INTRODUCTION

RATIONALE

As the school resumes classes through online distance learning for the academic year 2021-2022, the Learning Resource Center commits to provide programs/services to support the instructional program of the school. The library programs and services serve its purpose to help and guide students and teachers in accessing information in the new education set-up.

VISION

St. Andrew’s School Learning Resource Center envisions the formation of students’ ability in using resources for getting information, for building ideas and for acquiring special skills.

MISSION

St. Andrew’s Learning Resource Center commits itself to the following: ▪ Developing reading habits through the use of books and the various materials and facilities; ▪ Assisting students in the effective and efficient use of the library materials and its facilities; ▪ Widening and strengthening students’ skill in doing research work; and ▪ Providing a variety of reading materials on varied subjects and interests for the different levels, for faculty, administrators and staff.

AIMS AND OBJECTIVES

1. To select, evaluate and acquire library materials in varied formats to meet and respond to the needs of our diverse community. 2. To promote literacy and disseminate useful daily information to the people and encourage lifelong learning through its reading materials and resources. 3. To provide opportunity, ensuring freedom and equal access to information for all members of the community, to educate and enlighten them. 4. To maintain and preserve books, materials and resources with historical, cultural, social, economic and archival value, and other related materials in an organized collection to provide members of the community these materials and enriched their personal and professional lives. 5. To provide materials and resources that entertain and inspire as well as services offering space for people and information to come together, and programs that would create library awareness.

LRC PROGRAM/SERVICES AND GUIDE DURING PANDEMIC

(See Appendix A: Summary of the Virtual Programs/Services.)

LIBRARY HOURS AND FACILITIES The Library will remain closed to the public. However, our online services are available from Monday to Friday from 7 AM to 4 PM.

VIRTUAL LIBRARY ORIENTATION Orientation for students, teachers, and parents will be held via Zoom to discuss new library programs/services and guidelines during this period of pandemic.

CIRCULATION SERVICE (Book Delivery) The Learning Resource Center will continue its operation for the borrowing of circulating books for the students and teachers via pick up at the Guard entrance. We make sure also that our printed books are still of use for the teachers and students even in this period of pandemic considering the precautionary measures for the security and safety of our collection as well as the library users. Books may be delivered through Lalamove or other delivery options in case the parent is not available to pick up or to drop off the books when returning. However, the parent will have to shoulder the delivery fee or shipping fee. See Appendix B: Borrowing/Returning Policies and Procedures and Appendix C: Handling Books and Quarantine Policy.

REMOTE ACCESS SERVICES Aside from the printed books that will be circulated for use, the LRC provides Gale e-books, Formed.org, and Open Education Resources (OER) for students and teachers that can be accessed online. In addition to the existing online resources of the LRC, we have added free online resources and/or open access for students and teachers. See Appendix D: Online Resources.

CURRENT AWARENESS SERVICE (CAS) All announcements such as new acquisitions, current information, trivial facts, and other library activities/events will be posted on the official SAS LRC page, and on the school website. This is also our way of introducing the LRC services and collection to the students and teachers publicly. See our SAS-LRC FB page https://www.facebook.com/lrcandreans.edu

DIGITAL INFORMATION LITERACY PROGRAM (DILP) The LRC staff, in collaboration with the English and Filipino teachers will implement a Digital Information Literacy Program to teach students how to be more critical in the information they encounter especially online. This will be a classroom based discussion.

APPENDIX B: BORROWING/RETURNING POLICIES AND PROCEDURES

BORROWING POLICIES

1. All students and teachers are entitled to borrow books from the library using their school ID number. 2. Textbooks, Teacher’s Manual, Fiction books, Non-fiction books, Academic books in English, Math, Science, Biology, etc and other library books for reference will only be available for check out. Other print books such as general references (encyclopedia, dictionary, etc.), periodicals, maps, charts, kits and materials will not be accessible for the meantime. 3. The LRC staff will only accept request for books from students after their last period so that students may have ample time to request book/s. 4. Students will not be allowed to borrow books for home reading a week before the quarterly exam. 5. Books should be handled with care because they are intended to serve a great number of researchers and/or readers. 6. Books that are lost or damaged beyond the normal depreciation while on loan should be replaced with the same title and edition. Failing this, the book cost equivalent. 7. Books lost and damaged should be reported as soon as possible. 8. Books must be returned as soon as possible if no longer needed as others may want to borrow too. 9. Overdue books are given penalty of 20 pesos per book per day. 10. The LRC staff will increase the number of books to be borrowed and will extend the borrowing period. For Grade School and High School students, maximum of 3 academic books can be borrowed at a time. The books are loaned for 5 days excluded holidays, weekends, etc. and can be renewed for another 5 days (once only).

APPENDIX B: BORROWING/RETURNING POLICIES AND PROCEDURES

BORROWING AND RETURNING PROCEDURES

1. Make an inquiry and/or request first with regard to the book/s you want to borrow. The LRC staff will check if the book/s is/are available. 2. There are two (2) ways to access the book: 5.1 Pick up at the entrance gate. The parents and the teachers will have to go to school to get the book/s. 5.2 Lalamove or other delivery options. The parents and teacher will shoulder delivery fee. LRC staff will process delivery request online. 6. Upon book request, wait for the requested book/s to be delivered to your home or pick-up the within the day of the request or following day.

7. Return the books via drop-off at the school entrance gate. Kindly ensure that books are inside a bag/box for safety purposes. Notify the LRC staff when returning books.

APPENDIX C: HANDLING BOOKS AND QUARANTINE POLICY FOR BOOKS

HANDLING BOOKS AT HOME

1. Have clean hands and clean area to use the book. 2. Keep the food and drink away from the book. 3. Keep books away from direct sunlight and other high intensity light because it can speed up the deterioration of paper. 4. Turn the pages gently. 5. Do not write anything on the book.

QUARANTINE POLICY FOR BOOKS

The Centers for Disease Control (CDC) and Prevention has stated that the SARS-CoV-2 virus does not transfer readily from surfaces. That said, each organization will need to exercise caution in accordance with its risk tolerance, its understanding of the available research, and municipal guidance.

The Northeast Document Conservation Center (NEDCC) recommends quarantining collection items as the most effective way to disinfect them after handling by staff and patrons. The length of the quarantine periods should be based on scientific studies that test the attenuation of the SARS-CoV-2 virus on collection-specific materials, such as paperback books, and on studies that test general material types such as plastic and cardboard.

NEDCC recommends a minimum 3-day quarantine of the following collection items: plain paper pages inside a book, paperback and hardback book covers, DVD cases, archival folders, and plastic book coverings. The REALM Project’s Round 1 and 2 tests on these collection-specific materials as well as a number of other studies on relevant general material types, document an attenuation of the SARS-CoV-2 virus on these surfaces after up to 3 days.

For items for which REALM has explicitly documented a 4-day attenuation period, NEDCC recommends a 4-day quarantine. These include glossy book pages, magazine pages, children’s board books, and braille paper pages.

For specific material types, quarantine periods of different lengths may ultimately be found to be appropriate. Research results do not yet agree on the timeframes; however, the SARS-CoV-2 virus appears to lose its viability more quickly on cardboard surfaces than on plastic surfaces (e.g. books covered in polyester, Mylar, or other plastics, as well as plastic-based materials such as CD’s and DVD’s).

Because some studies testing SARS-CoV-2 on general material types, such as plastic and stainless steel, have found that up to 7 days is required for attenuation—and because of the small number of studies overall—some institutions may opt to continue with a 7-day quarantine, which NEDCC recommended in an earlier version of this publication.

A 7-day quarantine is appropriate for any collection item about which a curator is uncertain.

STAFF AND PATRON SAFETY

Staff and patron should follow Centers for Disease Control (CDC) guidelines on “How to Protect Yourself and Others. The CDC has provided additional guidelines for workers who handle and deliver mail and parcels, and cultural heritage institutions may find these guidelines applicable to their operations. (see https://www.cdc.gov/coronavirus/2019-ncov/prevent-getting- sick/prevention.html)

Note that for collection safety, hand washing with soap and water is preferred over using hand sanitizer because the former removes dirt and oils and the latter does not. Dirt and oils can transfer to collections and stain or damage them.

If a dedicated quarantine space cannot be established, staff can place items in bags until the quarantine period is over so that staff do not accidentally handle the items. It is not advisable to tightly seal the bags because this can create potentially-damaging microclimates.

Description: Free, full text, quality controlled scientific and scholarly journals, covering all subjects and many languages. At the First Nordic Conference on Scholarly Communication in Lund/Copenhagen (http://www.lub.lu.se/ncsc2002) the idea of creating a comprehensive directory of Open Access Journals was discussed. The conclusion was that it would be a valuable service for the global research and education community.

The DOAJ (Directory of Open Access Journals) was launched in 2003 at Lund University, Sweden, with 300 open access journals. Today, the independent database contains ca. 12000 open access journals covering all areas of science, technology, medicine, social science and humanities. DOAJ is a membership organization and membership is available in 3 main categories: Publisher, Ordinary Member and Sponsor. A DOAJ Membership is a clear statement of intent and proves a commitment to quality, peer-reviewed open access. DOAJ is co-author to the Principles of Transparency and Best Practice in Scholarly Publishing (Principles) and DOAJ members are expected to follow these principles as a condition of membership. DOAJ's mission is to increase the visibility, accessibility, reputation, usage and impact of quality, peer-reviewed, open access scholarly research journals globally, regardless of discipline, geography or language. DOAJ will work with editors, publishers and journal owners to help them understand the value of best practice publishing and standards and apply those to their own operations. DOAJ is
