(Members: Aye.) Those against? Carried. Ongoing negotiations for a future relationship with the EU – Statement by the Chief Minister Chief Minister (Hon. F R Picardo): Mr Speaker, I want to thank you and the House for its 30 indulgence in recent months as we have conducted the detailed and intensive negotiations on our future relationship with the European Union. We have asked colleagues, on a number of occasions, to adjourn the House without dealing with business. We have been unable to deal with ordinary business on the ordinary timetable that we would wish to be adhering to and to the rhythm that we introduced after our first election nine years ago. The work of Select Committees 35 has not been able to get underway in earnest, either. This is obviously something that we very much regret on this side of the House. Members are aware of the reasons for the need for such unusual and repeated adjournments. I am grateful to Members on both sides of the House for the latitude that they have shown us in that respect. All hon. Members and all citizens will, no doubt, have been following the rolling news channels 40 reporting on the state of the current negotiations between the United Kingdom and the European Union on ‘the future relationship’, as it is known. Given that we have always been clear in our views in this House – and the overwhelming result of the referendum in 2016 was certainly, if nothing else, very clear – I think it is equally

INTRODUCTION 3. Mr Speaker, this is my sixth budget address as Chief Minister. 4. It is in fact my second budget address since our re-election to Government in November 2015 with a huge vote of confidence from our people, and I now have the honour to present the Government’s revenue and expenditure estimates for the financial year ending 31 st March 2018. 5. During the course of this address, I will also report to the House on the Government’s revenue and expenditure out-turn for the financial year ended 31 st March 2017, which was the fifth full year of a Socialist Liberal Administration since we took office on a warm autumn day in December 2011. 6. Mr Speaker, as has been traditional now for almost thirty years since the first GSLP Chief Minister delivered the first GSLP Budget in 1988, my address will of course be NOT JUST my report to the House on the Public Finances of our nation and the state of the economy generally, but also a Parliamentary ‘State of the Nation’ review of the economic and political future facing Gibraltar. 7. There could be no better way, Mr Speaker for the GSLP to celebrate its fortieth anniversary than with the honour of a second GSLP Chief Minister delivering a Socialist Budget for Gibraltar.

While there are still many people who would deny this fact, it is true to say that none sit in this House. I congratulate the Minister for showing leadership in bringing the motion and Government as a whole for seeing the 10 wisdom of accepting a minor amendment which would allow its unanimous passage.     PRESS RELEASE No: 591/2016 Date: 20th October 2016 Chief Minister reshuffles the Cabinet The Chief Minister Fabian Picardo, in consultation with the Deputy Chief Minister Dr Joseph Garcia, has today carried out a ministerial reallocation of responsibilities. The GSLP/Liberal Government was first elected in December 2011. There was a Cabinet reshuffle on 9 December 2014 on the third anniversary date of that election. Following last general election of 26 November 2015, there were a number of changes made to some Ministerial portfolios affecting mainly the Chief Minister and the Deputy Chief Minister. It was made clear at that time that a more extensive reshuffle would follow in 2016. This is therefore the second Cabinet reshuffle since December 2011 and the first major one since the general election of 26 November 2015. Summary of new portfolios 1. The Deputy Chief Minister Hon Dr Joseph Garcia The Deputy Chief Minister becomes the Minister for Brexit as well as Europe, given the ever increasing volume of work in this area. 2.     THE CHIEF MINISTER’S BUDGET ADDRESS 2018 Her Majesty’s Government of Gibraltar 6 Convent Place Gibraltar Mr Speaker, I have the honour to move that the Bill now be read a second time. Introduction 1. Mr Speaker, this is my fifteenth budget address as a Member of this Parliament. 2. It is my seventh budget address as Chief Minister. 3. And in delivering it, Mr Speaker, I am already facing my fourth leader of the Opposition! 4. Mr Speaker, as part of my address on this second reading of the Appropriation Bill, I have the honour to present the estimates of Government’s revenue and expenditure for the year ending 31st March 2019. 5. I also have the honour to present the out-turn for Government’s revenue and expenditure for the year ended 31st March 2018, which 2 was the sixth full financial year of a Socialist Liberal Government since we took office in December 2011. 6. Mr Speaker, this address comes twenty four months after the decision of the British people in referendum to leave the European Union. 7. In that respect, Mr Speaker, and given that it is now increasingly likely that the United Kingdom will leave the European Union on the 29th of March next year, this is, sadly, the last Budget Address that will ever be delivered in this House by a Chief Minister whilst we are members of the EU. 8. And in the context of that international political backdrop, Mr Speaker, as is now traditional, my budget address to this House is very much a ‘State of the Nation Address’ and I will also report to the House on the state of our Public Finances as well as on our nation’s economic outlook.

    MONDAY 24th JUNE 2013 CHIEF MINISTER’S BUDGET ADDRESS 2013 Mr Speaker, This is my tenth budget session as a member of this Parliament and second budget address as Chief Minister and I now have the honour to present the Government’s revenue and expenditure estimates for the year ending 31st March 2014. Mr Speaker, this debate on the second reading of the Appropriation Bill has traditionally also been not just about economics, it is also a State of the Nation address touching areas beyond the numbers in the schedule to the Bill. I will nonetheless also of course report to this House on the state of the economy and public finances and on the revenue and expenditure out-turn for the previous financial year, which was the first full financial year under the Socialist Liberal Government. Mr Speaker, I will end my address to the House by outlining some of the more specific budget measures that the Government will introduce this year, in pursuance of manifesto commitments and new measures designed to address the social and business needs of the Community. Mr Speaker, this debate on the second reading will be historic in many ways. The substance of the economic points I will make will be, of course, the highlights of this debate. But one historic innovation today is the fact that the debate is being transmitted not just in audio, but also in video. Today, I believe, these proceedings are finally being broadcast on Parliament’s own website, on television by the public broadcaster and on the websites of such other national media outlets as may request it.

    No: 555/2021 Date: 22nd July 2021 THE HON ALBERT ISOLA MP - BUDGET SPEECH BUDGET SPEECH 2021 Mr Speaker, I believe it is absolutely remarkable, that after these last two years of horror, I should be standing here telling you how well and resilient the businesses in my areas of responsibility are doing. Brexit was without question the biggest chal- lenge to our Gaming and Financial Services firms – that was until Covid 19 came along. Yet, quite incredibly, both of these sectors have adjusted, planned and executed their structural changes, and got on with what they do best – running their businesses. Travel Insurance firms and Bureaux were the most impacted by the pandemic. Today, despite all the European business having been lost by our Gaming firms, we still have some 3400 jobs in this sector and growing. I am pleased to report that we have new applications en route and our firms continue to employ here which is most welcome. In Financial Services, having lost the European Passporting rights, we secured passporting rights to the United King- dom – the only piece of land in the entire world to have achieved this. Not bad for a “bad” Brexit deal. As a consequence of this excellent work delivered by the UK’s confidence and trust in our regulatory and legal sys- tems, and the quite extraordinary skills of our Brexit negotiating teams led by my friends the Chief Minister and the Deputy Chief Minister, I can report that in the last half of 2020 the GFSC had the highest number of applications in its history, and the numbers of Cat 2’s and HEPSS in Q1 of 2021 are also at record levels.
