and Christening Memorabilia. After the service there will be Afternoon Tea in the Village Hall.

Lastly there has been interest expressed by members of the community to put on n’t a Nativity Play similar to the one done in 2011. This will be advertised in a later Parish News and if there is sufficient interest especially from the children then I am sure we will be able to come up with something.

Grants are available for anyone up to 18 years of age who live in Folkton Flixton or Flotmanby and meet the criteria set out in the application form

This year is a very special year being the centenary of the beginning of the First World War. Jill Carroll has decided to mark this by putting on a Centenary Lunch in aid of Help for Heroes. The Lunch will be on Sunday 29th.June in Folkton and Flixton Village Hall starting at 12:30 p.m. and sitting down to a three course meal at 1:00p.m. There will be a choice for each of the courses:- Soup and a roll or Prawn cocktail. Chicken in a white wine sauce or Pork and Apple Sauce with Seasonal vegetables . Fresh Fruit Salad or Lemon Posset with drunken grapes or Eton Mess A glass of wine will be served with the meal and tea or coffee will be served after.
