The Parsippany-Troy Hills Board of Education held its Regular Meeting on Thursday, August 22, 2019 at Calabria Educational Center, 292 Parsippany Road, Parsippany, NJ 07054.

Mr. Neglia stated that in compliance with Chapter 231, Public Law 1975 entitled Open Public Meetings Act, adequate notice of this meeting has been provided as specified in the Act. A meeting notice was published in the Daily Record on January 4, 2019 and at the district website http://www.pthsd.k12.nj.us. Additionally, the Notice of Meeting was posted at the Municipal building and a copy of Notice filed with the Township Clerk on July 30, 2019 and August 16, 2019. This is an official meeting.

ADJOURN TO EXECUTIVE SESSION ADJOURN TO EXEC SESSION

Mr. Neglia made a motion to adjourn to closed session. The motion was moved by Mr. Choffo and seconded by Mrs. Golderer and was unanimously approved by roll call vote to adjourn to closed session for the purpose of student HIB’s, personnel and legal which are confidential in nature under N.J.A.C. 6A:32:-7.1 et seq., which are being presented for approval at this evening’s meeting.

1. This public meeting is hereby recessed into a private session where the public shall be excluded for the purpose of discussion and consideration of the fol- lowing: HIB’s, personnel and legal. 2. It is the determination of the Board that a discussion of the aforementioned subject matter may be prejudicial to the interests of the parties involved and could result in a possible invasion of a right of privacy and be detrimental to the parties involved. 3. Discussion and/or action of the Board with regard to the above mentioned subject matter shall be (or not be) disclosed to the public within 60 days hereof.

Dr. Sargent presented Superintendent Bulletin Number 2

Dr. Sargent stated that at this point in August the district is working with great energy to prepare the classrooms and schools for the return of students and staff members. There are a number of facility projects underway and everything should be completed in time for Opening Day. These projects include roof replacements at Lake Parsippany School and Troy Hills School, an auxiliary gymnasium floor replacement at PHS, updated Home Eco- nomics rooms at CMS and PHS, a new track at PHHS and new bleachers at BMS. This has required a good deal of coordination among our Buildings and Grounds, Custodial and Township officials and the district appreciates the work ethic displayed by all this summer.

New Staff Orientation was held this week with 20 elementary staff, 24 middle/high school staff and 7 pupil services staff. These sessions are run by the Curriculum Office and con- nect our newest hires with all the information and resources they need to have as successful school year.

All district staff will return for meetings and classroom preparation on Wednesday and Thursday next week. School begins for students on Tuesday, September 3.

Ratification of the Board/ESAPTH Agreement 2019-2023 ESAPTH 2019-2023 A RATIFICATION BE IT RESOLVED that the Board of Education and the Educational Sec- retaries Association of Parsippany-Troy Hills have negotiated a successor to the 2015-2019 Bargaining Agreement. The successor Agreement for the term of July 1, 2019 through June 30, 2023 is attached and presented for ratification by the Board of Education. The membership of E.S.A.P.T.H. ratified this Agreement on August 14, 2019.

2. ESAPTH Sidebar Agreement ESAPTH SIDEBAR BE IT RESOLVED that the Board of Education hereby approves a sidebar agreement between the ESAPTH and the Board dated August 6, 2019 as on file in the superintendent’s Office.

Calabria Education Center located at 292 Parsippany Road, Parsippany, NJ and

WHEREAS, emergent circumstances are defined as a circumstances that must be addressed expeditiously to avoid peril to the health and safety of students and/or staff and/or to avert an operating deficient from the required implementation of the thoroughness standards N.J.A.C. 6A:26-1.2, and

WHEREAS, the county office was notified of the decision made to ensure the health and safety of the students and staff, and

WHEREAS, it was necessary for the District to invoke N.J.S.A. 18A: 18A- 7 which permits contracts to be negotiated without public advertising for bids and bidding therefore, notwithstanding that the contract price requires the immediate delivery of goods or the performance of services, and
